Dogs Shot in Cold Blood

Hunt is on for Mile 6 Dog KillerDonna Collins

The discovery of two dogs that were gunned down at Mile 6 fishing spot at the week-end, has caused uproar amongst members of the Swakopmund community who have slammed this as being a "cold blooded killing".

Photos that did their rounds on social media of two dogs lying dead in a pool of blood amongst broken beer bottles after having been shot in the head, have left residents and amongst others, the SPCA and Swakopmund Neighbourhood Watch outraged.

Now the hunt is on for the person who was spotted driving a white Toyota bakkie in this area on Sunday with the two dogs on the back. The SPCA has urged the public to come forward with any information of who the suspect is because they want to lay charges of cruelty against the offender.

Neighbourhood Watch received the call that two dogs had been shot and were lying at the old Mile 6 pump station, which has become a popular public fishing spot for day trippers. They described the scene as "disgusting and cruel" and on arrival, they loaded the dead dogs and took them to the Swakopmund Vet Clinic.

"It was an awful sight," said Henderik Burger, (Swakopmund Neighbourhood Watch) who also works as an Ops Manager for a Security Company,

stating that they are used to dealing with accidents and see blood all the time, but the sight of two lovely dogs shot in the head was disgusting.

Following the application by Erongo Red to the Electricity Control Board (ECB) for an 8.3% tariff increase for the 2015/2016 period, the ECB has granted Erongo Red an average weighted tariff increase of only 7.7% across the different tariff categories applied to groups of consumers in the Erongo region.

Speaking at a media briefing held last week, Erongo RED CEO, Robert Kahimise said, “The decrease translates to an average N$7 million in our budget, which is sustainable as far as Erongo Red is concerned.”

The approved increases range from between 3% and 12% across the different tariff categories. Tariffs for pensioners up to 40 Amps will increase by only 3% while the low income segment with a 30 Amps or less will

receive an increase of 5%. The social tariffs applicable to pensioners and low income households have been in place since 2011. Growing culture in schoolsJulia Hango

Namibia’s first Minster of Education Nahas Angula has applauded the current minster Katrina Hanse-Himarwa’s recent directive to start gardens in all Namibian schools.

Minister of Education, Arts and Culture, Katrina Hanse-Himarwa during her time as Hardap Region governor started pilot garden projects at schools in the region. During an interview with one of the nation’s leading publications; she said she is fully aware that there are children in the country who go to school on hungry stomachs and remains

passionate about poverty eradication. “Being a teacher myself I know that when you are hungry you cannot concentrate. Now that I am national I will continue to urge that all the schools and hostels in Namibia must have this,” she said.

Nahas Angula, also a former Prime Minister maintained that the establishment of vegetable gardens is a “good plan”, which according to him will create a culture of growing food. “Perhaps they can start harvesting rainwater from the roofs and start a drip-irrigation system. Water in Namibia is really a problem.” he said.

Môreson School – the school for the mentally impaired – in Katatura, Windhoek has been working on establishing a working garden of a

sufficient size and range to both teach the learners the joys and benefits of growing their own vegetables, and to provide the school with a healthy addition to school meals. In September 2015 Life skills teacher at the Swakopmund Primary School, Annemarie Mater embarked on a 'school gardening' project that she hoped will ultimately contribute to food security for poor children.

It has however been reported that according to a local hydrologist, the establishment of school gardens at the moment is not a good idea given the current water shortage and suggested that if it is such an important issue, schools can recover water from washing basins for use in the gardens.

Fishing industry to become more regulated

While determining the tariffs, Erongo Red took into account such factors as the impact of the 9.53% increase by Nampower, envisaged capital projects, the replacement of aging infrastructure and the servicing of the Development Bank of Namibia loan for the upgrade of the towns of Walvis Bay, Swakopmund and Arandis.

Kahimise outlined some of the projects currently underway:

The Bulk Upgrade of Walvis Bay: The new substation is now currently

under construction and should be completed by January 2017. The most recent power outage was as a result of continued work by Nampower for the upgrade of infrastructure for the town, including the construction of new 132kV power lines.

Electrification:This is an ongoing project which aims to connect the unconnected to the grid. 117 houses were recently connected in Otjimbingwe as part of this project.

Swakopmund upgrade:Electrical infrastructure at the Swakopmund substation is currently being upgraded and will include

and it was established that they were shot at a close range through the head. No bullets were found lodged in the skulls and it is believed they went straight through. Both animals were males.

A spokesperson from the Swakopmund SPCA Theresa Badenhorst, said that they would like to find the person who did this and lay charges of cruelty, in addition to which they were shot in a public place.

"We also ask people who do not want their dogs anymore to bring them to the SPCA where we can try and re-home them, and not to dispose of them by shooting them or other cruel methods of killing them."

Last week saw a debate in the National Assembly regarding the Marine Resources Amendment Bill, which many hope will limit the sale of fishing quotas by locals to foreigners and put an end to the dominance of a handful of Namibians in the industry.

The newly appointed Permanent Secretary in the Ministry of Fisheries and Marine Resources, Moses Maurihungirire said the selling of fishing quotas to third parties amounts to a transgression saying, “We have their names – we are going to trace them. Action will be taken against those who have sold [their quotas].”

According to Maurihungirire applicants for quotas have been known to “come up with rosy business proposals only to sell their quotas to third parties later.” A few businessmen have become exceedingly wealthy by watching the money roll in after acquiring rights and partnering up with foreigners with capital. It is well known in the fishing industry that quotas are sometimes awarded to people who do not even own fishing vessels, who rather sell their quota to the highest bidder and live off the profits,

year after year. President of DTA of

Namibia, McHenry Venaani contributed to the debate saying, “Let us start legislating as to what percentage a right holder can sell, as well as come up with deliberate efforts to create jobs in the fishing sector.”

The Minister of Finance, Calle Schlettwein prevailed on the fisheries ministry to ensure that recipients of fishing quotas were in good standing with the country’s tax authorities.

At the same event, Minister of Information and Communication Technology, Tjekero Tweya took financial institutions to task for not supporting local entrepreneurs and thus forcing them to sell their rights, saying, “Financial institutions must change their attitude of funding, because if we don’t, then how do we take ownership of our resources?”

When they [right holders] want to engage, the financial institutions turn their backs on them. The attitude of financial institutions in this country must change. If not, then the time has come for us to take serious action against them.”

Esau responded by saying, “It is high time banks start considering accepting fishing quotas as collateral so that our

the installation of a new 30MVA transformer as well as the construction of a new 11kV intake substation.

A power outage will be required when construction of the new substation commences on 19 July and during the following six weeks the entire town will be supplied from the Tamarisk substation. This effectively means that any faults on the network during this time could result in power outages of between 4 to 8 hours in certain parts of the town.

Kahimise also stressed that higher demand during the winter months not only results in higher electricity bills for consumers, but puts added strain on the network, and encouraged users to put energy saving solutions in place during this time.

people can have access to capital.”Commenting on the recent uproar over

the annual seal cull, Maurihungirire said that the ministry has sent a number of requests to critics asking for viable alternatives to the practice of seal clubbing, adding, “They have never come back to us about how to humanely kill them.”

At an event held to introduce the new Permanent Secretary, Esau commented that in regards to the ongoing phosphate mining issue, a legal opinion will be announced once he has discussed the topic with other relevant ministries, saying that an inter-ministerial committee is needed to adequately address the situation.

Also discussed at the event was the recent gazetting of a provision which allows fisheries inspectors to become fully-fledged law officers with the power to arrest anyone found disobeying the laws of the country without having to wait for other officers of the law to detain culprits. To this end, Esau said “We have made provision in the budget for a hovercraft. The craft is on its way and once it is here it will greatly assist in our ability to curb illegal fishing and illegal activities.”

Henties' new CEO shedslight on burning land issue

Donna Collins

Henties Bay is following Ministerial and Government directives when it comes to the distribution of land, and according to the new CEO Reinhardt Stevens Ochs, land in his town is not being freely allocated to the AR.

During an interview last week, Ochs shed some light on the direction this small angling town is going with regards to the land issue and unemployment of the people, and stated that the Municipality aims to develop Henties Bay to become the most "desired" seaside holiday resort.

Commenting on the land issue, Ochs said "everyone is free to apply for land with the municipality, but there is a procedure which needs to be followed and until the Ministry has issued a written approval no land will be allocated or just dished out," said Ochs firmly, adding that no one can prejudge the outcome but everyone will be treated equally.

He further added that this land grab issue "caught fire" before he was appointed CEO in April this year and he will not be held responsible for any communication that took place before his time.

"The AR has applied for land with the Henties Bay Municipality earlier this year, and we have acknowledged this application, as we are not against their request," he stated, saying that council is not going to buckle under pressure of misguided threats.

"Henties Bay Municipality doesn't discriminate against anyone who applies for land; anyone is free to apply but to qualify under the terms and conditions is another matter, and applicants need to go through the right procedures and channels.

"We have laws that guide us and laws that have been instated for a reason, and in the event of a violent demonstration over

land, we have a police force that knows what to do to people who cause unrest," he stated.

He further went on to say that even mass housing is unaffordable to the people because of the unemployment of the town, and that the Municipality is trying to find ways to meet the needs and demands of the town's residents.

Ochs said that he has accepted his challenge as CEO of Henties Bay to also create revenue generating projects for this popular town which has earned its reputation as a popular angling resort, as well as seasonal holiday destination.

"Henties Bay is a holiday town and we have only a few months of the year where we have a good economic injection, but for our survival and growth we must devise ways of creating other new projects and attractions to make the town more viable all year round."

He said that there is a huge need to bring in potential investors into the town, who can take it to the next level and create job opportunities and expand its potential. He said that apart from some private developers who are busy with smaller projects, a new multi-million shopping complex is being constructed by Woerman Brock which will be a boost to Henties Bay.

The N$15-million modern 5 000 square metre shopping complex will comprise a supermarket, hardware facility, bottle store, and numerous other smaller line shops, and construction was started in April. The plans are to be completed in December in time for the peak festive season.

On the back of this, it was also mentioned that the 2015/2016 budget was approved with an amount of N$107,870,205 being tabled subject to certain conditions, namely that salaries and operational expenditure should not

exceed 35% of the budget. Also an amount of N$4 million has been

funded by the Central Government for the construction of services for infrastructure development. Further to this the Municipal council must send an additional budget of N$10 million for construction of services remaining.

"Serviced land will provide an income for the Municipality and through the Government grant, we will be able to control the selling prices and keep land within an affordable range," Ochs explained.

"It is still early days and there are several projects which council will be working on, one of them being the establishment of a fully fledged Fire Brigade."

He also said that an organising committee for the annual Fis Fees are going to make changes this year, and the new "Angling Festival" which is being hosted in August, aims to draw more visitors and offer more stalls and highlights, to boost the town's economy.

Plans are in the pipeline to make improvements on the longstanding De Duine Hotel

O&L warms children's hearts

Family’s dream holiday ends in tragedy

Staff Reporter

Warmth surrounded the children of the JJ's Care Centre in Walvis Bay when the Ohlthaver & List (O&L) Group handed over 66 hand-made blankets to the Kindergarten recently.

In a statement released, O&L Group of Companies Manager for External Relations, Roux-tee Locke, said the blankets were hand-made by a group of local elderly women who come together daily to share their passion and love of knitting special blankets.

According to Venessa Mwiya, O&L’s Group Corporate Social Investment (CSI) Coordinator, the company has been supporting the elderly women with their craft projects for quite some time. “We purchase the blankets that they lovingly make and in turn donate them to needy communities. So far

the Central Hospital’s Cancer Ward, Namibia Children’s Home and other vulnerable children and elderly have been beneficiaries of the wool initiative,” she said.

Kim Flanagan, owner of JJ`s Care Centre expressed her gratitude towards the O&L Group for their support and said, "We are so thankful to receive these beautiful and colorful hand-made blankets. We love hand-made things as they are extra special! These will surely brighten up the children’s grey and cold days here in Walvis Bay.”

The JJ's Care Centre opened its doors on 1 September 2014 and it is an Edu-Therapy Day Care facility for children with physical disability and mental disabilities as well for children with learning difficulties.

It is based on the Christian foundation and offers guidance, support and a loving environment for special needs children. The Centre believes that all children should be given the opportunity to develop their full potential.

A South African family from the Western Cape’s visit to Namibia came to a tragic end when their mom, who was born in Namibia, died in a freak vehicle accident on their return trip.

Santie Lourens died on Wednesday last week when a large truck caused unusually strong turbulence as it passed their vehicle, causing her husband, Peter, to lose control of the car as it veered off the side of the road.

Also in the vehicle were the couples two sons, Adriaan (15) and Henro (19). Adriaan suffered head injuries and underwent surgery the following day. He is expected to make a full recovery. Henro was also hospitalised to treat an injured shoulder and a head wound. Peter only suffered bruises and scrapes.

According to a friend of the family, Santie was a native Namibian with most of her family still residing here.

Will rent control solve the housing crisis?

Sharon Brooks

It has recently been reported that a provision may be included in the Consumer Protection Bill which will aim to regulate property rental markets in an effort to ease the mounting housing crisis. Rental control has been implemented in a number of countries around the world with varying degrees of success. What would the possible effects be if the government decides to implement rent control in Namibia?

Rent price control is defined as limiting the amount a property owner can charge for renting out real estate by putting a price ceiling in place, preventing rents from being charged above a certain level or from increasing at a rate higher than a predetermined percentage. In addition, rent control legislation often includes provisions which do not allow landlords to evict tenants without reasonable cause.

Whichever policy the government chooses to implement, the effects would

be far reaching and an in-depth analysis of the advantages and disadvantages of rent control will have to be completed before any legislation should be implemented.

Advantages for tenantsThe first obvious advantage of rent control is lower rents and more controlled increases in rents which leads to greater disposable income for occupants. Another benefit of rent control is that long-term tenants living in rent controlled homes enjoy a greater security in their occupancy and hence gain a greater stake in their community and are more willing to put time, effort and even money into their homes.

Disadvantages for tenantsOne of the arguments against rent control is that a landlord who is seeing a lower return on his investment will be less likely to keep his properties in good condition, especially if he knows that the tenants are unlikely to move due to guaranteed low rentals costs.

Another important disadvantage

is that rental prices of properties that are not covered by rent control legislation are likely to sky-rocket as landlords seek to recoup the income lost from rent controlled properties.

Advantages for landlordsRent control holds one key benefit for landlords. As a rent-controlled property becomes a better and better deal for the tenants, they will become increasingly motivated to hold on to them. This can create a building full of tenants that do not cause trouble and always pay their rent on time and in full. If the legally allowed rent increases keep up with the expenses, rent control can make the building easy to manage and turn it into a relatively secure cash flow opportunity.

Disadvantages for landlordsThe owner of rent-controlled units typically faces two major drawbacks. The first is that you cannot charge the rent that the market allows. If rents in your community go up 6 percent and your maximum allowed increase is 1.9 percent, you will have to

leave that extra money on the table. Over time, this can leave you with rents that are significantly below market. In addition, since rent-control laws limit your ability to evict rent-controlled tenants or to raise their rents through improving their units, you are frequently stuck with low-rent paying tenants until they choose to leave.

Effects on the countryRent control often results in the diverting of investment from rental housing to other industries that yield higher returns, often resulting in a significant decrease in the supply of housing coupled with a dramatic increase in demand, causing the very housing shortage the government seeks to

prevent. On the other hand, rent control does not

include the massive capital expenditure that projects such as mass housing entails, while still providing affordable housing to low income citizens.

While it is of paramount importance that the government intervenes in the preposterous rental prices currently being charged in Namibia, where a shack carries a monthly rental price of N$600. And with such a massive backlog in housing, legislation to regulate this will have to be implemented in such a way that further development is not discouraged whilst tenants are still protected from being exploited by developers and landlords.

their victims before loading an unconscious Maier, their valuables and the girlfriend into a Toyota Land Cruiser.

Maier then apparently regained consciousness and attacked the perpetrators again. The suspects stabbed him with a knife before fleeing into the night toward a tarred road, where it was alleged they had parked an escape vehicle.

The injured Swiss woman with Maier in the back drove through the night until the land cruiser broke down. Half naked and barefoot, she walked to the nearest police station. The police spokesman said the woman walked several kilometres through the bush before she finally reached the Nakatwa station, the nature conservation authority. The officers immediately alerted their colleagues in Kongola about Maier but when the police and girlfriend returned to the vehicle, Andi Maier had died.

Police spokesman Konguatjivi said that the criminals stole two iphones, an ipad, a laptop, at least 300 Pula, a camera and N$13,000 in cash.

On Tuesday the police reported that a 34-year-old man had been arrested in the Lianshulu settlement in the Sangwali area on Sunday morning and that he is being interrogated by police in connection with charges of murder, attempted rape, aggravated robbery and kidnapping.

The focus was on soccer this past weekend as coastal schools went head to head in the FNB Namibia Classic Clashes. Swakopmund Secondary School claimed victory over Coastal High School on Friday, while Saturday saw De Duine Secondary School walk away the winners after a close game against Namib High School.

Swakopmund Secondary School striker Nathan Beukes scored two goals against visiting Coastal High School on Friday, earning him the award for Man of the Match, Goodwin !Awaseb added another goal to the final score of 3 -0.

Jonas Sheyavali of Swakopmund Secondary School was named the Namib Mills Hero for his ability to

perform academically while being an ambassador for the West Coast Safety Inititiave, the vice chairperson of the Learners Representative Council, a sea rescuer and a part time worker at Emed Rescue.

Saturday’s match hosted by Namib High School was a nail biter as both teams struggled to get close to the goal posts for the majority of the game. Namib High School failed to get the better of De Duine’s goal keeper and eventually De Duine Striker put two goals on the scoreboard to claim victory for his school.

De Duine Striker Elrico Januarie was named Man of the Match for his efforts, but Namib High School did not walk away empty handed after Bill Ackermann claimed the title of Namib Mills Hero for his excellent academic record.

POWER OUTAGE: SWAKOPMUNDSUNDAY, 19 JULY 2015

INFORMATION ON THE POWER OUTAGE AND PROGRESS ON THE PROJECT

Erongo RED and NamPower has commenced with the upgrade of electrical infrastructure at the Swakopmund Substation, which is one of the two infeed supply points from the NamPower network. This project includes the installation of a new 30MVA transformer and upgrade of all related equipment, as well as the construction of a new 11kV intake substation. This forms part of the medium term upgrade plan for the town.

The construction work will commence on 19 July 2015, where the outage is required to commence with preparation work to make the substation available to NamPower.

During the following 6 weeks from 20 July 2015 to 30 August 2015 the Swakopmund infeed supply point will not be available for the town. During this period, the entire town will be supplied from Tamarisk Substation. Erongo RED has made all necessary preparation work to ensure that the network will be stable to supply electricity to the entire town. It should be noted that this arrangement does not allow for any network redundancy and any fault on the network could result in unplanned power outages between 4 to 8 hours to certain parts of the town.

For this critical period, Erongo RED will have additional resources available to respond quickly to any network faults.

This upgrade work is required to improve the overall capacity and reliability of the Swakopmund network.

Similar planned outages of this magnitude are expected in August 2015, hence the details will be communicated through print and electronic media.

NOTICE OF POWER OUTAGE TOWALMUND AND SWAKOPMUND SUBSTATIONS

Notice is hereby given that the electricity supply will be inter-rupted on the following date: DATE: 19 JULY 2015DAY: SundayTIME: 06:00 – 18:00

Launched in 2012, Walvis Bay’s new light industrial area is rapidly expanding, with businesses beginning to flourish in what is fast becoming the new business hub in the coastal town. A wide range of services are available in the area, from mechanical repairs and body works through to office equipment rental services and pallet manufacturers.

Approximately 17 hectares of land have been set aside for the industrial estate. The speed in which this up and coming area is expanding is astonishing, and it seems that

new developments crop up with every visit to !Nara Namib, and the expansion shows no sign of slowing down.

Few residents, however, seem to be aware of the oasis of opportunities available in the new light industrial area, with countless businesses offering high quality goods and services not only to locals, but to international markets thanks to the areas close proximity to the port.

This week, the Namib Independent shines the spotlight on a few of the many businesses that make !Nara Namib Industrial Estate well worth a visit.

R.E.E Field Services/Body Works, situated in the newly developed Gateway Industrial Park are leaders in their industry with a 24 hour standby field service for breakdowns and offer high quality mechanical repairs and body works.

Started in 2012 by owners Riaan Viviers and Ruben Smithdorff, R.E.E has grown to become one the leaders in their industry with accreditation from insurance companies and motor dealer approval. It is worth noting that the owners have managed to sustain and expand this business without any external financing from banks, but have put time and effort, coupled with a great deal of passion, into making R.E.E the success it is today.

Both born in Walvis Bay, Viviers and Smithdorff were employed as truck drivers when they realised that the massive expansion in the town had created a need for the services offered by R.E.E.

Services offered by R.E.E include mechanical repairs on trucks and cars, trailer repairs, field services for breakdowns and fully equipped body works. With competitive

rates and high quality services, R.E.E has become renowned for reliability and are always willing to go above and beyond the call of duty to help a customer in need. This is evidenced by the fact that R.E.E is on 24 hour standby for breakdowns.

Just one example of the standard of quality services offered by R.E.E is the use of Standox for spraying of cars. Standox, which is made in Germany, is one of Europe’s leading refinishing brands and is recommended by all leading automotive manufacturers and guarantees perfect results, every time.

Their connections with companies in the United Kingdom, South Africa and the United States means that R.E.E is able to source parts that many other companies may not be able to find in addition to being able to offer cheaper prices through these connections. R.E.E

services the vehicles of transport companies all over Africa, from the Congo, to Zambia and South Africa due to their consistent and reliable customer service.

Plans are in the pipeline to further expand the body works department of the business and new modern equipment for the panel workshop such as a chassis straightener.

With an incredible passion for motor vehicles, restoration projects rank high on the list of the most rewarding aspects of the business for the owners. They recently spent four months restoring a completely dilapidated tractor from the 1950s to a fully functioning state, and one can see the pride on the owners faces at a job well done.

“The best feeling for us is when an owner phones to thank us because their vehicle is operating better than ever” says Smithdorff.

COLUMBIA - Photos of Pluto before Tuesday were nothing but a pixelated blur; but after the New Horizons flyby, pictures of the dwarf planet are clearer than ever before.

The flyby was launched while Pluto was still considered a planet over 9 years ago according to Professor of Astrophysics Angela Speck.

Since Pluto is so far away, it was hard for anyone to get a clear view of the dwarf planet until Tuesday.

"Pluto is very small and at a large distance, it's a teeny weenie little thing that is hard to see," Speck said. "So even with the Hubble Space telescope, this is the best we could do."

Speck said even though the Hubble Space telescope is very advanced, Pluto is just too far away to get a clear image with it.

The closest the flyby got to Pluto was at Tuesday 7 a.m. central time, but the flyby may have occurred hours earlier, Speck said.

"Because it takes so long for radio

signals to get back (from the probe), it takes hours for it to get back," Speck said. "So they (NASA) celebrated when they knew it was going past."

New Horizons will continue its mission through the Kuiper belt and to get a view of Pluto's moons.

Scientists discovered one thing about the Pluto they weren't expecting:

"We didn't expect that it's ever so slightly bigger than we originally expected," Speck said.

With the clearer images, the edges are more visible in pictures and scientists are able to see an extra 10 or so miles.

"This has some really big implications for understanding what's going on because it's less dense," Speck said. "That's going to have some impact on models and what's going on with it."

Other things scientists have noticed with the new images are the dark patches, active geology, craters and the fact that Pluto doesn't hold on to objects in its atmosphere.

Last year Swakopmund saw its first “Slutwalk” march and the demonstration will once again be held in the coastal town on Saturday 18 July in protest of explaining or excusing rape by referring to any aspect of a woman's appearance, and will call for an end to rape culture.

The march will begin at 13h00 at Swakopmund Police station and protestors will walk to the amphitheatre and will be entertained with live music, talks and poetry.

The campaign, which started on April 3, 2011, in Toronto, Ontario, with subsequent rallies occurring globally, began after

The Slutwalk comes to Swakopmund

Constable Michael Sanguinetti, a Toronto Police officer, suggested that "women should avoid dressing like sluts" as a precaution against sexual assault.

Marchers from all walks of life in Swakopmund are welcome to come together in a protest against

rape culture, and ever-increasing gender based violence in Namibia. Participants are encouraged to make their own posters and, while some protestors do dress provocatively, this is by no means a must, so dress according to the weather.

US Congress were invited by North Korea to inspect a bio-tech institute in Pyongyang that experts believe to be an anthrax factory for the military.

But a spokesman for the country’s National Defence Commission rebutted the suggestions, and angrily insisted that the Pyongyang facility was actually dedicated to the production of pesticides.

Inviting the entire US congress to visit the facility, the spokesman said: “Come here right now, with all the 535 members of the House of Representatives and the Senate as well as the imbecile secretaries and deputy secretaries of the government who have made their voices hoarse screaming for new sanctions.”

The anthrax claims were first made last week in a report by the US-Korea institute at Johns Hopkins University, and have been further supported by Mellisa Hanham, a researcher at the Center for Non-proliferation Studies.

‘It is hard to avoid the conclusion that the institute is intended to produce military-size batches of anthrax’, she said.

‘The bottom line is that regardless of whether the equipment is being used to produce anthrax today, it could in the near future’.

North Korean defectors have previously claimed that the development of biological weapons in the country has been ongoing since the 1960s, while a 2012 paper by the South Korean defence ministry estimated that the North was capable of producing lethal biological agents including smallpox and Anthrax.

If you think you pamper your pet too much, you've got nothing on this guy.

This pet sea lion made a few waves on its birthday, as it was treated to a two night stay at a five star hotel complex.

The son of Wang Jianlin - one of China's super-rich - wanted to give his beloved sea creature some real glamour. So he pulled out all the stops and booked out the whole establishment.

The sea lion was given the run of the premises at the popular Ocean Spring Hotel, in coastal Qingdao City. Stunned employees at the glizy resort were quick to reach for their cameras and snap the bizarre couple.

Like Toni and Andre, from the 1994 film, the pair appear to have an inseparable bond as they sit together on classy sun loungers.

Its owner, reportedly in his 30s, even arranged for kitchen staff to prepare a giant feast for his sea lion buddy. He was pictured feeding his pet delicacies from a tray of sausage and veg, as a delighted chef looks on.

Later, the sea lion takes a dip in the pool - hopefully he waited an hour after eating his delicious fishy buffet. The little guy was having so much fun that he refused to get out of the pool.

A 23-year-old man has been fined by a German court after admitting he put drops of sedative into his girlfriend's tea so he could continue playing computer games.

The man from North Rhine-Westphalia told the district court in Castrop-Rauxel that he "only put four or five drops into her tea", the Westdeutsche

Allgemeine Zeitung reported.

The boyfriend, who admitted to the charge of bodily harm, had been playing games on his console with a friend when his then-girlfriend arrived home at around 10pm after 10 hours at work.

The 24-year-old woman found that she slept until midday the next day after

drinking the drugged tea, telling the court: “Then I got up and drove to work although I was nodding off again and again."

She said that her now ex-boyfriend, had been on drugs at the time, which was the reason for their break-up soon afterwards.

An analysis of the girlfriend's hair showed that she had been under the

influence of those drugs just once, at the time when the man had slipped them into her drink.

The ex-boyfriend, who explained that he has now been off drugs for 10 months and would soon begin an apprenticeship, said: “It was stupid, but now I'm on a straight path."

We all know that most young guys have a bucket list a mile long when it comes to cars, and that on most occasions speed is the attraction. But for 25-year-old Swakopmunder Domenique Schieri he prefers to move slower, and for the past few years has taken his time in restoring an old Chevy Pick-up.

It all started when he laid eyes on the 1957 Chevy Pick-up, which he bought from a farm owner in Usakos. And like all old and mostly abandoned cars that have been left to lie around for decades unattended, this one was also in need of a lot of work and TLC.

Domenique set about restoring the Chevy from bumper to load box, by adding his own touches and ideas. For starters he changed the original green body paint and re sprayed it jet black, the old engine was replaced and fitted with a throaty V8 Lexus engine, and the interior was completely re-furbished and re-upholstered with genuine leather seats and trim.

Referring to his black Chevy as his "Sunday Drive", Domenique mentioned that he outsourced all the work on the vehicle, which set him back around N$200 000. The restoration took nearly four

years to complete, and apart from cruising the streets of Swakopmund and making display appearances at the Oval track raceway during an event, the last outing was at the Kuska carnival street procession, where the black Chevy led a convoy of 'old timers' that joined in the parade.

But the story doesn't end here. Domenique now has a new project that he is working on, and this time it is a 1953 Chevy two-door sedan, which he found on a farm in Dorabis lying under a tree in a state of total neglect. In fact the farmer was so glad to be rid of the rusted old relic that he didn't ask Dominique a dime for it.

After loading it onto a truck and depositing it at his workshop in Swakopmund, Domenique says that this will be a challenge, but he is saving up for its full restoration process which will take some years. This time he plans to do it differently by keeping the vehicle as authentic as possible.

He is considering sticking to its original colour and even engine type, but as with most projects like this, it takes time and patience, and whatever parts that will need to be replaced, must be ordered, or even made if they are not available.

"The Chevy is lying in bits and pieces at the moment, and

everything needs to be carefully worked out, because I learnt through my first project what not to do, so this time around I want to be hands on where I can, and do most of the work myself," said Dominique.

"I am going to take it one step at a time because this is an expensive hobby, but it is so satisfying to sit back and look at your finished product when it is all over, and when I am finished with this one, it will be the talk of the town."

His interest in collectable motor cars started out as a young boy, after he bought his dad a miniature Ford which spiked his interest later on in getting his hands on a life size model.

He is also the youngest veteran car collector in the Erongo Region and belongs to the Namibian Old Wheelers Club.

Asked if he would consider selling his vehicles once they are completed, he was in two minds about his answer, but did indicate that if the right buyer came along with the right price, he might consider it.

"I am not going to stop at this," he said. "And who knows what else might cross my path in the years ahead, because once the bug has bitten, you are hooked."
