On behalf of AIA Baton Rouge, I would like to welcome everyone to our great city! We are excited that you are here to attend the 2019 Louisiana Conference on Architecture. Conferences are the perfect opportunity to refresh, renew and re-energize our passions for the profession as architects. This year, as both your 2019 Conference on Architecture Chairman and AIA Baton Rouge President, I am excited about the conference we have in store for you all.

We have a wonderful group of keynote speakers, panels, and workshops on poignant topics to our profession, and I am excited that we will have two evening events, one on Wednesday and the other Thursday. We will again host Collaboration Corner during the expo which is focused this year on how technology is impacting architecture and how we can use it.

Finally, I extend my sincere gratitude to all of the AIA Baton Rouge members who have served on the Conference committee throughout this past year and were extremely generous with their time. All the parties involved who have worked diligently to make this a successful Conference. Countless hours of planning go into a Conference of this magnitude which makes your attendance and participation even more appreciated.

PROGRAM DETAILS//

This full day, in-person, all-hazards, training course will include the SAP Building Evaluator Manual. Attendees will receive one field manual from the Applied Technology Council (ATC):

ATC-45 Safety Evaluation of Buildings after Windstorms and Flood; or ATC-20 Post-earthquake Safety Evaluation of Buildings.

AIA SAP instructors share personal experiences from the field and interactive case studies. Attendees will learn about building performance and protocols for disaster deployment.

6.5 AIA HSW CEUs will be earned. Approx. 4 weeks after course completion, AIA members will see credits recorded in their on-line profile. Only non-AIA members will receive certificates.

Attendees should bring their state license number(s) and will have their photo taken for the CAL OES Identification card.

BIO

J. Scott Eddy, AIA is President of Barlow Eddy Jenkins, P.A., an architectural and planning firm located in Jackson, MS. He holds a Bachelor of Architecture degree from the University of Southwestern Louisiana (now University of Louisiana at Lafayette) and has been licensed since 1987. Scott has held all Executive Committee and Board positions within AIA/Mississippi beginning with Disaster Assistance volunteer following Hurricane Katrina in 2005. He served as AIA/MS President in 2014 and has worked as the AIA/MS Safety Assessment State Coordinator from 2010-2013 and 2016-2017. He became a Cal OES Certified Safety Assessment Evaluator in 2010 and was certified to teach the Cal OES Safety Assessment Certification course to other architects, engineers and building officials in 2012. He coordinated three training sessions in Mississippi and assisted Mike Lingerfelt, FAIA with the Cal EMA - SAP Training program to certify more architects in Mississippi. Scott has also conducted a Cal EMA – SAP Training session in New Orleans, LA in 2014 with Ann Somers, AIA.In 2011, Scott presented as part of a panel discussion on Disaster Assessment Preparedness at the CACE Annual conference in Philadelphia, PA.As Mississippi has no “Good Samaritan” law to protect architects and engineers when providing Safety Assessments following a declared disaster, Scott has joined representatives from AIA/MS, Mississippi Emergency Management Agency (MEMA) and the State Legislature to draft proposed legislation which can be put forth for action. Having worked toward achieving this goal for the past 8 years, he is optimistic that the legislation will soon become law. Scott is also working with State officials to determine where the Cal OES certified architects would best fit to serve as a resource following an incident.

The f irm wi l l lecture on projects, both real ized and speculative , that investigate changing cl imatic condit ions of Louisiana and other coastal environments . From small scale instal lations to large scale, urban infra-structural systems, the lecture wi l l present how the constructed realm can be more resi l ient and adaptable to dynamic changes. BIOemerymcclure architecture Michael A. McClure, AIA, FAAR and Ursula Emery McClure, AIA, FAAR, LEED AP BD+C, are architects and educators. The design research practice of emerymcclure architecture engages this mission through its design works (constructed and recognized locally, regionally, nationally, and internationally). The built work, writings, and design speculations of emerymcclure architecture have been published in a wide range of periodicals including professional, academic, and popular press. The firm has won numerous peer reviewed design awards, including recognition from the AIA and Architectural Record. Our sustainable urbanism work has won design awards, been published in Places Magazine, and is included in both books Interior Architecture Theory Reader(Routledge 2018) and Writing Urbanisms: A Design Reader (Routledge 2008), and was included as part of the 2006 and the 2010 Venice Biennale. This combined body of work and research was recognized by the American Academy in Rome through the awarding of the Gorham P. Stevens Rome Prize in Architecture 2008-09. Most recently the firm and its collaborators have been awarded Grand Prize in the 2013 Unbuilt Visions Competition, Finalists in the 2015 Field Constructs Competition, and had a design installation constructed and exhibited at two universities. In 2017 and 2019, the American Institute of Building Design awarded the BSL2 house and GATOR house American Residential Design Awards and in 2018, the firm won Boutique Residential Firm of the Year by London's Corporate Live Wire. The firm’s mission to consistently search for, to question, and to define the assemblage in order to reveal and contribute to the elusive and yet constructed potentialities found within complex systems, enables us to practice design research wherever we are located. They lecture on their work at numerous conferences and universities and often find themselves between the global petro-chemical infrastructure and an alligator.

Casius Pealer is Director of Tulane University ’s Master of Sustainable Real Estate Development (MSRED) program and the Shane Professor of Practice in the School of Architecture .

Trained as an architect and a real estate attorney, Casius has over 20 years of community and economic development experience, including four years as legal counsel for publ ic housing authorit ies across the country implementing mixed-finance redevelopment projects. He also worked in the nonprofit sector as the f i rst Director of Affordable Housing at the U.S. Green Bui lding Counci l (USGBC), where he connected environmental sustainabi l i ty measures with social justice goals.

In his professional activ i t ies , Casius is a past chair of the American Institute of Architects (AIA) Housing Committee, a current board member for Next City , and president of the board of commissioners for the Housing Authority of New Orleans (HANO). He has been publ ished in the ABA Journal of Affordable Housing and Community Development Law, the AIA Journal of Architecture , and Affordable Housing Finance Magazine.

Casius is l icensed to practice law in New York State and Washington, DC, and is a LEED Accredited Professional . He holds a J.D. from the University of Michigan Law School , and an M.Arch. from the Tulane School of Architecture .

Rex Cabaniss is Planning & Design Director of WHLC Architecture with offices in Baton Rouge, LA; Biloxi, MS; and Fairhope, AL. Among the firm’s specialties are campus, community and urban planning for healthcare, education, mixed-use and coastal projects. Current projects include The Louisiana Wetlands Education Center, partially funded through LA SAFE: Louisiana’s Strategic Adaptations for Future Environments program. Disaster recovery experience include participation in the Baker United Strategic Recovery Plan with the Federal Emergency Management Agency, plus a Community Development Action Plan in Denham Springs with the Capital Region Planning Commission and LSU’s Inland from the Coast – Louisiana’s Resiliency Assistance Program. David Waggonner is the founding principal of Waggonner & Ball, an award-winning, internationally active architecture and planning practice located in New Orleans. The firm grounds its architectural work in historic preservation with a concentration on modern institutional projects, including museums, foundations, and educational facilities. David is a graduate of Yale School of Architecture, a Fellow in the American Institute of Architects, and a recipient of the AIA Louisiana Medal of Honor. He has taught and spoken about architecture and sustainable water-based urban design at universities, conferences, and forums worldwide.

In the aftermath of Hurricane Katrina, David saw an opportunity for New Orleans to reinvent itself as a sustainable city that embraces its life-blood, water. He developed a process that examines history, soils, biodiversity, infrastructure networks, and urban space, along with the forces of water, as the foundation for design, communicating the realities of the landscape to leaders and the public to inspire change. He initiated Dutch Dialogues, an exchange between Dutch design professionals and their American counterparts focused on water-based urban design. Building on Dutch Dialogues, David subsequently led an international team of experts in the development of the Greater New Orleans Urban Water Plan, which addresses sustainable storm water management at all scales and envisions a city and region that embraces water to improve safety, resiliency, and quality of life, as well as to create new economic and development opportunities. The firm’s current work includes watershed planning projects in Louisiana; urban water projects in Texas, Connecticut, Virginia, South Carolina, and Chennai, India; and building and site design projects in Louisiana and Beijing.

Traci Birch is the Managing Director of the LSU Coastal Sustainability Studio. Her particular focus is ecosystem management and facilitating local implementation of regional planning efforts. Traci completed her Master’s in Urban and Regional Planning (2003) and her Ph.D. in Urban Studies and Environmental Management (2011), both from the University of New Orleans. She also holds a Bachelor’s of Arts degree with concentrations in graphic design and media production from Baldwin-Wallace University (1995). Before joining CSS, Traci spent 10-years+ in the private sector as a practicing planner in Louisiana and the Gulf South. Her teaching experience includes graduate and undergraduate studios and seminars in coastal, sustainability, and environmental planning. She has previously taught at East Carolina University and the University of New Orleans. Traci is also a member of the American Institute of Certified Planners and the American Planning Association.

Liz directs the activities of the Foundation for Louisiana's Coastal Resilience Leverage Fund, managing coastal grant-making areas with community-based advisors, allies and relevant partners while improving and increasing opportunities for regional collaboration. Liz continues to accomplish this work by encouraging communication and coordination among networks across parishes, coastal basins and statewide. The Fund acknowledges and reinforces the work done by resident leaders and community-based organizations, working to provide opportunities for those most impacted by environmental risks to be key decision makers in how to address them. Liz's role underscores the foundation's unique ability to provide both technical and grantmaking support in order to catalyze local skillsets and resources, to bolster a range of regional organizational strengths, and to integrate related and interconnected activities towards comprehensive statewide response to coastal change. Risk mitigation and resilience-based programs require an awareness of and participation with these transitioning watersheds. In order to better provide opportunities, establish and cultivate partnerships, and advocate for informed and diverse public engagement, Liz supports fundraising initiatives and guides the common campaign and funding plan across Foundation for Louisiana's Coastal Resiliency Leverage Fund.

Liz Williams Russell, Coastal Community Resilience Director, manages the development and implementation of strategies to support communities and economies influenced by land loss and relative sea-level rise across coastal Louisiana. With a background and training in architectural design, landscape systems, and urban planning, Liz incorporates the complexities of the developed urban ecosystem to promote equitable

Andreanecia Morris serves as the Executive Director for HousingNOLA, a 10-year public private partnership working to end New Orleans’ affordable housing crisis. The strategy indicates the need for 33,600 new affordable housing opportunities by 2025.

Morris spent her entire career working to create affordable housing in Metro New Orleans, including serving as lead organizerfor the Greater New Orleans Housing Alliance (GNOHA) when it started in 2007 and is now Chairwoman of the regional housing alliance. After Katrina, GNOHA’s members and partners were responsible for creating over 88,000 housing opportunities.

Gambit Weekly named Morris 2017 New Orleanian of the Year for leading HousingNOLA’s efforts to end New Orleans’ housing crisis. CHRIS TYSON BR RDA

Christopher J. Tyson is the President and Chief Executive Officer of Build Baton Rouge, where he leads Baton Rouge’s land development and blight elimination efforts. He is currently on leave from his position as the Newman Trowbridge Distinguished Professor of Law at the LSU Law Center. As a noted local government law scholar, Chris has published numerous articles, book chapters and editorials, including an internationally syndicated New York Times op-ed on the Alton Sterling shooting. He has previously worked at Accenture, Jones Walker and in the Washington, DC Office of Senator Mary Landrieu. Chris earned his Bachelor of Architecture degree with honors from Howard University, his Master of Public Policy degree from the Harvard Kennedy School, and his Juris Doctor degree from the Georgetown University Law Center. In 2015 Chris was the Louisiana State Democratic Party nominee for Louisiana Secretary of State. While unsuccessful, he earned the largest number of votes of any black candidate at that point in Louisiana’s history. In 2017 LSU honored him with the Brij Mohan Distinguished Professor Award, a distinction bestowed upon a faculty member who exhibits a commitment to peace and social justice. In 2018 he was inducted into University Laboratory School’s Alumni Hall of Distinction. Chris is the son of the late Judge Ralph E. Tyson and Patricia Tyson. He is married to Dr. Gia Landry Tyson. They have three children: Camille, Jordan and Landry.

Brenda M. Breaux is a local industry leader in the community development field. She personifies leadership, strong business acumen, passion and commitment to excellence. As Executive Director for the New Orleans Redevelopment Authority (NORA), she’s responsible for providing strategic leadership, stability and growth opportunities for the agency focusing on catalytic development. Specific concentration in affordable housing, commercial revitalization, land stewardship and green infrastructure development.

Prior to this new role, Brenda served as the Chief Operating Officer of NORA for four (4) years where she was responsible for overseeing and managing Land Stewardship, Real Estate Development, Land Management, Human Resources and the day to day operations of the agency. In this position, Brenda directed legal strategies, and participated in dispute resolutions.

Brenda served as Senior Chief Deputy City Attorney for the City of New Orleans responsible for housing, real estate development, finance, the Mayor’s Blight Initiative and project liaison for the downtown medical complex and other disaster financed transactions.

She served as the Deputy Executive Director for the Housing Authority of New Orleans and has managed large scale affordable housing and complex real estate development projects in the region. Brenda earned her Bachelor’s Degree in Political Science from Spelman College, her Juris Doctor from Loyola University of New Orleans College of Law and has been a licensed attorney for 24 years. Brenda serves as Vice-President for HousingNOLA and Policy Committee Co-Chair for the City of New Orleans 10-year housing plan.

As Lemoine’s Virtual Construction Manager, Jared is responsible for managing and creating all aspects of our virtual construction and technologies. Through Model Management and administration, he ensures the health of the BIM database. With roughly a billion dollars’ worth of construction projects under his belt, Jeff LaRosa has extensive experience on large commercial projects, some of which include the LSU Business Education Complex, LSU Patrick Taylor Hall, The Water Institute of The Gulf, and the Hilton Hotel Downtown Baton Rouge. In his years of practice, Mr. Ragland has developed a broad base of architectural knowledge and now serves as partner-in-charge of many on-going projects for the firm. His experience has been gained by working on national as well as international commissions, ranging from substantial hospitality, residential and commercial works to medical, institutional, educational, and religious complexes. Mr. Ragland is also responsible for the daily administration of on-site supervision and cost estimating of all projects as well as the coordination for and quality control of construction administrative services for the firm.

Mr. Ragland negotiates and writes many of the contracts for design services for Coleman and Partners. He routinely advises and helps clients understand the terms and conditions in Owner/Contractor agreements as well as mediates solutions to problems arising therefrom.

Developing and maintaining Client relationships is another area of activity for which Mr. Ragland is responsible. Some of the recent projects which Mr. Ragland has managed include the master planning and additions to the Baton Rouge Community College as well as the Renovations and Additions to 800,000 sq. ft. Bon Carre Business Center. Mr. Ragland also managed the renovation of the historic Hilton Baton Rouge Capitol Center which was converted into the 293 room hotel.

Mr. Ragland continues to be an active participant in all levels of the American Institute of Architects including having served as the AIA Louisiana’s Lobbyist. He has served as guest juror and lecturer at the School of Architecture at Louisiana State University, and continues to be involved in numerous local nonprofit boards and many other civic pursuits.

Trula moved from rural Bogalusa, Louisiana to Baton Rouge in 1986 to attend LSU School of Architecture, graduating in 1990. Trula (Haley) then joined forces with Chris in 1995 to form Remson-Haley Architects, and for several years, continued to pursue primarily residential design. Today, the level of empathy she developed in residential design gives Trula a special ability to assist clients to visualize – and then to actualize – projects that routinely exceed their expectations.

On a daily basis, Trula’s insight in early programming and planning phases means that RHH projects company-wide, and particularly in the financial sector, and office/mixed-use arenas, start life with the tight budgeting and scheduling that ultimately leads to success. And because Trula is heavily involved in the early stages of RHH projects, her role is ultimately that of advocate for the client or Owner, ensuring that any desires and concerns voiced early in the planning phases are realized in the construction documents and adhered to during construction.

Trula has volunteered time to the American Institute of Architects at every level including a term as AIA Baton Rouge President in 2001, AIA Louisiana President in 2005, and sitting on the National Board of the AIA from 2008 -2010. She is also active in community organizations including the Mid-City Redevelopment Board of Directors, the Baton Rouge Growth Coalition and the LSU School of Architecture Advisory Board.

When she’s not working, Trula enjoys traveling to new destinations to experience architecture and urban planning, boating with Chris, watching LSU football, working on community projects for Mike the Tiger, and listening to the music of her hero, Elvis.

Representative R. Reid Falconer and his wife, Celeste, have lived in St. Tammany Parish since 1984. An architect, planner and builder, Reid is a native of Baton Rouge. He holds a Bachelor of Architecture degree, a Masters of Science in Finance degree, and a Master of Business Administration degree, all from LSU. From 2010 through 2015 Reid served as an adjunct professor of finance at SLU in Hammond. Celeste, originally from St. Bernard Parish, holds a Master of Social Work degree from LSU and is a retired social worker with the St. Tammany Parish School System. They have two children, both graduates of Mandeville High School. Drew, a graduate of Tulane Medical School and currently a practicing Neurologist in Alexandria and Fairfax, VA., and Caroline, who studied at Southeastern Louisiana University in Hammond and presently works at Beck Technical Services.

An eighth generation Louisianian, Reid most-recently served on the St. Tammany Parish Government Council from 2008 to 2015, where he also served as Council Chairman in 2014. He served as chair of the St. Tammany West Chamber of Commerce, board member of the West St. Tammany Habitat for Humanity affiliate, and board member of the Northshore Community Foundation. Additionally, he is a past chair of the Louisiana District Council of the Urban Land Institute and a founding member and past chair of the Northshore Business Council. He has also served as president of the Covington Rotary Club and is a current member of the Mandeville Rotary Club. He is a graduate of Leadership St. Tammany West, the New Orleans Regional Leadership Institute, and Leadership Louisiana. Reid presently serves in the Louisiana Legislature representing District 89, comprising the area of St. Tammany Parish around Mandeville. He is a member of the Appropriations Committee, the Education Committee and the Labor and Industrial Relations Committee.Reid and Celeste are members of St. Timothy on the Northshore United Methodist Church in Mandeville, where Reid served as the Chair of the recent Capital Campaign. He is a church delegate to the Louisiana Annual Conference of the United Methodist Church. He also is a member of the Board of the Methodist Home for Children in New Orleans.

Adam Haddox is a business lobbyist who manages Louisiana issues for Capitol Resources LLC, which operates across the South and in Washington, D.C. Haddox has 15 years of experience representing industry sectors including architecture, pulp and paper manufacturing, energy, telecommunication, transportation, and hot button issues such as education reform. Haddox graduated from LSU with a Master of Public Administration and a Bachelor of Arts in Mass Communication. Born and raised in northeast Louisiana, Haddox lives in Baton Rouge with his wife, Lauren, and three young sons.

Mr. Engen is the Executive Vice President and Co-Owner of Premier Geotech and Testing, LLC in Baton Rouge, LA. Mr. Engen has been in the geotechnical/materials testing industry for the past 13 years and has provided QA/QC oversight for several high-profile projects such as the new Shintech Ethane Cracker Unit in Plaquemine, LA, the new Lakeshore Village Subdivision in Slidell, LA (upon completion, will be the largest private development in the history of the state), and the widening of I-10 from Siegen Lane to the I-10/I-12 split. His background includes a Master of Business Administration, a Master of Arts in Public Policy, and an enlistment in the United States Air Force where he served as an Arabic Cryptologic Linguist and earned the National Defense Service Medal, the War on Terror Service Medal, and the Air Force Good Conduct Medal. In 2015 Mr. Engen became a late entrant into the race for the Board of Elementary and Secondary Education (BESE) – District 6, making the runoff out of an initial field of five candidates. While ultimately unsuccessful in that bid, he went on to serve as Chairman of the East Baton Rouge Planning and Zoning Commission and currently serves as the Vice President of the East Baton Rouge Industrial Development Board.

David received a Bachelor of Architecture degree from the University of Louisiana Lafayette where he received a number of designawards and scholarships. He graduated in 1997 with honors from the Tau Sigma Delta Honor Society in Architecture. David served as a member of the Louisiana Army National Guard for 11 years and assisted the 225th Engineering Group with building design operations in Europe and South America. David has over 25 years of experience in the practice of architecture and has served as principal architect at Mougeot Architecture for more than 15 years. David is married with 3 children and two grandchildren and while his family is the highlight of his life, he also has a great passion for architecture. Serving as the project architect for the Center for River Studies was such a unique and inspiring experience.

In his years of practice, Mr. Ragland has developed a broad base of architectural knowledge and now serves as partner-in-charge of many on-going projects for the firm. His experience has been gained by working on national as well as international commissions, ranging from substantial hospitality, residential and commercial works to medical, institutional, educational, and religious complexes. Mr. Ragland is also responsible for the daily administration of on-site supervision and cost estimating of all projects as well as the coordination for and quality control of construction administrative services for the firm.

Mr. Ragland negotiates and writes many of the contracts for design services for Coleman and Partners. He routinely advises and helps clients understand the terms and conditions in Owner/Contractor agreements as well as mediates solutions to problems arising therefrom.

Developing and maintaining Client relationships is another area of activity for which Mr. Ragland is responsible. Some of the recent projects which Mr. Ragland has managed include the master planning and additions to the Baton Rouge Community College as well as the Renovations and Additions to 800,000 sq. ft. Bon Carre Business Center. Mr. Ragland also managed the renovation of the historic Hilton Baton Rouge Capitol Center which was converted into the 293 room hotel.

Mr. Ragland continues to be an active participant in all levels of the American Institute of Architects including having served as the AIA Louisiana’s Lobbyist. He has served as guest juror and lecturer at the School of Architecture at Louisiana State University, and continues to be involved in numerous local nonprofit boards and many other civic pursuits.

Dave is a Principal of Hastings, designing award-winning architecture since 1991. Calling on his past life as a musician, Dave’s work shares vocabularies and aesthetics across art forms – always designed from a perspective of sincere storytelling.

Dave’s portfolio includes notable projects such as The Ryman Auditorium Renovation and Expansion, Bellevue Library, Mask House, and The Bridge Building. His diverse body of work has been recognized by AIA Gulf States, AIA Tennessee, Architect Magazine, Architectural Record, Contract Magazine, and the Urban Land Institute.

In 2016, Dave was elevated to Fellowship by the American Institute of Architects for his positive contributions to architecture and society in the category of design. Prior appointments include the President of the AIA Middle Tennessee Chapter, President of the Nashville Civic Design Center, and Vice President of the Nashville Repertory Theatre.

Dave often attributes his career to his upbringing. Both university professors, Dave’s mother was a flutist and his father a physicist. The atmosphere of creativity and scientific curiosity organically inspired Dave’s path to architecture and informs his work today.
