By MARY SUE ROWLAND, Noblesville Common Council Member The City of Noblesville is moving into territory that locally and nationwide is filled with strong difference of opinions. The issue is taking historic parks land for development. Only one thing is more difficult for Americans, and that is giving up their property by court action of a government body. The park in question is located in the historic old town Noblesville at 10th street, Hannibal and Division Streets just two blocks south of the Court House Square. It has always been known as Seminary Park and serves the entire community. It is the only park close to the downtown and serves as a neighborhood park and playground. Seminary Park is a popular location for summer band concerts including the 25th year of Shakespeare in the Park play given each summer by Noblesville Cultural Arts Commission. The park was developed in 1983 on one and one half acres of city land purchased from the school corporation. The history goes back much further. Dating back to 1870-1871, the first school in Noblesville was built on the site. From 1871, all grades were taught at the school know as Seminary. Called the “school house” and after a century of service, the school was torn down in 1969 by the school corporation. The city administration including Mayor Ditslear, Deputy Mayor Steve Cooke, planning and economic development departments have been approached by a developer to use 1.30 acres of the park to develop 12 new town homes resulting in $11,669 dollars in additional tax revenue to the city. The land has been marked as a prime location for such infill development. Value has been estimated at $140,000 for the existing park land that will be sold to the developer. The city says this project will result in preserving and enhancing the remaining parcels of existing park by adding new fencing to the west side of the park, new benches or a seating wall and a dog watering station. That quote came to mind after I was told by a civic leader that the best thing Noblesville has going for it is its history. True - many residents like me were first attracted to Noblesville for its historic charm. As a city, we honor our history and even leverage it for placemaking. But one thing is for certain: we cannot have history driving our vision toward the future. Walk around Noblesville Schools, and you'll agree we have so much more going for us than just history. If we want our community to be relevant and attractive and vibrant for years to come, let's allow for some new ways of thinking without trashing every new idea that comes along. Change, after all, is part of any community. When you resist change, projects like the Pleasant Street extension take 20-plus years to get to a simple drawing of an idea. A drawing! Then again, "If you always do what you've always done, you'll always get what you've always got.” SEMINARY SQUARE The reason why this quote resonates with me now is the response the City received for an idea we had been exploring since late 2016. We were approached by a developer interested in a new project that met the needs identified in our recent Housing Study. As part of Noblesville's strategy for smart growth, we want to attract housing types that allow for greater density but still high quality — and even better if this housing type is walkable to our downtown. We were asked to consider selling two-thirds of Seminary Park to become 12 high-end, classic-style, single-family homes with garages in a back alley. The developer would preserve and enhance the eastern third with the playground, add Ireland to oversee Juvenile Division... More and more inmates are being housed at the Hamilton County Sheriff’s Office complex on Cumberland Road and as part of a long term plan to address the situation, juvenile offenders in secure detention have been relocated to a different area of the property. The rehabilitation of the former Juvenile Detention Center is complete and juveniles held in secure detention were transferred to the building over the weekend. Juveniles housed in Shelter Care remain in the current facility. The “new” Juvenile Detention Center is actually the area that housed juvenile offenders prior to the opening in 2008 of the Juvenile Services Center. The building saw a variety of uses in the past years, including office space and most recently housing maximum security adult inmates. As part of a solution to the increasing adult inmate population, Sheriff Bowen, the County Commissioners, and the Hamilton County Council formed a plan to move the juvenile population back to the older building. The building required renovation to bring it up to current standards for housing juveniles. Moving the juvenile offenders allows the conversion of the secure wing of the Juvenile Services Center into an area to house the growing adult female inmate population after the building is modified. Moving the female population in turn creates more room at the current adult jail to accommodate the male population. The inmate housing configuration which maximizes available bed space on the campus is expected to last until an expansion of the Hamilton County Jail is completed. Officials are still working on exact details for the number of additional beds to include in the expansion that is expected to break ground on the Sheriff’s Office complex sometime in 2017. Efforts continue to reduce the inmate population through bond modifications, by assignments to Community Corrections in work release type programs, and through the pre-trial release program. Along with the transfer of juveniles to the new area, Sheriff Bowen appointed Captain Kija Ireland as Commander of the Juvenile Division. Ireland, who becomes the first female deputy to oversee a division at the Sheriff’s Office, has worked in a variety of positions as a Merit Deputy since 1998, most recently serving as a detective in the Investigations Division. Captain Jeff Marcum, who headed the Juvenile Division for many years, is assisting Ireland during the transition period and also working in the Investigations Division. Cooke From Page 1new fencing and a doggy station mdash and move the gazebo and existing park benches topreserve them The reason our Planning Department and I would consider this idea was because it wouldget people excited about moving to downtown Noblesville mdash people who dont want ahistoric home due to the upkeep but want to live close to our historic downtown forrestaurants shopping and trail access And we thought it could be a catalyst to inspiredevelopers to pursue privately owned land to also redevelop once this project was a provensuccess We also welcomed the opportunity to inspire nearby residents to improve their existinghomes Having refurbished and new homes lining 10th Street is one way to strengthenour communitys preservation efforts As for the loss of this park the playground seemed to be the only part of Seminary thatsees active use today mdash and that would remain regardless On a recent weekend afternoonthere were more people hanging out near the Pocket Park and the White River Greenwayboardwalk bridge than at Seminary Events like Shakespeare in the Park are alreadymoving from Seminary to Federal Hill Commons THE PROCESS Like many potential projects the City considers we tested the waters of this idea aroundCity Hall then one-on-one with a handful of others The response was positive enoughalthough not completely to at least continue to explore I then brought it before the ParksBoard in an executive session where we could talk about the pros and cons and to get theirfeedback One of the negatives of this project came out of my own mouth mdash and thats the loss ofgreen space I also made the point that this project was not anything the City would rushthrough or push forward without community input My plans included reaching out tomore residents business owners and the Noblesville Preservation Alliance well beforeany official consideration would have been asked Still the conversation at Parks Board wasnt pretty One civic leader not on the ParksBoard dominated the conversation The same one who thinks history is the best thing wehave going for us And then that person sent out our proposed idea to generate oppositionmaking it sound like this project was a done deal mdash which is not true However based on the Parks Board discussion weve shifted the project to find a differentlocation I certainly dont blame the Parks Board They are dedicated community leadersvolunteering their time because of their passion for parks And I get it mdash parkland andgreen space are valuable Sure I can point to several other park projects that are happeningmdash from the opening of Federal Hill Commons in April to Finch Creek Park breakingground this summer to improvements planned for Southside Park and continuedexploration of a new Dog Park on Pleasant Street In fact more parks will have been built under Mayor Ditslear than any otheradministration in our citys history And I have no doubt that our Parks amp RecreationDepartment can do wonders with Seminary Park so it no longer remains an underutilizedspace But I will not apologize for exploring this idea I applaud our City staff for thinkingoutside the box and putting themselves in a position to be criticized for even daring tothink differently While I always welcome feedback from residents who are concernedabout losing a connection with our past we also need to hear from people who believethat we have more going for us than just history And I think we heard that from residents who feel strongly about Seminary Park mdash notfor its history mdash but for the local neighbors today who wont make the walk to the otherparks near downtown In the meantime we will continue to exercise creative thinking when consideringprojects We will refuse to do what has always been done mdash because we want more forour community than what we have today And I think the future of Noblesville will thank us for it

Westfield Fire Department raises$1200 for Relay for Life The Westfield Fire Department raised $1200 at its recent pancake breakfast at Station83 The money raised will be donated to the American Cancer Societyrsquos Relay for Life ldquoThis was a really great way for us to invite the community in to our station and alsodo something good in the processrdquo Fire Marshal Garry Harling said ldquoWe even had somany people stop by that we ran out of foodrdquo City of Westfield departments have participated in Relay for Life events for the past11 years Participation has ranged from donating time hosting pancake breakfastscoordinating bake sales and many other activities ldquoWe are very committed to this cause This breakfast was just one way to give back tothe community we serverdquo Harling said

Noblesville responds to Times On March 1 the Noblesville Park Boardmet in executive session to discuss adevelopment idea At that meeting aproposal for ldquoSeminary Squarerdquo waspresented The idea was to sell 088 acres ofSeminary Parks 13 acres to create 12homes and provide enhancements to theremaining 042 acres of the park as a way tojump start new downtown home buildingand redevelopment As with the citys procedures the idea waspresented to the park board in executivesession for immediate internal feedbackwith the understanding that what isdiscussed is to remain confidential Thisconversation was an early step in theprocess City staff was very candid whendiscussing both its pros and cons with the

parks board If favor was there the nextsteps were to meet with NoblesvillePreservation Alliance notify othercommunity groups and then propose itpublicly before ever being presented at apublic meeting (unlike the March 14 dateinaccurately published in the story) Afterdiscussions with the park board and councilmembers it was determined to not moveforward with the proposal at that location In an article released in The Timesnewspaper the writer provides details aboutthe project as if they came from cityofficials however no contact with cityadministration was made prior to printingDetails of the development were not verifiedand opinion was intermixed with the allegedfacts The story indicates that the project

ldquowas a done dealrdquo while in reality it was notmoving forward ldquoSeminary Parkrsquos role in the neardowntown area is going to change with theopening of Federal Hill Commons in AprilA majority of the events that had takenplace in Seminary Park are moving toFederal Hill Commons As our staff waslooking at ways to reinvent that space wewere approach by a developer with thisideardquo Mayor John Ditslear said The background information came from acouncil member who is a non-votingmember on the Parks Board On March 3Mayor John Ditslear personally informedthe council member that the project wouldnot be feasible at its proposed location The

city is looking for other areas that this typeof development could enhance ldquoIm disappointed at the precedent this setsOur staff needs to feel it can bring ideasforward or present during an executivesession where all of the informationdiscussed is considered to be confidentialwithout information being leaked It alsounfairly worried concerned citizens and putthe city in a bad lightrdquo Ditslear said ldquoThecity has hardworking staff members andelected officials that devote time andpassion into bringing new opportunities tobetter the lives of all Noblesville residentsWhile we all might not agree on a project Ilike to believe we all have the best interestsfor Noblesville in mindrdquo

In all due respect I would like to respondto the city side of the story concerning thedevelopment of Seminary Park Assometimes happens memories becomefaded and I might note that the Mayor wasnot at the meeting yet he has listenedcarefully to one side of the story The Park Board meeting and presentationdid not meet any of the standard ExecutiveSession rules Steve Cooke noted severaltimes that discussion of the project had beenheld on multiple occasions with businesspeople Council and others Steve hadinformed me at a public ribbon cutting aboutamonth earlier Once discussion happensnothing is confidential The materialshanded out at the meeting were allowed togo out of the room again not confidential The staff did not provide a pro and conpresentation about the project Only thedevelopment side was discussed and thenext step action printed on thepresentation gave the impression thisproject was on a fast track In fact I notedseveral times during the discussion that thePark Board should be advised of goodplanning trends concerning green space andneighborhood parks so a balance could bediscussed and presented The staff nevertook the conversation to that level Thediscussion from staff was that the park wasunutilized and they never see anyone in thepark as they drive by It was noted that onthe staff lunch hour they would prefer otherlocations for their lunch than Seminary Park The writer of the article in the Times hadacquired a copy of the presentation (notfrom me) but did have a copy The problemis that the city just moved forward with the

rail to trails without any communityconversation and the Pleasant Street projectalso still has some concerns about citizenconversation In conclusion the writer didhave some good information I received acall from The Editor at the Times newspaper(I did not call the Times) and I held aconversation and answered her questions asbest I could I told her to call the Mayor andothers to get more information I am sorryshe did not follow that suggestion I believe the council member discussed inthe article by the city is me Mayor Ditslearand I did have a conversation on Friday atwhich time he told me again that he was notsure about the project I asked if he hadseem the presentation presented to the ParkBoard by staff and he said he had not TheMayor told me the same thing on Tuesdaywhen I asked his position on Seminary ParkHis answer was he was not sure I am gladto hear through this communication thatother areas are being reviewed Thedevelopment project is important for the citybut not at the Seminary Park location Sinceit appears that I was so important in thearticle presented by the city that someonefrom the city could have sent me an emailor phone call to advise the project is movingto another location yet to be determined The presentation had been discussed withmany other community leaders before thePark Board meeting according to SteveCooke himself There was not confidentialinformation that others did not alreadyknow This is not a leak and should neverbeen suggested as a leak Again thiscomment is directed to me and I have neverleaked anything but with the presentation

already shared the fast track timeline andthe meeting not following a executivesession rule I did contact a neighbor in thearea of Seminary Park to advise him of theproject That information was sent by theneighbor to Noblesville PreservationAlliance not by me as was suggested bySteve Cooke I have a story at the Hamilton Reporterthat has been held because the cityasked for the paper not to print my storyuntil a city story could be published at thesame time The paper has held the story foralmost 7 days In the meantime the Timeslearned of the city action It is hard tounderstand that the most historic city inHamilton County and one that often talksabout its history would even consider sucha proposal from a developer affecting a citypark I have concerns that others do notunderstand the past efforts of so manywithin the community who have workedhard for decades toward promoting ourhistory and preservation efforts If it wasunderstood the developer would not havemade the offer and the city would not havemoved forward with the proposal to takepark land for development The promotionof the importance of preservation andhistory still needs work I believe this can become a positiveoutcome for the community It would seemimportant at this time to establish anordinance to keep Seminary Park a Park

She enjoyed baking for her family and canning produce from her husbandrsquos gardenShe also enjoyed involving her grandchildren in summer church camp camping andcanoeing She loved laughter

After college he worked a short time for Ross Perot at EDS inPlano Texas before returning home to Bloomington IL to run thefamily dairy business During this time Mark turned his passion for

statistics into a business called Golfstat Mark had been a passionate competitor andfollower of sports since he was a young boy playing little league He improved his battingaverage in college as a member of the Indiana University baseball team through statisticalanalysis Golfstat began as a way to use stats to improve Markrsquos golf score and went onto be the exclusive partner of the NCAA for college golf over the last 28 years With theadvancement in technology Markrsquos passion to innovate Golfstat has been integral to theexpansion and success of college golf

A very important part of Markrsquos life was his friendships with his Zeta Fiji brothersMultiple brothers walked this very difficult journey alongside him this past year It wasin his sophomore year at Indiana University Mark decided to join Phi Gamma Deltafraternity and it proved to be one of the most rewarding decisions of his life Throughtimes spent on the fraternity intramural teams as a multi-sport athlete or just living in thehouse Mark literally ended up having over 50 best friends for life Key to this longevitywas the Fiji ldquoDick the Dogrdquo annual golf tournament (truly the 5th Major of golf) whichMark started and ran for over 40 years As his health waned and confined to a wheelchaira proud moment for Mark was being the keynote speaker on faith and the triumph offriendship to over five decades of Zeta Fijis at the recent dedication of their newlyconstructed fraternity house at Indiana University in Bloomington IN

Mark is survived by his three children Brian Laesch (ChicagoIL) Jordan Laesch (LosAngeles CA) and Kelsey Laesch (Indianapolis IN) He is also survived by his fianceacuteeJennifer Porter one sister Ellen Laesch Dalrymple (David) (Chicago IL) and brother-in-law Dennis Gieseke He was preceded in death by his parent his sister Diane Giesekeand brother Steven Laesch

setting In the field of planning and making communities great a park in a neighborhoodespecially in old town is considered an important amenity and few such special placesexist in any community and especially in Noblesville Everyone is excited about new housing going into the fabric of the old town but shoulda park be surrendered to accomplish the goal Has enough effort been given to findalternative sites that have long seen their day Should the selling price actually be$140000 for 12 lots is very cheap land for the developer Some say the homes will sellin the high $200000 up to $300000 As far as development goes this land is as easy asit gets Park land is ready to go with no tear downs cheap land with little concern forwhat could be considered priceless as a remaining park Noblesville considers itself to be historic Yet seldom does it show the pride of thehistory of the County seat of Hamilton County dating back to 1823 at the platting ofNoblesville by William Conner Do we need a ldquoSave Seminaryrdquo campaign or will the city get busy and find another greatpiece of land for a development idea long overdue and needed Let us hope some realcreative thinking gets going fast The current city plan is a follows Continue to discuss with neighborhood residents and businesses Noblesville Parks

Cooke From Page 1new fencing and a doggy station mdash and move the gazebo and existing park benches topreserve them The reason our Planning Department and I would consider this idea was because it wouldget people excited about moving to downtown Noblesville mdash people who dont want ahistoric home due to the upkeep but want to live close to our historic downtown forrestaurants shopping and trail access And we thought it could be a catalyst to inspiredevelopers to pursue privately owned land to also redevelop once this project was a provensuccess We also welcomed the opportunity to inspire nearby residents to improve their existinghomes Having refurbished and new homes lining 10th Street is one way to strengthenour communitys preservation efforts As for the loss of this park the playground seemed to be the only part of Seminary thatsees active use today mdash and that would remain regardless On a recent weekend afternoonthere were more people hanging out near the Pocket Park and the White River Greenwayboardwalk bridge than at Seminary Events like Shakespeare in the Park are alreadymoving from Seminary to Federal Hill Commons THE PROCESS Like many potential projects the City considers we tested the waters of this idea aroundCity Hall then one-on-one with a handful of others The response was positive enoughalthough not completely to at least continue to explore I then brought it before the ParksBoard in an executive session where we could talk about the pros and cons and to get theirfeedback One of the negatives of this project came out of my own mouth mdash and thats the loss ofgreen space I also made the point that this project was not anything the City would rushthrough or push forward without community input My plans included reaching out tomore residents business owners and the Noblesville Preservation Alliance well beforeany official consideration would have been asked Still the conversation at Parks Board wasnt pretty One civic leader not on the ParksBoard dominated the conversation The same one who thinks history is the best thing wehave going for us And then that person sent out our proposed idea to generate oppositionmaking it sound like this project was a done deal mdash which is not true However based on the Parks Board discussion weve shifted the project to find a differentlocation I certainly dont blame the Parks Board They are dedicated community leadersvolunteering their time because of their passion for parks And I get it mdash parkland andgreen space are valuable Sure I can point to several other park projects that are happeningmdash from the opening of Federal Hill Commons in April to Finch Creek Park breakingground this summer to improvements planned for Southside Park and continuedexploration of a new Dog Park on Pleasant Street In fact more parks will have been built under Mayor Ditslear than any otheradministration in our citys history And I have no doubt that our Parks amp RecreationDepartment can do wonders with Seminary Park so it no longer remains an underutilizedspace But I will not apologize for exploring this idea I applaud our City staff for thinkingoutside the box and putting themselves in a position to be criticized for even daring tothink differently While I always welcome feedback from residents who are concernedabout losing a connection with our past we also need to hear from people who believethat we have more going for us than just history And I think we heard that from residents who feel strongly about Seminary Park mdash notfor its history mdash but for the local neighbors today who wont make the walk to the otherparks near downtown In the meantime we will continue to exercise creative thinking when consideringprojects We will refuse to do what has always been done mdash because we want more forour community than what we have today And I think the future of Noblesville will thank us for it

NFDrsquos Lt Melsonretires after 36 years

On March 2nd 2017 Lieutenant John Melson of theNoblesville Fire Department stepped off the truck for the finaltime After 36 dedicated years of service John officially retiredIn a farewell email John stated To all that wear the badge Iwish you a safe career I am honored to have been one of you Fire Chief Greg Wyant stated Retirements such as Johnsprovide a mix of emotions On one hand it is great to see himreach this goal on the other albeit selfish we hate to lose such atalented and experienced man Johns presence at NFD will bemissed Captain Todd Estes Public Information Officer asked LtMelson what was next on the agenda John replied with a laughand stated All I know is my bags are packed and the wife said

our flight leaves tonight between 6pm - 7pm tonight I have no idea where shes takingme The men and women of the Noblesville Fire Department wish John a well-deservedhappy retirement

Westfield Fire Department raises$1200 for Relay for Life The Westfield Fire Department raised $1200 at its recent pancake breakfast at Station83 The money raised will be donated to the American Cancer Societyrsquos Relay for Life ldquoThis was a really great way for us to invite the community in to our station and alsodo something good in the processrdquo Fire Marshal Garry Harling said ldquoWe even had somany people stop by that we ran out of foodrdquo City of Westfield departments have participated in Relay for Life events for the past11 years Participation has ranged from donating time hosting pancake breakfastscoordinating bake sales and many other activities ldquoWe are very committed to this cause This breakfast was just one way to give back tothe community we serverdquo Harling said

Noblesville responds to Times On March 1 the Noblesville Park Boardmet in executive session to discuss adevelopment idea At that meeting aproposal for ldquoSeminary Squarerdquo waspresented The idea was to sell 088 acres ofSeminary Parks 13 acres to create 12homes and provide enhancements to theremaining 042 acres of the park as a way tojump start new downtown home buildingand redevelopment As with the citys procedures the idea waspresented to the park board in executivesession for immediate internal feedbackwith the understanding that what isdiscussed is to remain confidential Thisconversation was an early step in theprocess City staff was very candid whendiscussing both its pros and cons with the

parks board If favor was there the nextsteps were to meet with NoblesvillePreservation Alliance notify othercommunity groups and then propose itpublicly before ever being presented at apublic meeting (unlike the March 14 dateinaccurately published in the story) Afterdiscussions with the park board and councilmembers it was determined to not moveforward with the proposal at that location In an article released in The Timesnewspaper the writer provides details aboutthe project as if they came from cityofficials however no contact with cityadministration was made prior to printingDetails of the development were not verifiedand opinion was intermixed with the allegedfacts The story indicates that the project

ldquowas a done dealrdquo while in reality it was notmoving forward ldquoSeminary Parkrsquos role in the neardowntown area is going to change with theopening of Federal Hill Commons in AprilA majority of the events that had takenplace in Seminary Park are moving toFederal Hill Commons As our staff waslooking at ways to reinvent that space wewere approach by a developer with thisideardquo Mayor John Ditslear said The background information came from acouncil member who is a non-votingmember on the Parks Board On March 3Mayor John Ditslear personally informedthe council member that the project wouldnot be feasible at its proposed location The

city is looking for other areas that this typeof development could enhance ldquoIm disappointed at the precedent this setsOur staff needs to feel it can bring ideasforward or present during an executivesession where all of the informationdiscussed is considered to be confidentialwithout information being leaked It alsounfairly worried concerned citizens and putthe city in a bad lightrdquo Ditslear said ldquoThecity has hardworking staff members andelected officials that devote time andpassion into bringing new opportunities tobetter the lives of all Noblesville residentsWhile we all might not agree on a project Ilike to believe we all have the best interestsfor Noblesville in mindrdquo

In all due respect I would like to respondto the city side of the story concerning thedevelopment of Seminary Park Assometimes happens memories becomefaded and I might note that the Mayor wasnot at the meeting yet he has listenedcarefully to one side of the story The Park Board meeting and presentationdid not meet any of the standard ExecutiveSession rules Steve Cooke noted severaltimes that discussion of the project had beenheld on multiple occasions with businesspeople Council and others Steve hadinformed me at a public ribbon cutting aboutamonth earlier Once discussion happensnothing is confidential The materialshanded out at the meeting were allowed togo out of the room again not confidential The staff did not provide a pro and conpresentation about the project Only thedevelopment side was discussed and thenext step action printed on thepresentation gave the impression thisproject was on a fast track In fact I notedseveral times during the discussion that thePark Board should be advised of goodplanning trends concerning green space andneighborhood parks so a balance could bediscussed and presented The staff nevertook the conversation to that level Thediscussion from staff was that the park wasunutilized and they never see anyone in thepark as they drive by It was noted that onthe staff lunch hour they would prefer otherlocations for their lunch than Seminary Park The writer of the article in the Times hadacquired a copy of the presentation (notfrom me) but did have a copy The problemis that the city just moved forward with the

rail to trails without any communityconversation and the Pleasant Street projectalso still has some concerns about citizenconversation In conclusion the writer didhave some good information I received acall from The Editor at the Times newspaper(I did not call the Times) and I held aconversation and answered her questions asbest I could I told her to call the Mayor andothers to get more information I am sorryshe did not follow that suggestion I believe the council member discussed inthe article by the city is me Mayor Ditslearand I did have a conversation on Friday atwhich time he told me again that he was notsure about the project I asked if he hadseem the presentation presented to the ParkBoard by staff and he said he had not TheMayor told me the same thing on Tuesdaywhen I asked his position on Seminary ParkHis answer was he was not sure I am gladto hear through this communication thatother areas are being reviewed Thedevelopment project is important for the citybut not at the Seminary Park location Sinceit appears that I was so important in thearticle presented by the city that someonefrom the city could have sent me an emailor phone call to advise the project is movingto another location yet to be determined The presentation had been discussed withmany other community leaders before thePark Board meeting according to SteveCooke himself There was not confidentialinformation that others did not alreadyknow This is not a leak and should neverbeen suggested as a leak Again thiscomment is directed to me and I have neverleaked anything but with the presentation

already shared the fast track timeline andthe meeting not following a executivesession rule I did contact a neighbor in thearea of Seminary Park to advise him of theproject That information was sent by theneighbor to Noblesville PreservationAlliance not by me as was suggested bySteve Cooke I have a story at the Hamilton Reporterthat has been held because the cityasked for the paper not to print my storyuntil a city story could be published at thesame time The paper has held the story foralmost 7 days In the meantime the Timeslearned of the city action It is hard tounderstand that the most historic city inHamilton County and one that often talksabout its history would even consider sucha proposal from a developer affecting a citypark I have concerns that others do notunderstand the past efforts of so manywithin the community who have workedhard for decades toward promoting ourhistory and preservation efforts If it wasunderstood the developer would not havemade the offer and the city would not havemoved forward with the proposal to takepark land for development The promotionof the importance of preservation andhistory still needs work I believe this can become a positiveoutcome for the community It would seemimportant at this time to establish anordinance to keep Seminary Park a Park

forever with no possibility of developmentIt also seems appropriate to upgrade thepark with park furniture a new gazebomaybe even a basketball court or two andwho knows what Another conversation isin order with the Park Board and thecommunity to rethink Seminary Park withenhancements landscaping furniture andthings to do A nice plaque would be nicetelling the story of Seminary and its 1871history If anyone in the city thinks peopleare going to leave their neighborhood totake their children to Federal Hill Commonsto play I believe most people would declinethe offer Its over but not donemore workneeds to be done to find available land forthe developer so a great project can becomepart of the old town fabric and SeminaryPark needs the attention it and theneighborhood deserves I would be remissnot noting the Southside park is still in needof attention Old Town city parks areimportant and should be on par with thenew parks finished and still to be finished It is too bad that the city has not been ableto take the community comments andconcerns to a more positive outcomePeople like to think they are being heardand the Seminary Park issue was a test bythe community members and the electedofficials to see if there is agreement on thefuture plans for the city It will alwaysremain important to keep communicationopen and listen to the citizens who by theway pay the bills

Jim was born on June 18 1927 in Peru Indiana to Marion and Irene (Boxell) VickeryHe graduated from Peru High School then continued his education at Purdue Universitywhere he graduated with an Engineering degree Jim excelled in both academics andathletics as he was recruited by the New York Yankees before leaving to serve his countryand then later named to the USA Softball Hall of Fame (1982) Jim returned home andran his familyrsquos business Vickery Tape and Label Jim was an avid golfer as well as aChicago Cubs and IU basketball fan

Jim is preceded in death by his parents and sister Delora Gable He is survived by hisloving wife of 56 years Patricia Vickery children Tommy of Tampa Florida Molly (Jeff)Garner of Noblesville and Tye (Shari) of Noblesville grandchildren Abigail WilliamsBenjamin (Melody) Williams Tayler and Tyler all of Noblesville

After college he worked a short time for Ross Perot at EDS inPlano Texas before returning home to Bloomington IL to run thefamily dairy business During this time Mark turned his passion for

statistics into a business called Golfstat Mark had been a passionate competitor andfollower of sports since he was a young boy playing little league He improved his battingaverage in college as a member of the Indiana University baseball team through statisticalanalysis Golfstat began as a way to use stats to improve Markrsquos golf score and went onto be the exclusive partner of the NCAA for college golf over the last 28 years With theadvancement in technology Markrsquos passion to innovate Golfstat has been integral to theexpansion and success of college golf

A very important part of Markrsquos life was his friendships with his Zeta Fiji brothersMultiple brothers walked this very difficult journey alongside him this past year It wasin his sophomore year at Indiana University Mark decided to join Phi Gamma Deltafraternity and it proved to be one of the most rewarding decisions of his life Throughtimes spent on the fraternity intramural teams as a multi-sport athlete or just living in thehouse Mark literally ended up having over 50 best friends for life Key to this longevitywas the Fiji ldquoDick the Dogrdquo annual golf tournament (truly the 5th Major of golf) whichMark started and ran for over 40 years As his health waned and confined to a wheelchaira proud moment for Mark was being the keynote speaker on faith and the triumph offriendship to over five decades of Zeta Fijis at the recent dedication of their newlyconstructed fraternity house at Indiana University in Bloomington IN

parks board If favor was there the nextsteps were to meet with NoblesvillePreservation Alliance notify othercommunity groups and then propose itpublicly before ever being presented at apublic meeting (unlike the March 14 dateinaccurately published in the story) Afterdiscussions with the park board and councilmembers it was determined to not moveforward with the proposal at that location In an article released in The Timesnewspaper the writer provides details aboutthe project as if they came from cityofficials however no contact with cityadministration was made prior to printingDetails of the development were not verifiedand opinion was intermixed with the allegedfacts The story indicates that the project

ldquowas a done dealrdquo while in reality it was notmoving forward ldquoSeminary Parkrsquos role in the neardowntown area is going to change with theopening of Federal Hill Commons in AprilA majority of the events that had takenplace in Seminary Park are moving toFederal Hill Commons As our staff waslooking at ways to reinvent that space wewere approach by a developer with thisideardquo Mayor John Ditslear said The background information came from acouncil member who is a non-votingmember on the Parks Board On March 3Mayor John Ditslear personally informedthe council member that the project wouldnot be feasible at its proposed location The

city is looking for other areas that this typeof development could enhance ldquoIm disappointed at the precedent this setsOur staff needs to feel it can bring ideasforward or present during an executivesession where all of the informationdiscussed is considered to be confidentialwithout information being leaked It alsounfairly worried concerned citizens and putthe city in a bad lightrdquo Ditslear said ldquoThecity has hardworking staff members andelected officials that devote time andpassion into bringing new opportunities tobetter the lives of all Noblesville residentsWhile we all might not agree on a project Ilike to believe we all have the best interestsfor Noblesville in mindrdquo

In all due respect I would like to respondto the city side of the story concerning thedevelopment of Seminary Park Assometimes happens memories becomefaded and I might note that the Mayor wasnot at the meeting yet he has listenedcarefully to one side of the story The Park Board meeting and presentationdid not meet any of the standard ExecutiveSession rules Steve Cooke noted severaltimes that discussion of the project had beenheld on multiple occasions with businesspeople Council and others Steve hadinformed me at a public ribbon cutting aboutamonth earlier Once discussion happensnothing is confidential The materialshanded out at the meeting were allowed togo out of the room again not confidential The staff did not provide a pro and conpresentation about the project Only thedevelopment side was discussed and thenext step action printed on thepresentation gave the impression thisproject was on a fast track In fact I notedseveral times during the discussion that thePark Board should be advised of goodplanning trends concerning green space andneighborhood parks so a balance could bediscussed and presented The staff nevertook the conversation to that level Thediscussion from staff was that the park wasunutilized and they never see anyone in thepark as they drive by It was noted that onthe staff lunch hour they would prefer otherlocations for their lunch than Seminary Park The writer of the article in the Times hadacquired a copy of the presentation (notfrom me) but did have a copy The problemis that the city just moved forward with the

rail to trails without any communityconversation and the Pleasant Street projectalso still has some concerns about citizenconversation In conclusion the writer didhave some good information I received acall from The Editor at the Times newspaper(I did not call the Times) and I held aconversation and answered her questions asbest I could I told her to call the Mayor andothers to get more information I am sorryshe did not follow that suggestion I believe the council member discussed inthe article by the city is me Mayor Ditslearand I did have a conversation on Friday atwhich time he told me again that he was notsure about the project I asked if he hadseem the presentation presented to the ParkBoard by staff and he said he had not TheMayor told me the same thing on Tuesdaywhen I asked his position on Seminary ParkHis answer was he was not sure I am gladto hear through this communication thatother areas are being reviewed Thedevelopment project is important for the citybut not at the Seminary Park location Sinceit appears that I was so important in thearticle presented by the city that someonefrom the city could have sent me an emailor phone call to advise the project is movingto another location yet to be determined The presentation had been discussed withmany other community leaders before thePark Board meeting according to SteveCooke himself There was not confidentialinformation that others did not alreadyknow This is not a leak and should neverbeen suggested as a leak Again thiscomment is directed to me and I have neverleaked anything but with the presentation

already shared the fast track timeline andthe meeting not following a executivesession rule I did contact a neighbor in thearea of Seminary Park to advise him of theproject That information was sent by theneighbor to Noblesville PreservationAlliance not by me as was suggested bySteve Cooke I have a story at the Hamilton Reporterthat has been held because the cityasked for the paper not to print my storyuntil a city story could be published at thesame time The paper has held the story foralmost 7 days In the meantime the Timeslearned of the city action It is hard tounderstand that the most historic city inHamilton County and one that often talksabout its history would even consider sucha proposal from a developer affecting a citypark I have concerns that others do notunderstand the past efforts of so manywithin the community who have workedhard for decades toward promoting ourhistory and preservation efforts If it wasunderstood the developer would not havemade the offer and the city would not havemoved forward with the proposal to takepark land for development The promotionof the importance of preservation andhistory still needs work I believe this can become a positiveoutcome for the community It would seemimportant at this time to establish anordinance to keep Seminary Park a Park

forever with no possibility of developmentIt also seems appropriate to upgrade thepark with park furniture a new gazebomaybe even a basketball court or two andwho knows what Another conversation isin order with the Park Board and thecommunity to rethink Seminary Park withenhancements landscaping furniture andthings to do A nice plaque would be nicetelling the story of Seminary and its 1871history If anyone in the city thinks peopleare going to leave their neighborhood totake their children to Federal Hill Commonsto play I believe most people would declinethe offer Its over but not donemore workneeds to be done to find available land forthe developer so a great project can becomepart of the old town fabric and SeminaryPark needs the attention it and theneighborhood deserves I would be remissnot noting the Southside park is still in needof attention Old Town city parks areimportant and should be on par with thenew parks finished and still to be finished It is too bad that the city has not been ableto take the community comments andconcerns to a more positive outcomePeople like to think they are being heardand the Seminary Park issue was a test bythe community members and the electedofficials to see if there is agreement on thefuture plans for the city It will alwaysremain important to keep communicationopen and listen to the citizens who by theway pay the bills

statistics into a business called Golfstat Mark had been a passionate competitor andfollower of sports since he was a young boy playing little league He improved his battingaverage in college as a member of the Indiana University baseball team through statisticalanalysis Golfstat began as a way to use stats to improve Markrsquos golf score and went onto be the exclusive partner of the NCAA for college golf over the last 28 years With theadvancement in technology Markrsquos passion to innovate Golfstat has been integral to theexpansion and success of college golf

A very important part of Markrsquos life was his friendships with his Zeta Fiji brothersMultiple brothers walked this very difficult journey alongside him this past year It wasin his sophomore year at Indiana University Mark decided to join Phi Gamma Deltafraternity and it proved to be one of the most rewarding decisions of his life Throughtimes spent on the fraternity intramural teams as a multi-sport athlete or just living in thehouse Mark literally ended up having over 50 best friends for life Key to this longevitywas the Fiji ldquoDick the Dogrdquo annual golf tournament (truly the 5th Major of golf) whichMark started and ran for over 40 years As his health waned and confined to a wheelchaira proud moment for Mark was being the keynote speaker on faith and the triumph offriendship to over five decades of Zeta Fijis at the recent dedication of their newlyconstructed fraternity house at Indiana University in Bloomington IN

After college he worked a short time for Ross Perot at EDS inPlano Texas before returning home to Bloomington IL to run thefamily dairy business During this time Mark turned his passion for

statistics into a business called Golfstat Mark had been a passionate competitor andfollower of sports since he was a young boy playing little league He improved his battingaverage in college as a member of the Indiana University baseball team through statisticalanalysis Golfstat began as a way to use stats to improve Markrsquos golf score and went onto be the exclusive partner of the NCAA for college golf over the last 28 years With theadvancement in technology Markrsquos passion to innovate Golfstat has been integral to theexpansion and success of college golf

A very important part of Markrsquos life was his friendships with his Zeta Fiji brothersMultiple brothers walked this very difficult journey alongside him this past year It wasin his sophomore year at Indiana University Mark decided to join Phi Gamma Deltafraternity and it proved to be one of the most rewarding decisions of his life Throughtimes spent on the fraternity intramural teams as a multi-sport athlete or just living in thehouse Mark literally ended up having over 50 best friends for life Key to this longevitywas the Fiji ldquoDick the Dogrdquo annual golf tournament (truly the 5th Major of golf) whichMark started and ran for over 40 years As his health waned and confined to a wheelchaira proud moment for Mark was being the keynote speaker on faith and the triumph offriendship to over five decades of Zeta Fijis at the recent dedication of their newlyconstructed fraternity house at Indiana University in Bloomington IN

Matthew Butler 38 of Fishers passed away unexpectedly on the afternoon of SaturdayMarch 4 2017 He was born on October 29 1978 to Daniel and Sherry(Ruble) Butler in Muncie Indiana

Matthew was a 1997 graduate of Noblesville High School He hadbeen a loving and nurturing stay-at-home dad for four years and hadrecently returned to work employed by UPS Matthew was an avidsports fan who closely followed the Colts Pacers and Chicago Cubscelebrating their recent championship season with his wife BrianneHe also enjoyed snow skiing and music Most of all Matthew was afamily man who loved the time he spent with them

He is survived by his wife Brianne S Butler parents Daniel andSherry Butler son Jack Butler brother Mitchell Butler paternal grandmother SammieAmick maternal grandfather Robert Ruble father-in-law Kenneth Johnson nieces ampnephew Cassidy amp Mia Butler and Alex (Casey) Carpenter as well as several aunts unclesamp cousins left to cherish his memory

Matthew was preceded in death by his paternal grandfather Jack Butler maternalgrandmother Janice Ruble and mother-in-law Linda Johnson

Jim was born on June 18 1927 in Peru Indiana to Marion and Irene (Boxell) VickeryHe graduated from Peru High School then continued his education at Purdue Universitywhere he graduated with an Engineering degree Jim excelled in both academics andathletics as he was recruited by the New York Yankees before leaving to serve his countryand then later named to the USA Softball Hall of Fame (1982) Jim returned home andran his familyrsquos business Vickery Tape and Label Jim was an avid golfer as well as aChicago Cubs and IU basketball fan

Jim is preceded in death by his parents and sister Delora Gable He is survived by hisloving wife of 56 years Patricia Vickery children Tommy of Tampa Florida Molly (Jeff)Garner of Noblesville and Tye (Shari) of Noblesville grandchildren Abigail WilliamsBenjamin (Melody) Williams Tayler and Tyler all of Noblesville

Lorene met the love of her life Clinton when she was 13 (he 15)and they had been married for 67 years Clinton went to be with theLord on March 1 2016 She was raised in Michigan and attendedMinnesota Bible College with a degree in Childrenrsquos Ministry andmusic

She served her Lord faithfully as a Pastorrsquos wife using her gifts ofmusic and teaching in Childrenrsquos Ministry Together they served sideby side in the Pilgrim Holiness Wesleyan and Free MethodistChurches in WI IL and IN She also served others as an Activity

Director at the ldquoGood Shepherdrdquo Nursing Home in Fennimore WI and as a receptionistfor a local doctor She continued to share her joy in the Lord and be a godly example toall who knew her at ldquoThe Legacyrdquo on Prairie Lakes Campus in Noblesville where sheresided for the past year

She enjoyed baking for her family and canning produce from her husbandrsquos gardenShe also enjoyed involving her grandchildren in summer church camp camping andcanoeing She loved laughter

Lorene was a loving wife mother and grandmother and always prayed diligently forher family

Mark Anton ldquoLeonrdquo Laesch age 62 passed away peacefully at his home on March 42017 after a yearlong battle with Lou Gehrigrsquos disease Mark was bornApril 7 1954 in Bloomington Illinois to Daniel Anton Laesch andAlta Lockenvitz Laesch He graduated from Normal Community HighSchool Normal Illinois in 1972 where he was a star athlete Markcontinued his athletic career in college as a member of the IndianaUniversity baseball team and graduated in 1976 where he also earnedhis MBA

After college he worked a short time for Ross Perot at EDS inPlano Texas before returning home to Bloomington IL to run thefamily dairy business During this time Mark turned his passion for

statistics into a business called Golfstat Mark had been a passionate competitor andfollower of sports since he was a young boy playing little league He improved his battingaverage in college as a member of the Indiana University baseball team through statisticalanalysis Golfstat began as a way to use stats to improve Markrsquos golf score and went onto be the exclusive partner of the NCAA for college golf over the last 28 years With theadvancement in technology Markrsquos passion to innovate Golfstat has been integral to theexpansion and success of college golf

A very important part of Markrsquos life was his friendships with his Zeta Fiji brothersMultiple brothers walked this very difficult journey alongside him this past year It wasin his sophomore year at Indiana University Mark decided to join Phi Gamma Deltafraternity and it proved to be one of the most rewarding decisions of his life Throughtimes spent on the fraternity intramural teams as a multi-sport athlete or just living in thehouse Mark literally ended up having over 50 best friends for life Key to this longevitywas the Fiji ldquoDick the Dogrdquo annual golf tournament (truly the 5th Major of golf) whichMark started and ran for over 40 years As his health waned and confined to a wheelchaira proud moment for Mark was being the keynote speaker on faith and the triumph offriendship to over five decades of Zeta Fijis at the recent dedication of their newlyconstructed fraternity house at Indiana University in Bloomington IN

Mark is survived by his three children Brian Laesch (ChicagoIL) Jordan Laesch (LosAngeles CA) and Kelsey Laesch (Indianapolis IN) He is also survived by his fianceacuteeJennifer Porter one sister Ellen Laesch Dalrymple (David) (Chicago IL) and brother-in-law Dennis Gieseke He was preceded in death by his parent his sister Diane Giesekeand brother Steven Laesch

Matthew was a 1997 graduate of Noblesville High School He hadbeen a loving and nurturing stay-at-home dad for four years and hadrecently returned to work employed by UPS Matthew was an avidsports fan who closely followed the Colts Pacers and Chicago Cubscelebrating their recent championship season with his wife BrianneHe also enjoyed snow skiing and music Most of all Matthew was afamily man who loved the time he spent with them

He is survived by his wife Brianne S Butler parents Daniel andSherry Butler son Jack Butler brother Mitchell Butler paternal grandmother SammieAmick maternal grandfather Robert Ruble father-in-law Kenneth Johnson nieces ampnephew Cassidy amp Mia Butler and Alex (Casey) Carpenter as well as several aunts unclesamp cousins left to cherish his memory

Matthew was preceded in death by his paternal grandfather Jack Butler maternalgrandmother Janice Ruble and mother-in-law Linda Johnson

The family will receive friends from 300 pm to 800 pm on Friday March 10 2017 atRandall amp Roberts Funeral Center 1685 Westfield Road in Noblesville
