Dear Members of the Selection Committee:

We are excited to present our qualifications to perform Owner’s Representative Services and support the department on the US-275 Project from Scribner to West Point. We all know that delivering projects more quickly is a common theme from both our elected leaders and the general public. You have taken the bold steps of adopting new methods to achieve that end. HDR has been with you through the early steps of educating the decision makers, obtaining buy-in from the industry and developing detailed guidelines. It should be no surprise when I tell you that we have prepared well and built the best possible team and approach to meet your goals and aggressive schedule for US-275.

Our proposal covers a lot of information and provides many reasons to select our team to work with you as the Owner’s Representative for US-275. I want to briefly summarize three of these reasons here:

• Experienced Team: We have formed an experienced team to provide you with the best NDOR-experienced staff and national Procurement and Design and Construction Oversight talent. Combining a team of HDR design-build program management experts with local staff who have extensive experience with NDOR’s processes, procedures and environmental requirements will provide you the optimal team. In addition, we have partnered with several Nebraska firms and placed them in meaningful roles to enhance the team and build in-state experience for future design-build projects.

• Proven Ability to Deliver on Complicated Environmental and Permitting Issues: This project has schedule risks that are directly tied to environmental and permitting. Our environmental team has been a go-to partner of yours in addressing complicated environmental and permitting issues. We have earned the trust of USACE, which will aid in expediting the 404 and 408 permitting processes required for this project.

• Experience in Taking a DOT Through Their First Alternative Delivery Project: Not only is the team experienced in alternative delivery support for owners, we have done the “first” alternative delivery for several DOTs. Through our experiences helping other agencies with their first accelerated delivery project, we have found that the “first one” is not only about meeting project goals — it is also about educating and transferring knowledge to the owner. We plan for this to be a learning experience that advances NDOR staff knowledge of accelerated delivery tools and practices.

I would also like to explain why we selected Paul Alsina as Project Manager. Paul has the ideal blend of program management and design oversight experience. In fact, he has been focused exclusively on providing Owner’s Representative Services for the past 14 years. Paul is a perfect fit to lead this project and I have full confidence in him and the team we put together for you.

NDOR | Professional Services for US-275 Scribner to West Point Narrative

IntroductionFor the US-275 project, we have assembled an unmatched team to assist NDOR in delivering their first design-build (DB) project. Our team features local talent who possess relationships and knowledge gained through years of experience in delivering projects for NDOR. They will be supported by accelerated project delivery experts who have advised numerous agencies in their first accelerated delivery project, bringing to NDOR experience and lessons learned.

We understand NDOR’s project goals and objectives, having worked alongside NDOR for the past year developing the department’s Guidelines for Accelerated Project Delivery. We know the main objectives of a preliminary design will be to support environmental permitting and then select a design-builder to successfully deliver the US-275 project for the citizens of Nebraska. We understand your goals of issuing a notice to proceed (NTP) to a design-builder by June 2018 and breaking ground by the Spring of 2019. This is achievable and we are the right team to partner with you to achieve these goals. Based on our experience, to achieve these objectives, HDR recommends separating the overall program into four phases: 1) Preliminary Design and Environmental Permitting; 2) DB Procurement; 3) DB Design Oversight; and 4) DB Construction Oversight. We will elaborate upon this tiered approach throughout this statement of qualifications.

HDR is well positioned to deliver environmental permitting, preliminary design, right-of-way, procurement and oversight services for the US-275 Program. Nationally, we have provided transportation Owner’s Representative Services in Arizona, California, Colorado, Florida, Hawaii, Iowa, Massachusetts, Minnesota, Missouri, Nevada, Oregon, South Carolina, South Dakota, Texas, Utah, Virginia, Washington and Washington D.C. Our work around the country in program management, Owner’s Representative Services, general engineering consulting and accelerated project delivery gives us the tools required to effectively and efficiently deliver a large program, like US-275.

Nebraska Talent Supported by National Design-Build Expertise

We will staff this Owner’s Representative Program with strong local Nebraska talent. The Nebraska talent will bring in the knowledge of NDOR’s processes and procedures, as well as the relationships with local project stakeholders, including the reviewing agencies such as USACE. Supporting our local team will be specialized accelerated project delivery experts whose sole purpose at HDR is accelerated project deliveries.

Extensive Knowledge of the Nebraska USACE Permitting ProcessOur Environmental Team, led by Lisa Richardson, has prepared dozens

of USACE Section 404 permits for transportation projects, including individual permits for the US-34 Missouri River Bridge, US-75 Plattsmouth to Bellevue and US-30 Schuyler to Fremont projects. Each of these permits required extensive coordination with the U.S. Army Corps of Engineers (USACE) to develop a unique permitting framework for the projects to satisfy the USACE Clean Water Act Section 404(b)(1) Guidelines for alternatives analysis. Additionally, our team has obtained numerous Section 408 approvals from USACE Omaha District and USACE staff is very comfortable with HDR’s approach and analysis. Our team is adept at managing the overlapping Section 404 and Section 408 permitting processes and our experience and relationships developed on these projects will allow us to expedite the permitting process for the US-275 program.

Proven Capability with the NDOR Preliminary Design Process

Our Preliminary Engineering members, led by Dave Meier, have experience over the past 25 years on preliminary design development for nearly 80 miles of roadway on the Nebraska expressway and interstate systems. That experience includes projects involving alignment studies, construction on new alignment and reconstruction or expansion on alignment, and equates to an unparalleled familiarity with the NDOR Preliminary Design process.

Expertise in Assisting Agencies With Their First Accelerated Project Delivery ProgramWe are one of the nation’s preeminent Owner’s Representative firms,

having performed these services since 1999. Our sub-consultant, Nossaman, is the leading legal firm in the development of accelerated project delivery procurement documents for transportation programs. On numerous projects, our team has led owners through the successful implementation of their first accelerated project delivery programs, including:

QualificationsOwner’s Representative ServicesHDR and our sub-consultants have provided Owner’s Representative Services on some of the largest transportation programs in the nation. On several occasions, first-time DB owners have entrusted us to lead them through the procurement and delivery processes. For those first-time programs, HDR and our sub-consultant partners developed many of the documents that are still used by these agencies for procurement, quality assurance and right-of-way acquisition.

What differentiates HDR from other providers is our unique ability to provide an agency with services through the entire project life cycle — preliminary engineering, environmental permitting, right-of-way acquisition, procurement document development, accelerated project delivery selection, design and construction oversight and project close-out. As shown on our Project Experience matrix in the Additional Supportive Material section, the HDR Team has performed various Owner’s Representative roles on numerous projects around the country.

Expertise in Assisting Agencies With Their First Accelerated Project Delivery Program

On the State Highway 130 Program, HDR and our current sub-consultant partner, Nossaman, worked together to assist the Texas Department of Transportation (TxDOT) through their first accelerated delivery project. We developed the contract and procurement documents that are still used as the basis for their accelerated project delivery programs. These documents include the project agreement, technical provisions, instructions to proposers, the qualification selection process and evaluation criteria, and the best-value proposer selection process and evaluation criteria, including the evaluation process of alternative technical concepts.

Once the design-builder was on board, our Owner’s Representative Services continued into the design and construction oversight phase, during which we developed project delivery processes and procedures. HDR’s services included the oversight of the right-of-way acquisition process and we developed many of the procedures that TxDOT uses today for right-of-way acquisition on accelerated delivery projects. Likewise, we created the basis of TxDOT’s current Materials Testing Quality Assurance Program on the SH 130 project. Finally, HDR performed the controls, which included the document control, schedule analysis, invoice processing, claims avoidance and defense and project closeout activities.

On the President George Bush Turnpike - Western Extension project for the North Texas Tollway Authority (NTTA), we again assisted an owner on their first accelerated delivery project, performing all of the same duties and responsibilities as the SH 130 project. For this project, Paul Alsina was the Project Manager and led all of the HDR efforts. During the procurement process, HDR led training sessions to educate the NTTA staff on the design-build process. Just as we did for TxDOT, we developed all of the accelerated project delivery documents for NTTA, which are still the basis of their current program.

As a member of the design oversight team, he assisted in the development of the major project financial documents in support of the Transportation Finance and Innovation Act (TIFIA) Loan.

EnvironmentalWe are the largest and most professionally diverse consulting firm in Nebraska, with over 30 professionals in National Environmental Policy Act (NEPA)-related science disciplines focusing on environmental documents, permitting and environmental inspection projects in Nebraska. HDR has been a trusted environmental partner of NDOR for over 20 years, preparing numerous complex environmental documents and providing support with environmental services. We offer NDOR an unmatched team with a wide variety of expertise and a thorough understanding of all aspects of environmental analysis and documentation, permit requirements and NEPA regulations.

In the past 10 years, HDR’s Nebraska-based staff have received agency approval on seven Environmental Impact Statements (EIS) and Environmental Reviews, 13 Environmental Assessments (EA) and 80 Categorical Exclusions (CE). This list of approved NEPA documents demonstrates our ability to work with state and federal agencies to successfully navigate regulations and work with the public to keep projects moving.

HDR has a long history of providing successful wetland services to NDOR. Over the past five years alone, HDR’s team of 12 qualified scientists and additional support staff has performed wetland services for nearly 100 transportation projects in Nebraska covering over 700 miles, including performing preliminary wetland determinations along the US-275 Scribner to West Point project earlier this year. Additionally, HDR’s Nebraska-based staff has prepared dozens of Section 404 permits for NDOR projects, including individual permits for the US-34 Missouri River Bridge, US-75 Plattsmouth to Bellevue and US-30 Schuyler to Fremont projects. Each permit required coordination with the USACE to develop a unique permitting framework to satisfy the Clean Water Act Section 404(b)(1) Guidelines for alternatives analysis, allowing these high-profile projects to proceed to construction. During development of the US-30 Schuyler to Fremont permit documentation, we developed the document outline that is anticipated to be used for the US-275 Scribner to West Point environmental document. The US-30 Schuyler to Fremont environmental document and associated analysis and meetings resulted in agreement from USACE on the preferred alternative (or Least Environmentally Damaging Practicable Alternative [LEDPA]) for the Schuyler to Rogers project in only six months. Approval of the preferred alternative allowed final design activities to commence and the project to proceed on schedule.

Our wetland and permitting services also include wetland mitigation design. HDR has an experienced team of scientists and engineers who identify, permit and design wetland mitigation sites for NDOR and other agencies. HDR has completed or is currently working on design of eight wetland mitigation sites for NDOR. Several have been permitted to provide wetland mitigation bank credits in addition to site-specific mitigation.

Behind every approved environmental document (NEPA or otherwise) are a multitude of resource-specific technical analyses and associated documentation. We have experienced staff who can complete resource reviews in all technical specialties, from threatened and endangered species to hazardous materials to cultural resources. Examples of HDR’s expertise in these specialties include:

• Threatened and Endangered Species (T&E) — We have prepared numerous T&E species evaluations for NDOR projects. HDR staff have also acted as embedded T&E species review staff, and we prepared training materials for NDOR’s 2015 Biological Assessment Training.

• Hazardous Materials — HDR has prepared dozens of Hazardous Materials Reviews for NDOR. In addition, HDR developed NDOR’s Unexpected Waste Action Plan and associated training for NDOR headquarters and district staff.

• Floodplains — HDR has been a preferred consultant for FEMA for over 10 years, as such we are well versed in FEMA Guidelines and specifications. Our experts have mapped thousands of miles of rivers, streams and flood channels and produced detailed maps that are used to make zoning/building decisions and inform the national flood insurance program.

• Levees/Section 408 Reviews — HDR has experience preparing Section 408 submittals with the USACE Omaha District for multiple sponsors and includes submittals that require both district-level and headquarters review. We have created a Section 408 submittal outline and methodology that USACE Omaha District views as a benchmark for other submittals. We apply an appropriate level of analysis and develop a comprehensive understanding of USACE needs, criteria and requirements for the design phase. We submit a complete package the first time.

Extensive Knowledge of the Nebraska USACE Permitting Process

HDR has a history of successfully working with NDOR on some of the most complex environmental projects undertaken in the state, such as the Yankton Bridge EIS, Plattsmouth Bridge EIS, Bellevue Bridge EIS, the Niobrara East and West USACE Third Party EIS and the US-30 Schuyler to Fremont 404 Permit Application and Environmental Document.

Roadway DesignRural Expressway Preliminary DesignOur qualifications on rural expressway preliminary design are deep and far-ranging, including projects on the Nebraska expressway system in the US-6, US-34, US-75, US-77, US-81 and US-275 corridors totaling nearly 40 miles. The US-75 Plattsmouth to Bellevue project, the US-34 Missouri River crossing and the US-77 Fremont South project are examples of previous NDOR expressway designs that included new alignment, reconstruction on alignment and 2+2 lane construction. Another especially relevant project completed by HDR with similar situations and design issues to US-275 — bypass segments, 2+2 lane construction, mainline alignment skewed crossings at county roads and complex floodplain and hydraulic impacts — was a 17.4-mile long expressway upgrade on Highway 60 in Plymouth and Sioux Counties, IA.

The noted projects have often involved an alignment study component to set the location of the project. In all cases, the preliminary design has included setting the horizontal and vertical geometrics, developing cross sections and drainage structure locations and determining basic intersection geometrics. Typically, the preliminary design has also included a construction staging concept, at least for areas of the project where staging could impact construction easements, designing side road connections, establishing drainage structure locations and sizing, conducting utility impact reviews and construction cost estimating.

Roadway Design Software and Knowledge of NDOR StandardsWe are very familiar with applying NDOR standards to expressway projects. That familiarity includes extensive knowledge of the NDOR Roadway Design Manual, Nebraska Board of Public Roads Minimum Design Standards, AASHTO’s “Policy on Geometric Design of Highways and Streets” and ADA Guidelines.

We are thoroughly familiar with current Nebraska design and CADD standards and procedures and are continually monitoring changes and additions. We have also been a leader in joint efforts between NDOR and the consultant community to advance NDOR standards and procedures, as evidenced by having Theo Weseman, who will be assigned to the US-275 project, serve on the NDOR OpenRoads modeling user’s group. HDR was an early user of GEOPAK in Nebraska and pioneered the use of tools like GEOPAK SITE on complex interchange layouts. HDR is currently utilizing GEOPAK OpenRoads Version SS4 on NDOR projects, including the Hebron South emergency bridge replacement project and the US-136, Red Cloud West 3-R project, as well as on DOT projects in Utah and Texas. We are no stranger to the preparation of 3D design models for contractor use with machine-controlled grading and paving. HDR has delivered 3D model files for letting packages for I-80 and I-29 interstate reconstructions in Iowa.

Preliminary Bridge DesignHDR’s experience with NDOR is well established and as a result will provide NDOR with effective and efficient preliminary bridge design for the US-275 project. Projects delivered involving waterway crossings, multiple bridge designs and fast-track schedules include US-30 Blair to Kennard; US-75 Plattsmouth to Bellevue; I-80 Sidney West; and N-14 Genoa.

Hydrology and Hydraulic Analysis Hydrology and hydraulics analysis will be a critical part of the US-275 preliminary design. The Scribner Bypass segment may require a Conditional Letter of Map Revision (CLOMR) and may impact the existing Scribner levee. Additionally, several locations along the 2+2 improvements cross mapped floodplains and may involve floodplain impacts.

Our hydraulic engineers are well versed in hydraulic modeling software, including SMS (Pre and Post Processor), HEC-RAS (1D & 2D), Tuflow, SRH2D, HEC-SSP and HY-8. We have completed numerous hydrologic and hydraulic analyses in support of CLOMR applications for local and national clients. Noteworthy projects include US-77 Fremont South, which involved complex analysis of a Platte River crossing and thorough understanding of the Bridge Division’s “Hydraulic Analysis Guidelines” and Roadway Design Division’s “Drainage Design & Erosion Control Manual;” NDOR’s Fracture Critical and Bridge Scour Inspections; and the I-80/I-380 Interchange in Johnson County, IA, where HDR secured a CLOMR from FEMA Region VII for multiple mainline and ramp bridges spanning a FEMA floodplain with defined floodway.

Traffic EngineeringAnalysis of roadway features related to traffic capacity, safety and design in support of the preliminary roadway design and permitting efforts and traffic control design will be included in the Owner’s Representative services. We have performed operations studies and analyses, traffic safety analyses, pavement markings and signing and traffic control designs in support of roadway design on many previous NDOR projects and similar projects for other regional agencies. Traffic signal warrant analysis and signal design, traffic volume and speed studies, intersection-type investigations (including roundabouts) and permanent and construction phase traffic control design have been an integral part of previous NDOR expressway projects by HDR, ranging from rural segments on US-81 and US-77, to urban fringe projects on US-75, to complex urban design on US-6 (West Dodge Expressway) in Omaha. We are capable of completing all types of traffic simulation analysis, crash history analysis and Highway Safety Manual predictive crash analysis. HDR is experienced in the following traffic engineering software tools: HCS 2010, Synchro Version 8; AutoTURN Version 8; VISSIM; CORSIM/TSIS; SIDRA; PetraPro; SignCAD; and, of course, Microstation Version V8i.

Our Preliminary Engineering/Design Oversight Task Leader, Dave Meier, has managed the design development of about 40 percent of the Nebraska expressway mileage designed by HDR, along with the Iowa 60 project described below. He has multi-discipline project experience, such as West Dodge Expressway for NDOR, and was directly involved in the preparation of USACE Section 408 submittals for federal flood reduction project crossings on the I-29 reconstruction project in Sioux City, IA. Our lead roadway engineers, Paul Knievel and Eric Dixon of JEO, both spent many years in the design ranks of NDOR. That experience, combined with more recent involvement on NDOR projects, makes them extremely well qualified.

Geotechnical ServicesHDR and our sub-consultant partner, Thiele Geotech, have extensive experience in providing geotechnical investigation services in support of transportation design projects. This includes tracing various soils and geological horizons to optimize highway and bridge locations where the subsurface conditions could seriously affect roadway subgrades and foundation conditions for embankments, walls and bridges. We also have expertise in sampling and testing pertinent soil and rock strata, determining their engineering characteristics, locating bedrock and prospecting for sand, gravel and cohesive soils to be used in highway construction. Our experience includes performing field work (soil borings, rock casings, CPTs) and the laboratory testing program and writing geotechnical reports. On the Legacy Parkway project for the Utah DOT, we were able to develop a baseline of geotechnical conditions for the proposers that minimized their effort to supplement this information as design and construction progressed. This work saved the department money.

Public InvolvementOur Public Involvement Services, led by Stephanie Rittershaus, capitalize on opportunities that will bolster NDOR’s reputation and communicate the thoughtful planning of taxpayer dollars. Our team led the public involvement activities in support of the USACE permitting for the US-30 Schuyler to Fremont project and can develop a similar program for US-275. Our team develops a program of services that provides needed input on project alternatives, effectively communicates project benefits and impacts and informs and supports the USACE decision-making process. We know that minimizing the potential for negative community reaction starts with early education and ongoing outreach and engagement.

We excel at developing clear, professional and attention-grabbing public information materials. HDR regularly designs and manages public events, and we can also develop comprehensive communication tools, including videos, online information, social and traditional media and newsletters.

LegalThomas E. Frawley Consulting will work in conjunction with Nossaman on the legal aspects of the project. Thomas has supported development of procurement documents and evaluation manuals on multiple accelerated delivery projects, including design-build and public-private partnerships. He has performed project delivery research, helped draft enabling legislation and helped clients select project delivery strategies. His clients have included FHWA, various transit authorities and cities.

Nossaman is the leading legal firm in the U.S. in the development of alternative delivery procurement documents for transportation programs. Nossaman’s Infrastructure Practice Group has assisted in the delivery of major infrastructure projects in more than 30 states and several foreign countries. With more than two decades of precedent-setting work, they have unmatched experience with DB, design-build-operate-maintain, construction management at-risk, public-private partnerships and other cutting-edge delivery methods. Their attorneys have pioneered the use of innovative federal programs such as the FHWA’s Special Experimental Projects 14 and 15 (SEP-14 and SEP-15), the federal DB rule and the Transportation Infrastructure Finance and Innovation Act (TIFIA) program. They developed the first public DB contracts used nationally and have assisted agencies at the state, regional and local levels to set up their design-build programs. They have also helped draft dozens of state and federal laws enabling use of new methods of procurement and proposal evaluation.

The HDR team has previously demonstrated the synergy of all three firms, having worked together on multiple successful assignments to leverage their legal and engineering capabilities to deliver maximum advantage to the client. Thomas was on HDR’s team for the development of NDOR’s Accelerated Project Delivery Manual and was instrumental in performing research. On the TxDOT SH 130 and Arizona DOT South Mountain Freeway Projects, HDR and Nossaman worked hand-in-hand to guide the owners through their first accelerated delivery projects.

ProcurementNDOR will have at its disposal a nationally recognized Accelerated Project Delivery staff, which has developed customized procurements ranging from specialized design/bid/build projects to design/build/finance/operate/maintain projects. HDR and our consultant team partner Nossaman have provided DB Procurement Services for first-time accelerated project delivery owners, including TxDOT (SH 130 project) and Arizona DOT (South Mountain Freeway project).

Our in-depth understanding of procurement within the transportation industry allows us to add value during the development of procurement documents for a project. Our experience has reinforced that early planning will result in a greater opportunity to add value to the procurement process. Each of HDR’s procurements start with risk identification and analysis of the project scope, schedule and budget. As we have done on our previous engagements, the HDR Team will prepare a comprehensive risk matrix outlining the strategies for minimizing risk or contractually assigning it to the party best suited to manage it. HDR has assisted various agencies with the Cost Estimate Validation Process (CEVP®), which uses a detailed estimate of costs and assigns probabilities for the range of cost. HDR has also led workshops with owners to analyze risk elements. Key elements of these workshops are the analyses of the preliminary design and the various potential design-build options and approaches to the project, along with their associated cost estimates and schedules.

On accelerated project delivery assignments, HDR has developed the Request for Qualifications (RFQ) packages, as well as the RFQ and RFP (Request for Proposals) Evaluation Manuals. These establish the evaluation process and criteria for the Evaluation Committees. The RFQ package focuses on specific elements, including, but not limited to, proposed team organization and structure, key personnel experience, financial strength of the bidding team and firm experience. As HDR has done numerous times for owners in their DB procurements, we will assist NDOR’s Evaluation Committees through the evaluation of Statement of Qualifications submittals to ultimately develop a short-list of DB teams.

Concurrent throughout the risk and RFQ process, HDR’s procurement team has worked with the owner’s staff and our legal sub-consultants to develop the contract documents. HDR and the owner initially have worked to identify which technical specifications may be required for the contracts and determined which specifications require enhancements or changes, which performance specifications will be required and what items will be covered under special provisions or supplemental specifications to accommodate the DB process. HDR has provided recommendations and justifications to the owner for revisions to the current specifications, and the final specification package has been developed based on the owner’s direction. HDR has worked with our legal sub-consultant partners on past procurements in the development of the various “Procurement Books,” so there will be no learning curve for the HDR Team. Critical elements during the development of the contract documents can be identified through the use of Industry Review. Lessons learned from early DB implementations have shown when an agency utilizes the Industry Review process, the amount of time consuming addendums will be reduced. This process entails submitting a draft version of the Technical Proposal to the potential design-builders for comment, and it provides valuable insight into the risk allocation planned for the project.

Once proposals have been submitted by the short-listed design-builders, HDR has facilitated and supported the evaluation by the owner’s evaluation committee to determine the best-value design-builder. HDR has also assisted the owners during the contract and guaranteed maximum price negotiations. Our experience has taught us that when an agency is prepared to respond, negotiation time is shortened. To accomplish this goal, HDR provides continuous feedback to the owner’s decision makers, providing them project updates so that they are not faced with surprises and empowering them to make fair and objective decisions during the negotiation process. Additionally, HDR has learned that a well-defined negotiation format will establish the owner’s position more clearly and reduce the time needed for negotiations. To accomplish this goal, HDR provides a detailed step-by-step procedure and timeline to be followed by all parties. This procedure also defines the dispute resolution process and identifies the steps necessary to resolve outstanding issues.

Design and Construction Phase Oversight ServicesHDR has performed DB design and construction oversight on some of the largest transportation projects in the country and our proposed Project Manager, Paul Alsina, has managed this type of oversight since 2002. HDR’s Design and Construction Oversight Teams work with the design-builder to quickly resolve issues. We review design-builder submittals to monitor the technical design while the resident project representative and inspectors monitor the construction work to verify that the contract provisions are being met. Some of the metrics HDR employs include monitoring and reporting on progress utilizing cash flows, monitoring overruns and evaluating whether the design-builder is meeting the durations established in their baseline and/or updated schedules. We also provide owners the information needed to make confident decisions on design deviations, potential innovations or alternatives, field design changes, non-conformance items and requests for information.

We employ three-week look-ahead schedules to monitor our staff resources and supplement our staff on an as-needed basis to maintain efficiency for the owner. We also maintain a core team of more experienced personnel to monitor the design-builder and keep the owner’s interests in mind. Speed and cost are the drivers for the design-builder and having a staff that can hold them accountable while still maintaining a collaborative relationship to keep the project moving forward is crucial.

Our oversight teams also address longer-term life-cycle issues during the DB design phase. Design-builders often try to implement solutions that offer short-term cost or efficiency savings but could have long-term ramifications. HDR’s reviews provide balance to competing objectives and provide guidance so the owner can make an informed decision. HDR’s wealth of project experience gives us the perspective to exercise the engineering judgment that sometimes comes into play during DB construction and we will leverage the knowledge we’ve gained to advise you whenever issues arise. We have managed the Owner Verification Testing programs to statistically validate the design-builder’s acceptance testing in compliance with standard industry practice for DB programs. Finally our Construction Oversight includes environmental compliance verification to make sure that environmental commitments are upheld throughout the construction phase.

Expertise in Assisting Agencies With Their First Accelerated Project Delivery Program

HDR has performed Design and Construction Oversight Services on numerous projects around the country, and in particular, for owners doing their first accelerated delivery projects. This includes SH 130 for TxDOT, President George Bush Turnpike - Western Extension for the North Texas Tollway Authority and South Mountain Freeway for Arizona DOT. Paul Alsina was a key project team member on each.

Right-of-WayWe have been at the forefront of right-of-way services for DB projects, and have been under contract to perform these services with TxDOT and Utah DOT since 2001. We have nationwide staff of talented real estate professionals and will bring their expertise to the US-275 program. HDR’s staff is experienced in title activities, appraisals, acquisitions, negotiations, eminent domain, relocations and condemnations, and can assist the owner’s attorneys with these procedures. We are proficient in the acquisition of high priority parcels during the pre-procurement phase of a program, as well as in the oversight of the design-builder right-of-way activities during post-procurement. HDR and our sub-consultant partner Midwest Right of Way bring the required knowledge of the NDOR Right-of-Way Manual, Evidencing Nebraska Land Titles (Nebraska Land Title Association) and the Uniform Relocation Assistance and Real Property Acquisition Act. In fact, Midwest Right of Way acquired some of the parcels along the US-275 corridor.

HDR has completed right-of-way design tasks on a wide range of NDOR projects, including past expressway design projects such as US-75 Plattsmouth to Bellevue, the US-34 Missouri River Crossing and US-275 Waterloo Southeast. Additionally, HDR performed right-of-way services on SH 130 and in doing so, were instrumental in setting up TxDOT’s right-of-way acquisition processes and procedures that TxDOT continues to utilize today.

Survey and Utility ServicesMost of the aerial photography and photogrammetric survey have already been completed; however, new survey will need to be performed due to the age of the original survey. We understand that horizontal and vertical geodetic control has already been established and that right-of-way survey has been completed by NDOR and that any additional right-of-way survey will be performed by NDOR. HDR has teamed with JEO to provide additional ground survey and Surveying and Mapping (SAM) to provide aerial photography and photogrametry services. JEO has performed survey for numerous NDOR contracts and provided preliminary survey and right-of-way design plans with legal description preparation and condemnation plats for property rights. SAM brings to the team a full complement of the latest surveying technologies, including aerial photography and photogrammetry. SAM will also provide any necessary underground utility location services required during the preliminary design.

We are proud of the excellent consultant evaluations we have received for our most recent work with NDOR, consistently receiving high marks for roadway, environmental and bridge services.

Adherence to Standards and Completeness of Previous SubmittalsOur long history working with NDOR has given us the opportunity to develop a complete understanding of NDOR standards and practices. We are thoroughly familiar with current Nebraska design guidance, including the new Minimum Design Standards, and CADD policies and procedures and continually monitor changes and additions. We know that adherence to preliminary design standards is crucial because they will serve as the basis for final design and ultimate NDOR-specific documentation of the project. We appreciate the criticality of the permitting process and have always made every effort to provide complete submittals to allow prompt reviews and permit approvals.

Project Schedule Adherence HDR has a proven track record of delivering design and environmental deliverables for NDOR, often on accelerated schedules. Our depth of resources and familiarity with your practices allow us to effectively shift gears when a project demands it. Two recent examples of our expedited performance are identification of the preferred alternative for the US-30 Schuyler to Fremont Expressway and design of the Hebron South Emergency Bridge Replacement. For US-30, we developed a detailed schedule up front and managed USACE meetings, fieldwork, resource analysis and documentation to achieve USACE concurrence on the preferred alternative in six months. For Hebron South, we delivered a full roadway and bridge construction package just four months after Notice to Proceed.

NDOR has made a commitment to begin construction in 2019 and we stand poised to help you fulfill that promise.

Administration, Controls and Close-Out Phase ServicesAn often overlooked task in Owner’s Representative Services is the administration and controls aspects of the projects, which include close-out phase services. As we’ve done during our past assignments, this team provides scheduling and cost estimating analysis during the risk evaluation portion of the procurement process. Once into design and construction, HDR’s controls teams maintain monthly reviews of the schedule as well as process the invoices from the design-builder. The controls team also processes any change orders and also verifies that the design-builder is in compliance with the contract documents.

Document control is essential in an accelerated delivery project and we maintain it to guarantee that there is an accurate record of the project. This includes management and tracking of submittals for review, Requests for Information (RFIs) and design changes and the current design plans. Easy-to-use processes to quickly search and recover documents and understand the status of submittals are critical. HDR has been performing in this capacity for owners since 1999 and has established processes and procedures for document control, along with numerous lessons learned, that we will bring to NDOR.

The key to close-out is performing it throughout the execution of the project so that an excessive amount of information does not have to be collected at the end. On past assignments, our document management processes continuously collected much of the key information required for close-out. As major items of work were completed, we developed a punch list for that specific task and proceeded toward resolution of those items and deficiencies prior to the end of the project. A final package of close-out documents in the specified format, along with a recommendation for final payment, was ultimately provided to the owner to document the completion of the project. Maintenance of current and complete documentation throughout the project is also invaluable in the resolution of potential claims. Finally, HDR Teams have administered the warranty work specified in the design-build contract documents to verify that the design-builder completely fulfilled their obligations in a timely manner.

Our team will first coordinate with USACE and FEMA regarding the permits and approvals previously obtained by NDOR for the original US-275 Scribner Bypass to determine which elements of these approvals are still valid and which need to be reevaluated. We will conduct a kick-off discussion with USACE regulatory branch, USACE operations branch and FEMA to discuss the complex issues in the area and illustrate the need for multidisciplinary analysis and coordination to determine a Preferred Alternative that meets the needs of NDOR as well as the regulatory requirements of each permitting agency. We will then work with the permitting agencies to develop the information needed for each approval.

Specific to Section 404 permitting, our team will conduct a series of pre-application meetings with USACE Omaha District regulatory staff to systematically work through the alternatives screening process to identify a preferred alternative that USACE is comfortable approving as the Least Environmentally Damaging Practicable Alternative (LEDPA). We used this process when developing the Environmental Document and obtaining the Section 404 approval for the US-30 Schuyler to Fremont project. The experience and relationships HDR developed will be valuable on this new assignment. Early discussions with USACE will focus on Purpose and Need and the Range of Alternatives to be reviewed against USACE’s Cost, Logistics and Technology criteria for determining the LEDPA. The Purpose and Need for the US-275 program is similar to that of US-30, so the early discussions with USACE can dive right into the Range of Alternatives to identify the data and analysis needed to screen alternatives.

Concurrent with the Section 404 permitting, our team of levee experts will engage USACE operations staff to identify the data and analysis required for the Section 408 approval. We have developed an approach that we have used to obtain numerous 408 approvals from USACE Omaha District. The most important element of the US-275 Section 408 approval is minimizing levee modification and impacts so that approval may be obtained at the USACE District level rather than through their Headquarters. We will work diligently to develop a preferred alternative that meets this criteria.

The US-275 program will also require hydrologic and hydraulic analysis in support of floodplain coordination with Dodge County and the City of Scribner. The most critical area of the project will be the bypass around Scribner, where the proposed alignment bisects the 100-year floodplains and regulatory floodways for Pebble Creek and the Elkhorn River. The complexity is increased by the fact that the floodplains and floodways are coincident between the waterways. Our engineers will perform hydraulic analysis to obtain a CLOMR that allows the proposed improvements in the vicinity of Scribner to be constructed while maintaining the regulatory floodways. HDR’s staff is well versed in modeling complex watersheds and working with FEMA Region 7 staff to develop the information needed in support of a CLOMR application.

Understanding of the ProjectKey Elements of Design and ManagementPreliminary Design and Environmental PermittingKey aspects of the procurement process that form the basis of the design-builder’s bid are the Reference Information Documents, and in particular the preliminary design and environmental permits. These typically go hand-in-hand as the preliminary design forms the basis of the environmental permits. The level of detail for the preliminary engineering would usually be just enough to obtain an environmental permit, thus allowing maximum flexibility to the design-builder for innovation. For US-275, more details may be needed due to the complex hydrology and hydraulic issues around Scribner. During the preliminary design effort, we will also evaluate the design elements of the corridor for operational efficiencies.

KEY DESIGN ELEMENTS OF THE US-275 PROJECTOur preliminary engineering will provide timely and comprehensive support to the permitting processes. We will verify and build upon earlier work where possible and commit the resources to progress the preliminary design.

We understand NDOR’s intent to construct a majority of the segment using a 2+2 approach and we have direct relevant experience expanding rural highways to expressways in Nebraska using the same method. We understand the 3R strategies that will expedite construction, reduce costs, result in extended pavement life and yield a smooth pavement. Though the 2+2 strategy will be appropriate for much of the Scribner to West Point segment, frequent flooding of the Elkhorn River and Pebble Creek presents challenges to the hydraulics and hydrology for portions of the corridor and may require full reconstruction in areas.

NDOR has already identified an alignment for the Scribner Bypass that would impact the existing levee system around the town and would incorporate portions of the US-275 bypass into the levee system. Our design team will support our permitting specialists in determining whether modifications to the bypass alignment will be needed in order to obtain all necessary permits. If needed, we will develop and analyze additional alternatives that will facilitate permit approval.

KEY ENVIRONMENTAL ELEMENTS OF THE US-275 PROJECTEnvironmental review and permitting are extremely critical for a DB project. Having the environmental approvals prior to the design-builder submitting their proposal reduces project risk. Key permits and approvals for US-275: Section 404 permit, Section 408 approval and floodplain permitting (specifically the CLOMR). Allocation of Staff ResourcesPreliminary Design and Environmental PermittingThe preliminary design and environmental permitting phase will be staffed by highly experienced experts capable of quickly obtaining the necessary environmental approvals. Having the local Nebraska staff with the appropriate knowledge and experience will allow us to hit the ground running. These team leaders will call upon support staff within HDR and our sub-consultant partners to develop deliverables on schedule.

Procurement and Design-Build OversightOur philosophy for staffing oversight of a DB project is to reduce costs for the owner through the efficient use of resources. HDR does this in three ways. First, we use a local project team supported by specialized national experts. We have a team of DB procurement experts whose sole focus is to develop procurement documents and assist owners with the selection of a design-builder. No time is lost on learning how to run a procurement or developing documents from scratch. This specialized procurement team will tap into the local HDR staff to support the procurement and finish up the contract documents by bringing their knowledge of NDOR’s specific nuances, desires, design philosophies and technical requirements.

Second, we will use the same local project team throughout the entire program life cycle. This means that the same technical team leaders who help write the contract documents will also be the ones who administer the contract through design and construction. This gives NDOR an Owner’s Representative that is fully invested in verifying that a design-builder follows the contract.

Third, we use a smaller team of highly experienced personnel to reduce costs. This may seem counterintuitive, but this approach affords efficiency by minimizing staff size while still maintaining the expertise needed for oversight. A more experienced team will decrease review time since they know what to look for and can perform reviews more quickly. Additionally, they are better equipped to address issues and therefore can resolve disputes more quickly. Aside from speed, a highly experienced staff is also more likely to catch issues in a complex design.

ProcurementThe procurement process will begin by developing the documents required for NDOR to execute a DB contract with a design-builder. Our procurement and legal staff will modify our established existing documents to incorporate the specific aspects of NDOR and US-275. These teams will work with NDOR staff to deliver a roadway that meets your goals and objectives. A successful DB program always includes a clear allocation of risk between the owner and the design-builder. The procurement team will work with NDOR staff to develop the documents and place the risk where it can best be managed.

Our team of experts will guide NDOR through the evaluation process to ultimately select the design-build team. As we, and in particular Paul Alsina, have led owners through their first DB selection process, we know where the potential pitfalls are and have developed a process that includes lessons learned on other first-time procurements. The selection team will be broken up into various committees based on technical disciplines. The selection team will provide recommendations and then NDOR will make the final scoring decisions. One of the goals of our national procurement team is to transfer the knowledge of the DB procurement process to NDOR staff for use on future procurements.

Design and Construction OversightFinally, as the project transitions into the design and construction phase, the HDR Team will again use our experience in assisting owners through their DB projects. We understand the design and construction process must be collaborative among the owner, the design-builder and the oversight team to keep the process moving forward. The environmental team will also continue to work during design and construction oversight with the design-builder and the regulatory agencies to transition the preliminary design into a final design that will ultimately result in an approved final permits from the regulatory agencies.

HDR takes pride in developing processes so that project gets closed out efficiently. We will work with the design-builder to resolve outstanding punch-list items quickly and our document control staff will make sure that files are easily accessible in the future.

HDR is adept at analyzing and developing DB project schedules and we will assist NDOR in refining the overall US-275 schedule to meet your goals and objectives. We have evaluated the key milestones and have developed the preliminary schedule above. Combining the fixed dates provided in the RFQ with our experience in the delivery of DB programs, we have developed the following key milestones: NTP for Owner’s Representative Team, Approval of Preliminary Environmental Permits, Issuance of DB RFQ and RFP, NTP for Design-Builder and Construction Commencement. In order to develop the dates of some of the milestones, one must work backward based on the amount of time it takes to perform the specific task. It is our experience that the DB RFQ and RFP process takes a minimum of 19 weeks to complete (four weeks for RFQ and 15 weeks for RFP). Therefore with a fixed DB NTP date of June 2018, the RFQ would be issued by January 2018. This will allow the Draft RFP to be issued around February 2018 and the Final RFP around March 2018. The accelerated delivery process allows for securing approval of the preliminary environmental permits up to the issuance of the NTP to the design-builder. The preliminary design and the environmental permits will be added to the RFP documents once they are obtained, ideally prior to the design-builder submitting their price. Thus, a deadline of around June 2018 is required for securing approval of the preliminary environmental permits. Once proposals have been submitted, reviewed and evaluated, a recommendation of a best-value proposer will be provided, allowing NDOR to execute a contract and issue NTP to the design-builder by June 2018.

We anticipate an overall time frame for design of US-275 to be around one year. However, a design-builder should be able to progress the design enough after six months to commence construction, thus meeting the Spring 2019 milestone. Completion of the overall project should be about two and a half years after NTP, at the end of 2020. Other items on the schedule are the approval of the final environmental permits and the right-of-way acquisition. The final permits will be obtained once the design-builder has final design, and right-of-way acquisition can start immediately if NDOR desires and will need to be completed for each parcel prior to construction commencing on that respective parcel.

PRESIDENT GEORGE BUSH TURNPIKE - WESTERN EXTENSION

North Texas Tollway Authority Dallas, TX

The North Texas Tollway Authority (NTTA) enlisted HDR to provide Program Management Services on the President George Bush Turnpike - Western Extension (PGBT-WE), their largest contract ever and first DB project. The project included four tolled main lanes, more than 45 bridges, nearly one million square feet of retaining walls, 18 ramp connections, frontage roads, a four-level interchange with Interstate 20, a five-level interchange with Interstate 30, a railroad bridge over the tolled main lanes and an at-grade railroad crossing of the frontage roads.

HDR collaborated with NTTA to identify specific program milestones and establish project controls. Utilizing project controls and a cash flow curve, HDR monitored the progress of the project, reported this information back to NTTA in weekly project status meetings.

HDR led the procurement team in the development of the design-build procurement documents and led the NTTA through the selection of a best-value proposer. During the design phase of the corridor, HDR oversaw all aspects of design and worked in conjunction with the design-builder to resolve design comments and overcome technical issues. HDR was responsible for overseeing the construction, as well as the owner verification inspection program.

US-30 SCHUYLER TO FREMONT

NDOR Schuyler, NE to Fremont, NE

HDR provided environmental permitting and public involvement services for the 26-mile US-30 Schuyler to Fremont Project. US-30 is located in a primarily agricultural corridor that is dominated by the Platte River floodplain and contains numerous lowland wetland areas.

Working in close coordination with USACE, HDR prepared the Environmental Document to support USACE’s permit-associated NEPA decision on planned US-30 expressway improvements. The document was prepared in accordance with the CWA Section 404(b) (1) Guidelines and also included analysis of impacts to other resources relevant to the public interest component of the Section 404 permit, such as floodplains, threatened and endangered species, hazardous materials and historic properties. The Environmental Document also detailed the exhaustive alternatives analysis applied prior to final alignment selection.

HDR is also designing and permitting two wetland mitigation sites to provide permittee-responsible wetland mitigation for the expressway improvements. For each site, HDR is performing baseline wetland delineations, hydrology and hydraulics analysis, design, permitting and post-construction monitoring. Final design submittals will facilitate contractor procurement and construction.

IOWA ROUTE 60

Iowa DOT Le Mars, IA to Alton, IA

HDR provided preliminary and final roadway and bridge design services for a 17.4-mile segment of Iowa 60 from Le Mars to Alton, IA.

To upgrade this segment from two lanes to a four-lane divided section, two new lanes were constructed on the west side of Iowa 60 for the south part of the project (2+2 lane construction) and a new four-lane divided bypass was provided around Alton. The 2+2 lane segment closely paralleled the Floyd River and included short bypass segments around two unincorporated communities. Alignment studies preceded preliminary design to establish the bypass alignments and configurations for two interchanges along the Alton Bypass.

Since the 2+2 lane part generally followed a diagonal alignment with respect to the county road system, numerous existing at-grade intersections with skewed approaches had to be realigned and offset ‘T’ intersections that needed consolidation or elimination. At several county route junctions, the typical section median width was increased to provide for two-stage crossing and left-turn movements by semi-trailer trucks from the minor approaches. A short segment of the 2+2 lane portion involved complete reconstruction to raise the existing highway grade in an area of occasional flood overtopping.

STATE HIGHWAY 130 SEGMENTS 1-4

TxDOT Austin, TX

Texas’ Interstate 35 corridor is the nation’s most congested stretch of I-35 and the state’s No. 1 traffic problem. To ease congestion, the State of Texas and TxDOT introduced the 122-mile Central Texas Turnpike Project (CTTP), a $3.3 billion transportation upgrade and addition package affecting four Central Texas roadways — Loop 1 Extension, SH 45, US 183A and SH 130 — near the I-35 corridor. HDR was contracted to provide procurement services, program management, design oversight and construction management services on the 49-mile SH 130 Segments 1-4 tollway, which runs parallel to I-35.

For the first time in Texas, TxDOT employed a Design-Build type contract for the development of SH 130 Segments 1-4. HDR led the risk analysis and development of the contract documents, as well as the procurement and selection of a design-builder. The HDR Team oversaw all aspects of the right-of-way acquisition process and the environmental permitting for the project. During the design phase, HDR managed all aspects of the design oversight and stakeholder coordination. The HDR Team managed the construction oversight as well as the materials testing programs. The program management services provided also included schedule progress, environmental compliance, right-of-way and utility, adjustment oversight, document control and change management services.

US-75 PLATTSMOUTH TO BELLEVUE

NDOR Plattsmouth, NE to Bellevue, NE

HDR provided environmental studies and permitting, NEPA document re-evaluation and preliminary and final roadway design for a 6.5-mile segment of US-75 from 0.2 miles south of Avenue B in Plattsmouth to Fairview Road in Bellevue to reconstruct the existing two-lane rural highway/aging four-lane expressway to a current-standards four-lane expressway with freeway access control where warranted by projected traffic volumes. The project involved new interchanges at Bay Road and Platteview Road and a reconfigured interchange at Fairview Road. The freeway transitions to an expressway section south of the Bay Road Interchange with five at-grade intersections.

Extensive frontage roads, lighting design, a Platte River crossing, rail corridor crossings, right-of-way design and floodplain analysis were some of the major project design elements. A hydraulic study of the Platte River crossing was included, and a no-rise was required as a result of the FEMA floodplain designation. HDR provided preliminary design services for 12 new bridges associated with the project. The bridges included structures over railroad tracks, proposed roadways, drainageways and the Platte River. In addition, final bridge design services were provided for the steel girder alternatives for twin bridges over the BNSF Railroad and for one bridge over the Union Pacific Railroad.

The new US Highway 34 Missouri River Bridge represents the culmination of a more than 20-year effort to provide a new crossing over the Missouri River south of Omaha. The new four-lane bridge provides a direct connection between Interstate 29 in Iowa and US Highway 75 in Nebraska, providing a modern alternative to existing, narrow and aging two-lane toll bridges north of the new bridge in Bellevue, NE and south of it in Plattsmouth, NE. With redesignation of the new route as US-34, the four-lane facility provides superior geometrics and safety features compared to the former two-lane route, which included a narrow two-lane bridge over the river and a circuitous route passing though downtown Plattsmouth.

Along with bridge design and construction, HDR was responsible for conducting a corridor study and environmental impact statement. The study required coordination with NDOR and Iowa DOT.

Initially, 10 corridors containing 28 alignments were identified. Through the scoping process, integrating information from the six major areas of the study, two feasible corridors were identified. These corridors were evaluated as part of the Environmental Impact Statement. The corridors ranged between 5.9 and 6.7 miles in length. A detailed traffic survey was also conducted to identify travel patterns in the study area.

The Arizona Department of Transportation has awarded HDR the General Engineering Consultant (GEC) contract for the South Mountain Freeway Project. This $1.7 billion project is the first highway project procured under Arizona’s public-private-partnership statute and Arizona DOT’s first design-build-maintain project. It completes the Loop 202 and Loop 101 Freeway system approved by voters in the 1985 Maricopa Association of Governments’ (MAG) Regional Freeway System. The largest, most complex construction project in Arizona DOT history, it is expected to create 30,000 jobs. Once constructed, the 22-mile freeway is expected to generate another $2 billion of investment in the Valley.

HDR and its team of sub-consultants supports Arizona DOT and provides oversight during the design and construction period in the technical areas of environmental, design, right-of-way, utilities and maintenance. HDR also supplements Arizona DOT construction inspection and administrative staff with oversight of scheduling, change management, construction quality and labor compliance. Through the P3 procurement process, HDR has helped Arizona DOT develop a risk-based delivery approach that welcomes innovation by instituting performance-based specifications that are not reliant upon status quo or personal preferences.

SOUTH MOUNTAIN FREEWAY GENERAL ENGINEERING CONSULTANT

COUNCIL BLUFFS INTERSTATE SYSTEM PROGRAM MANAGEMENT/ GENERAL ENGINEERING CONSULTANT

The Iowa DOT is in the process of reconstructing Interstates 29, 80 and 480 in the Council Bluffs, IA/Omaha, NE metropolitan area. This comprehensive interstate redesign, known as the Council Bluffs Interstate System (CBIS) Improvement Program, will modernize highways, improving mobility and safety. In 2013, Iowa DOT selected HDR as its CBIS program manager/general engineering consultant (PM/GEC).

One of the main components of the GEC role is the development and monitoring of the permitting, design and construction of the program. The CBIS project impacted three individual federal flood risk reduction projects — Missouri River, Indian Creek, and Mosquito Creek — requiring three Section 408 approvals by the City of Council Bluffs (local sponsor) and USACE. As part of the design and GEC role, HDR prepared all of the Section 408 submittals, including a USACE Headquarters review of a levee relocation along the Missouri River and Omaha District review submittals for the Indian Creek and Mosquito Creek levees. Since the CBIS program is being built in numerous construction packages over multiple years, HDR worked with the USACE to develop an approach to obtain approval of the preliminary design and identification of final design requirements, then obtain final approval when final construction plans were complete.

BORDER HIGHWAY WEST EXTENSION

TxDOT El Paso, TX

Under an Independent Engineer (IE) Contract with TxDOT’s Strategic Projects Division, HDR is performing Program Management, Design Oversight and Owner Verification Testing and Inspection (OVTI) for this project. The Border West Expressway (BWE) project is a $447 million Comprehensive Development Agreement (CDA) Design-Build Project that will add capacity to El Paso by providing a new four-lane, controlled access facility of about nine miles.

Acting as the Owner’s Representative, the IE Team is responsible for Program Management, which includes document control, schedule review and analysis, contract compliance, change order processing and design-builder invoice processing. For Design Oversight, the IE Team reviews design-builder design submittals for compliance with the contract, coordinates with the design-builder in issue resolution, provides recommendations to TxDOT on any design changes or deviations and monitors the design progress for design-builder invoice processing. The Construction Oversight IE Team makes sure that the work is performed per the contract requirements. The IE Team is also responsible for the Owner Verification Testing. This involves validation of a prescribed certain percentage of the design-builder’s materials tests to ensure contract compliance.

Thiele utilizes seven state-of-the art drill rigs, and drilling capabilities are supported by all-terrain, high-torque, deep boring and rock coring drilling platforms. NDOR, Professional Services for Accelerated Project Delivery Methods, NE. Task 2 Lead. HDR contracted with NDOR to research and evaluate alternate project delivery methods (APDM) and provide recommendations, guidance and support as NDOR evaluated whether and how to apply alternate methods. Paul was the Task 2 Lead, responsible for researching APDM and providing the backup information to support HDR’s analysis and conclusions that were presented to NDOR.

NTTA, President George Bush Turnpike - Western Extension, Dallas, TX. Corridor Manager. NTTA enlisted HDR to provide Program Management Services on the PGBT-WE, their largest contract ever and first DB project. As the Corridor Manager, Paul assisted the NTTA project delivery team through the project agreement and toll equity loan negotiations between TxDOT and the NTTA. Paul also led the procurement team in the development of the DB procurement documents and led the NTTA through the selection of a best-value proposer. During the design phase of the program, Paul’s team oversaw all aspects of the design and worked in conjunction with the design-builder to resolve design comments and overcome technical issues. TxDOT, SH 130 Segments 1-4, Austin, TX. Design Manager. Paul served as the Design Manager for the SH 130 Project, a $1.3 billion, fast-track, DB-type project that encompasses 49 miles of controlled access tollroad. Working as an extension of TxDOT staff, the six individuals in Paul’s Design Group were responsible for the review and approval of design packages. Daily interaction with the Texas Turnpike Authority Division of TxDOT, the TxDOT Austin District and the design-builder was conducted to verify that contractual requirements were met and issues were resolved rapidly. In addition to leading the design oversight effort, Paul also managed the railroad and drainage oversight efforts for the project.

TxDOT, Border Highway West Extension, El Paso, TX. Program Manager. Under an Independent Engineer (IE) Contract with the TxDOT — Strategic Projects Division, HDR performed Program Management, Design Oversight and Owner Verification Testing and Inspection (OVTI). Border Highway West Extension (BWE) is a $447 million DB project that will add capacity to the greater El Paso region by providing a new four-lane, controlled access facility of approximately nine miles. As Project Manager, Paul managed the approximately $20M budget, which included monitoring staffing levels and overseeing the design review teams, construction oversight team and as the OVTI team. On behalf of TxDOT and under Paul’s direction, the IE Team monitored the project’s budget and schedule, verified that the design and construction met the contract requirements and performed validation of the design-builder’s material test results. The BWE is scheduled to open to traffic in the last quarter of 2017.

The project included four tolled main lanes, more than 45 bridges, nearly one million square feet of retaining walls, 18 ramp connections, frontage roads, a four-level interchange with Interstate 20, a five-level interchange with Interstate 30, a railroad bridge over the tolled main lanes and an at-grade railroad crossing of the frontage roads.

US-30 Schuyler to Fremont

HDR provided environmental permitting and public involvement services for the 26-mile US-30 Schuyler to Fremont Project. US-30 is located in a primarily agricultural corridor that is dominated by the Platte River floodplain and contains numerous lowland wetland areas. Working in close coordination with USACE, HDR prepared the Environmental Document to support USACE’s permit-associated NEPA decision on planned US-30 expressway improvements.

Iowa Route 60

Le Mars, IA to Alton, IA

HDR provided preliminary and final roadway and bridge design services for a 17.4-mile segment of Iowa 60 from Le Mars to Alton, IA. To upgrade this segment from two lanes to a four-lane divided section, two new lanes were constructed on the west side of Iowa 60 for the south part of the project (2+2 lane construction) and a new four-lane divided bypass was provided around Alton.

Texas’ Interstate 35 corridor is the nation’s most congested stretch of I-35 and the state’s No. 1 traffic problem. To ease congestion, the State of Texas and TxDOT introduced the 122-mile Central Texas Turnpike Project (CTTP), a $3.3 billion transportation upgradeand addition package affecting four Central Texas roadways — Loop 1 Extension, SH 45, US 183A and SH 130 — near the I-35 corridor. HDR was contracted to provide procurement services, program management, design oversight and construction management services on the 49-mile SH 130 Segments 1-4 tollway, which runs parallel to I-35.

US-34 Missouri River Crossing

The new US Highway 34 Missouri River Bridge represents the culmination of a more than 20-year effort to provide a new crossing over the Missouri River south of Omaha. The new four-lane bridge provides a direct connection between Interstate 29 in Iowa and US Highway 75 in Nebraska, providing a modern alternative to existing, narrow and aging two-lane toll bridges north of the new bridge in Bellevue, NE and south of it in Plattsmouth, NE. Along with bridge design and construction, HDR was responsible for conducting a corridor study and environmental impact statement. The study required coordination with NDOR and Iowa DOT.

Border HighwayWest Extension

Under an Independent Engineer (IE) Contract with TxDOT’s Strategic Projects Division, HDR is performing Program Management, Design Oversight and Owner Verification Testing and Inspection (OVTI) for this project. The Border West Expressway (BWE) project is a $447 million Comprehensive Development Agreement (CDA) Design-Build Project that will add capacity to El Paso by providing a new four-lane, controlled access facility of about nine miles. Acting as the Owner’s Representative, the IE Team is responsible for Program Management, which includes document control, schedule review and analysis, contract compliance, change order processing and design-builder invoice processing.

Council Bluffs Interstate System Program Management General Engineering Consultant

South Mountain Freeway General Engineering Consultant

Phoenix, AZ

The Arizona Department of Transportation has awarded HDR the General Engineering Consultant (GEC) contract for the South Mountain Freeway Project. This $1.7 billion project is the first highway project procured under Arizona’s public-private-partnership statute and Arizona DOT’s first design-build-maintain project. It completes the Loop 202 and Loop 101 Freeway system approved by voters in the 1985 Maricopa Association of Governments’ (MAG) Regional Freeway System. The largest, most complex construction project in Arizona DOT history, it is expected to create 30,000 jobs. Once constructed, the 22-mile freeway is expected to generate another $2 billion of investment in the Valley.

West Dodge Expressway

HDR was retained by NDOR to design the West Dodge Road elevated expressway, of which the core components are dual 40-foot high, three-lane expressway bridges, one running east and one west. Each bridge is approximately one-mile long, while the entire project area is close to two miles in length. An overhaul of the at-grade roadway system was included, as foundation work for the bridges required rebuilding both frontage roads and the outer lanes on West Dodge.

Patrick is the Geotechnical Section Manager in HDR’s Omaha office. His 30-plus years of experience covers the analysis, design and construction of deep foundations for bridges and offshore piers, retaining walls, pavements, building structures, embankment fills, zoned earth dams, flood control levees, management of field and laboratory investigations and the preparation of geotechnical reports, project specifications, construction plans and cost estimates. His experience also covers the interaction of highway projects with federal control levees and Class I Railroads.

Eric has 27 years of transportation design and management experience. He worked for the Nebraska Department of Roads (NDOR) for 17 years and as a consultant for ten years. While at NDOR, Eric designed and managed major interstate expansion and reconstruction projects, as well as leading the study to expand the 50-mile segment of Interstate 80 between Lincoln and Omaha. He also worked on several rural expressway projects while at NDOR. As a consultant, Eric has managed projects for cities, counties, and NDOR. Eric’s extensive experience allows him to anticipate potential issues and provide alternative solutions. His proven leadership in the form of management, design input, guidance, coordination, and review, results in successful projects.

Tom offers 38 years of experience in performing location/feasibility studies and preliminary/final designs for major highway and street improvement projects. As a consulting engineer for the past 30 years, he has demonstrated the skills needed to coordinate the successful completion of major transportation projects. He has completed quality assurance/quality control reviews on numerous large and small scale transportation projects. Served as project manager for two other segments of the Omaha – Norfolk Expressway: Waterloo NW (Valley Bypass) 12 miles of four-lane expressway on new alignment and three new interchanges and Fremont East Bypass eight miles of four-lane expressway (2 + 2) and three new interchanges.

Mike has diverse heavy civil construction experience ranging from transportation projects in Nebraska to major design-build improvements in California. Mike's NDOR roadway design experience involves serving as project engineer on various on-call roadway design and LPA projects, and currently includes the 10.15 mile Mullen South NDOR On-Call Roadway Design in Hooker County. He accompanies this design role with three years of hands-on design-build experienece serving in construction and closeout phases, including contract compliance, QA/QC processes, and project management reviews on the successful Exposition LRT Phase 2 project in Los Angeles, CA.

Steve has over ten years of experience in the design and coordination of numerous bridges, buildings, and various structural related projects. His design has ranged from rehabilitating single box concrete culverts to designing new 1000 ft long bridges. He is responsible for collaborating with design teams to successfully complete a variety of projects from concept to completion.

Terry has over 23 years of experience on projects for municipalities and state agencies. Terry has a wide range of experience in the design and construction of roadway paving, trails, and sidewalk projects. In addition to being an experienced designer, Terry has a strong background in construction services. He has worked with the NDOR to complete construction inspection services on a number of county paving and bridge projects and has completed those projects utilizing the NDOR’s Site Manager software.

Scott has over 25 years of experience on projects for municipalities and state agencies. In addition to being an experienced designer, Scott has a strong background in construction phase services and surveying. Scott has a wide range of experience in the design and construction observation of girder and concrete slab bridges, rural and urban roadway paving projects (both asphalt and concrete), box culverts, recreational trail systems, grading, and drainage projects. Scott has also conducted construction observation services for sanitary sewer and water distribution projects.

Jeff has over 32 years of survey experience and is the manager of JEO’s Survey Department. As department manager, Jeff oversees the project survey teams and ensures that resources are available to complete their projects. Cone Penetration Testing System (CPT) – The CPT system is a reliable and cost-effective in situ method for determining sub-surface stratigraphy as well as obtaining many geotechnical parameters. CPT probes are pushed into the ground at a constant 2 centimeters per second (CM/s) rate and provide a continuous, detailed log of the soil. TG uses the CPT probe with drill rigs and a direct-push Geoprobe unit utilizing a soil anchoring system. New equipment design advances take advantage of a lighter platform performance in the field for easier mobilization and maneuverability.

Tooling and Support The firm’s drilling fleet includes the resources of a vacuum excavator and AIR-SPADE® that uses a

supersonic jet of air to penetrate and dislodge most types of soil, but not harm non-porous items like buried pipes, cables or other utilities.

Virginia Department of Transportation (VDOT) – Design-Build/P3 Program

Nossaman serves as outside legal advisor to VDOT in its design-build/P3 program. We have assisted the agency in developing numerous projects in the program, including:- U.S. Route 121 (f/k/a Coalfields Expressway): A four-lane design-build highway project that will extend from Beckley, West Virginia, to Pound, Virginia, connecting I-77/I-64 to U.S. Route 23. VDOT is taking an innovative approach to the project, including utilizing coal mining operations and equipment to provide a rough-grade roadbed, substantially reducing anticipated costs compared to traditional methods. Riverside County Transportation Commission (RCTC) –Design-Build Program

Nossaman serves as outside legal advisor to the RCTC in its design-build program, which is producing some of the largest, most complex highway improvements in California. Nossaman serves as outside legal advisor to OCTA in connection with its design-build program, which has enabled it to develop some of the highest profile highway projects in the country. New York State Thruway Authority –Tappan Zee Bridge

Nossaman served as outside legal counsel to the Authority in connection with the Tappan Zee Bridge design-build project, which Gov. Mr. Allison offers public agencies unique expertise with specialized finance issues in infrastructure transactions. These include the use of public and private debt, private equity and federal credit assistance – particularly the Transportation Infrastructure Finance and Innovation Act (TIFIA) and Private Activity Bond (PAB) programs. He helps clients navigate through all elements of public-private partnerships (P3s) and other innovative project delivery methods. Chambers-rated nationally and globally in the field of P3s, Mr. Allison is a nationally recognized bond counsel and has acted as bond, underwriter, disclosure, issuer and special developer counsel for capital improvement projects involving a wide range of revenue and funding sources.

Corey Boock handles a wide range of alternative project delivery and innovative finance approaches including concession/franchises, availability payment models, design-build, design-build-finance (DBF) and design-build-operate-maintain (DBOM). He has represented public agencies in Alaska, Arizona, California, Indiana, Michigan, Nevada, North Carolina, Texas, Virginia and British Columbia. Largely as a result of his leadership role in the financial close of the precedent-setting $1.18 billion East End Crossing project, Law360 profiled Mr. Boock as a “Project Finance MVP” in 2013 and he has been rated by Chambers for the past several years. Mr. Boock has most recently led teams advising the Riverside County Transportation Commission, the San Bernardino Associated Governments, Indiana DOT and Nevada DOT on the development and implementation of design-build projects for projects of varying size and complexity, including helping INDOT and NDOT develop streamlined programmatic approaches to design-build projects in the $100 million and under range.
