Citizenship Ceremony

At the Citizenship Ceremony held at the Council Chambers, Bondi Road, Bondi Junction on 25 October 2012 we welcomed 53 new citizens from: Colombia, Egypt, France, Ireland, Israel, Poland, South Africa, Sweden and the United Kingdom. All Councillors are invited to the Citizenship Ceremonies which are scheduled to be held on the following dates:

IB-05 Waste Services Report (6-5) Report dated 22 October 2012 from the Director, Public Works and Services. Recommended: That this report be received and noted. The following information is a summary of the collected waste from the Resource Recovery & Public Place Cleansing Division for the month of September 2012.

1. Domestic Waste Streams

During the month of September 2012, 1050.78 tonnes of domestic garbage was collected.

During the month of September 2012, 494.54 tonnes of domestic recycle was collected.

2. Total Annual Domestic Waste Streams

Waverley’s Waste & Resource Recovery Action Plan 2007 – 2017 states that by 2017, Waverley’s total domestic waste stream will have a target of 75% landfill diversion.

During the month of September 2012, Waverley Council received 164 dumped rubbish Service Desk requests (reactive), 328 work order requests (proactive) and collected 33.23 tonnes of illegally dumped rubbish.

IB-10 Maintenance and Construction Report

Report dated 26 October 2012 from the Director of Public Works and Services

Recommended: That this report be received and noted.

The following information is a summary of the activities of the Maintenance and Construction Division of Public Works and Services to from 1 July 2012 to 30 September 2012.

1. Maintenance and Construction Unit

This unit provides trades services to various departments within Council and infrastructure repair and reconstruction. The following information summarises activity by this unit.

Unit Activity

Maintenance Teams

Plumbing Service Clearing of sewer chokes due to Council trees.

A total of 60 sewer chokes were cleared by Council’s plumbers and by contractors.

Bubblers were repaired at Dickson Park, Diamond Bay Reserve, Dudley Page Reserve, Marks Park, Kimberley Reserve, Bronte Park and Bronte Beach.

Stormwater drains were cleared from Blake Street, Dellview Street, Lamrock Avenue, Bon Accord Avenue, Wiley Street and Roe Street, Miscellaneous works included repairs to taps Bondi Pavilion and Hugh Bamford Reserve, repairs to men’s toilet at Bondi Pavilion and repairs to a shower at Bondi Park.

Painting Service Line marking in Clarke Street, Curlewis Street, Hastings Parade, Yanko Avenue and Kimberley Street.

Miscellaneous works include painting seats at Bronte Pool, Rodney Reserve and Victoria Park, exhibition boxes in Oxford Street, fencing in Gardyne Street, Victoria Park, Notts Avenue, Simpson Street and Thompson Street.

Carpentry Service 42 traffic signs and 42 street name plates were replaced or repaired.

Reconstruction of boardwalk at Bondi Icebergs stairs, repairs to bridge and play equipment in Dickson Park, repairs to broadwalk at Diamond Bay Reserve and installation of exhibition boxes in Bondi Junction Mall.

Miscellaneous work included, repairs to fencing at the Tamarama Coastal Walk, Notts Avenue and Glenayr Avenue, seats at Bronte Park and handrails in Francis Street. Installation of bollards at Hastings Parade, Wellington Street and Ebley Street, repairs to window at Bondi Pavilion and noticeboard lock repairs at Military Road.

Pool Cleaning Bronte Pool was cleaned on 11th July, 22nd August and 6th and 20th September 2012.

North Bondi Pool was cleaned on 12th July, 23rd August and 7th and 20th September 2012.

Footpath Repairs Footpaths were repaired at the following locations:

Henrietta Street, Bondi Road, Dover Road, Ebley Street, Chambers Avenue, Calga Avenue, Bon Accord Avenue, Boundary Street, Ashton Street, Hunter Street, Albert Lane, Miller Street, Warners Avenue, Victoria Street, Birrell Street and Jacques Avenue.

Concrete Repairs Total concrete area: 201m2

Asphalt Repairs Repairs to potholes, footpath asphalt and road resurfacing were conducted at the following locations:

Cutler Street, Wellington Place, Oxford Street, New Street, Birrell Street, Bronte Road, Gaerloch Avenue, Dellview Street, Henrietta Street, Spring Street, Judges Lane, Macpherson Street, Evans Street, Ocean Street, Liverpool Street, Hewlett Street, O’Donnell Street, Denison Street, Plowman Street, York Road, Henry Street, John Street, Newland Street, Beach Road, Mill Hill Road, Grosvenor Street, Newland Street, St James Road, Lugar Street, Bronte Marine Drive, Botany Street, Grafton Street, Brisbane Street, Glenayr Avenue, Macpherson Lane, Campbell Parade, Ramsgate Avenue and Curlewis Street.

Total asphalt area: 264m2

Restoration Works Staff and minor works contractors conducted restoration of utilities and private road openings at the following locations:

Roscoe Street, Forest Knoll Avenue Henrietta Street, O’Brien Street, Birrell Street, Arden Street, Scott Street, Lamrock Street, Keiran Street, Waverley Street, Dudley Street, Lugar Brae Avenue, Dover Road, Victory Street, Lawson Street..

Kerb and Gutter Kerb and gutter repairs were undertaken in Calga Avenue, Bondi Road, Rodney Street, Napier Street, Dover Road and Birrell Street.

INFORMATION BULLETIN The following Capital works projects are being managed by

this unit.

Mill Hill Early Education Centre

Practical completion of the project was achieved on 7 September 2012. A licence by Department of Education & Communities (DECs) has been granted for the centre. The centre is now open with the first children commencing on 25 October 2012. Construction works other than defects rectifications, is complete.

Tamarama Picnic Shelters

Three new picnic shelters were designed to be built adjacent to the newly constructed Tamarama playground. While tenders were accepted for the building of these shelters, the contractor indicated a problem with the lump sum price they submitted. The contractor submitted a revised price which Council could not accommodate. Council now intends to carry out the works using proprietary products. Construction of the concrete slabs for the shelters is now complete together with the installation of the picnic shelter structures at the end September 2012. Finalisation of the project is anticipated by the end of November 2012 following the completion of Sculptures by the Sea.

Stormwater Pit Amplification Works

Work has commenced on this project with upgrades to 14 pits carried out June 2012, 16 pits in July 2012 and 14 pits in August 2012 completed in the following locations: Wellington Street, Bon Accord Ave, Barnett Lane, Military Road, Lyons Street, Napier Street, Lord Howe Street, Liverpool Street, Flood Street, Martins Avenue, Denison Street, Mill Hill Road, Spring Street, Cox Avenue, Wallangra Road, Dover Road, Blake Street, Penkivil Street, Hall Street, York Road and York Place. No works were carried out in September due to other work commitments for the contractor Works are being carried out as part of an ongoing program to improve stormwater inlet pit capacity as indentified in SAMP3. 79 pits will have new lintels and/or new drainage grates installed. The project is anticipated to be completed by the end of November or early December 2012.

Works commenced on the construction of a new Learners Bicycle Track at Dudley Page Reserve in mid April 2012. To date the following works have been completed:

• Construction of brick paths. • Construction of concrete bike path. • Construction of crazy paving area. • Installation of turf. • Installation of landscape planting works. • Installation of picnic tables and seats • Linemarking

Approximately 130 guests attended the luncheon that accompanied the opening. Master of Ceremonies broadcaster Jim Maxwell oversaw the official proceedings which included speeches from both Phil O’Sullivan and Bob Horsell themselves, Moshe Ezekiel, President of the Eastern Suburbs Cricket Club and Mayor of Waverley Cr Sally Betts.

Following the ceremonial cutting of the ribbon, the guests took their places in the newly named grandstand and watched the first 20/20 first grade game of the 2012-13 cricket season on Waverley oval.

Waverley Council - a finalist in Arts and Culture Award The Local Government Arts & Culture Awards were initiated by the LGSA in 2003 and are held annually. This year, the sector is excited by new award categories and a new presentation format in the inaugural two day Arts and Culture Summit at the prestigious Powerhouse Museum on 13-14 November 2012. Waverley Council’s submission on the recently adopted Arts Plus Plan entitled Arts Plus- revitalizing the arts in Waverley has been nominated as a finalist in the LGSA Awards in the category of Integrated Cultural Planning. This is an award for leadership by a council in developing, implementing and evaluating strategic cultural planning, in particular how it relates to council’s overall integrated planning and reporting. Finalists will be showcased and winners announced at the Powerhouse Museum on Wednesday 14 November 2012. Waverley Council has been asked to prepare a 6 minute presentation at the Arts and Culture Summit on 14 November 2012. This will raise the profile of Waverley Council’s Cultural Services to our peer Council’s in NSW.

OPENING OF THE PHIL O’SULLIVAN - BOB HORSELL STAND Sunday 14 October saw the official opening of the Phil O'Sullivan – Bob Horsell stand at the Margaret Whitlam Recreation Centre.

Waverley Council made the decision to name the centre's new grandstand the Phil O’Sullivan – Bob Horsell Grandstand in 2011 to honour the contributions to cricket and the Waverley community made by Phil O’Sullivan and Bob Horsell.

Phil O’Sullivan has been involved in local cricket for over 60 years and has held a number of positions on the club’s committee, including President. He was instrumental in getting children into the club in the 1960s and 70s, initiating a continuing program that today involves 750 children in the game. Bob Horsell has been involved in local cricket for almost 50 years and was the club’s President for 19 years. He has also held the prestigious positions of Chairman of NSW Cricket, Director of Cricket Australia, and Director of the Bradman Foundation, and has been honoured with an Australia Sports Medal for his contribution to making our country a nation of sporting excellence

BRIGHTEST & BEST BUSINESS AWARDS 2012 The Brightest & Best Business Awards 2012 Gala Evening was held at the Bondi Pavilion on Monday 8 October. In its seventh year, 250 finalists, guests and councillors walked the pink carpet to attend the awards ceremony. While guests ate canapes and mingled, Daniel John (RCCS) played background music. Jubilant winners enjoyed the accolades and a successful evening was enjoyed by all. The winners will be exhibited on Oxford Street Mall from Tuesday 23 October until Tuesday 20 November. MAYORAL LAWN BOWLS TOURNAMENT 2012 On Sunday 28 October, the Waverley Bowling Club played host to the sixth tournament of our local bowling clubs - Diamond Bay Bowling Club, Bondi Bowling Club, Bronte Bowling Club and Waverley Bowling and Recreation Club.

Starting off overcast and threatening rain, it turned out to be a sunny and much enjoyed day of sportsmanship and healthy rivalry. Council supports this event to help promote the sport and encourage our residents to get involved in this enjoyable, healthy and social activity.

Councillor Joy Clayton presented the trophy to this year’s winner, Waverley Bowling Club. The event was attended by a number of Councillors, with two of them even trying to master the great skill of bowling under expert leadership (see photo above). Everyone is already looking forward to next year’s competition.

From the Library….. Growing attendance for HSC Lock-In

With a big feature in the 26 September edition of the Wentworth Courier, many students took up Waverley Library’s offer to ‘Please feel free to cram and join us’ on 10 October. Over 110 students preparing for the HSC were treated to the exclusive use of the reference library and reference staff from 8pm to midnight. The evening included an English lecture on ‘Belonging’, followed by some study sustenance in the form of pizza and sushi and informal group discussions. It’s the third year that the library has held this event and students let staff know how much they appreciated the reference library space and this break, just days before the start of their big exams. Cranbrook student Carl Elasass said, “It’s a good place to study... there’s a lot of people who usually come up so it’s social yet productive at the same time.”

HSC Lock In Lily Brett author talk a sell out! Internationally acclaimed essayist, poet and novelist, Lily Brett spoke to a full-house at Waverley Library Theatrette on 10 October. The audience was not disappointed! Lily and Scott Whitmont spoke engagingly and humorously about Lily’s latest book, Lola Bensky. The library collaborated with Education@Shalom, holders of the Sydney Jewish Writers Festival, and it was highly successful. Increasingly the library is working with community groups to run programs at the library, helping to build solid local partnerships, sharing resources, reaching a broader audience and introducing more people to the Library’s services and programs.

KidzFlicks Collection launch On Sunday 11 November Bardic Studio will present Waverley Library with 126 short films from the 2012 KidzFlicks Sydney International Festival of Films competition. A short screening of a selection of the films will be shown. Waverley Library and Bardic Studio are working together again to create the 2013 KidzFlicks competition, gathering increasing interest from the film industry and interstate applicants. This special event film screening is sure to be a stimulus for local youngsters to start putting their ideas into action.

Remember when exhibition It has been a creative eight months for those attending the Remember when storytelling program at the library. Participants worked with John Hockney and artist and staff member Frances Mahony to develop and record their stories as short sound recordings, handmade books and iPad digital collages. Their works will be on show in the library foyer for two weeks from 19 November.

Goldilocks and the Three Bears

You know the story… the porridge is too hot, the bears go for a stroll to pass the time. Enter Goldilocks – cute little trouble-maker extraordinaire. She eats their porridge, tries out their chairs and falls asleep in little bear’s bed. And then, of course, home come the bears.

With original songs and lyrics by AFI Award-winning composer Peter Best, who has written music for everything from The Adventures of Barry MacKenzie to Muriel’s, Wedding and Crocodile Dundee.

Written by Peter Best for his daughter Jordan and grandsons William and Wylie, this wonderful adaptation of the much-loved fairy tale encouraged children to engage with the story through gentle audience interaction, teaching children through song and play about respecting other people’s property, and that a “sorry” never hurts. This production packed the Pavilion theatres with children during the school holidays program and was a smash hit. BONDI PAVILION GALLERY 9 Decades of Long Board Surfing at Bondi Martin Greer 10 – 21 October 2012 Bondi fourth-generation local painter, Martin Greer, presented his first exhibition involving a series of oil painting posters documenting nine decades of long board surfers at Bondi Beach. He combined his passion of painting, surfing, old photography and Bondi to capture a slice of Australian surf culture over the past 90 years. Surfers including Bluey Mayes, Barry ‘Magoo’ McGuigan, Mick Dooley and Andy Cochran featured with iconic Bondi land and sea scapes, including the mermaids at Ben Buckler. The exhibition captured the progression of surf board design over the last 90 years, from solid wood to hollow veneer, up to present day toughlite boards. Accompanying the paintings was a slide show of Bondi surf photography and the original long board ridden by Harry Nightingale. The opening night was hosted by HG Nelson and music was provided by a 15-piece ukulele ensemble playing surf hits from the 60’s, 70’s and 80’s. The exhibition was attended by 3,500 locals over a two week period and received rave responses from local and international visitors to the gallery praising the historical aspects of the exhibition. The exhibition was held at the same time as the 10th Chloe Byron Long Board Surf Memorial.

PAVILION POTTERY CLASSES AND END OF YEAR SHOW

Term four of our pottery program began with a bang. All the pottery classes were filled within a day of enrolments opening and continue to be as popular with the local community as ever. This term the students are working towards the end of year exhibition. We look forward to sharing in an exhibition celebrating the creativity of our studio attendees!

SENIORS CONCERT

Another lovely afternoon of music and community took place on Wednesday 17 October, specifically catering for local nursing home residents. 90 senior citizens and their carers were treated to music by Classical music group ‘The Cassy Darvell Trio’, along with a much-enjoyed a cup of tea and piece of cake! Many happy faces and tapping feet could be seen amongst the group.

Throughout September and October we promoted the ‘Primary School Rock Stars’ program to many Waverley primary schools and local families. We have now set up 2 rock bands of talented young musicians and singers and each group will rehearse once a week, with some of our local professional music tutors, from now until the end of the school term. We are looking forward to hearing the results at the end of the year at Carols by the Sea! Boxing Day October 19 & 20 Bondi Pavilion Theatre

‘Three weeks on – three weeks off’ is a phrase 10-year-old Freya Stanley lives by. It’s Christmas and Freya waits impatiently with her Nana for Dad to come home for three weeks of quality time. Or so she thought. Like any normal 10-year -old girl with a wild imagination and a passion for Pictionary, Pig Latin and 80′s slasher movies, Freya hatches a plan to do whatever it takes to keep her family together. Boxing Day is a family story with humour and heart, capturing the imagination and magic of youth for an adult audience. Directed by Phil Spencer this production is set to be a smash hit.

PRE SCHOOL CD PROJECT The 2012 pre-school CD project is coming along fantastically well. Waverley Council’s early education centres have been enjoying writing songs about celebrating life in a multicultural society. In a few weeks Waverley, Gardiner and Bronte Early Education Centres will take a field trip down to the Bondi Pavilion music studios to record their songs in preparation for the launch of the 2012 CD. The launch will take place at Waverley library during the morning of 10th December. We anticipate that this CD will be a big hit amongst the 4-5 year olds of Waverley Council’s community. BONDI SHORT FILM FESTIVAL The Bondi Short Film Festival, now in its 12th year, prides itself on presenting the highest quality short films Australia has to offer. From stunning animations to powerful dramas, cutting edge documentaries and quirky comedies, it’s little wonder that the festival has cult status amongst indie filmmakers.

Tom Kearney The Plastic Frontier 24 October – 4 November 2012 ‘The Plastic Frontier’ is an artwork ‘installation’ that engages with notions of Australia’s ‘character’ and the mercurial nature of our cultural identity. This exhibition celebrated the beach as our ‘spirit of place’ and explores its manifestation in popular culture and how this impacts on our national psyche. This latest exhibition by Tom Kearney, ‘The Plastic Frontier’ at the Bondi Pavilion Gallery, represents the final stage in the completion of his MFA (Master of Fine Art) through COFA, for which he was awarded an APA scholarship. Following on from a busy ten years of solo, collaborative and group exhibitions as well as curatorial roles, he has been most recently featured in an exhibition and large scale project at Maitland Regional Gallery. The project culminate his most ambitious artistic venture to date

There will be something for everyone to enjoy at this free annual event, programmed to mark Ocean Care Day. Locals and visitors alike, can learn about our local marine environment and how to care for it.

There will be a host of information stalls, talks, rock pool walks, Marine Discovery Centre activities, Venus the Whale, children’s workshops and shows and music and dance and presentations from the Pacific region.

WAVERLEY COUNCIL GARDEN AWARDS 2012 Garden enthusiasts were treated to garden tea at Bronte House on Sunday 14 October for the Waverley Council Garden Awards 2012. The beautiful gardens were exclusively opened for the awards ceremony which recognised gardens across six categories with local sponsors providing fantastic prizes for the event.

Gardener and designer Myles Baldwin took guests on a guided tour of the grounds, talking about the history and design of the gardens at Bronte House Costa Georgiadis of the ABC’s Gardening Australia hosted the ceremony and entertained guests with some inspirational words on gardening in our local area. Costa presented the Costa’s Choice Award, highlighting the important contribution local gardeners made in Waverley.

Congratulations to all those who took part in the Waverley Council Garden Awards 2012 and thank you for working with us towards a greener Waverley.

DON’T DIS MY ABILITY 2012 AMBASSADORS ANNOUNCED NSW Minister for Disability Services Andrew Constance recently announced the 16 ambassadors for this year’s Don’t DIS my ABILITY campaign who reflect the widespread diversity and talent available to the community, employers and the arts. Jessica Tattersall, one of our Waverley Community Living Program clients, has been chosen as an ambassador! The Don’t DIS my ABILITY campaign runs until the United Nations' International Day of People with a Disability on December 3. The ambassadors are on call to visit towns and regional centres celebrating Don’t DIS my ABILITY by promoting positive images of people with disabilities and awakening employers to their potential. Jessica Tattersall has worked at the ABC for the past six years. The Randwick local is a graduate of the Waverley Community Living Program. A keen artist, Jessica is happiest when drawing, painting and writing. She also enjoys harmonising with the Holdsworth Street Choir, a group of about 30 singers that performs to older people living in aged care facilities. Jessica is an advocate for people with disability and attends forums for the Council for Intellectual Disability.
