BIRD TAILINGS

President’s Corner

I hope everyone is well. It seems that if the weather isn’t disrupting us, then it’s the Coronavirus. The Board regrets having to cancel the February dig and the March Equipment Demonstration because of wet weather. The Board has made these hard decisions for the safety of our members.

Now, because of the Coronavirus, we’re having to follow the directive of President

Trump and Governor Ducey and cancel the general meetings for March and April. The hardest thing the Board has had to do is postpone the spring picnic. We will try our very best to re-schedule the event. Again, this was hard to do, but this organization must do our part to help eliminate this virus. I would rather lose a chance at winning a gold nugget than the possibility of a member getting infected by the virus. Please check on the Roadrunner Facebook page and our web page for future information about events and outing. We will also be sending out emails to keep you informed. There is a possibility there will be more cancellations of meetings and events in the near future.

I’ve had members ask me if they can leave a bucket with their name on it when they leave a claim they are working on and come back to the hole the next day. The answer is “no”. I asked representatives from both the Prescott National Forest and Bureau of Land Management about this and both said they appreciate it when people leave their names on buckets. It makes it easier to locate that person and issue a citation for littering.

The Roadrunners Prospectors’ Club follows the regulations set by the Army Corp of

Engineer. These regulations are mirrored by the Bureau of Land Management and Prescott National Forest. So, this means the regulations are incorporated into our Plan of Operations for Prescott National Forest and the Roadrunner Prospectors’ Club bylaws and any Notice of Intents (NOI) that we have. All of these documents are in the membership map packet that every member receives when they join the club. I strongly encourage you to read them. I have included excerpts from these documents for your convenience.

Some members have stated they are dry washing and there isn’t any water in the creek, wash, or streambed. The Army Corps of Engineers has authority over any of these that has ever had water running in them. But, we still have the Bylaws and Rules and regu-lations to follow.

Army Corps of Engineers Section One, paragraph g: g. This permit authorizes only temporary impacts to waters of the United States. To ensure

that the authorized recreational placer mining activities result in only temporary impacts to waters of the United States, the permittee(s) shall “complete the recreational placer mining activities at a given location within the claim” before relocating to a new a location within the claim or leaving the claim area. The phrase “completing the recreational activities at a given location within the claim" shall include backfilling all excavations and restoring the natural course of the drainage to pre-project contours, conditions, and elevations. Roadrunner Bylaws: Article III, Section 5, Paragraph B and C:

B. The Board shall be empowered with the authority to levy fines upon any member who does not abide by the RRPC’s Bylaws, Rules and Regulations, and to include our Plans of Opera-tions, Notices of Intent to Operate, U.S. Army Corps of Engineers’ Section 404 (Clean Water Act).

C. The act of leaving unfilled prospecting sites/holes on RRPC claims shall be subject to fines equal to the estimated cost or actual cost of reclamation for a specific area, based on guidelines as set by the Bureau of Land Management (BLM). General guidelines regarding handling of such situations and fines will be incorporated into the RRPC’s Rules and Regulations by the Board. Roadrunner’s Rules and Regulations:

OBSTRUCTIONS AND HAZARDS - Individuals creating obstructions or hazards are re-sponsible for remediation of the area to a usable and safe condition. All mining areas (holes or oth-erwise) must be backfilled when leaving the area. Claiming areas on a claim and leaving the area unattended is prohibited. Temporary structures, such as pop-up canopies must be dismantled when leaving the area. All prospecting equipment including buckets must be removed when leaving the claim. Any equipment left unattended can be confiscated by the claims inspectors. Equipment will be held at the club office for one (1) month prior to disposal. Per Roadrunner Prospectors’ Club, Inc. By-Laws, ARTICLE III SECTION 5C. the RRPC Board of Directors shall be empowered with authority to levy fines upon any member who does not abide by RRPC Rules and Regulations to in-clude our Plans of Operation, Notices of Intent to Operate, U.S. Army Corps of Engineers Section 404 (Clean Water Act), and the act of leaving unfilled prospecting sites/holes on RRPC claims. Such action by a member places RRPC in jeopardy of forfeiting all, or part of a bond, on a specific claim if the governing entity must perform reclamation work. If there is no bond on such a claim, we can still be faced with costs of reclamation by the BLM or the Forest Service.

As you will notice in these documents, it states recreational prospecting. This is what the club is all about. Leaving holes and other problems such as damming up streams have become a major problem for the club. Because of this, the Board of Directors has had to close claims for reclama-tion. If you come upon a claim that has been closed please abide by the notice.

Another deterrent we are using is trail cameras that we can download current activity on

claims. So smile you might be on camera. I hope everyone is safe and stays healthy through this crisis. I hope to see you all soon.

The RRPC Buy Back Gold Program

Any member in good standing may add their name to a list of members willing to sell their gold

back to the club at spot value.

We will only call members when the club needs to purchase gold. The club is only interested

in Arizona gold nuggets and the sizes we use. The

club reserves the right to choose which nuggets they will purchase.

Club members should also bring a minimum of

7 nuggets to sell. The seller will need to make an

appointment with the Vice President for a Wednes-day during normal office hours to process the sale.

Each member will be required to complete the

sales form below. This is a win-win for the club and members!

This is a win-win for the club and members!

Life Membership Purchasing Life memberships are sometimes offered for sale in the classified ads section of the newsletter. Member-ships which were purchased before January 1, 1996 are still offered for sale by owners and are listed in the

newsletter. These are the ONLY memberships that can be sold and can only be sold ONCE. A transfer fee of $250.00 will be assessed for the sale.

The club will run a ‘for sale’ ad in the classified ads section of the newsletter for 3 month (renewable). This is what the ad will look like: For Sale: Life membership #nnnn. $nnn. FMC fee paid for 2020. Buyer pays $250 transfer fee. Please call (first name, last name) at: (nnn) nnn-nnnn. The seller can set the selling price and change it at any time during the ad run. There is no fee for this ad. Life memberships can only be sold to current annual club members. The buyer must already be a mem-ber in good standing of the club for a minimum of two years and the Life Membership - Federal Mining Charge must be paid for the current year. The seller having been paid for his/her membership returns the Life Membership badge(s) to the club of-fice along with the Sellers Transfer Form (RRPC34). The sellers Life Membership will then be canceled. The buyer sends the Buyers Transfer Form (RRPC17) along with $250.00 Transfer Fee to the club of-fice. He/She will then be issued a new Life Membership number and badge(s) which will then be non-transferable and non-refundable. The buyers old annual membership will be canceled and the old badges must be returned to the club. Please contact the office with any questions: [email protected] (602) 274-2521

Revised Dues and Fees Payment Schedule As you may recall, we surveyed the membership last summer, to see if the membership would be agreeable to changing the annual statement publishing date. The proposal was to move the date from November 1st to September 1st. Folks could make payments beginning in September with the final due date being the same as in the past, December 1st. The purpose of this change was to reduce the financial burden during the Christmas holiday time frame and to spread out the office work-load. The proposal was overwhelmingly supported by the membership. So please be aware that you will receive your annual statement about September 1st with the dues and fees payments due date of December 1st. It is also important to note that you can make payments at any time during the year so that you don’t get a large bill at the end of the year. Your badge decals will still be mailed out shortly after December 1st as in the past. (Life members do not receive badge decals) Please contact the office if you have any questions: [email protected] (602) 274-2521

* * Updated Rules and Regulations * *

The Board of Directors has always told members that if they take material from the claim, then they don’t have the material to fill in the holes. The Plan of Operations, Corp of Engineers, RRPC Bylaws, and Rules and Regulations do not directly address the issue of removing material from the claims. All the above documents talk about is filling in holes and reclaiming the area before leaving. The Board of Directors has updated the Rules and Regulations to make it more clear. Please read the insert that accompanies the newslet-ter for the updated Rules and Regulations.

Thank You! Les Glover

Meet Our New Board Member… Terry Blood

How to Become a Steward of the Land This is one of the easiest ways to win a gold nugget at the monthly meetings!

Let’s start with the basic rules.

1. Be sure to notify the office at [email protected] when you collect trash, destroy fire rings, or fill in holes.

2. Let’s start with trash collection: -Fill up a yard bag or the equivalent with trash which can mean anything from cans and bottles

to large pieces of metal or furniture. -Take a picture of your trash, with you or another family member in it, and send it to the office

with your name, member number, and the claim on which you found it. This will put you in the drawing.

3. Next let’s look at the endless holes that are on most claims. -Take a picture of the hole before you do anything to reclaim it. -Fill in the hole(s) and take another picture, preferably with you in the picture. -Send it to the office at the above email with your name, member number, and claim.

4. Finally, there are the fire rings. -Take a picture of the fire ring before you do anything to reclaim the area. -Then throw the fire ring rocks at least three feet away so it will not look like there has ever

been a fire ring in that location before. -Take an after picture, with you in it, include your name, the name of the claim, and your

member number and send that to the office at the above email. This is all it takes to get in the monthly drawings! Terry Wilson

I was born in Lansing, Michigan in the early 1950s. My family moved to Arizona when I was 4. My dad was in the Air Force, so we moved around some in-cluding four years in Texas and 6 months in Mississippi. But most of my life I have lived in Mesa, Arizona. I grad-uated from Mesa High School. That was in June of 1969, I started working for Motorola in July. I worked for Motorola for 42 years, mostly in the facilities department. I enjoyed working at Motorola. No two days were the same, so it never got boring.

I am married and my wife and I have 3 children and 10 grandchildren. As most people say, the grandkids are a lot more fun. We also have a couple of dogs and a couple of cats.

I enjoy fishing and camping. I seem to spend most of my time now gold prospecting and thinking about gold prospecting, modifying gold prospecting equipment and thinking about modifying gold prospecting equipment, camping, and gold prospecting.

I joined RRPC in 2014. And I joined the board because I saw how hard club members work to make the club and outings a good fun time for everyone who at-tends. I have learned so much from club members.

Thank You! Terry Blood

Quotes from the Members Throughout the newsletter, you will find random quotes from our members about what the RRPC means to them.

Since we have not been able to have an outing on our claims recently, we thought we’d bring the claims to you! Our claims are on beautiful land if you take time to look as you travel to your prospecting destination, but how well do you know the area that you may be passing right by? See how many of these pictures you can correctly identify. Name the location and/or what claim it is on or to what claim it will lead you! Enjoy! (Answers on p. 15.)

Attention All Roadrunners!

Have you ever wondered about the Harquahala Mine area out west of the val-ley? It is well worth a trip out that way. The old buildings on top of the moun-tain are an old observatory. They have been grandfathered in as a state historical sight. The mines in the area are Gold, Sil-ver, Copper, Marble, Gypsum, and Fluorite but not much placer gold. I did find some big garnets—two inches in size. There are some big caves on the west end, big enough in which to build a full-size house! The gypsum mines have some BIG rooms, big enough to set up a basketball court. (by Bill Hunt)
