MEMORANDUM
FROM: Joe Perry
TO: Tom Shuster
DATE: July 25, 2013
SUBJECT: Vehicle Trust Equipment purchases FY 2013-14
I am submitting to you my Vehicle Trust Equipment purchase recommendation for FY2013-14. I have demonstrated and compared all models in these equipment classes and I ammaking this recommendation based on cost, dealer service, trade in value, continuity withexisting fleet and overall satisfaction. I am recommending the following equipment items bepurchased from government contracts for the following reasons:
All three units, the 300 gallon sprayer, the fairway unit and the heavy duty utilityvehicle are sole source as the manufacturers distribution territories are protected. Both the fairway unit and heavy duty utility vehicle match existing fleet making
inventory, parts, training and operation much easier to manage.
All vehicles have applicable government award contract pricing. For the sprayerand fairway unit it is Baltimore County Public School Contract # JMI 606-10-002 and for the utility vehicle it is Virginia State Contract # E194-1485. At thistime the State of Maryland does not currently have a state contract. Both selectedequipment vendors are still at previous MD state contract pricing.
All vehicles are below budget estimates. As has been the practice for the past few years I am again recommending we purchase
off the government contracts already awarded for these items. This is by far the best pricingoption available for obtaining the maximum government discount. Government discount ratesremain unchanged for this fiscal year.
Please forward this recommendation so purchase orders for these vehicles can be issued, once received I will process the orders. If you have any questions please be sure to contact me.

Messages to the Mayor and City Council
Mayor and City Council:A new City Solicitor.
Mayor and City Council:Keep City financially sound without knee jerk increases in taxes.
Mayor and Council:
You are doing a great job. Linda
Mayor and Council:I am fortunate to be able to share my ideas. And many of my thoughts were accepted! JohnMcDermott
Mayor and Council:Thank you for your hard work, vision and dedication to community.
To Mayor and Council:
Underground utilities balance of St. Louis.Nautical X-mas lights out-of-towners want different.Get rid of Pyramid Zoning. How can you have a strategic plan when you cant control the futureof a property.Share seasonal police between Ocean City and Florida resort town.Redo Robin Drive like Bayshore Drive.Streamline permit process.
To Mayor and Council:Id like to see:- More changing stations/showers for the day trippers (or whoever)
- Bring back RV park.- More setbacks on buildings, especially in Downtown area.- New look at incomes for Police Department. Why are officers who work part of the year making
more than officers who work in other municipalities year round? This is not in tune with theeconomy.
To Mayor and City Council:Please remove all parking meters and never discuss them again!

To Mayor and Council:Keep an open mind. Think outside the box. Good Luck!
To Mayor and Council:Keep working on improving bus service to move the people.
To Mayor and Council:Find the money and do St. Louis Avenue all the way the right way. Spend money to makemoney.
To Mayor and City Council:Thank you for doing what you do. Keep it up. We have your back.
To Mayor and City Council:Keep heading in the right direction.
To Mayor and Council:The parking situation needs to be addressed in the Downtown area. That is the biggest complaintamong many vacationers and customers on the Boardwalk.
To Mayor and Council:Please, just work together.
