Si occupato prevalentemente di rifugiati e crisi umanitarie e ha partecipato alle operazioni organizzate per soccorrere le vittime di alcuni tra i pi gravi con itti mondiali degli ultimi tre decenni: da diversi Paesi africani (soprattutto nel Corno dAfrica e nella regione dei Grandi Laghi) al Sudest Asiatico, al Medio Oriente, allAfghanistan. Sta lavorando a un libro di racconti e ri essioni sulle sue esperienze. He has been working in the field of international aid for over 30 years, 26 of them under the flag of the United Nations. He has dealt chiefly with refugees and humanitarian crises and has been involved in operations organized to help the victims of some of the most serious conflicts in the world over the last three decades. He is working on a book in which he recounts and reflects on his experiences.

Questo un numero particolare di Abitare. Non nasce da una riunione di redazione e nemmeno stato stimolato da riessioni e contributi raccolti qua e l. un atto di volon-t, il frutto del desiderio di provare a leggere pi in profondit il grande sommovimento che interessa la regione del Mediterraneo. Oggi il Mare Mediterraneo il teatro dei gran-di fenomeni di trasformazione in atto: sulle sue sponde si registrano le conseguenze pi deleterie della crisi economica e poli-tica mondiale, si legge tutta la fragilit di un Occidente incapace di dare risposte a nuove emergenze come ad antiche questioni; ma si possono anche vedere inte-ressanti segnali di rinascita e sviluppo. Per costruire un racconto pi fedele alla real-t e lontano dalla retorica, abbiamo chiesto ad archi-tetti e urbanisti, studiosi e persino diplomatici attivi in diverse aree del Mediterraneo di discutere e lavorare una gior-nata con noi segnalando temi progettuali, scenari di sviluppo e casi emblematici. Nelle pagine di questo numero abbiamo ricompo-sto il mosaico delle nostre riessioni, dei no-stri dubbi (molti) e delle nostre certezze (po-che), arricchendolo di testimonianze, progetti, rea lizzazioni, visioni e speranze.

This is a special issue of Abitare. It does not stem from a meeting of the editorial board and neither has it been created thanks to reflections and con-tributions gathered here and there. It is an act of volition, the fruit of a desire to try to probe more deeply into the great transformation that is tak-ing place in the Mediterranean region. Today the Mediterranean Sea is the site of major develop-ments, of great changes that are under way: on

its shores we can find the most serious consequences of the worldwide economic and politi-cal crisis, and we can detect the Wests fragility and its inability to respond to new emergencies and to old questions; but it is also possible to detect interest-ing signs of recovery and growth. To present a picture that would be faithful to reality and distant from rhetoric, we asked architects and planners, scholars and even diplomats ac-tive in various areas of the Med-

iterranean to discuss and work with us for a day, pointing out issues linked to planning, possible scenarios for development and important case studies. In the pages of this issue we have reas-sembled a mosaic from our reflections, our doubts (which are many) and our certainties (which are, on the other hand, very few), and we have enriched this mosaic with testimonies, ob-jects, projects, visions and hopes Silvia Botti

A Salonicco, una strip di oltre tre chilometri comprende 13 giardini tematici

In Thessaloniki a strip that is over three kilometres long comprises 13 theme gardens

Amatissimo dagli abitanti di Salonicco (Grecia) - che gi da qualche anno ne beneciano per passeggiate e ciclismo, picnic, pesca, spettacoli e altro ancora - il waterfront disegnato da Prodromos Nikiforidis e Bernard Cuomo una strip di 3,5 chilometri. La rigenerazione avvenuta in pi tappe ha avuto inizio nel 2000 con il bando di concorso internazionale ed terminata nel 2014, con la chiusura dellultima fase di realizzazione. Consiste in un lungo asse pavimentato e abbellito da vasche e installazioni luminose, su cui si innestano 13 diversi giardini tematici che offrono ai passanti una successione di spazi pi protetti, quasi delle stanze verdi. Tra le poche grandi opere pubbliche portate a termine in questi anni nel Paese, il waterfront di Salonicco stato anche inserito nella shortlist del Mies van der Rohe Award 2015. (Sa.B)

Hugely popular with local residents, who have enjoyed the use of this new space in the Greek city of Thessaloniki in which to walk, cycle, fish, have picnics and watch open-air performances, among other things, the waterfront designed by Prodromos Nikiforidis and Bernard Cuomo is a 3.5-km strip. Redevelopment happened in several stages, beginning in 2000 when the international competition was launched and reaching completion in 2014. The long paved thoroughfare is enhanced with water pools and lighting installations, together with 13 different themed gardens that offer strollers a succession of more protected gardens, or green rooms. The new Thessaloniki waterfront, which is one of very few public works completed in recent years, has been shortlisted for the Mies van der Rohe Award 2015

Food design is on everyones minds right now, thanks to Expo 2015. An exhibition on the history of ceramics looks at the ancient world of communal dining. It invites visitors to consider a number of historical settings: the medieval banquet, feasting at the Renaissance court and the Sunday lunch with the dining services our grandparents knew. Grand Tour Discovering Classic Italian Ceramic is curated by Jean Blanchaert, Viola Emaldi and Anty Pansera and presents items from the Italian association of ceramic-making towns (AiCC), whose members are 36 towns with an ancient ceramic-making tradition. At the Humanistic Library of Santa Maria Incoronata, Corso Garibaldi 116, Milan, from 15 to 26 July, from 12noon to 10pm.

This year sees the fifth edition of Demanio Marittimo.KM-278, a night on the beach at Marzocca di Senigallia (Ancona) for discussions on architecture, art, design, music, cinema, food and new technologies. The design of the seaside location this year is by a group of students selected through an international competition: the winner was Exhibition Machine, by Giacomo Barchiesi, Giulio Mangiaterra and Damiano Mazzocchini, of the Architecture and Design School of Ascoli Piceno. It is a single, independent architectural structure that can be adapted to other contexts. The event takes place at 6pm, the programme run by Cristiana Colli and Pippo Ciorra continues until 6am. The SAMI-arquitectos studio, based in the Portuguese city of Setbal, has been awarded first prize in the Architectural Heritage Intervention Award (AADIPA), for its E/C House project, a 200-metre holiday home in a panoramic location in the Azores. The project is based on the rehabilitation of a ruined basalt building on the coast dating back to the 18th century, of which only a few stone walls, blackened by time and pierced by small windows, together with the remnants of a balcony survive. The new raw cement structure designed by SAMI was positioned inside the old shell, and reproduces the style and layout of the original construction, with the communal living areas upstairs overlooking the sea and the bedrooms facing inland on the ground floor. Si appena aggiudicato il primo premio AADIPA dedicato a progetti che valorizzano il patrimonio architettonico lo studio SAMI-arquitectos di Setbal, Portogallo. Merito della E/C House, una casa di vacanze di 200 metri quadrati costruita in un punto panoramico delle Isole Azzorre. Il progetto nasce dallidea di recuperare un rudere di basalto del XVIII secolo presente sulla costa, una dimora di cui rimangono solo alcune murature con le pietre annerite dal tempo e alcune piccole aperture, oltre a ci che resta di un balcone. La nuova struttura di cemento grezzo progettata da SAMI stata posata allinterno del vecchio guscio e ricalca quindi tipologia e distribuzione della vecchia costruzione, con gli spazi conviviali al piano superiore affacciato sul mare e le camere pi introverse al piano terreno. Il risultato di questa curiosa operazione un dialogo poetico tra spazi contemporanei e tradizione, astrazione e matericit. (Sa.B)

After the Nordic world (2012) and the Arab world (2014) the Louisiana Museum of Modern Art presents Africa (www.louisiana.dk). An ambitious exhibition, entitled Africa Architecture, Culture and Identity, (until 25 October), which sets out to convey, through selected examples, a sense of the many facets of a culture that goes beyond the narrative stereotype with which it is usually presented. The sub-Saharan region is portrayed through seven key concepts that contrast with the more familiar themes of poverty, Ebola, genocide and starvation. A sense of belonging, coexistence, developing cities, the creation of spaces, reconstruction, new communities and constructing the future: artists, designers, architects and writers offer a snapshot of a lively, vibrant context, a many-sided world with an exceptional capacity for innovation.

Local construction techniques, masonry blocks and juxtaposed volumes: for Pocket DesertDj complex, in Djerba, Tunisia, Autonome Forme Architettura (Marco Scarpinato in collaboration with Lucia Pierro) chose to create a dialogue between past and present, rediscovering natural cooling solutions rather than using mechanical systems. The light-coloured buildings, to be used as artist residences and a centre for the digital arts, are set against the sandy landscape and the colours of the Mediterranean, defining what the architects describe as a series of pocket deserts, retreats for modern times as described by Peter Sloterdijk in his book You Must Change your Life.

Tecniche costruttive locali, masse murarie e giustapposizioni di volumi: per il progetto Deserti Tascabili Dj complex, a Djerba in Tunisia, AutonomeForme Architettura (Marco Scarpinato con la collaborazione di Lucia Pierro) ha scelto il dialogo tra passato e presente, riscoprendo soluzioni naturali per garantire il raffrescamento senza ricorrere a sistemi meccanici. I wanted to make a statement that I am doing an exhibition in China. And that it has no meaning or implications. After it happens I can no longer say I havent done a solo exhibition in China. This is what dissident artist Ai Weiwei said at the opening of his exhibition at the 798, the headquarters of contemporary art in Beijing. The subject is non-political this time. It comprises the installation in a temple (and ceremonial reception room) of a rich Chinese family at the time of the Ming dynasty (1368-1644), reconstructed in two adjacent spaces of the 798 (the Italian Galleria Continua and the Tang Art Center). Some 1,500 pieces in all, which Ai Weiwei and his team purchased, dismantled and reassembled here. The aim is to involve the visitor in a social context. The artwork is not the installation itself, but the behaviour and experience of the public. The curator is Cui Cancan; the exhibition continues until 6 September. From 19 September to 13 December the Royal Academy of Arts in London will be mounting an anthological exhibition of the artists work, including site-specific installations created by Ai Weiwei using digital tools for virtual visits, which gets round the impossibility of leaving China

Inspired by the texture of carbon fibre and the air intake detail of the Parcour car the two-seater Lamborghini prototype this new collection of wall coverings is by Giugiaro Architettura. GA is a series of through-coloured porcelain stoneware made by Del Conca, featuring a combination of smooth and textured surfaces, designed to create different effects by light reflections. There are fifty elements in the collection (which will be exhibited at the forthcoming edition of Cersaie in Bologna), in shades of grey and black, and in five formats, from 60x120 to 7.5x60 cm.

Eleven Italian lighthouses which have been without a keeper for years and are therefore gradually falling into a state of disrepair are now the subject of an innovative, privately funded salvage operation. Italys State Property Department, in collaboration with the Ministry of Defence and relevant local bodies, have set up an online consultation process to gather ideas and suggestions ahead of the publication of international competitions to find enterprising parties, who work in a sustainable way and are able to reconcile the demands of heritage management, environmental protection and economic development. The concession will have a duration of 50 years, the competition will be officially announced in the autumn and the project will end in early 2016

An 80-metre high tower (a very tall building in a city without skyscrapers) is to become a new hub of daytime activities and nightlife in Amsterdam: a multi-functional place with offices, bars, nightclubs, a gym, a hotel and a panoramic restaurant, close to the central station, but on the opposite bank of the port. The design, by Claus & Kaan Architects, salvages and converts the old Shell building, which was occupied by the multinational oil company until 2009 (it was designed by architect Arthur Staal and opened in 1971). Now the tower has been renamed ADam: an abbreviated word intended to emphasise its links with its past, but also an acronym that stands for Amsterdam Dance and Music, to reflect the core business of three of the four partners and owners of the building AIR, ID&T and Massive Music, which organise live concerts. One of the top floors (of a total of 22) will be used a loft space for performances by rock stars. It will open on 1 Aprile 2016.

William Alsop (right) is the winner of the international Selinunte Architecture Prize, awarded during the Selinunte Summer School 2015_Mash up, promoted by the Italian Architecture and Criticism Association AIAC and presS/Tfactory. This is the fifth edition of the initiative which, as well as awarding prizes (national awards went to Maria Giuseppina Grasso Cannizzo, Teresa Sapey, Patricia Viel, Maurice Nio and Umberto Napolitano) involved the Sicilian town in a week of architecture and art workshops aimed at studying the town, the urban dimension that has been left to itself, but which needs to be worked on using a variety of disciplines and solutions to promote unconventional systems.

From chocolate to residences: stage one of the Architecture & Taste Expo Tour on 4 July in Turin is the converted Tobler factory, followed by visits to the former Carpano plant where a new Eataly has opened, Fondazione Merz, Torre Intesa and Casa Martini in an itinerary devoted to manufacturing excellence. The initiative, promoted by AIM (the Association of Metropolitan Interests, continues in Milan on 11 July, with another tour of business and manufacturing locations: the Campari Gallery, the Porta Nuova district, the Prada Foundation, the Coffee Machine Museum and the Kartell Museum. Ground marble, water and special binders come together to form Livingstone, a material created by Andrea Taurian and Ivan Poser, mixed cold, poured into silicon moulds and allowed to dry for four or five days to allow the moisture to evaporate. It can be worked in countless different ways, personalised in terms of shape, size, pattern and colour, and is competitive because it uses low-cost materials, in a zero miles production context, with low energy consumption. The first use of the material is as a radiating panel. An entire collection made by Livingstone (which is also the name of the company) whose heating system whether by water, electricity or a combination of the two (using a photovoltaic system during the daytime and the traditional method at night) is set inside the poured marble mix.

Sulla scena creativa libanese il design ha un ruolo preciso nella produzione culturale nazionale. Un sistema di gallerie legate a sapienti realt artigiane la base produttiva della Beirut Design Week. Carwan gallery ha varcato i conni del Libano e nelle ere di settore presenta proli di caratura internazionale. successo la scorsa primavera con il designer Carlo Massoud che per lArmory Show di New York ha presentato una collezione di bambole dal forte carattere politico. Un testo di Maria Cristina Didero accompagnava la curatela del progetto, che aveva lobiettivo di riettere sugli indumenti femminili in Medio Oriente. Apparentemente uguali, le bambole differiscono per niture e segni. Luniformit del velo che evocano non una provocazione mediatica, ma un modo di presentare la combinazione di discrezione e mistero di certi codici quando sono scelti liberamente. Il progetto di Massoud vuole contribuire al dibattito sul gender nel mondo arabo con un punto di vista contestuale alla condizione che descrive. Dopo gli Usa, la mostra approda a Mykonos alla galleria Skoufa, dove inaugurer l8 agosto con nuovi pezzi. (MS)

On the Lebanese creative scene, design plays a precise role in national cultural production. A system of galleries linked to skilled craft concerns forms the basis for Beirut Design Week. Carwan Gallery has crossed Lebanons national borders and at the sector fairs presents profiles of an international standing. This happened last spring with designer Carlo Massoud, who for the Armory Show of New York presented a collection of dolls with a strong political character. A text by Maria Cristina Didero accompanied the exhibition, which offered an opportunity to reflect on womens clothing in the Middle East. The dolls were apparently identical, but they had different finishes and markings. The uniformity of the veil they portray is not a media provocation, but a way of presenting the combination of discretion and mystery of certain codes when they are freely chosen. Massouds design is an attempt to contribute to the gender debate in the Arab world from a viewpoint parallel to the condition it describes. After the USA, the exhibition will move to the Skoufa Gallery on the island of Mykonos from 8 August with new exhibits

Negli anni Settanta la Spagna era un Paese in trasformazione. La tensione al superamento di una condizione instabile guid Lorenzo Flux nellindividuazione del nome dellazienda di calzature che stava per fondare sullisola di Maiorca. Discendente di produttori, aveva capito che serviva una marcia in pi per affrontare il mercato internazionale. Tra groovy, ranger, harley e walker ebbe la meglio camper, il quale con la C maiuscola sarebbe diventato un marchio sinonimo di design, comodit e colore. La parola, che in maiorchino signi ca contadino, restituisce linsieme di etica del lavoro e capacit artigiana tipico di questazienda. Un libro raccoglie la storia e i risultati di quarantanni di creativit. Ci sono quasi tutte le sperimentazioni messe in atto sinora raccontandone spesso retroscena, sviluppi e metodi. Dalla Zapoteca, archivio che contiene oltre seimila paia di scarpe, agli strumenti di lavoro degli artigiani della liera no ai negozi, gli hotel e i bar. Gli interventi, scritti da studiosi e curatori vicini allazienda, sono scanditi da lunghe sezioni fotogra che dove la calzatura il risultato di un processo creativo ricco di innesti. I pi incisivi continuano a provenire dalla famiglia, che mantiene la regia dellazienda credendo in una forma di innovazione controllata in prima persona e in uenzata dal contesto delle Baleari. (MS)

Spain underwent a huge transformation in the 1970s. The tension resulting from the need to overcome a condition of instability guided Lorenzo Flux in identifying the name of the shoe-making concern he was setting up on the island of Majorca. Himself a descendant of earlier manufacturers, he understood that the name needed to have something special if it was to get to grips with the international market. The name chosen was Camper, with a capital C, and the brand went on to become synonymous with design, comfort and colour. The word, which in Catalan means peasant, conveys a sense of the work ethic and the artisan capabilities of this firm. The book that now tells the story of 40 years of creativity covers nearly all the experimental work done, describing the background to it, its development and its methods. It also presents the so-called Zapoteca, an archive containing over six thousand pairs of shoes, the tools the workers used and various shoe shops, hotels and bars. The commentaries by scholars and curators close to the firm are accompanied by long sections with photographs showing how footwear is the result of an elaborate creative process. The most striking were provided by the family that is still firmly at the helm of the company, and believe in following in person the innovative developments

In occasione della commemorazione del centenario del genocidio del 1915, il monastero stato trasformato nel padiglione della Repubblica dellArmenia per la Biennale di Venezia. Ospita la mostra Armenity ( no al 18 ottobre) e presenta le opere di sedici artisti della diaspora. Il progetto, a cura di Adelina Cberyan von Frstenberg, ha vinto il Leone doro come miglior partecipazione nazionale. Gli artisti selezionati, tutti nipoti dei sopravvissuti alla primo grande massacro del secolo scorso, hanno provenienze geogra che, tecniche e linguaggi visivi differenti. Lidentit, la memoria, lorigine, il territorio sono le legittime ossessioni di questi autori, che dal movimento migratorio e dalla strati cazione culturale traggono spunti per realizzare opere multimediali. Il loro racconto diventato un libro. Nellintervista tra la curatrice del progetto e il critico Ginevra Bria, che introduce il volume, si spiega lo spirito del progetto. San Lazzaro degli Armeni is an island in the Venetian lagoon which has been home to the Mekhitarist Armenian Monastery since the 18th century, which has been turned into the Armenian Republics pavilion for the Venice Biennale. It houses the Armenity exhibition (until 18 October) and presents the work of 16 artists of the diaspora. The project, curated by Adelina Cberyan von Frstenberg, won the Golden Lion as the best national participant. The new edition of Amate larchitettura by Gio Ponti faithfully reproduces both in its compact format (13.5x18.5 cm) and in the kind of paper used the original 1957 edition, whose binding was conceived by Ponti himself as an object, or rather a small piece of pocket architecture. The 320 pages of the book, published for the first time in 1945 with the title LArchitettura un cristallo, contains views, memories, reflections and aphorisms of one of the fathers of contemporary architecture and design, often intentionally disorganised like a personal diary on a wide range of themes relating to architecture: walls, raw materials, cities, colours, aesthetics, artists, electricity, time and women, to name just a few. Published on the occasion of the exhibition held in June at the Incoronata Humanistic Library in Milan, the ISIA Design Convivio catalogue illustrates the 60 best designs produced recently by the four ISIAs (Higher Institutes for Industrial Arts) in Faenza, Florence, Urbino and Rome. The book was put together by the ISIA in Urbino, under the guidance of professor Silvia Sfigliotti and coordinated by Marinella Paderni. It is in two languages and its title and cover (in three versions) play on the subject of a specific font. It also gives a brief history of the ISIAs, the first institutes in Italy to develop university-level training in the design sector. Il Mare Nostrum presenta oggi nel suo articolato perimetro una condizione di nuovo e particolare interesse per quanto riguarda tutta larea che dal Marocco arriva sino allEgitto, attraversando lAlgeria, la Tunisia, il Libano, in attesa della Libia. Esiste oramai da oltre un decennio una crescente fase di progettualit legata a citt, infrastrutture, strategie di crescita e di interfaccia non pi solo con il continente europeo, ma soprattutto con il mondo orientale e quel mondo arabo fonte di investimenti, che spesso rendono poco leggibile lo scenario reale e ancora pi quello futuro. Tutto ci non pu essere sottovalutato, perch il futuro dellEuropa non pu che passare da una seria e ponderata costruzione di un dialogo colto e responsabile con il Mediterraneo. Paesi con storia e risorse diverse stanno mettendo in atto, attraverso le possibili declinazioni dello strumento del progetto, azioni che riguardano infrastrutture (porti commerciali, porti turistici, linee ferroviarie ad alta velocit, metropolitane, tram, autostrade, aeroporti), aspetti urbani (waterfront, recupero porzioni di citt, nuove pianicazioni) e larchitettura (edici pubblici, ospedali, universit, musei), ricercando un dialogo con la cultura internazionale, pi che europea e mediterranea. Il fenomeno sta prendendo corpo, si sta dimostrando sempre meno il risultato di singoli episodi e si traduce in azioni strategiche che sembrano portare alla denizione di ruoli diversi Today the irregular perimeter of the Mediterranean

Sea is proving to be of new and particular interest in the area that stretches from Morocco to Egypt, passing through Algeria, Tunisia and Lebanon, but, for the moment, this excludes Libya. For over a decade now this region has seen a boom in planning linked to cities, infrastructure, growth strategies and an interface that is no longer just with the continent of Europe, but also and above all with the East and with the Arab world, a source of investments that often make the real scenario hard to read and that of the future even more difficult. The importance of all this cannot be understimated, since the future of Europe is dependent on a serious effort to construct a responsible interactions with the other countries of the Mediterranean region. Countries with different histories and resources are carrying out, through a variety of different uses of planning instruments, activities that concern infrastructure (commercial ports, tourist ports, high-speed railway lines, underground, trams, motorways, airports), urban features (waterfronts, reclamation of urban areas, new districts) and architecture (public buildings, hospitals, universities, museums), and all this activity is also looking towards international and not just European and Mediterranean culture. This phenomenon is gathering strength, and showing itself to be less and less the result of single episodes and more the kind of strategic action that seems to be leading to the definition of a different role for each country within a broader framework of a unique and important one for the whole of North Africa, independently of the fragility of its social and political balances; perhaps even a sign of hope in continuity

Al tempo stesso il peso specico della citt di Algeri, attraverso il suo masterplan strategico (vedi pag. 32), la complessit dei temi legati al recupero (in atto una fase di prequalica per il recupero/restauro della Casbah) e allo sviluppo delle principali citt storiche (Oran, Constantin), oltre ai piani per la sanit, lo sviluppo turistico e il recupero ambientale di aree al centro del deserto, costituisce un luogo di confronto non semplice, ma di grande fascino e interesse, sia culturale che economico. Un Paese che ha sino a oggi urbanizzato soltanto il quattro per cento del suo territorio, e prevalentemente vicino alla costa, pronto ad affrontare i temi della frontiera verso il centro dellAfrica, con i relativi problemi di sicurezza cui gli algerini vogliono rispondere con piani urbani, secondo una logica da cultura romana; ovvero, urbanizzare, abitare e produrre, creando centri capaci di essere i primi ltri di presidio contro il terrorismo. LEgitto, con lattuale raddoppio del Canale di Suez e le nuove strategie di investimento sul lato occidentale, sta cercando una nuova frontiera di sviluppo e di connessione che volge lo sguardo alla parte moderata del Paese e allOccidente, abbandonando in questo momento la parte sud-orientale a causa dei crescenti problemi di sicurezza. Il Mediterraneo il luogo complesso dove volgere sguardo. Da qui si vede il Sud, che il futuro. E se il Sud davvero salver il mondo, utile cominciare a metterlo a fuoco.

with the Arab Spring. Different strategies and modes of development are now being applied. Morocco is continuing with its programme of investment in infrastructure (the port of Tangier, the Tangier-Rabat-Casablanca high-speed railway line) and culture (Rabat, Casablanca, Fes) thanks to a vision that may allow the country and specifically Tangier to become the gateway to Africa from Europe. This entails tripling the facilities for cruise ships, building two new marinas, sprucing up the historic centre and constructing a high-speed railway line. Algeria has adopted a strategic vision of greater complexity, in so far as it focuses on a variety of structures, from the landscape to architecture. At the same time the specific weight of Algiers, through its strategic master plan (see pag. 32), and the complexity of the themes linked to reclamation (the rehabilitation of the Casbah is currently in a phase of prequalification) and to the development of the principal historic cities, in addition to the plans for the health service, the development of tourism and the environmental rehabilitation of areas in the centre of the desert, constitute a situation of great interest from both a cultural and the economic viewpoint. This is a country in which only 4 per cent of the territory is urbanized, and most of that is near the coast, and that is ready to tackle the themes of its frontier onto the centre of Africa, which poses problems of security to which the Algerians want to respond with urban plans, applying a logic of Roman culture: that of urbanizing, inhabiting and producing, and thereby creating towns able to act as the front line of defence against terrorism. Egypt, with its current doubling of the capacity of the Suez Canal and new strategies of investment on the Western side, is seeking a new frontier for development that is focusing on the moderate part of the country and on the West, abandoning for the moment the south-eastern part owing to ever increasing problems of security. The Mediterranean is a complex place on which to turn our gaze. From here we can see the South, which is the future. And if the South is really going to save the world, it is worth starting to focus on it.

Nello scacchiere geopolitico dellAfrica mediterranea, lAlgeria un caso particolare. Non stata coinvolta dai moti della Primavera Araba, e gli stessi algerini si sono chiesti perch, dando vita per primi a un interessante dibattito sui media e nelle accademie. Alcune ragioni emerse sono state il ricordo ancora fresco della guerra civile e la paura di una deriva islamista, ma anche la natura stessa della politica algerina, pi abilmente contrattuale con la societ civile rispetto ad altri Paesi vicini. Queste modalit hanno storicamente previsto di amministrare le rivendicazioni interne depotenziandole attraverso lassegnazione di alloggi, laumento del reddito minimo e la realizzazione di grandi opere infrastrutturali. In tutto ci, afdandosi esclusivamente a un ciclo economico, quello del petrolio, dai cui margini pi o meno stabili dipende la portata della spesa pubblica algerina.Da qualche anno Algeri al centro di nuove e imponenti trasformazioni urbane e infrastrutturali, in una prospettiva diversa da quella cui il Paese stato abituato: il Plan Stratgique de Dveloppement dAlger 2010-2029, un piano ambizioso e strutturato a grande scala, che raccoglie risorse potenzialmente disperse in progetti separati e non coerenti fra loro, e le convoglia in un unico quadro dinsieme che investe lintera area metropolitana. Il nuovo piano si inserisce in quel quadro politico ed economico, ma ne sovverte la prassi consolidata: fa proprio il tema della necessaria transizione da uneconomia dellidrocarburo (senza ovviamente abbandonarne la catena del valore) a una sua pi articolata terziarizzazione, ma soprattutto adotta una strategia ben altra dalle correnti iniziative pubbliche, storicamente disarticolate e frammentarie poich attivate sulle contingenze.

On the geopolitical map of Mediterranean Africa, Algeria is a special case. It wasnt caught up in the stirrings of the Arab Spring, and the Algerians themselves have been wondering why, sparking off an interesting debate in the media and in academic circles. Among the reasons put forward are the still fresh memory of the civil war and the fear of a drift towards Islam extremism, as well as the very nature of Algerian politics, which has proved better at negotiating with civil society than is the case in neighbouring countries. This has historically allowed the management of internal demands and their negotiation through the provision of housing, increases in the minimum wage and the realization of major works of infrastructure. All of this depends on oil, on whose more or less stable margins the level of Algerian public expenditure depends.For some years Algiers has been at the centre of new and imposing urban and infrastructural changes, in a different way to the one to which the country has been accustomed. The Plan Stratgique de Dveloppement dAlger 2010-2029 is an ambitious plan on a grand scale that brings together resources which might have been dispersed into separate projects and inconsistent with one another and channels them into a single overall framework covering the whole metropolitan area. The new plan inserts itself into that political and economic structure, but subverts its established practice: it takes up the theme of the necessary transition from a hydrocarbon economy (obviously without abandoning its value chain) to a more diverse expansion of the service industries, but above all it adopts a very different strategy from current public initiatives, that are historically disjointed and fragmentary and have often been the product of contingency.

Contaminazioni positive Fortemente voluto da Mohamed Kebir Addou, wali di Algeri no al 2013 (oggi sostituito da Abdelkader Zoukh che ne ha confermato limpianto generale), il piano si avvalso della consulenza dellurbanista Amine Benaissa per la strategia generale,e ha coinvolto pi di 50 studi darchitettura (operanti in Algeria, Francia, Spagna, Olanda, Germania e Italia) tra i quali un ruolo particolare hanno avuto la societ Parque EXPO di Lisbona per lo studio del PDAU (Plan Directeur dAmnagement et dUrbanisme) e gli architetti Arte Charpentier (Parigi-Algeri) per gli studi di riqualicazione costiera. Benaissa la gura centrale di questa operazione. Si pu dire che sta alla Wilaya dAlger come Oriol Bohigas alla municipalit di Barcellona in quello straordinario laboratorio urbanistico che stata la citt catalana tra gli anni Ottanta e Novanta del Novecento. It can be said that his relationship to the Wilaya dAlger, the province of Algiers, is like that of Oriol Bohigas to the municipality of Barcelona in that extraordinary experimental laboratory of urban planning that was the Catalan city in the 1980s and 1990s. Un piano aperto, quindi, che Benaissa aveva gi sperimentato in Alsazia (1996-2000) come critica al piano regolatore tradizionale, e che e gli denisce come unibridazione tra un approccio di tipo latino, pi prescrittivo, e uno pi tipicamente anglosassone, aperto alle evoluzioni nel tempo. E il tempo, nel piano di Algeri, signica ventanni.

The Articulation of the PlanLaunched in 2009, the Plan Stratgique de Dveloppement of Alger 2010-2029 envisages four phases of implementation, each lasting five years. The first phase (2012-16) is emblematic, because it coincides with the fiftieth anniversary of Algerias independence (1962) and is therefore devoted to beautification of the city. But this is not merely a matter of cosmetics: in addition to the rehabilitation of the Casbah, the restoration of the seafront involves projects which look to connect the historic centre and the harbour area (from Place du Martyrs to the Terrasses du Port), and which will then be adapted for a more urban use, with industrial activities shifted to a second deep-water port (an operation that belongs to a later phase). Then there is the restoration of environmental balances, in part through the reclamation of the Oued El Harrach river, which is destined, along its course and at its mouth, to become a new urban attraction. A further level involves the layout of the areas around some major construction sites, like the new Faculty of Law and Medicine, the new Baraki Stadium and the business district of Bab Ezzouar. Senza entrare nei dettagli: ospitare un grande evento internazionale (2015-2019), per cui Algeri dovr farsi citt-anteatro, attivando i progetti che costituiscono il futuro collier di perle della sua baia, undici localit (da Hussein Dey a Bateau Cass, no a Tamentfoust) ognuna con una specica vocazione; diventare leco-metropoli, anche sociale, del Mediterraneo (2020-2024), fase che segna la riqualicazione delle periferie; inne, entro il 2029, il consolidamento del piano nella sua coerenza progettuale, chiamando la citt ad allineare le proprie infrastrutture agli standard richiesti da quella Algeri citt-mondo alla quale vuole pervenire. un approccio multi-settoriale che punta sulle grandi economie di scala per generare nuove liere, mentre rinnova la citt con innesti di modernit nelle sue strutture tradizionali, preservando queste nella loro identit, utilizzando quelle come motore dinnovazione e monitorando gli effetti dinamici in corso dopera. Nella loro smisurata diversit, i due piani sembrano parlarsi, poich in entrambi possono trovare spazio nei modi della meccanica classica o della uidit digitale contemporanea le diverse anime di Algeri: una citt per tre milioni di abitanti.
