ZOO IMPACT PARI BOCHAIAI DAft Jim Andrews came before the Court in reference to support for a Zero Impact Park at Buchanan Dam on the east side of the lake. Mr-. Andrews contacted LCRA, and they are very receptive to leasing the property to the county for a $1.00 per year for twenty-five (2S) years. Mr. Andrews stated he would only need a sign and trash barrels from the county. He also requested the county to drag a simple road to the property. The scout programs in Burnet will police and maintain the park. Commissioner Halllllond asked Mr. Andrews if he has spoken with the Cassie Property o.'11ers Association. Mr. Andrews stated he had not spoken with them. He felt it was best to come before the Commissioners Court first. Commissioner Hammond stated that if Mr. Andrews would get Cassie Property Owners Association's blessing on this project, he would have no problem supporting this project. Upon the recOOll1l.endation of County Attorney Eddie She 11, motion lias made by COIIlllissioner Baker to transfer thetitle of the truck to the Bertram Volunteer Fire Department and authorize Judge McLean to sign the title on behalf ofBurnet County DBA Burnet County Civil Defense. Motion was seconded by Commissioner Cunningham, and the vote wasunanimous.

COOITf ATTOllRY BOlDFOR KDDIK SHILL Motion was made by Commissioner Cunningham, seconded by Commissioner Baker and the vote wasunanimous to approve the County Attorney's bond in the amount of $2,500.00.

SIDDALl ATMARBLI FALLS AIIII Commissioner Cunningham stated the sidewalk at the annex in Marble Falls is uneven, and peopleare tripping on this. The Court felt they could patch and smooth this area. Commissioner Cunningham stated if thesidewalk had to be replaced, it would probably cost around $400.00 to $500.00.

Commissioner Cunningham stated there is a parking problem at the annex in Marble Falls. It is not at a crisisstage, but eventually the parking lot will need to be expanded.

IISURAIICE KrFlCTIVKDArK FOR II!1f KllPLOYDS Katy Gilmere, County Treasurer, stated that delaying the effective date on insurance for

new employees would save the county money.Blue Cross stated that most businesses have a 30, 60 or 90 day waiting period. This would save on health,

dental and short term disability premiums. Ms. Gilmore wanted to inform the Court about this matter.Motion was made by Commissioner McCoy that effective this date for any new employee, Blue Cross insurance

coverage will become effective at the end of the 90 day probationary period. Motion was seconded by CommissionerHammond, and the vote passed unanimously.

1-9 FORMS Katy GiJ~ore stated her office is still having problems completing these forms and receiving thenecessary information from the employees to complete these forms. You are reqUired to have this form completedwithin three (3) working days from the onset of employment with the county.

Judge McLean ask.ed Katy Gilmore to send notices to each department head again concerning this matter.

PRISII!I!IOIS State Representative Parker McCullough presented a resolution to Mrs. Davis Hodges in memory of herdaughter, Carol Torain.

Representative McCullough also presented a resolution to Millie Williams, retired Burnet County Clerk., for allher years of dedicated service for Burnet County.

ORDllAIICK IIFORCmtDT -GRAIl!! SHOALS Several citizens from Sherwood Shores IV came before the court in reference to complaintsconcerning violations of restrictions. Commissioner Cunningham stated these residents are living outside the City ofGranite Shoals but are residents of a subdivision. Commissioner Cunningham stated the county is restricted fromassisting subdivisions with their restrictions. The Court thought these citizens might consider foming an activeproperty owners association.

HAULIIG RKQOEST Mr. Will Brown came before the Court in reference to a request for county assistance with haulingmaterial from the new hospital site to the golf course. COlllllissioner CUnningham felt this was private property, andthe county could not become involved. The Judge felt the court should get an opinion from the County Attorney.

Mr. Shell will work directly with the commissioners on this matter. The Court stated that if the CountyAttorney states this is legal, they have no problem assisting the City.

LIAS! Donald Fawcett came before the Court in refernce to leasing the dump ground. This will be leased for afterhours use and on weekends. This will be used for dove honting rights only.

Motion by Commissioner Baker, seconded by Commissioner Hammond and the vote was unanDnous to approve the leaseagreement upon the recommendation of the County Attorney that the lease agreement is legal.

LEASK AGREEMENT

This lease agreement for Dove HDRting Rights Only at the Burnet County Landfill site ishereby entered into between the County of Burnet ("County") and Donald Fawcett, Route 1Box 72A, Burnet, Texas 7B611 ("lessee"). The following are the terms of thisagreement:

1) Lease Period - This contract shall be for a one-year period beginning onSeptember 9, 1991 and ending on September S, 1992, with a five-year option.

2} Paylent - Annual payment amount will be $100 (one-hundred dollars). Paymentwill be due on September 9, 1991.

3) Site - Contract is for Dove Hunting Rights Only on county landfill site . locatedapproximately 2 1/2 miles off Highway 281 on FK 963.

Lessee agrees, as a term of this contract, to the following hold-harmless agreement:

"r will not hold responsible either the County of Burnet or the City of Burnet forany loss of property or for any injuries to myself, my family, or any i~.itees atthe honting location at the Burnet county landfill site,"

Motion was made by Commissioner Cunningham to approve replat of Lots 15 and 16, Hill at Windermere,Section 3, part of the Maria Salinas Survey, and allow these two lots to join and become what will be known as SA,subject to receiving a signed affidavit by Mr. Winston. Seconded by Commissioner McCoy, and the vote passedunanimously.

LOSS COITiOLCONKITTlK Judge McLean stated that the Loss Control Committee will meet Friday, September 13, 1991 at 2:00P.M. The Judge stated that members were Bob Beirle, Rose Kyzar, Paula Harris, Beth Heter and Bill Neve. Thecommissioners appointed TCAR Lasky, Wayland Kelley, Ted Whitehead and Jim Hibler.

SB 460 Kevin smith discussed 5B 460 and possible setting of fees for school crossing guard. During the nndTexas Legislature Regular Session, Senate Bill 460 was passed authorizing counties to collect another optional fee tofund a school crossing guard program. If there is not a school crossing guard program, the county may use the moneyfor various reasons; to pay school districts to run a crossing guard program; to fund county programs for childsafety, health, nutrition; fund juvenile probation department; to support the county's general fund. The Court feltthis was just another tax and opted not to levy this fee.
