With the recent advent of the sad affairs surrounding the death of an infant in custody in Windhoek, a Walvis Bay woman has come forward with shocking news. Allegedly, the practice of locking up infants with their mothers is not unique to Windhoek. She claimed it happens at the coast as well, highlighting an incident in Walvis Bay.

Following a brush with the law on a misdemeanour, the woman (name known to the Namib Independent) stated that when confined in the women’s holding cells for a day or two she encountered what she describes as a tragic scene of a mother and baby curled up in the cells.

“I was horrified at the spectacle. I simply could not believe what I was witnessing. What does it say about our people, if we can put a baby only about a year old in a prison holding cell? That image haunts me to this very day.”

The woman claims that enquiries as to why everyone in the overcrowded cell was locked up showed that ninety percent were in for murder. The victims were males such as husbands, boyfriends and family members. While she could sympathise with the terrible circumstances that pushed these ladies to a point where they were left

A builder on holiday at Long Beach alerted this newspaper to a house under construction at Long Beach that raises the brows of

professionals in the construction industry. The building might collapse under the weight of the roof because the openings were bridged with U-blocks instead of concrete lintels.

The source said the structure, which is at the roof level, did not have a post at the right angle of the corner window. Openings wider than the stipulated 2.5m were all bridged using U-blocks that

the commentators doubted were fortified.

Kevin Adams, Walvis Bay Municipality, said though council has building inspectors, it is not the responsibility of the municipality

to supervise builders and building contractors. He referred the reporter to the owner of the house for the goings on at the house.

with no option but to kill, the fact that the prisoners were murderers only compounded her utter disgust and disbelief that an infant could be placed in the same environment.

“I asked the mother (as beautiful as her child) why she was locked up. According to her she and her child had come down from the North and rented a shack in the back garden of a family member.

Her hope was to find work to support her child. After being unable to find work, she and the infant returned to the North. To her surprise she was arrested up North

as her family from whom she rented the shack laid a charge against her on account of not paying rent. She and the infant were transported by the police back to Walvis Bay, spending a night in the Otjiwarongo holding cells as well,” said the woman.

These cases are not unique as our court system is way behind. In instances like this the perpetrator would appear before court briefly to be notified of the charges and provided the opportunity to plea. In most instances of a plea of innocence, bail is often set depending on the severity of the crime. Where a

suspect cannot pay bail (often as low as N$500) they are simply sent to the very overcrowded and inhumane holding cells at the local police stations.

On account of the fact that the courts are overcrowded and these types of suspects cannot afford to retain the services of a lawyer they are left to the devices of the public system.

This means that a suspect – not yet proven guilty – may spend months and in some cases more than a year in terrible conditions before getting a court date.

A court appearance may result in a small fine only or an acquittal. In previous interviews with John Walters, Office of the Ombudsman, the Namib Independent was informed that the police cannot cope with the incarceration methodologies instituted by the courts and that even though the holding cells are over-crowded, unhygienic and not fit for humans to exist in, the police do not even have the resources to improve the conditions.

Only on Monday was an SMS sent into a daily newspaper insisting that Walvis Bay stop incarcerating

babies. This attests to the fact that the practice is not unusual and is an ongoing practice. Upon enquiries, the Deputy Commissioner of Walvis Bay, U Kashuupulwa, said that she is not aware of any infants incarcerated with their mothers in the Walvis Bay holding cells and that all further enquiries should be directed towards Commissioner of Public Relations of Nampol, E Kanguatjivi.

“In the event of a mother with a child being arrested, it is the duty of the officers to locate a family member who can take care of the child while the mother is incarcerated.”

Contacted for comment, the owner of the house, who lives in Windhoek, asked why the paper wanted to defame her builder. She said the building inspector had called her that morning after the reporter sought a comment from the council and she was happy the inspector told her what changes should be made to correct what is wrong.

“I am worried now because that plan has been changed and yet council approved it without the pillars,” the owner said. She later called the builder and told him that the newspaper was out to destroy his reputation and the builder came to the Namib Independent offices.

He said the very concerns raised now by the source of the story he had raised with the architect but he had not amended the plan.

“I know my job and I mentioned to the architect that there was need for pillars so that the building can carry the weight of the roof.

I explained the hazards of going ahead without pillars,” the builder explained.

An architect who was asked to comment on the pictures of the building said it was difficult to tell if the contractor used steel fortified U-blocks but said the use of pillars is recommended to fortify the roof carrying capacity of the structure and these were not there.

Another builder who was shown the pictures of the house said he is shocked that ordinary U-blocks were used for the lintels at the wide openings.

“There is supposed to be a lintel of

concrete to support the upper layers of these bricks and the roof. When they do the roof, I can assure you this thing will collapse.”

He added that even though the builders have reduced the window size and put a pillar in, the lintels are still needed.

“I don’t know who is going to buy that house. That house is going to fall or develop cracks after a short while because there is no steel wiring on those U-blocks from the look of it. These are ordinary U-blocks that were used. If they have steel wire how come there is a half block here,” the builder said, pointing to the picture. “This is a cheap way of building that risks peoples’ lives,” he fumed.

The garage part also risks collapsing, the builder said, because of the inability to carry the added weight of garage electric motors mounted at the top and the doors that

are also weighty.“Whoever is going to buy this

house will be buying nonsense. The architect did his job properly because all the specifications are there and in accordance with the building regulations.

Council approved the plan based on these specifications. The architect specifies that the lintels must be precast concrete lintels but this is not what is on the building.”

Another builder said in November last year a part of a roof of a house in Meersig collapsed, due to the use of U-block, instead of concrete lintels.

Standard Building Regulations, Chapter 2, Administration Part V for the Territory of South West Africa, forwarded to the reporter by Adams, exonerates council and its employees from any responsibility in the event that processes are not adhered to and if something goes wrong, the owner of the building is liable.

Said Adams, “We wish to point out that it remains the responsibility of the owner of the building to ensure that the structure is built in accordance with the requirements contained within the Standard Building Regulations.

“However, this does not release the local authority from its duties in terms of enforcing the provisions of the regulations and/or other applicable legislation. This would include, among others, the granting of approval and the phased inspection of construction work.

“The latter entails excavation, underfloor sheeting, flooring, sewer installation and completion of the structure.

“It is therefore critical that owners ensure that the builders they contract have the necessary credentials. The local authority is unfortunately not in a position to perform quality checks during the construction phase.”

Last week saw a new ambulance join the lifesaving network in Walvis Bay to extend their services in assisting with the numerous amount of life threatening incidents and accidents on the coast.

LifeLink have their head office in Henties Bay. They opened doors in November 2012, and have already grown to a fleet of four ambulances, forestalling another three ambulances to join later this year. Currently LifeLink has an ambulance service in Windhoek, Okahandja, Swakopmund and now Walvis Bay.

According to the company founder, Brian Low, the business has grown

significantly well over the past couple of years. He is looking forward to delivering a good service here. The Walvis Bay Ambulance is manned with four well-trained and qualified crew members, all registered with the Allied Health Professions Council of Namibia (AHPCNA), who between them have over 35 years’ experience.

“Our ambulances are equipped with advanced technology. They are also custom built ambulances all the way from the UK, which means they comply with the European Standards for Ambulances,” Low explained.

LifeLink base their service standards on the UK model for emergency services.

LifeLink also offer an air ambulance facility to patients in need

of an emergency transfer. “We are in conjunction with

Expedite Aviation, who provides an air ambulance service,” Low said.

Flight Operations Manager, Izak Smith, explained: “The Bell Longranger, Bell 222 and Cessna Citation Jet all have full medevac/air ambulance capabilities with litters (stretchers) as they were purchased as air ambulances and operated as such. These aircraft have facilities for stabilising the patient before transferring in what is called “the golden hour”. These facilities include Electronic Cardio Graph monitor, Cardio Defibrillator, Respiratory Ventilator, Oxygen, Immobilisation equipment with Advanced Life Support Paramedic Care on board.”

Massage Therapy for Dogs

The new animal rehabilitation clinic in Walvis Bay was opened by a local physiotherapist after she attended a course on canine rehabilitation. The first of its kind for Namibia it promises better healthcare for animals in years to come.

Physiotherapist Anna Mart Kruger was one of the only two health professionals from Namibia to attend the course on canine rehabilitation. The program, presented by the University of Tennessee at the Onderstepoort Veterinary Institute in South Africa, lasted from 3 to 16 January.

“In the first week we learned all the theory and then we did intensive practical work on dogs,” Kruger describes. “The dogs had temporary or permanent mobility problems and we focused on decreasing pain while increasing joint movement and flexibility,” she added.

The course also addressed other areas such as building muscle strength and endurance, improving balance and coordination and enhancing tolerance in exercise and daily activities.

According to Kruger, she plans to establish a long-term animal rehabilitation clinic in Walvis Bay.

“I always wanted to become a vet,” she lays out. “This is my second chance to make a difference, not just in the life of people but also that of animals.”

Kruger explains that physiotherapists use a variety of techniques in their practice which can be extended to animals.

“The principles of therapeutic exercises can be applied to dogs to treat inflammation, joint problems, osteoarthritis, neural disorders and post-operation recovery,” she explains.

The first patient of the Walvis Bay Canine Rehabilitation is Lilly, a Dutchhound with a neurological condition.

“After the vet has referred the animal to me, I will evaluate it and decide upon a treatment program,” Kruger explains.

Treatment techniques include working with heat and cold, water, massage and electrotherapy. Kruger clarifies how animal and human treatment differs.

“Dogs cannot talk and tell you where the pain is, but it is incredible to work with them because the physical results are immediate and satisfying.”

Kruger says that for now the Canine Rehabilitation clinic still remains a feasibility study.

“It is the only clinic of its sort in Namibia, and I have adapted my prices specifically for the coastal community,” she states.

Still busy with a lot of e-learning, Kruger has the final September exams looming on her horizon.

“Eventually I want to expand to other animals such as horses. One can apply the same theory to them but I still have to master the practical part,” Kruger concludes.

The Process and Project Co-ordinator is responsible for the operational management of spare parts processing, project and contract management and service administration. The role reports to the Project Support Manager.

Key responsibilities

Manage the customer services support teams to drive on-time delivery and responsiveness through processes that focus on cost, quality, customer satisfaction and profitability. Monitor the processes using relevant metrics and reporting

Ensure working procedures are defined and adhered to, to maintain quality in service delivery and meet customer timescales

Support the coordination and development of working procedures for repair & overhaul, upgrading, and turnkey projects, including pre-calculation and invoicing in the Area with particular emphasis paid to other R-R offices in the Area

Identify preferred suppliers for equipment, technical capability and resources required for service projects/activities. Act as the key interface for managing the supplier relationships

Pro-actively improve, monitor and report compliance against Rolls-Royce quality management requirements (as in QMS) and Health, Safety and Environment (HSE). Prepare for and manage internal and external audits as required

Work with the Area finance team to ensure periodic and ad hoc financial reporting requirements are met in a timely and accurate manner. Provide commentary and background information enabling users to understand the processes in the Back Office

Work with the Project Support Manager and Service Centre Manager to actively seek opportunities to grow and improve service delivery

Support and implement the Journey to Process Excellence (JtPE) improvement plans

Co-ordinate the Rolls-Royce component exchange schemes ensuring correct shipping of components both to customers and back to the place of refurbishment

Co-ordinate / liase with clearing agents with regards to Imports and Exports

Provide assistance with travel, consulate and security administration as well as being willing to travel in order to support projects.

Support the Project management process with administration of new projects

Key Technical / Professional competencies

Knowledge of the marine industry & market Demonstrated organisational capability, preferably within the marine sector Good verbal and written communication skills Fluency in English Ability to travel unaided Educated to N3 Grade or equivalent in a relevant discipline

The only batsman who was able to achieve double figures for the Swakop team was Marc Steele. He scored 26 runs from 54 balls before getting caught by Hennie v/d Westhuizen. Due to disciplined bowling and great fielding Swakop 2 was only able to reach a total of 84 all out after 31.3 overs.

The Bowlers of WBCC with the best figures were:

Helmut Mack with 8 overs, 14 runs and 3 wickets.

Colin Jones with 5 overs, 23 runs and 2 wickets.

Colin Peake with 2.3 overs, 3 runs and 2 wickets.

WBCC then took to the batting.

Swakop 2 took three early wickets in the first five overs. It looked like Swakop 2 stood a chance of defending their total, until openings batsman Nian Grobler started punishing the bowlers. Nian Grobler went on to score 50 runs from only 41 balls and hitting 6 sixes. The Rentzke brothers (Elton & Leeroy) came in and stood their ground to score the last 18 runs needed to win the match. WBCC reached the total of 85 in only 14 overs for the loss of 5 wickets.

Julian le Roux with 4 overs, 18 runs and 2 wickets.

Fritz Coetzee with 4 overs, 13 runs and 1 wicket.
