Next, Lt-Gen Min Aung Hlaing and party visited village post primary school where he called for academic affairs and provided foodstuff for teachers and students. At the General Administration Department office Lt-Gen Min Aung Hlaing inspects regional development undertakings in Muse District of Shan State (North) in Monkoe, Lt-Gen Min Aung Hlaing called on departmental heads to make efforts on education, health care and development tasks for local inhabitants in cooperation with officials concerned and presented foodstuff to them. On arrival at Monkoe People’s Hospital, Lt- Gen Min Aung Hlaing encouraged the patients receiving treatments there and donated cash and foodstuff. Afterwards, Lt-Gen Min Aung Hlaing viewed monsoon paddy fields on both sides of the road by car. Lt-Gen Min Aung Hlaing later looked into durability of Kyu-up-Wantane Bridge and left necessary instructions.—MNA It is necessary to turn out qualified technicians and to manufacture machinery during the period of State’s transition to an industrial country. The Ministry of Industry-2 has been fulfilling the requirements of the country. During the visit to the No.2 Farm Machinery Factory located near the village of Malun in Minhla Township, Magway Division, we saw labourers working actively at workshops of the factory. The factory produces farm machinery and machine tools which meet the set-standard and can help to overcome demands and challenges at work sites, said Factory Manager of the No. 2 Farm Machinery Factory U Than Htike. Especially, the Road-rollers for effective roadworks Article : Maung Maung Myint Swe; Photos : Myint Soe (Myanma Alin) factory has been manufacturing roadrollers, 4-ton trailers and winnowing machinery in line with the directives of the Ministry of Industry-2, he said. During the visit to the assembling workshop, we saw that workers are making big rollers to assemble in road-rollers. Road-rollers have got into production at the factory since September, 2004. So far, the factory has produced 30 road-rollers in the 2008-09 fiscal year. The factory sets its target of producing 150 road-rollers in the 2009-2010 fiscal year. A road-roller is equipped with a 80-horsepower engine, a gearbox, two controllers, two rollers and other parts. Engines for the road-rollers are manufactured by No.2 Farm Machinery Factory. The 10-ton road-roller is equipped with three rollers — one is in front and two are at back of the roller. When water filled in the rollers is boiling, the total weight of the road-roller reaches 11 tons. When the three rollers are filled with sand instead of water, the road-roller weighs 12 tons. The road-rollers can speed from 1.75 mph to 6 mph and can work 16 hrs without stopping. A road-roller has a capacity of 55,440 sq-ft per hour. The road-roller has six gears and its efficiency is 7 miles per gallon of diesel. With stability and peace, political,economic and social infrastructures can beimproved effectively in a nation or region.In such a situation, all forms of requirementscan be fulfilled to improve the living standardof the people.

Today, the government is having agood go at the process of transforming thenation into a peaceful, modern and developedone, mobilizing the participation of thepeople and taking full advantage ofconsolidated national unity. Now, peace andstability have been back to normalthroughout the Union as a result of the drivefor national reconsolidation.

Varieties of projects are ongoing forequitable development of all regions of theUnion. The Special Development Project,the Border Areas and National RacesDevelopment Project and the RuralDevelopment Project, for example, havebegun to yield significant results in thepolitical, economic, education, health andsocial sectors.

Now, the government is implementingthe State’s seven-step Road Map to build ademocratic nation in compliance with thewishes of the public. When the goal isachieved, as aspired by the people, the nationcan enjoy greater fruits of peace, stabilityand progress that call for collaboration ofnational races.

In a couple of decades, the government,the people and the Tatmadaw haveharmoniously built a large number ofinfrastructural buildings in various sectorsincluding in economic, transport, education,health and social fields.

The development of the Union isgaining momentum, and thus now is themost opportune time for the entire nationalpeople to do their bit with enthusiasm, teamspirit and tenacity in the democratic process.

US drone crashes in northern IraqMOSUL, 27 Sept — A US unmanned drone crashed

on Saturday in the Iraqi city of Mosul, the capital ofNineveh Province, without causing any casualties, theUS military and Iraqi provincial police said. The re-connaissance drone struck the office of the Iraqi Is-lamic Party, the major Sunni Arab political party, aUS military spokesman said.

There was no report about injuries and there wasno indication that the aircraft was shot down, he said,adding that the incident is under investigation. An Iraqipolice source in Mosul told Xinhua that a US dronecrashed on the building of the Iraqi Islamic party of-fice at the Ghazlany area, just south of Mosul withoutcausing casualties. There was no report about groundfire before the crash, he said, referring to that techni-cal reasons apparently were behind the incident. Antananarivo-Guangzhouflight makes stop over after

Antananarivo to Guangzhou in southern China had tostop over on the French-ruled La Reunion island afterreceiving a false bomb report. Midi, a French-languagedaily, reported on Saturday that authorities at theAntananarivo international airport received an anony-mous telephone call shortly after the flight took off at15.00 pm local time (12.00 on GMT) Friday, sayingthat an explosive device was in luggage on the aircraft.

The flight stopped at the La Reunion airport tocheck each piece of luggage on the plane.However,after nearly five hours of searching, the report said,nothing was found. Philippine storm leaves 75dead and missing

MANILA, 27 Sept—Rescuers plucked bodies frommuddy floodwaters and scrambled to save drenchedsurvivors on rooftops on Sunday after a tropical stormtore through the northern Philippines and left 75people dead or missing in the region’s worst floodingin more than four decades. China issues alert on approachingtropical storm Kestana

BEIJING, 27 Sept—China issued an alert on Sun-day for approaching tropical storm Kestana, whichleft at least 51 people dead and 21 others missing inthe Philippines on Saturday.

Kestana, the 16th tropical storm this year, waslocated at 910 km southeast of Sanya City in south-ern China’s Hainan Province at 5 am on Sunday. Itcontains winds of up to 90 km per hour at its centreand is moving northwestward at 20 km an hour, thecentral observatory said. The observatory forecaststhe tropical storm will continue strengthening andwould hit southern coastal areas of Hainan or passthrough the southern coast of Hainan to lash coastalregions in Vietnam on Tuesday or Wednesday. Itordered boats in Kestana’s path to return to harbor.

US scientists in the Gulf of Mexicounexpectedly netted a 19.5-foot (5.9-metre) giant squid off the coast ofLouisiana, the Interior Departmentsaid, showing how little is knownabout life in the deep waters of theGulf.

Not since 1954, when a giant squidwas found floating dead off theMississippi Delta, has the rare speciesbeen spotted in the Gulf of Mexico.

The squid, weighing in at 103 pounds(46.7 kg), was caught 30 July in a trawlnet more than 1,500 feet underwater as itwas pulled by a research vessel.

The giant squid, which did not survivethe rapid change in water depth when

Rabies, a neglected diseaseDr Win Htin

Rabies is a zoonotic disease (a disease that istransmitted to humans from animals) that is caused bya virus. Rabies infects domestic and wild animals, andis spread to people through close contact with infectedsaliva (via bites or scratches). The disease is presenton nearly every continent of the world but mosthuman deaths occur in Asia and Africa (more than95 %). Once symptoms of the disease develop, rabiesis fatal. The first symptoms of rabies are flu-like,including fever, headache and fatigue, and thenprogress to involve the respiratory, gastrointestinaland/or central nervous systems. In the critical stage,signs of hyperactivity (furious rabies) or paralysis(dumb rabies) dominate. In both furious and dumbrabies, some paralysis eventually progresses tocomplete paralysis, followed by coma and death in allcases, usually due to breathing failure. Withoutintensive care, death occurs during the first sevendays of illness.

Rabies is widely distributed across the globe.More than 55,000 people die of rabies each year.About 95% of human deaths occur in Asia and Africa.The World Health Organization (WHO) South-EastAsia Region (SEAR) carries most of the burden ofrabies contributing to 60% of global mortality due tothis preventable disease of the estimated 25,000 deathsdue to rabies in SEAR, a majority are in India andBangladesh. In Myanmar, rabies deaths are reportedas 156, 153, 164, 186, 187, 266 and 235 annually from2001 through 2007. Here, under-reporting can beanticipated due to conditions like, when dog bittenvictims succumb to rabies in very remote areas orwhen they resort to traditional remedies, quackery orfaith healing at home, out of ignorance.

Most human deaths follow a bite from aninfected dog. Between 30% to 60% of the victims ofdog bites are children under the age of 15. Woundcleansing and immunizations, done as soon as possibleafter suspect contact with an animal and followingWHO recommendations, can prevent the onset ofrabies in virtually 100% of exposures. Once the signsand symptoms of rabies start to appear, there is notreatment and the disease is almost always fatal.

Globally, the most cost-effective strategy for preventingrabies in people is by eliminating rabies in dogs throughanimal vaccinations.

WHO sponsored workshop on RabiesElimination in South-East Asia was conducted inColombo, Sri Lanka on November 10-12, 2005. Asoutput of the workshop the following arerecommended—

- WHO should undertake advocacy at the highestlevel to elicit political commitment from MemberStates to initiate or strengthen where they exist, acomprehensive national rabies control programme

- WHO should develop generic guidelines forestablishment and implementation of a nationalrabies control programme and provide technicalsupport in formulation of risk communicationstrategy to be integrated into national rabies controlprogramme

- Member States should establish a comprehensivenational rabies control programme. The programshould receive technical guidance and supervisionfrom a national committee or task force that hasrepresentatives from all stakeholders

- The national programme should have an efficientlaboratory based surveillance system

- Member States should phase out nervous tissue-derived vaccines for human and veterinary use ina defined period of time and use modern, safevaccines of proven efficacy

- Mass vaccination should be the mainstay of caninerabies control programme and, whenever needed,it should be supplemented with other methods likeproper dog population management

- Member State should make cell culture vaccinesaccessible to the people living in rural areas wherethe rabies burden is highest. The intra-dermalroute of vaccination administration should bepromoted

- Member States should develop a riskcommunication strategy to obtain activeinvolvement of communities in rabies preventionand control activities

- Member States should encourage research to

develop innovative and efficient methods andtools to reduce the cost of the rabies controlprogram

In 2006, a group of researchers andprofessionals formed a global Alliance for RabiesControl. They created and began inviting partners tojoin the World Rabies Day initiative. The inauguralWorld Rabies Day initiative now involves human andanimal health partners at the international, national,state/provincial, and local levels, veterinary, medicaland other specialized professional and studentorganizations, and corporate and non-profit partners.The goal of this outreach is to mobilize awareness andresources in support of human rabies prevention andanimal rabies control. With the initial goal of engaging55,000 people to take action, one for each person whodies each year from rabies, the inaugural campaign onSeptember 8, 2007 saw participation of nearly 400,000individuals from at least 74 countries! Thisoverwhelming response was an important step forwardfor rabies prevention and control and further illustratesthe widespread recognition of the need for action tocontrol this easily preventable disease.

September 28 is World Rabies Day. The missionof World Rabies Day is to raise awareness about theimpact of human and animal rabies, how easy it is toprevent it, and how to eliminate the main globalsources. Even though the major impact of rabiesoccurs in regions of the world where many needs arepresent, rabies should no longer be neglected. Thetools and technology for human rabies prevention anddog rabies elimination are available.

Various related partners like ministries (Healthand Livestock and Fisheries), city developmentcommittees, vaccines industries, researchers, mediafor health education, expertise on risk communication,general administration, law enforcement, petassociations, communities, NGOs, UN agencies andstakeholders must collectively come in to play thecollaboration in advocacy and planning action ofrabies prevention and future elimination. Chelsea slip to this season’s firstdefeat as Wigan overplaying

Top three all win in Spain’sPrimera Liga soccer

MADRID, 27 Sept—FC Barcelona, Real Madrid andSevilla all won their Saturday games in the SpanishPrimera Liga soccer matches. FC Barcelona won 2-0away to Malaga in a physical encounter in the LaRosaleda Stadium. Real Madrid moved back to thetop of the table on goal difference following a 3-0 homewin over Tenerife.

However, as in other games this season, the resultis slightly misleading. Tenerife had as much posses-sion and as many shots as Madrid, but lacked thecutting edge on Madrid’s big money signings. Mean-while Sevilla remains third thanks to a 4-0 winaway to Athletic club Bilbao. Rat delays Air IndiaAmritsar-London flight

NEW DELHI, 27 Sept—A rat delayed a London-bound Air India flight from the Rajasansi airport inPunjab, northern India, on Saturday morning, saidan airport director.

Flight AI-187, which was scheduled to departat 6:30 am local time on Saturday from Amritsar,did not leave the airport even four hours later.There were 238 passengers on the flight. A ratentered the aircraft and the crew tried to search forit, airport director Chinson Panakal said.

Airport officials said some passengers noticedthe rat in the plane and informed the staff. Thepassengers were taken off the plane and waited atthe airport for Air India to make alternatearrangements. Some of the passengers said theywere unnecessarily harassed due to negligence ofthe airline staff.Passengers, especially senior citizensand those with children, said they had to sufferbecause of inadequate arrangements.

The automobile with our news crew on boardwas en route at high speed from Hpa-an to Mt.Zwegabin.

On both sides along the road were green paddyfields. Kya-in mountain range near TechnologicalUniversity (Hpa-an) was seen from afar. Some timelater, we were greeted by the prestigious university.It was pleasant to view the educational institutionwith the mountain range in the background.

In an interview, Principal of the university DrTun Kyaw Myint said, “Our university came intobeing as a government technical high school on 6September 1993. It was upgraded to GovernmentTechnical Institute on 12 August 1998, to Govern-ment Technological College on 28 December 2000,and to Technological University on 20 January2007. Our university is located near Yetha Villagein Hpa-an with an area of 35.194 acres.”

Till 1988, higher education was available onlyin Yangon and Mandalay. With the aim of enablingthe youth across the nation to pursue higher educa-tion in their own regions, all the colleges in the 24special development regions were upgraded touniversities on 20 January 2007.

The university conducts Civil EngineeringCourse, Electrical Engineering Course, Electric PowerEngineering Course, Industrial Engineering Course,CNC Engineering Course and B-Tech Course.

Ma Ei Mon Thet, a first year student of B-TechCourse, said, “I have learnt that in those days, theyouth here had to go to Yangon or Mandalay if theywanted to pursue higher education. When I passed

matriculation exams, our state had already got uni-versities. So, we do not need to go to other regionsfor tertiary education. We can study in our ownregion, so we can save time and money a lot.”

B.Tech first year student Ma Mi Myo MyoKyaw said, “I’m from Kawkareik Township. I aminterested in technology since my youth. Now, I amstudying the subjects I am interested in. So, I havedecided to try my best in my studies. I think I will

play a role in public welfare service with what Ihave learnt from the university. And I will con-tinue to try to be a role model for my juniors.”

On arrival at the Government Technical HighSchool, I interviewed Principal U Htin Aung Nyunt.He said, “Our school was opened this academicyear. Anyone under 18 who has passed the eighthstandard can join our school.
