It’s a new, collaborative and fun approach to getting active.

Noblesville Parks and Recreation is now operating its Recreation Annex at the Ivy Tech Community College Noblesville Campus, 300 N. 17th St. You may see the new brand, Rec2B, in print, signage and media.

Rec2B at the Noblesville Recreation Annex allows us to provide an environment for park users to be active in a way

that meets their needs,” said Brandon Bennett, Director of Noblesville Parks and Recreation. “We envision Rec2B to be something different to each user, supporting our efforts to provide a variety of recreational activities in a larger space.”

To embrace the trends, Noblesville Parks and Recreation is offering a Bubble Soccer League starting this January. Bubble-Soccer is compared to playing soccer inside a giant inflatable bubble. The player gets inside the bubble, which covers from their head to their knees secured by straps,providing a fun and unique approach to soccer.

Adding to Bubble Soccer, Rec2B offers drop-in sports from Basketball and Volleyball to Pickleball.

“We’re very excited about offering group recreational programming that is low in cost,” said Nichole Haberlin, Director of Recreation for Noblesville Parks. “We have designed our program selections to be unique and something you can’t find at a traditional gym facility. The community response has been great so far, and we’re going to be expanding our schedule each month.”

To kick off the New Year, there is an abundant offering of group classes to help reach those fitness goal resolutions. Multiple level yoga classes, strength programs and boot camp are all open for registration. Learn more and read class descriptions at NoblesvilleParks.org.

To support accessibility and provide community space, the Noblesville Parks Recreation Annex is available for rental needs. February 12-13From 6-9 p.m., the Nickel Plate Arts is offering “Date” nights for adults. These evenings will feature six art experience stations that couples (any two people) can do together. Cost is $10 per couple per experience or $50 for a couple to participate in all six. Couples can learn to hula hoop, play a dulcimer, create LOVE coasters, make a wood/rebar photo frame, paint their partner and dabble in mixed-media. There will also be poetry readings, live music, light snacks and a cash beer/wine bar.

RepuCare Founder, President and CEO Billie Dragoo has an office so heavily decorated with awards and accolades that it appears to be a trophy room at a Hall of Fame museum.

Dragoo is honored to have received every award proudly displayed in her office. When asked about her most coveted achievement or award, Dragoo doesn’t hesitate to say “the Central Indiana Business Hall of Fame Junior Achievement Award I received alongside fellow Laureates David Simon (SIMON Group), Dave P. Lindsey (Defender Direct) and Michael Smith (Anthem) the same year.”

Make no mistake, Dragoo is a champion. She is a celebrated champion of her efforts to help others, namely women business owners. Dragoo’s story is inspirational of course. As a single mom of two young children, she started a business based in her home providing healthcare staffing which has flourished over the years.

But it’s not the struggles she has experienced or a sad tale that defines Dragoo. The truly compelling nature of why crystal trophies litter her office space is simple. It’s Dragoo’s method and her mindset that has brought her success. She didn’t trip the prom queen and throw the PTO moms under the bus; she has simply lived a life of service by reaching out to

help other women around her achieve their dreams.

“You help one woman in business, you help a thousand,” says Dragoo. Her friend, Deborah Collins Stephens, best-selling author and former Silicon Valley venture capitalist, adds. “The ripple effect of helping just one woman cascades to others. The outreach is profound.”

There is still a long way to go with measurable statistics supporting why companies should support diversity in business. Studies show that women-led teams in large companies outperform those led by men. Women-owned businesses give back more to their communities and are found to be more efficient.

When Dragoo was looking for funding to expand her business, she was rejected. “I had a solid pitch deck, and there was not a single institution wanting to invest in my service-based company,” says Dragoo, “until Carol Curran stepped in and put up her own money.”

Carol Curran, CEO of Phoenix Data Corp, created a ripple with her investment in RepuCare, for the money enabled RepuCare to expand and subsequently purchase another woman-owned business. The ripple turned into a wave.

This experience propelled Dragoo to facilitate profound policy change in regards to venture money for women.

Most service-driven companies are owned by women. Finding capital for service-based businesses has been nearly impossible. Dragoo takes credit for the start of the Indiana Diversity Investment Fund as she should.

“I believe that if you are in a position to extend your hand and bring someone forward, you do it,” says Curran. “My investment in Billie’s company enabled her to help someone else directly. We are all proud of that.”

Collins Stephens adds, “Billie has opened doors for so many women in this state. I wish others could operate as she does from a ‘perspective of abundance’ instead of a ‘what’s in it for me?’ mentality. Billie

is the real deal, and I am blessed to have her as a friend!”

Dragoo’s value of other female entrepreneurs cannot be overstated. Mentoring is very important to her, and she feels it is a duty, rather than a choice, for women to assist other women for business success. The wave is gaining momentum.

Madalyn Kinsey spent her summers at her grandparent’s farm in Fishers. Back in the 1960s, driving from Indianapolis to Fishers seemed like a long journey out into the country. During these visits, Kinsey and her cousins would explore the farm, which included a creek, woods and a cemetery containing a mysterious gravesite for a Civil War soldier.

“As kids, we always wondered about this man’s story,” recalls Kinsey. “I recall being able to view the cemetery off into the distance from the back bedroom window and wondering if we’d see wisps of translucent white rising from the graves when the clock struck midnight.”

It’s not surprising that Kinsey pulled from these childhood memories certain

elements for her coming-of-age Vanessa Mysteries Series. The books feature Vanessa, a 14-year-old city girl who visits her grandparents’ farm during the summer of 1967.

In her first book, “The Ghost of Cheeney Creek,” Kinsey focuses upon a mystery of a nearby abandoned home and its possible ties to a Civil War soldier’s gravesite.

Gatewood is Kinsey’s family name, and her grandparents and other family members owned most of the land north of 96th Street along both sides of Allisonville Road. Her grandparents’ farmhouse was on the northwest area off Allisonville and 106th Street (a portion of their land became what is now the Gatewood subdivision). The cemetery still exists for local snoopers to respectfully explore.

Kinsey’s latest release, “The Mystery of Gatewood Airport,” features the heroine Vanessa back in action to solve another confounding situation, this time involving some strange goings-on at a local airport (Indy Metro). This adventure involves illegal exotic animal smuggling. Vanessa and her friends spy on the airport from a treehouse built near the perimeter and adventure ensues. Such a treehouse existed back in 1967.

Not only did Kinsey pull inspiration from memories of locations from her childhood, but her characters are based on her cousins, one of which is Jeff Gatewood, owner of Allisonville Nursery. The character of Daniel in the books is based on Jeff.

“We had the greatest childhood running around the fields, woods, creek and barn around the farm,” shares Jeff. “It’s fun to see these characters loosely based on what we were and what we did, the places we went to and the music we listened to. Madalyn brings back the whole culture of what it was like growing up in the ’60s, including the mischief we got into.”

Kinsey features nostalgic landmarks that no longer exist, such as the Rainbow Roller Rink, the old Dairy Queen and the ABC Drive-In in Noblesville in addition to several other destinations.

It’s been revealed that the Civil War

gravesite belongs to James Payne, a Civil War veteran. “Fact or Faked,” a show on the Syfy Channel, investigated his grave for the show in 2011. Payne is listed as being a deserter and reportedly haunts the area which the show was unable to debunk after spending several days on-site investing the grave and the cemetery.

“I feel like I am celebrating an era and also Hamilton County and Indianapolis,” shares Kinsey. “I’m also sharing what it was like growing up during the politically and socially tumultuous summer of 1967.”

“The Man Who Defied Gravity” will be the third and final book of the Vanessa Mystery Series trilogy. Kinsey’s books are sold at Black Dog Books in Zionsville, Conner Prairie’s Gift Store, Wild Bookstore, A Corner Cottage, Allisonville Nursery and Women and Children First Bookstore in Chicago. WHAT IS Urban Planning? Urban Planning is the process that is devoted to the appropriate use of land protection and use of the environment including air, water and the infrastructure passing into and out of urban areas including but limited to transportation, communications and distribution networks. Urban planning aspires to improve the already built, the natural, the social and the economic conditions of towns and cities.

Being able to go through all the levels of employment in the same city is an asset to Noblesville. Langley has formed relationships in the various departments and knows the ins and outs of not only the daily operations but the long term vision that Noblesville has for its future! With these relationships comes the open minds to embrace her fresh ideas and enthusiasm that she brings to her new role as Deputy Mayor.

CHRISTY LANGLEY EMBRACES HER NEW ROLE AS DEPUTY MAYOR OF NOBLESVILLE

What is Urban Planning? Christy Langley, the new Deputy Mayor of Noblesville, asked this very same question when she enrolled in school at Ball State University. Entering Ball State her freshman year of college, she knew architecture was the line of work for her. She began in BSU’s College of Architecture and Planning which familiarized students with Architecture, Urban Planning and Landscape Architecture.

“While I loved architecture, I fell in love with Urban Planning as I could help to change a community, and it incorporated more of a human element versus just built space.” Langley divulged. Realizing her passion for helping communities would lead her into the public sector, she went and earned her Masters in Public Administration at Indiana University to advance her knowledge of public policy.

After serving a year in Sarasota, Florida, with the Neighborhood Planning Department, Langley came home to Indiana and started her career as Assistant Director of Economics in Noblesville. After five years, Langley moved forward with her career as City Planner Director.

As City Planner Director, she was responsible for a team whose job was to administer the policies, programs and regulations that manage the development of the Noblesville community. This department is tasked with safeguarding the management of Noblesville’s growth to protect its quality of life and its economic existence through comprehensive planning measures.

She served four years in this position and was just recently promoted to Deputy Mayor starting January 1. Langley was honored as one of IBJ’s 2014 40 Under 40 while serving as City of Noblesville’s Planning Director.

When Langley isn’t at work, she spends time with her husband, Chad, and her son, Harrison, in their Noblesville home. They enjoy the numerous amenities that their city has to offer such as the trails and the parks in the area. Langley also relishes in some of the perks of living in a hipstoric community by learning the new skill of stained glass art.

Other activities she enjoys are meditation and playing the banjo. While Langley runs, she professes it is not because she enjoys running. She runs because she enjoys food, and Noblesville is filled with a variety of restaurants with divine cuisine ready to please any palette.

To add to her impressive portfolio, Langley also teaches Public Sector Planning at Ball State and Community Development

at Indiana University. While her career involves a great deal of planning, planning her free time is not a priority. However, her career caters to her not having to plan her free time so much. Langley and her family can pick up and attend an event on Main Street last minute, or she can lace up her shoes and go for a spontaneous run with all the accessible trails in Noblesville.

Langley is very excited to step into her new office and start this new adventure in her life. In her new role as Deputy Mayor, Langley will support and assist the mayor in making sure all departments are working together toward the same goals and visions for the Noblesville community. She’ll also assist with managing daily operations and fill in for the mayor when needed.

The duties of the Deputy Mayor are multifaceted, but in short, she helps facilitate for the department directors and acts as a liaison between the City and other organizations and units of local and regional government. A few of the projects on her plate include downtown Noblesville development such as downtown infill and trails.

Downtown infill is taking empty lots and space and filling them with better usage for the city. Connectivity of trails is another project that is a priority for administration. Connecting the trails will enhance the experience of the residents and visitors who use the trails to get to work or attend events organized with the city or use them for exercise.

Quality of life initiatives are the highest priority on her list of investments for the Noblesville community. Just as her stained glass art classes increase her happiness, she wants to be able to offer equal quality incentives to the residents of Noblesville to make their lives more fulfilled.
