Information should be as complete and accurate as possible. If you think the individual has earned the recognition, submit a nomination.

Adult Leader Recognition General Guidelines

1. GENERAL

This directive defines the adult leader awards available through the Bull Run District and the National Capital Area Council and provides guidance for individual nominating Scouters for these awards.

The Bull Run District Committee and District Commissioner sponsors the following awards to recognize the work of dedicated Scouters and sponsoring organizations:

o Shield of Service o Key Leader Award o Chartered Organization Award

The National Capital Area Council authorizes the following awards to recognize the accomplishments of distinguished Scouter in the district:

o James E. West Fellowship Award o District Award of Merit o Silver Beaver Award

Adult leader awards are intended to recognize an individual for distinguished service to the Scouting Program over a period of several years and/or to recognize an individual for unusually significant achievement in one or more leadership positions.

The following general guidelines apply for all of the awards for individuals: • The basic qualification for any of these awards is that you, as a Scouter, feel that the

contribution of another Scouter deserves such recognition. • There are no minimum criteria, such as number of years of service or number of

events chaired for any of these awards. • These awards recognize not only individual achievement but also contribution to the

overall Scouting program (e.g., team player, support for BSA policies). This is the equivalent of “show Scout spirit” for Boy Scout advancement.

• The number of deserving individuals always exceeds the number of awards which can be given.

2. SHIELD OF SERVICE

Each year Bull Run District is able to recognize one Scouter from each unit in the district (pack, troop, crew, and post) for outstanding contribution to that unit with the Shield of Service award. The award is made by the District Commissioner, upon recommendation of the Unit Commissioner together with the leadership of the unit. Only one Scouter from each unit can be recognized with this award each year. Some units choose to recognize a person with long and distinguished service to pack, troop, crew, or post. Other units choose to honor an individual for his or her specific contribution during the past year.

Presentation: This award is presented at the Annual District Recognition Dinner, usually held in March. Nomination Procedures: The Unit Commissioner will contact the unit committee chairperson and/or unit leader in the December or January to request nomination for this award. If the Unit Commissioner has not initiated contact by early January, the committee chair or unit leader should contact the Unit Commissioner or District Commissioner. Use the Shield of Service nominating form shown at Attachment 1. Nominations should be mailed or handed to the District Awards Chairman, the District Chairman, or the District Commissioner not later than February 28th. 3. KEY LEADER AWARD

The Bull Run District Key Leader Award is given by the District to Scouters in recognition of outstanding service in responsible positions at the unit and/or district level. The District is able to honor one Key Leader for each ten (or fraction thereof) chartered units in the district.

Virtually every unit has at least one Scouter who is more deeply committed to Scouting than most of the other unit leaders and has contributed more than would normally be expected of one person. This person should be considered for nomination for the Key Leader Award. While no minimum criteria exist, a successful nominee for this award will usually have done one or a combination of the following:

• Served a unit (or units) in a key leadership position (or series of positions) for several

years. • Been directly involved in the increased success of the unit (e.g., Scoutmaster while

the troop earned Journey to Excellence Bronze, Silver or Gold award for three consecutive years; Advancement Chair while the percentage of the Eagles tripled over a 4 year period).

• Served on the staff for several district events (e.g., camporee, leader training sessions, district Pinewood Derby, Cub Scout day camp) over a period of several years.

• Been responsible as chair for one or more district events (e.g., Cub Scout day camp, District Pinewood Derby, popcorn sales, Scouting for Food).

• Clearly demonstrated support for the full range of Scouting opportunities and the willingness to work as a team player.

Presentation: This award is presented at the Annual District Recognition Dinner, usually held in March. Nomination Procedures: Any individual can nominate any Scouter registered within Bull Run District for this award using the Key Leader nomination form shown at Attachment 2. Nominations should be mailed or handed to the District Awards Chairman, the District Chairman, or the District Commissioner not later than January 31st. 4. CHARTERED ORGANIZATION AWARD

The Bull Run District Chartered Organization Award is given by the District to organizations in recognition of outstanding contribution as a sponsoring organization for Scouting units in the Bull Run District. The District is able to honor two Chartered Organizations with this award each year.

The Chartered Organization is a vital link between the unit and the Boy Scouts of America. Successful units are nearly always supported by concerned Chartered Organizations. This concern is usually marked by the active involvement of the Chartered Organization Representative (COR) and other organization members in ongoing unit and district activities and is visible inconsistent, long-term financial and logistic support to the units and the district.

While no minimum criteria exist, the organization successfully nominated for this award will usually have contributed one or more combination of the following:

• Longevity of support to the Boy Scouts of America through sponsoring units (packs,

troops, crews, posts) and fostering community good will towards Scouting. • Sponsorship of multiple units, often supporting the full family of Scouting units. • Active participation in sponsored units by members of the organization and strong

corporate support by the organization. • Active involvement in the increased success of the unit (e.g., encouragement of

advancements and emphasis on unit participation in district and council sponsored events).

• Contribution to other youth organization and community activities.

Presentation: This award is presented at the Annual District Recognition Dinner, usually held in March. Nomination Procedures: Any individual can nominate any organization which sponsors one or more Scouting units within Bull Run District, using the Chartered Organization Award nomination form shown at Attachment 3. Nominations should be mailed or handed to the District Awards Chairperson, the District Chairperson, or the District Commissioner not later than January 31st.

5. JAMES E. WEST FELLOW SHIP AWARD

James E. West Fellowship award is presented by the National Capital Area Council to an individual who contribute $1,000 or more to the NCAC Endowment Fund. The District honors one district level Scouter each year for their outstanding contribution to the district with the presentation of a James E. West Fellowship Award given in their name. This award is funded through contributions from individuals on the District staff. While no minimum criteria exist, a successful nominee for this award will usually have done one or a combination of the following:

• Served at the district level in key leadership positions for at least five years. • Been responsible (as as project chairperson) for at least one district event (e.g.,

camporee campmaster, District Pinewood Derby, Merit Badge Day, Scouting for Food) or for several significant unit accomplishments.

• Served as chairperson of a district operating committee (e.g., membership, programs, training, advancements), roundtable commissioner, and/or a Unit Commissioner or Assistant District Commissioner.

• Served on staff for several district events (e.g., camporee, District Pinewood Derby, Cub Scout day camp) over a period of years.

• Given service to the community in volunteer working addition to Scouting (e.g., church, volunteer fire department, homeless shelter programs).

• Clearly demonstrated support for the full range of Scouting opportunities and willingness to work as a team player.

Presentation: This award is presented at the Annual District Recognition Dinner, usually held in March.

Nomination Procedures: Any District staff member can nominate any District Level Scouter registered within the Bull Run District for this award using the Jame E. West nomination form shown at Attachment 4. Nominations should be mailed or handed to either the District Awards Chairperson, the District Chairperson, or the District Commissioner. Since the James E. West Fellowship award is administered by council, nominations must be received not later than January 31st. Special Note: The District Vice Chairperson for Finances has the responsibility for ensuring the staff donations are collected prior to submission of the James E. West award to council.

6. DISTRICT AWARD OF MERIT

The Award of Merit is given by the local council, upon recommendation of the District Award of Merit Committee, for service to the Scouting program at the unit level and leadership in district activities. The District is able to present one DISTRICT Award of Merit for each twenty-five (or fraction thereof) units in the district. While no minimum criteria exist, a successful nominee for this award will usually have done one or a combination of the following:

• Served at the unit and/or district level in key leadership positions for at least five years.

• Been responsible (as as project chairperson) for at least one district event (e.g., camporee campmaster, District Pinewood Derby, Merit Badge Day, Scouting for Food) or for several significant unit accomplishments.

• Served as chairperson of a district operating committee (e.g., membership, programs, training, and advancements), roundtable commissioner, and/or a Unit Commissioner or Assistant District Commissioner.

• Served on staff for several district events (e.g., camporee, District Pinewood Derby, Cub Scout day camp) over a period of years.

• Clearly demonstrated support for the full range of Scouting opportunities and willingness to work as a team player.

Presentation: This award is presented at the Annual District Recognition Dinner, usually held in March. Nomination Procedures: Any individual can nominate any Scouter registered within the Bull Run District for this award using the Award of Merit nomination form shown at Attachment 5. Nominations should be mailed or handed to the District Awards Chairperson, the District Chairperson, or the District Commissioner. Since District Award of Merit forms are processed by council, nominations must be received not later than the day of the December Roundtable. 7. SILVER BEAVER The Silver Beaver Award is the highest honor a Scouter may receive through the local council. It is awarded by the National Council, Boy Scouts of America, upon recommendation of the local council and is given for service in three equal categories: service to community, service to youth involved in Scouting, and service to youth outside of Scouting. Approximately one in every 1,000 Scouters is so honored. While no minimum criteria exist, a successful nominee for this award will usually have done one or a combination of the following:

• Served at the unit, district, or council levels in positions of increasing leadership responsibility for at least 10 years.

• Given service to the community in volunteer work in addition to Scouting (e.g., church, volunteer fire department, homeless shelter program, youth programs).

• Been responsible (as project chairperson) for at least one district or council event (e.g., camporee campmaster, day camp director, Friends of Scouting coordinator, Pow Wow Chairperson, Scouting for Food).

• Served as chairperson of a district operating committee (e.g., membership, programs, training, and advancement), roundtable commissioner and/or unit commissioner or assistant district commissioner.

• Served on the staff for several district or council events (e.g., camporee, District Pinewood Derby, Cub Scout day camp, Pow Wow, University of Scouting, Wood Badge) over a period of years.

• Recipient of the Award of Merit. • Clearly demonstrated support for the full range of Scouting opportunities and

willingness to work as a team player.

Presentation: This award is presented at the Annual National Capital Area Council Court of Honor Dinner, usually held in April. Nomination Procedures: Any individual can nominate any Scouter registered within the National Capital Area Council for this award using the Silver Beaver nomination form shown at Attachment 6. Specific instructions for the completion of this form are given on the reverse side of the form. The nomination form is used nation-wide and does not have a specific place for the person making the nomination to sign. Therefore, the nominator should sign either on the front page, directly under the line marked “Chairman Silver Beaver Award Committee” or at the bottom of the final page of the nomination form.

Nominations must be submitted directly to the NCAC Marriott Scout Center, Bethesda, Maryland no later than 30 November. Late nominations will not be considered.

Special Note: Although, Silver Beaver Award nomination packages are submitted directly to the National Capital Area Council, the submitter may want to use the Bull Run District Awards Committee as a source of information, insight, and review prior to submitting their nomination package. The District Awards Committee would appreciate it if they could be informed of any Bull Run Scouter being nominated to preclude a possible duplication of effort.
