Safeguard cultural heritage

and national characterMyanmar culture has existed and

flourished since yore. Cultural heritage

above ground and ancient cultural heritage

unearthed in Myanmar stand witness to the

fact that Myanmar culture has been flourishing

since human beings have come into existence

on Myanmar soil.

The Ministry of Culture is taking steps for

excavating and safeguarding Myanmar cultural

heritage and national character. Ancient cultural

heritages need to be safeguarded as they are in

danger of disappearance with the passage of time.

The tasks include the maintenance of

religious buildings, excavating of palaces and city

walls of ancient Myanmar kings, conducting

research into the findings in ancient cities and

collection of historic items, stone inscriptions and

palm leaf and Parabaik.

A researcher team of Archaeology,

National Museum and Library Department

and Historical Research Department

conducted research works in ancient Pinle

City of Myittha Township, Kyaukse District,

Mandalay Division in early June. Launching

the excavation tasks at No 15 Mound out of 30

mounds, the team found the structure of a

Buddhist religious edifice.

The religious edifice found is identical

with the structure and brick decorations of

religious buildings found in ancient Beikthanoe

city and Srikhestra city. Based on the findings,

research into cultural heritage and national

character of ancient Beikthanoe, Hanlin,

Srikhestra cities will be carried out.

The government is trying its utmost in

safeguarding ancient city walls that cover

cultural heritage and national character as a

national concern. At such a time, excavation and

safeguarding of religious edifices and cultural

heritage is to be carried out with added

momentum. And only then, will historically

priceless Myanmar cultural heritage be in

perpetual existence.

It is time to think of efficient use ofenergy as well as alternativeenergy sources…

(from page 1)As you all are aware

that this meeting comes ata time when we areembracing global challen-ges such as energysecurity, climate change, environmental degra-dation and global financialcrisis.

These issuesadversely affect economicand social developmentand the well being of ourpeople.

It is therefore crucialfor all countries, particularly all of us inthis region to tackle thesechallenges collectivelyand effectively.

The Theme of thisevent is “SecuringASEAN’s Energy FutureTowards Prosperity andSustainability”.

It is my belief that thistheme is quite appropriateand timely for what we allare facing today and ouraspiration for the future.

We have to worktogether for energysecurity and sustainabledevelopment.

Among others, energy is crucial totransform ASEAN into anEconomic Community by2015 in a secure, prosperous, rules-based,competitive, resilient andintegrated way.

Since ASEAN is oneof the fastest growingeconomic regions of theworld, energy demand ishigher and higher byeconomic anddemographic growth. The

region’s over-reliance onexternal sources of oilwould have seriousimplications on thesecurity and stability ofenergy in the region. It istime to think of efficientuse of energy as well asalternative energysources.

Sustainable develop-ment of the ASEANregion requires devotedefforts to regional energysecurity endeavours.

It requires practicalpolicy and strategies toenhance energymanagement, closercooperation in energyproject development,

efficient energy usage, clean energy promotionand development ofalternative and renewableenergy including researchand development, sharingof experiences andtechnical know-how.

Myanmar attachesgreat importance toASEAN EnergyCooperation Programmesand is activelyparticipating in theregional cooperationactivities.

Myanmar has beenworking its best to haveenergy supply security andat the same timeembarking onprogrammes for energyefficiency andconservation as well asdevelopment of alternativeand renewable energysources.

In order to reduce priceinstability, dependence on

fossil fuels and to mitigateenvironmental impact andto harness the effects ofclimate change, seriousconsiderations have beenmade and plans are inplace to promote privateparticipation in thedevelopment of biofuels.Presently, test plants andsome small scale plantsare in operation to producebiofuels.

Myanmar will do itsutmost endeavours tocooperate with otherASEAN member countriesas well as ASEAN+3 andEAS countries in its effortsfor energy security, climatechange issues and

mitigation of environmentalimpact.

In conclusion, I wishyou all to achieve fruitfuldeliberations and greatsuccess in the meeting.

“Brother”“What, junior?”“Could I ask you some questions?”“Why not?”“I am afraid but you are reading now, am I

disturbing you?”“No, you aren’t. You may ask me if there is

anything you do not understand.”“I am eligible to vote in the 2010 election, ain’t

I?”“Certainly, you were born in 1991, so you have

turned 18 now. All citizens who are already 18 in2010 have the rights to vote.”

“Are there certain persons who have no right tovote?”

“Yes, according to the laws and by-laws, everycountry designates certain people who have noright to vote and certain people who have no rightto stand for election. In our country, those who areunder 18, people with unsound mind, members ofreligious orders and people who are serving theirprison terms do not have the right to vote or tostand for election. This has been practised in suc-cessive periods. I think this must also be practicedin the 2010 election.”

“Democracy means the consent of the majority ofthe people, doesn’t it?”

“Yes!”“I have learnt that the people have been asking for

democracy since the time before my birth.”“Of course!”“The cause of taking that long must be that the

Tatmadaw government wants to hold on power, then.”“You said the Tatmadaw government must want

to hold on power for long, then, what for did itannounce that it would hold an election in 2010?”

“Oh, you are right.”“If the Tatmadaw government had wanted to hold

on power, it would not have held the referendum in2008.”

“Yes, that is for sure.”“And if the Tatmadaw had been power-craving,

it would not have formed the Constitution DraftingCommission and would not have drafted the constitu-tion yet.”

“Right!”“Before you were born, the government held the

National Convention with the representatives fromseat-winning parties and the representatives from allthe parties to write a constitution. So, it is apparentthat the Tatmadaw has a plan to hand over power.”

“Yes, I got it.”“The Tatmadaw urged the winning party to draw

a constitution, and it would hand over the power if thepeople approved it. But, it was very stubborn of somepoliticians to persist in making a demand for handingpower immediately.”

“They were in haste, then.”“While protests and riots were raging in 1988,

President Dr Maung Maung promised that he wouldhold a presidential election in three months. But,some conceited politicians stuck to the demand forhanding over power to them as an interim govern-ment. That is clear evidence.”

“Howe conceited and greedy they were, then!”“That’s why it takes too long unnecessarily. They

are claiming as if the Tatmadaw is power-craving.They are deceiving the people into misunderstanding

New nation can be visualizedKo Ko Nyi Nyi

the Tatmadaw. Those who are making the process taketoo long are some people without much knowledgeand self-control. As a matter of fact, the multipartysystem cannot be practised without politicians. Ourcountry still needs many politicians of youngergenerations. I would say parties must pay firstpriority to national interest.”

“It is as said by a writer that there will be a newgame with new players in a new football pitch. Right?”

“It doesn’t matter whether they are old or new. What is important is to make sure that any politicianscannot come to power through a shortcut. Politicianshave to obey the existing rules and regulations and thelaw. No man is above the law. It must be a fair one.”

“Our country saw a group of politicians who saidthe independence for which General Aung San andmembers had struggled and regained was not genuinebut a complete sham. They had said so since the pre-independence days of 1947. And they proclaimed thatthey would wipe out parliamentary democracy systemand occupy the country through armed insurgency.”

“What an absolutely wrong concept!”“Yes, it was. Because of them, our country saw

armed insurrection and lagged behind other countriesin development due to lack of peace and stability forabout 40 years. Our country could do nothing for itsdevelopment and went impoverished.”

“Their conceit and grudge had a strong negativeimpact on our country, then. It is a historic lesson.”

“Their policies were just to attract public support. They thought that it would go only with their partici-pation, those who came to power would be no one butthem. And they hated to share power with others. Theywere so power-craving that political parties split andthe people remained disunited. They failed to focus onnational interest.”

“That was the reason why our country laggedbehind other countries in development.”

“Certainly, but let bygones be bygones. What weshould do is that we learn lessons from that.”

“Yes!”“Look out if some arouse the people to take to

the streets to come to power. In reality, they areanti-democracy elements, not pro-democracy ac-tivists.”

“Why?”“See it, some politicians are demanding that the

government should amend the constitution through ameeting with them.”

“Oh, is that so? What should the government dofor them?”

“The government can do nothing, because 92.48

per cent of the voters cast yes votes to approve theconstitution in 2008. The people voted freely andfairly in the referendum. The people all know that it isindeed mandate.”

“The government, the commission or the Na-tional Convention cannot amend the constitution whichthe public has approved, because that is written throughdiscussions in a democratic way.”

“It can be amended if necessary.”“How is it to be amended?”“After a parliament comes into force following

the 2010 election, members of the Parliament canmake amendments to it through coordination in ac-cordance with the provisions of the constitution. Theyknow that. It is not because they don’t know butbecause they don’t believe in democracy, and theydon’t acknowledge the people’s reasoning power. Those proceedings are to be carried out in the frame-work of the law. That is in accordance with demo-cratic practice.”

“I see, I see. That is flexible, not rigid.”“In democracy, all have to respect the decision of

the majority. They even do not make up one percentof the population, but they are demanding in disguiseof pro-democracy activists that the constitution ap-proved by 93 per cent of the people should be amended.Indeed, their demand is nothing more than to come topower, and to do as they wished.”

“Yes, I got it.”“We all must put our trust in the people’s vast

knowledge, we all must respect the power of thepeople. They consider that it won’t do without them.It is not fair if their party cannot take a leading role.It doesn’t matter even if it takes very long, thecountry continues to lag behind other countries, andthe people are miserable physically and mentally. They have to disrupt the democratization process.Their views are out-dated. So, we have to leave themout.”

“The people aspire to development and democ-racy.”

“Yes, we have to ward off subversive elements, and disruptions. I have something to tell you.”

“What is it?”“It is a western tale about the hell and the heaven.”“Tell me that. I am in all ears.”“It is like that. Once, there was a man dying in

human abode. The king of the hell conducted himround the hell and the heaven. At a place, he saw manyugly, raw-bone people. They were hungry, angry andnoisy. There were plenty of food on a table, but they

age 30. Experts also foundthat all types of ultravioletradiation caused worryingmutations in mice, proofthe radiation iscarcinogenic. Previously, only one type of ultravioletradiation was thought to belethal.

The new classificationmeans tanning beds andother sources of ultravioletradiation are definitecauses of cancer, alongsidetobacco, the hepatitis Bvirus and chimneysweeping, among others.

The research was

Glacier thawing speeds upin Yangtze River sources

XINING, 29 July—Glaciers covering almost 233square kilometers have melted over the past 30 yearsin the source area of the Yangtze River, China's long-est waterway, due to global warming and the meltingis accelerating, experts said Tuesday.

By last year, the total area of glaciers had decreasedto 1,051 square kilometers from 1,283 squarekilometers in 1971. Nearly 1 billion cubic meters ofglaciers were melting yearly, said Xin Yuanhong, sen-ior engineer at the Water Resources and Geology In-stitute of western Qinghai Province.

About 164 square kilometers of glaciers melted inthe source area in the Qinghai-Tibet Plateau from 2002to 2008. However, the figure was only 68 squarekilometers from 1971 to 2002, said Xin, who partici-pated in the ecological and geological survey on thesource area of the Yangtze River.

The melt can reduce water in the lower reaches ofthe Yangtze River, dry up lakes and triggerdesertification, said Xin. He said the rising tempera-tures in the area due to continuing global warm werethe major cause of the glacier melt.—Internet

Mayors say Canadahas no swine flu planSUMMERSIDE, 29 July—Canada has no plan to keep

essential services going if a swine flu pandemic be-comes a plague, a key national group of mayors andother municipal officials said.

“The global outbreak of the H1N1 virus has exposeda serious gap in the federal government’s overall pan-demic preparedness strategy,” Federation of CanadianMunicipalities President Basil Stewart wrote in an openletter to Health Minister Leona Aglukkaq.

With no complete national plan or even guidelinesin place, “critical services that provide the foundationfor effective pandemic response measures” are at risk, his letter said.

The health of workers who keep cities and townsrunning would be especially important in a pandemicescalation, the federation argues.

For instance, police may be needed to keep orderoutside hospitals and clinics, transit workers wouldbe needed to get health workers to their jobs and mu-nicipal health officials would have to coordinate thedisease response, the federation says.

The federal government created a 500-page pan-demic plan in 2006, but the municipalities say it'sincomplete,The Globe and Mail reported.
