HIGHER AND ADVANCED EDUCATION SERVICES All the members of the University in all campuses are incessantly exerting efforts as the
University tracks its path towards becoming the leading center for academic and technological
excellence and prime catalyst for a progressive and sustainable Quirino province and southern
Cagayan Valley.
It has proved development as to quality through the increase in enrolment, improvement in
licensure examination performance of graduates, better participation of its teaching personnel to
conferences, seminars and trainings and positive response to change and improvement by
submitting programs to accreditation.
GRADUATION. Graduation figures during AY 2013 – 2014 soared to about 7.65% as compared to
AY 2012 – 2013; 3.08% and 6.73% increase in Diffun and Cabarroguis campuses, respectively. From
these figures, about 4% are graduates of the master’s programs, 54% from the baccalaureate
degrees, 35% from the pre-baccalaureate programs and 6% from the secondary education
program.

COMMENCEMENT EXERCISES (04/04/2014). Dr. Nicomedes P. Eleazar, CESO IV, DA-BAR Director, served as the commencement speaker during the 2
nd
commencement exercises of the University. The occasion was also graced by the Provincial Governor, Hon. Junie E. Cua, and the Congressman, Hon. Dakila Carlo E. Cua.
ENROLMENT FIGURES. The University has a total enrolment of 4,195 and 4,058 along all courses in
all campuses for the first and second semesters of AY 2014-2015.

STUDENT DEVELOPMENT AND WELFARE. Students are given proper exposures and trainings so
that they will become capable in going through academic endeavors and facing future
challenges. The following details discuss the student development activities undertaken by the
University and its results.
A. PERFORMANCE IN PROFESSIONAL REGULATIONS COMMISSION (PRC)
EXAMINATIONS. Licensure/Board examination performance of the University graduates along all
board courses is notable for results are slightly higher than the national passing rates. The University
obtained 133.61% average passing along all licensure/board examinations over the national
percentage passing in board programs; 136.51% for Diffun campus and 125.73% for Cabarroguis

B. STUDENT SCHOLARSHIPS. For the poor and disadvantaged but deserving students, the
University facilitated the provision of scholarships from government and non-government agencies.
Those students who have exemplary performance in their respective courses and have met the
required general weighted average are given internal scholarships.

E. STUDENT DEPLOYMENT. The different colleges of the University, through the President of the institution,

training for their personal and career development.

F. NATIONAL SKILLS AND CERTIFICATION PROGRAM. Students who are enrolled in skill-based
courses are given proper training by the Technical Education Skills Development Authority through
certified and able faculty members of the University. After which, these students are subjected to

B. FACULTY BOOK WRITERS As the University signed a Memorandum of Agreement with St. Andrew’s Publishing, there
faculty members were motivated to write books and many other faculty are encouraged to write

CURRICULUM DEVELOPMENT The University through the VP or Academic and Related Affairs and Director for Instruction
and all the members of the academic community continues to exert efforts in improving the
curricular programs offered.
A. OFFERING OF BSE – TLE AS A REGULAR CLASS IN MADDELA CAMPUS. A proposal for
the offering of BSE major in Technology and Livelihood Education as an extension class at Maddela
Campus was presented to the Academic Council during the joint Administrative-Academic Council
Meeting. Said program has been endorsed by the Academic Council and was approved by the
QSU Board of Regents. The implementation came into realization during the first semester, AY 2014 –
2015. Said proposal was presented since Maddela Campus, being a former TESDA school, has the
facilities and manpower to implement said program.
B. CONVERSION OF COURSE SYLLABI TO OUTCOME-BASED TEACHING-
LEARNING/EDUCATION. A seminar-workshop on Outcome-Based Teaching-Learning was
spearheaded by the Director for Instruction on May 29 to June 6 to update and revise the course
syllabi and to be abreast with the recent trends in education. Series of workshops have been
conducted to further enhance the knowledge of students on OBE. There were also faculty members
who were sent to national seminars and workshops regarding this topic.
C. AB ENGLISH NEW CURRICULUM. With the aim of the University to further enhance the
curriculum of programs, the AB English program of Cabarroguis Campus, with the initiative of Dean
Roselle M. Soriano and Campus Administrator Norma O. Lim, a new curriculum was prepared and
had been approved by CHED RO2. The new curriculum is consisted of 96 units general education, 75

units major subjects, 8 units PE and 6 units NSTP; this introduces a curriculum without education units
so that students will not be undergoing practice teaching anymore which is just appropriate for
education students.
QUALITY ASSURANCE THROUGH ACCREDITATION OF PROGRAMS. Five of the existing
programs, namely: Bachelor of Science in Agriculture, Bachelor of Science in Nutrition and Dietetics,
Bachelor of Science in Information Technology, Bachelor of Science in Criminology and Bachelor of
Science in Hospitality Management were subjected to Preliminary Survey Visit by the Accrediting
Agency of Chartered Colleges and Universities of the Philippines, Inc. (AACCUP). A team of
evaluators headed by Dr. Randolf Warren Gregorio T. Mayo II of Central Luzon State University (CLSU)
visited the university at Diffun Campus last February 5 -7, 2014. The team is composed of:
