Leadership Transition in the Episcopal Dioceseof the Dominican Republic

The Rt. Rev. Moisés Quezada Mota was installed as theBishop Diocesan at a ceremony in La Catedral de laEpifanía at 10 a.m. on Saturday, November 4, 2017.Bishop Quezada was elected during a specialconvention of the Diocese of the Dominican Republicon July 25, 2015, and was consecrated on February 13,2016. He has served as Bishop Coadjutor since thatdate. The Rt. Rev. Diane Jardine Bruce, Bishop Suffraganof the Diocese of Los Angeles, was the celebrant of theinstallation. The Rt. Rev. Lloyd Allen, Bishop of theDiocese of Honduras, was the preacher. A receptionand luncheon on the grounds of the cathedral followedthe installation.

Bishop Quezada is the third Dominican to serve asBishop of the Episcopal Diocese of the DominicanRepublic following the Rt. Rev. Telésforo Isaac (1972-1991) and the Rt. Rev. Julio C. Holguín (1991-2017).Bishop Quezada was ordained to the diaconate onAugust 15, 1982, and to the priesthood on May 22,1983. He has served in many churches throughout theDominican Republic and has represented the diocesein meetings of Province IX of The Episcopal Church.Bishop Quezada is married to Mary Jeannette PringleQuezada, and they have two adult children and agrandchild.

Thanksgiving for Bishop Holguín's Episcopate

The Rt. Rev. Julio César Holguín Khoury retired onNovember 1, 2017, after twenty-six years as diocesanbishop of the Episcopal Church of the DominicanRepublic. Retired bishops, active and retired priests,deacons, parishioners from around the country,members of Holguín's family, members of the Board ofDirectors of the Dominican Development Group, andother international visitors celebrated Holguín'sextraordinary ministry at a Holy Eucharist service atLa Catedral de la Epifanía in Santo Domingo,Dominican Republic, at 3 p.m. on Wednesday,November 1. A reception followed the service in theadjacent parish hall.

The Rt. Rev. William Skilton, assistant bishop of theDominican Republic (retired), preached the sermongiving tribute to Holguín's remarkableaccomplishments and spiritual leadership andremembering several amusing incidents during theirmany years of work together. Quoting from the Epistle,Saint Paul's letter to the Corinthians, chapter 3, verses4-11, Bishop Skilton praised Bishop Holguín as a manwho had "planted the seeds and watered them" so thatGod could make them grow. Bishop Skilton describedHolguín as a man of many talents, able to play happilywith school children and then turn quickly to conductbusiness with contractors.

Recognizing the solitary nature of the episcopate,Bishop Skilton also praised Milagros HernándezHolguín as the "incredibly supportive" wife of theBishop. From the Old Testament reading, Ecclesiastes3:1-7, describing "a time for everything," Bishop Skiltonreminded the congregation that Holguín's 26-yeartenure had been a time of extraordinary growth in thenumbers of churches built, clergy ordained, andparishoners baptized.

Bishops Holguín, Skilton and the Rt. Rev. Telésforo Isaacconcelebrated the Eucharist at the altar decoratedwith arrangements of white roses, gladioli, and daisies.

Following the service, Bishop Holguín announced (inSpanish, with interpretation into English by BishopSkilton) that he has recently been diagnosed with aneurological disorder of the spine that will require twosurgeries in the next three months. He has beenexperiencing numbness in his hands and legs as well aspain in his back. Referring to the reading for the dayabout "time and seasons," he said it was the right timefor his retirement. Holguín asked for prayers for therestoration of his health and thanked everyone fortheir support of his ministry.

DDG Board Meeting

The Board of Directors of the DominicanDevelopment Group met in the Obispo Hollyconference room in the diocesan office building inSanto Domingo on November 6, 2017. The boardmembers and visitors represented the followingdioceses: Dominican Republic, Eastern Michigan,Georgia, Michigan, Nebraska, New York, NorthwestTexas, South Carolina, Southwest Florida, and WesternMichigan.

During the meeting, the board members were excitedto hear about a significant improvement in the financialstatus of the Diocese of the Dominican Republic in2017. The Dominican Episcopal church has nowreached a significant milestone in its goal of financialself-sufficiency.

With the support from the Dominican DevelopmentGroup and mission companions across the United States,coupled with support from The Episcopal Church's MarkII self-sufficiency grant program, the Episcopal Diocese ofthe Dominican Republic is projecting that in 2018 it willbe capable of self-funding its operations for the first timein its more than 100-year history. This has all beenachieved while the diocese has experienced a dramaticgrowth and expansion of the ministries in communitiesacross the diocese.

The Dominican Development Group launched the LaPaloma Endowment campaign in February 2017 which seta goal of raising the endowment to US$10 million. Thiscampaign focused on the November 1st retirement ofBishop Holguin and his legacy as diocesan bishop formore than 26 years, and aimed to provide a solid base forBishop Moisés Quesada to begin his service as diocesanbishop. To date the campaign has raised over US$290,000.We are now less than US$248,000 from reaching ourgoal. We are continuing the campaign through the end ofthis year in hopes ofcompleting our goal.

2017 marked the 13thyear since theestablishment of theDominican diocese'sEndowment Fund orFOCA (Fondo deAutosuficiencia) in 2004.Under the leadership ofBishop Julio Holguin(retired) and expertinvestment strategy developed by the Dominicancommittee in charge of the fund, the diocese has realizedsignificant gains in this Endowment, which after receivingthe donations from the La Paloma campaign had a valueof approximately US$9,752,000 as of October 31, 2017.The annual proceeds from this Endowment are currentlyfunding more than 60% of the diocesan budget.

I feel personally delighted to write this note to each ofyou so that you can continue to follow us through ourwebsite. As some of you know, on November 4 of thisyear 2017 I was installed as the new Diocesan Bishopof the Dominican Episcopal Church, a church that formore than a century has been moved by the HolySpirit. Historically we had several bishops who servedas bishops in charge of the missionary jurisdiction ofour country until 1960 when the House of Bishops ofthe Episcopal Church named Bishop Paul Axtel Kelloggas the first Resident Bishopthus forming the Diocese ofthe Dominican EpiscopalChurch. When I wasinstalled, I then became the4th Bishop of our Church.

Aware that we are a thirdworld nation that hasexperienced a relativeeconomic development butwhere great socialinequalities still persist, theDominican Episcopal Church,responding to these needs,has carried out for many years an intense missionarywork in almost the entire country carrying the gospeland, at the same time, responding to the social anddevelopment needs in all places where we are present.Our missionary program includes taking “the bread ofknowledge” through our primary and middle schoolsand children’s shelters, health care through medicalattention and our Esperanza Clinic in San Pedro deMacorís, Micro-Credit and Community SocialDevelopment Program, Immigration Program,emergency assistance and other programs that wecannot mention now for lack of space. In theDominican society we have given a strong testimony ofour faith by participating actively in social andecumenical movements that seek the well-being of allDominican society and promote reconciliation among

I also want to tell you that our temples and places ofworship are always open for the celebration of theEucharist and other praise and worship services. In each ofthese activities carried out in these places, you find often amanifestation of great enthusiasm among those attendingand beautiful joy, the fruit of the brotherhood that existsamong the participants. Likewise, our temples are alwaysready for the diverse activities of the communities wherethey are located.

We are a Church moved by the Holy Spirit that in this newstage has great challenges. We are committed to the futureto continue expanding our Church to new places, buildingnew temples, and starting new programs of spiritual andevangelical renewal. The Dominican society at the presenttime has serious moral and social problems that requirepastoral work of family and individual assistance. In thispastoral work we are committed to the integraldevelopment of all members of the church and of society ina general sense. To achieve this we must move toward newinitiatives, and these initiatives must embrace and respondto the most urgent needs, especially the spiritual, moral andsocial needs.

We want as a Church, and especially I as a bishop, that yousupport us with your prayers, your missionary work, yourcontributions and your visits to this great ministry we havein our country as we face the new challenges we are sure tohave in this new stage.

Así mismo, nuestros templos siempreestán prestos para las diversas actividades de lacomunidad en donde están ubicados.

Somos una Iglesia movida por el Espíritu Santo que enesta nueva etapa tiene grandes desafíos. Estamoscomprometidos con el futuro para seguir expandiendonuestra Iglesia a nuevos lugares, construyendo nuevostemplos, nuevos programas de renovación espiritual yevangelistico. La sociedad dominicana en los actualesmomentos tiene graves problemas morales y socialesque requieren de una labor pastoral de asistenciafamiliar e individual. En esta labor pastoral estamoscomprometidos con el desarrollo integral de todos losmiembros de la iglesia y de la sociedad en sentidogeneral. Para esta labor pastoral debemos encaminarnosa nuevas iniciativas. Estas deben abarcar las másurgentes necesidades y responder especialmente lasnecesidades espirituales, morales y sociales.

Queremos como Iglesia y especialmente como obispo,que nos apoye con sus oraciones, su acompañamientomisionero, su aporte y su visita a este gran ministerioque tenemos en nuestro país y en los nuevos desafíosque de seguro vamos a tener en esta nueva etapa.

Happening (Vivencia in Spanish) is a ministry established inthe Episcopal Church during the 70s. In the year 1999, fiveDominican Happeners (who had their Happeningexperience in Puerto Rico), the missioners Bob and EllenSnow, a group of young adults that were ‘‘cursillistas’’ at thetime, and a team from the Diocese of Puerto Rico formed agroup with the desire to hold the First Happening in ourDiocese of the Dominican Republic. It was held with greatsuccess and gave way to more weekends that serve as aninstrument for participants to feel renovated in the Lord,reflect about their lives and their ministries in the churchand to grow in their leadership.

This ministry has around 18years in the country and hashad 17 weekends which havebrought blessings to thosewho participate as well as theteam who volunteer andwork tirelessly to developthe program of the eventwith selflessness. The event isusually celebrated every yearon the last weekend ofOctober, but this year‘‘Happening 18’’ wascelebrated on the firstweekend of September, onthe days 1, 2 and 3 for thehonor and glory of God.

It is an event that requires months of preparation fromyouth and young adults led by a Chaplain, and we currentlyhave the support of the Rev. Lourdes Zaya. Also, we havethe support of members of the clergy as well as laity tomake it possible for the weekend objectives to be achieved.This year 17 participants got together at CampamentoMonte de la Transfiguración in Jarabacoa with thecollaboration from the organizational team as well as thespiritual leaders which were called to serve.

Vivencia (en Inglés Happening) es un Ministerioestablecido en la Iglesia Episcopal durante losaños 70. En el año 1999, cinco vivencistasdominicanos (los cuales vivieron su experienciaen Puerto Rico), los misioneros Bob y EllenSnow, un grupo de jóvenes adultos ‘‘cursillistas’’en ese entonces, y un equipo de personas de laDiócesis de Puerto Rico formaron un equipo conel deseo de realizar la Primera Vivencia ennuestra Diócesis de República Dominicana. Estase realizó con mucho éxito y dió paso a un sinnúmero de fines de semanas que sirven deinstrumento para que los participantes se

renueven en el Señor,reflexionen sobre susvidas y sus ministerios enla Iglesia y crezcan en suliderazgo.

Este ministerio tienealrededor de 18 años enel país y ha realizado 17fines de semana los cualeshan sido una granbendición para losparticipantes comotambién para el equipoque trabajavoluntariamentedesarrollando elprograma de la actividad

Assembly, and meetings to share with each other.Happening is a space to have an intimate encounterwith Jesus Christ, our Lord and Savior. Those who livethis experience comes out renewed to sing, pray andwork in their church and to share the freeing love ofGod with the people who surround them at all times,places and circumstances.

As a way of taking advantage of our Diocese’saccumulated experience through its many years offellowship with more than 18 Dioceses, we areinterested in receiving Happeners from other Diocesesso they can live this experience of spiritual renovationin a Dominican style, starting with Happening 19 in theyear 2018, together with the participants who willbecome Happeners and also the team. In case aHappener wants to participate in this culturalexchange, after obtaining their Priest’s permission first,they would have to formalize with their Bishop’s officeand through our Bishop’s office, the Rt. Rev. MoisésQuezada Mota. We would love to share with ourbrothers and sisters who are Happeners from othercultures!

Vivencia es un espacio para tener un encuentroíntimo con Jesucristo nuestro Señor y Salvador. Quien viveesta experiencia sale renovado para cantar, orar y trabajaren su Iglesia y para compartir el amor liberador de Dioscon las personas que nos rodean en todo tiempo, lugar ycircunstancias.

Como una manera de aprovechar la experiencia acumuladapor nuestra Diócesis a través de sus muchos años decompañerismo con más de 18 diócesis, tenemos interés deque a partir de Vivencia 19 en el año 2018 podamos recibirjóvenes procedentes de esas diócesis compañeras para quevivan esta experiencia de renovación espiritual al estilodominicano, con los nuevos vivencistas y con el equipo. Encaso de un Vivencista querer participar de este intercambiocultural, después de obtener el permiso de su sacerdote,debe formalizarse la inscripción desde la oficina de suObispo y a través de la oficina de nuestro Obispo, Rdmo.Moisés Quezada Mota. ¡Nos encantaría compartir connuestro hermanos vivencistas de otras culturas!

November 28: Much of today wasspent in meetings at Colegio SanAndrés, firming up the details andsetting the schedule for our regionalworkshop series, set to beginThursday. Our jointDominicano/misionario team willpresent to Diocesan educationalleaders Thursday, then offer teacherworkshops to groups representingcolegios in 4 regions across thecountry. We will offer topics rangingfrom leadership for educationalchange to best practices for teaching mathematics.

December 1: Today we took our presentations to ColegioSan Andrés, in the Santo Domingo neighborhood of VillaJuana, north of the seminary. To emphasize the importanceof these sessions, Directora Miguelina closed the school sothat her entire staff could attend. Representatives from twoother colegios attended as well, almost 50 participants in all.San Andres served a morning snack, coffee and a terrificbuffet lunch. At the end of the day, presenters wereincredibly pleased; teachers were equally excited, telling usthat they now had many useful ideas to try in theirclassrooms (the goal of any workshop). Miguelina declaredherself “muy feliz”.

December 10: Once again, we “played” to a packedaudience. Schools from all over the Eastern Region madetheir way to Colegio San Esteban in San Pedro de Macorisfor our usual sessions in Humanities and Civic Education,Technology, Mathematics and Motivating Learners, as well

as updates on how Diocesan schools should respond torecent curriculum mandates. I was immediately struckby how we could fit over 55 people into a smallmeeting hall; later, I was dazzled by how well our groupremained enthusiastic and engaged throughout 4½hours of presentations. The sessions went a little“snappier” this time, with lots of teacher participationand nice transitions from topic to topic. After all, we gotsmoother the more we practiced.
