Big Bend Road/I-75 Interchange Improvements,

Hillsborough County, Florida (Traffic Engineer)

Prepared an Interchange Operational Analysis Report

(IOAR) evaluating developer stipulated improvements to

the Big Bend Road and I-75 interchange. The IOAR

consisted of performing a complex traffic analysis which

included a capacity analysis and micro-CORSIM traffic

modeling. The information from this analysis set design

criteria for the interchange improvements and the

surrounding roadway network.

Central Sarasota Parkway - I-75 Interchange

PD&E Study & Final Design, Sarasota County,

Florida (Traffic Engineer) Responsible for project-related traffic analysis, studies,

and master plans. Stantec conducted the Project

Development and Environmental (PD&E) Study and

final design on behalf of Sarasota County, Palmer

Ranch, and the FDOT District 1. The interchange will

complete the extension of Central Sarasota Parkway

from Honore Avenue to I-75 and provide new access to

and from the interstate for area residents.

Pine Ridge Road Corridor Congestion Study,

Collier County, Florida (Traffic Engineer)

Provided traffic engineering services as part of the

congestion study of the Pine Ridge Road corridor near I-

75. Services included land use analysis, levels of

service analysis of existing and future conditions,

development and testing of potential solutions, and

public involvement. Innovative concepts developed

along the corridor included a continuous flow

intersection (CFI), jug handle intersection, restricted

crossing U-turn (RCUT) intersection, and a diverging

diamond interchange (DDI).

Bulldog Drive PD&E and Design, Palm Coast,

Florida (Traffic Engineer)

Provided traffic analysis for transportation engineering

elements. Stantec managed a team providing the full

PD&E services, transportation planning, alternatives

analysis, and right-of-way survey for the evaluation of

the potential improvement of Bulldog Drive from its

existing two-lane, rural cross-section, to a multiple lane,

urban divided cross-section. Responsible for traffic

design reports in support of the FDOT permitting. These

reports included the intersection capacity analysis at

Bulldog Drive/SR 100, the development of an access

management configuration for Flagler Palm Coast High

School adjacent to SR 100 and Bulldog Drive.

SR 810 Lane Elimination Study, Deerfield Beach,

Florida (Project Manager)

Responsible for preparing the lane elimination report.

This project consisted of vehicular, pedestrian, and

bicycle safety improvements along Hillsboro Boulevard

(SR 810) from Dixie Highway (SR 811) to Federal

Highway (US 1). This was accomplished by changing

the typical section from a seven-lane undivided roadway

to a four-lane divided roadway with bike lanes.

Components of the study required the development of a

concept plan, crash data analysis, operational analysis,

qualitative assessment, and a preliminary cost estimate

of the construction cost.

North Cattlemen Road PD&E and Design,

Sarasota County, Florida (Traffic Engineer)

Responsible for traffic analysis for the development of

the PD&E Study and final design for the widening and

extension of North Cattlemen Road from Richardson to

DeSoto Road (total project length 2.8 miles). The traffic

tasks associated with this project included the

production of the Design Traffic Study, the preliminary

roadway design and the traffic elements of the Project

Development Summary Report (PDSR). The Design

Traffic Study included the capacity analysis for the

roadway alternatives scenarios for intersection and

arterial analysis. FSUTMS and HCS were used in the

production of this analysis.

Anne Howerton leads the landscape design practice at Hart Howerton. Her education and experience qualify her to work at all levels in the profession, from the design of complex sites where challenging topography, soils and horticultural requirements call for unique solutions, to the creation of distinc-tive luxury hospitality settings for hotels, resorts, private clubs, to master planning innovative landscapes and streetscapes for new communities.

Since joining the firm in 1986, Anne has worked on many of the firm’s largest and most influential new community projects, including the award-winning Santa Lucia Preserve and Palmetto Bluff, Nexton in Charleston, North Caro-lina, and currently Walsh in Fort Worth, Texas. Anne has been responsible for overall vision and developing landscape master plans and landscape design guidelines, as well as the detailed landscape designs for key elements and amenities.

Current and recent projects include a private beach club in Hobe Sound, Florida; community and clubhouse landscape at Rolling Hills Country Club in Palos Verdes; a new community, Oak Knoll, in Oakland; the renovation and expansion of the Claremont Hotel in Berkeley; design of urban streetscapes and an urban park at Emeryville’s Public Market; a new community in Hoakalei on Oahu; and luxury hospitality projects for international brands in California, Montana, Jamaica, Puerto Rico and Panama.

Her extensive horticultural knowledge in diverse geographic settings and technical competence, combined with a deep understanding of design, has been a long-standing foundation of the firm’s practice.

Tim’s one of the most effective people we know – while he’s designing hospitality, residential, and institutional work for clients around the world, he also manages those assignments, leading creative teams through implementation. We rely on him to keep the firm organized, too – as Managing Principal in New York, Tim is regularly coordinating timely design input from principals while structuring design teams that align the expertise of our professionals with the objectives of our clients.

Having split the last 15 years between London and New York, his leadership of design teams has guided the implementation of projects in nearly 20 countries across four continents. Specifically, Tim has led the design of new resorts, communities, and mixed-use developments for Colony Capital, Sorouh, EMAAR, Kingdom Holdings, Qatari Diar, International Capital Trading, SZ Eliades Leisure, Pellas Development Group, SP Land and E2M Partners, LCR (now Fraser’s Property Development), Extell, Princeton University, and numerous private clients. Stantec has provided comprehensive site development services since inception for the town, University, and supporting infrastructure. Sustaining Member of the Urban Land Institute, is currently a member of the ULI Florida Community

Development Product Council, and He received the Urban Land Institute’s inaugural Pathfinder Award in 2001.

During his 40-year career, Reynolds has served as the principal planner for more than 100 communities in the

United States and Caribbean. He led a collaborative public/private team in the creation of Florida’s first Rural

Land Stewardship Plan in Collier County, which is recognized as a model for incentive driven conservation,

agricultural protection and sustainable development in rural regions. The Collier County RLSA Program has

been recognized as one of the most successful Transfer of Development Rights Programs in the United States.

Reynolds served as a principal planner for Ave Maria New Town and University and was on the planning team

for Babcock Ranch, the largest single conservation acquisition in Florida’s history, and irst “solar city”. Among

other notable communities and projects that he has helped plan are Bonita Bay and The Brooks, both ULI

National Award winners, Grey Oaks, Hamilton Harbor, Lely Resort, Mediterra, and Pelican Marsh.

Reynolds currently serves as Chair of the Southwest Florida Economic Development Alliance and is a member

of Florida Gulf Coast University’s College of Business Advisory Board. He serves on the Board of Directors of

FineMark Bank Holdings, Inc., Moorings Park Institute and the Florida Chamber Foundation Board of Trustees.

Reynolds formerly served as President of the Naples Area Chamber of Commerce, Class Chairman for

Leadership Collier, and was voted the group’s Distinguished Alumni in 2000. He was named a Junior

Achievement Business Hall of Fame Laureate for 2006.

Reynolds attended Miami University where he received a Bachelor’s Degree in Environmental Design. He

studied abroad at London’s Architectural Association and was an AFS exchange student in Addis Ababa,

Ethiopia.
