He next formally opened the new school building and made an opening speech. The agriculture, forest and livestock

breeding sectors are the important pillars

for economic development of Myanmar.

Therefore, the government has given

priority to sustainable use of the nation’s

rich forest and agricultural resources.

In Myanmar, there are more than 44

million acres of arable land but the area of

land that is actually farmed is over 33 million

acres. Such agricultural produce as rice,

beans and pulses, corn and sesame are the

nation’s food supplies as well as export

earners.

Myanmar is in a position to produce

good quality rice, beans and pulses and

long-staple cotton that can penetrate the

international market. Therefore, efforts are

being made to increase the quantity as well

as quality of crops by extending cultivated

acreage and using quality strains.

The government has spent millions of

kyats on construction of dams, river water-

pumping stations and tube-wells to ensure

sufficient water for agricultural purpose.

As rice is the staple food of the nation, it is

necessary to boost production in the 2009-

2010 harvest season not only to meet

domestic consumption but also to export

the surplus.

As the agriculture sector plays an

important role in our drive for development

of national economy, we would like to call

on the peasantry to work for development

of the agriculture sector by trying to increase

crop production.

US soldier killedin Afghanistan

KABUL, 17 Aug—An insurgent gunattack killed a US soldier in Afghanistan,the military announced on Monday,adding to a climbing death toll of foreigntroops helping to secure the country aheadof this week’s elections.

The trooper was killed in the east of thecountry on Sunday, the same day threeBritish soldiers were killed in an explosionin the volatile south. “An internationalsecurity force member died after heencountered small arms fire from militantswhile on patrol in eastern Afghanistan on16 August,” the NATO-led force said in astatement. The soldier was from the UnitedStates, it said. Nearly 40 internationaltroops have lost their lives in Afghanistanthis month, according to independenticasualties.org which tracks the tolls fromthe conflict in Afghanistan and Iraq. the NATO-led International SecurityAssistance Force (ISAF) were killed insouthern Afghanistan on Sunday, apress release of the alliance said onMonday.

“Three ISAF service members werekilled yesterday, as a result ofImprovised Explosive Device (IED)detonation that occurred in southernAfghanistan,” the press release added.

“In fighting the militants andpreventing them from harassing thepopulation, these soldiers made thehighest sacrifice to help give the Afghanpeople a chance to improve their qualityof life. We will never forget them,” thepress release quoted Brigadier-GeneralEric Tremblay as saying.

KUALA LUMPUR, 17 Aug — A Britishpilot killed in a fiery crash in Malaysiawas an aviation entrepreneur conductinga test flight of his Jetpod “flying taxi”,reports said on Monday.

Michael Robert Dacre, 53, died onSunday when the prototype aircraftcrashed and burst into flames shortlyafter take-off from a landing strip in the

northern town of Taiping, Malaysianpolice said. The Star daily said Dacrewas an inventor and the managingdirector of British-based Avcen Ltdwhich planned to have the “Jetpod” eight-seater flying taxi in production by 2010.

It quoted witnesses as saying that theaircraft attempted to take off severaltimes before soaring into the sky andthen abruptly veering to the left andcrashing to the ground.

The Jetpod was designed to have acruising speed of 350 miles (550kilometres) per hour, be quieter andquicker than a helicopter, and requirejust 125 meters to take off and 300 metresto land.

In interviews when plans for the dualjet engine aircraft were unveiled, Dacrehad said he hoped the Jetpod wouldtransform inner-city transport.—Internet

BEIJING, 17 Aug—China is sending a vice ministerof trade to Washington to lobby US administration of-ficials against imposing duties on Chinese-made tires,the Ministry of Commerce said on Monday.

The Obama administration has until September todecide whether to levy duties up to 55 percent, in thefirst of a growing list of trade issues with China.

Chinese vice commerce minister Zhong Shan willargue that slapping duties on Chinese exports wouldraise costs for US auto manufacturers and consumers.He will meet with US departments including State,Treasury, Commerce and the US Trade Representative.

The duties, recommended by the US InternationalTrade Commission in late June, could reach up to 55percent in the first year, 45 percent in the second yearand 35 percent in the third year.

The petition to restrict tire imports came from theUnited Steelworkers union, which argues that the tireimports are destroying US industry. The Steelworkersrepresent 15,000 workers employed at 13 plants in nineUS states that together account for nearly half of UStire production.—Internet

Teheran dismisses gasolinesanction on Iran as “inefficient”

TEHERAN, 17 Aug—Ira-nian Oil Minister GholamHossein Nozari on Sundaydismissed sanctions ongasoline exports to Iran as“inefficient,” the semi-of-ficial Fars news agencyreported.“Iran possessesone of the greatest oil re-serves in the world, there-fore, no country can im-pose sanctions on Iran’sgasoline,” Nozari wasquoted as saying.

In the meantime, “all

the necessary measures forsupplying the country’sgasoline needs have beentaken,” he said.

Hojjatollah Ghani-mifard, an official of Na-tional Iranian Oil Com-pany, said last week thatIran is by no means con-cerned about any sanctionon Iran’s fuel demand.

CARACAS,17 Aug— Brazil and Venezuela will seeka geostrategic alliance on fertilizer, Venezuelan Presi-dent Hugo Chavez on Sunday told his weekly broad-cast “Alo Presidente.”

Venezuela’s Bolivar state borders Brazil’s Roraimastate and the latter needs Venezuela’s fertilizer to boostagriculture and downstream production such as live-stock farming, Brazil’s ambassador to Venezuela, Jaoode Souza, said during the programme.

Venezuela produces crude oil and natural gas, bothof which are key feed stocks for many industrial ferti-lizers.

CANBERRA, 17 Aug—A new strategy was launched on Monday to tackle climatechange and protect Australia’s 4.1 billion US dollar Great Barrier Reef tourismindustry.

The plan was revealed at the Tourism Futures Conference on the Gold Coast.It has been compiled by the Great Barrier Reef Marine Park Authority, Queens-

land Tourism Industry Council and Association of Marine Park Tourism Opera-tors.

Great Barrier Reef Marine Park Authority chairman Russell Reichelt said cli-mate change is the single biggest threat facing the reef.

“One of the key features is that it was developed by industry, but with the ma-rine park authority as a combined effort,” he said.

The plan covered raising awareness among operators and tourists, reducing thecarbon footprint of tourism operators and improving their energy efficiency.

Senator Mr Jim Webb, Chairman of the EastAsian and Pacific Affairs Subcommittee of the USSenate Foreign Relations Committee has just com-pleted his visit to Myanmar. Mr Yettaw went alongwith Mr Jim Webb to be home. The Senator’s tour ofMyanmar was welcomed and recognized both locallyand globally as a successful visit that helps deepen therelations between the US and Myanmar and reflectsMyanmar’s magnanimity and consideration.

During his visit to Myanmar, Mr Jim Webb metHead of State Senior General Than Shwe and alsowith the Prime Minister and the Foreign AffairsMinister and exchanged views. Moreover, he heldmeetings with the State Constitution Drafting Com-mission, social organizations, national race armedgroups that have returned to the legal fold, and offi-cially registered political parties. He also had talkswith Daw Aung San Suu Kyi. The meetings indicatedthat the government cooperated in all seriousnesswith Mr Jim Webb in his mission.

International media praised Mr Jim Webb forthe good job for his compatriot Mr Yettaw. At hiscall on the Head of State, Mr Jim Webb made tworequests: to release Mr Yettaw who was punishedfor his violation of Myanmar law, and to let himmeet Daw Aung San Suu Kyi.

Mr Jim Webb said that Mr Yettaw committed aserious crime according to the Myanmar law, so hedid not want to ask a pardon; that however he re-quested that the government release Mr Yettaw fromthe social grounds; that the Myanmar governmentfulfilled his request with goodwill from the humani-tarian grounds in the framework of the law; and thatso Mr Yettaw had reunited with his family.

In my opinion, Mr Yettaw was found guilty, but thecase was worthy of consideration due to his bad healthconditions. According to the clarification the chief ofthe Myanmar Police Force made at the press confer-ence recently, he was in serious condition owing to thefact that he did not have meals for months. The govern-ment provided health care to him, spending a lot ofmoney. At the requests of Mr Jim Webb and the USEmbassy in Myanmar, the government issued an orderon humanitarian grounds to commute half of the UScitizen Mr Yettaw’s seven years’ prison term andsuspend the remaining prison term and to deport himfor his health and future and as a gesture of consideringrelations between the US and Myanmar. Now, he hasleft Myanmar together with Mr Jim Webb.

After the order was read, Mr Yettaw and his 13belongings and 17 kinds of medicine were handedover to the US consul. It was made known to MrYettaw that according to the order, he will have toserve the suspended term alongside a three years’term under the Immigration Law if he enters Myanmar

illegally again. The order depicts that the nation has anupright judicial pillar based on humanitarianism andmagnanimity.

Some foreign media expressed the government’spermission to Mr Jim Webb to meet Daw Aung SanSuu Kyi in his visit to Myanmar as a significantfulfilment. Their expression implicitly pointed outthat the United Nations Secretary-General on hisvisit to Myanmar was not allowed to meet with her,because they do not notice the difference betweenthe two situations. While the UNSG was on a visit,Daw Aung San Suu Kyi was still on trial at the courtfor her case and she was under the jurisdiction ofthe court. Now, the trial is over and she has beenpermitted to live in her residence under the sus-pended sentence. That means the government nolonger needs to seek the approval of the courtconcerned to arrange a meeting between Mr JimWebb and her. Being a member of the United Nations, Myanmar hasbeen cooperating constantly with the international or-ganization, and it will keep on cooperating actively withit. Myanmar recognizes and appreciates the good officesand efforts of the UN Secretary-General, but it did notattend to his request because of unusual situations andtime. I wish those foreign media would realize that.

Furthermore, Myanmar is a member of the globalfamily, and has positive attitude to cooperate with allother members in a friendly way. Myanmar dealsfriendly and equally with other countries in line withthe Five Principles of Peaceful Coexistence. In view-ing the international affairs, Myanmar does not haveany discrimination against or in favour of any particu-lar countries. On Mr Jim Webb’s visit, Myanmarenthusiastically cooperated with him because of itsstance to deepen the bilateral relations and relieve thedisagreements between the two countries, not becauseof his mother country, a superpower. If any othercountry is in place of the US, Myanmar’s stance willremain unchanged in that regard.

Mr Jim Webb issued a statement thanking theMyanmar government for its moves as a gesture oftaking heed of relations between the two countries withcorrect vision. He said both the countries hoped to usethe Myanmar government’s new moves as ways ofbuilding bilateral confidence and amity. At a pressconference before leaving Yangon Airport, Mr JimWebb revealed that he thanked the top leaders of thegovernment for allowing him to meet them. His visitwould help promote mutual understanding betweenthe US and Myanmar and hold working discussions.The 2010 election needed to be free and fair and it washoped that it would be so. Mr Jim Webb added that hewas able to discuss how to overcome existing obsta-

cles so that Myanmar’s political process acheiving itsgoal. He hoped that the relations between the US andMyanmar would continue to improve. He had al-ready believed that the barriers to building amitybetween the two countries would be overcome sometime. With a view to mending the bilateral relations,he would hold discussions based on his visit toMyanmar with the US administration and Secretaryof State Hilary Clinton.

In response to a reporter’s question, Mr JimWebb said he supposed that conventional economicsanctions against Myanmar would not yield anybenefits. In reality, he was the one who opposed theeconomic sanctions against Myanmar. He pointedout that a negotiation through diplomatic channelwas necessary in order to lift the sanctions againstMyanmar gradually. But we had learnt before hisvisit that a spokesperson of a big opposition partysaid that they could not recognize Mr Jim Webb, whoopposed the economic sanctions against Myanmar,as a politician who should be welcomed and that theywere indifferent to his visit as it could not be demo-cratically beneficial.

Even an influential US senator opposes theeconomic sanctions against our country but it isfound that anti-government Myanmar groups aredemanding further economic sanctions to get theirown country into trouble. They are indeed quis-lings. It was said that recently, the EU included morepersons and organizations in the list of the economicsanctions against Myanmar. Those persons and or-ganizations have been banned from entering the EUcountries and their assets will be frozen. To makematters worse, Nwe Aung, a so-called activist ofMyanmar affairs in Europe, made a shameful remark.He said they had demanded legal staff as well asinsurance services and marine products should bebanned. But they had not been in time to ban them.Even though the EU sanctions worked to a certaindegree, they were not satisfied with that, he said.Actually, they did not do a single thing to serve theinterests of their own country and people but have beensticking to destructive acts. Their attitude and acts areso mean. If they still regard themselves as Myanmarnationals, they should not be that disloyal to their owncountry and people. Even a senator from a foreigncountry shows goodwill towards the Myanmar people.If so, Myanmar people should show more goodwilland repay the gratitude of the State.

The US government has issued a statementwelcoming the visit of Mr Jim Webb and his success.Internal and external media also remarked that MrJim Webb was the first person as a US top officialwho was allowed to meet the leader of Myanmar. Hisvisit was more successful than expected due to thepositive responses of the Myanmar government.

Looking from our side, the government hasbeen able to show positive and friendly attitude in thearea of international relations. It has also been able toshow respect for humanitarianism and human rights.Moreover, it has respected the rule of law and couldmake a fair and right legal decision. And this must berecognized. All in all, I believe that the visit of Mr JimWebb is a success for both sides as well as the firststep to promotion of the relations between the twocountries. Indeed, it is the first step towards marchingto a 1000-mile destination.

Three scientists at theuniversity discoveredcatalytic DNA known asdeoxyribozymes that cancleave DNA strands tobecome catalysts forresearch.

BEIJING, 17 Aug—China and Brazil agreed hereon Monday to further military ties, especiallycooperation between the two land forces.

Since China and Brazil began diplomatic ties 35years ago, their relations have developed rapidly,and bilateral military ties have developed in thesame way too, said Chen Bingde, Chief of theGeneral Staff of the People’s Liberation Army.

Chen made his comments in a meeting herewith Raymundo Cerqueira, commander of LandOperation of Brazilian Armed Forces.

Chen hoped both countries could make effortsto advance the relations between the two landforces, in a bid to promote the long-termdevelopment of military ties and deepen the Sino-Brazilian strategic partnership.

Cerqueira said Brazil attached great importanceto ties with China, and viewed military ties as beingof the same importance as economic and diplomaticties.

NAY PYI TAW, 17 Aug—The airport health department transferred a 33-year-old woman who had returned from Indonesia to Webargi SpecialistHospital on 16 August. After giving her a medical check-up, the NationalHealth Laboratory confirmed that she was found to have been infected withA (H1N1) virus. She arrived back Myanmar by flight No MI-520 on the sameday and was the twenty second patient.

A total of 129 passengers who were aboard the plane together with thepatient and 131 airport staff are being kept under surveillance in theirrespective places.

Today, a 40-year-old man has been discharged from the hospital sincehe has fully recovered from illness. Surveillance measures against those whohad come into contact with the patient have been halted.

Up to now, the number of persons infected with the virus has reached 22in Myanmar. Seventeen out of whom have been discharged from the hospitalas they have fully recovered from the illness.

The remaining five patients are being given special medical attentionby specialists.

Until now, the National Health Laboratory conducted lab tests on 173flu-suspected persons and confirmed that only 22 were tested positive for thevirus.

Killer Spices Can “Season” Pests to DeathSprayed onto crops like anygarden-variety pesticide,the plant oils repel insects,similar to how chili pep-pers can repel elephants.Other oils kill pests out-right, the study says.

Originally intended forthe perfume and food-flavoring industries, thekiller-spice oils are alreadyavailable wholesale andmay be headed to retailshelves if the new usecatches on, the researcherssay.

The all-natural pes-ticides should be inex-pensive too, Isman rea-sons, since they're alreadyin widespread use aswholesale perfume ingre-dients and flavorings forfood. Companies are al-ready working to bringthe spice oils to retailshelves for farmers, hesaid.Research suggeststhe oils interfere with theinsect nervous system,making the muscles sohyperactive that bugs es-sentially spasm todeath.The oils also candisrupt an insect's cellu-lar membranes, causingfatal leakages of essen-tial fluids.The plant oilsare most effective againstsmall, soft-bodied bugsthat suck on plant juices,such as aphids, whiteflies,and spider mites.
