MAYOR’S MESSAGE I am delighted to welcome Peter Slattery as the incoming Mayor for The Flinders Ranges Council. Peter has made a significant contribution as a Councillor over the past five years and I wish him success for the future. At the close of nominations on 21 September, The Flinders Ranges Council received the same number of nominations as vacancies, therefore the election is uncontested and all candidates who nominated were declared elected. I offer my congratulations to our new Councillors Ken Anderson, Jannene Cannard and Bronwyn Filsell and our returning Members Ronald (Mopsy) Daniel, Gary Lucas, John Shute, Garry Thompson and Katie Walsh. CHANGES WASTE DEPOT OPERATIONS

January 2011 is likely to see important changes to the way Council currently

operates the Hawker and Quorn Waste Depots.

In line with Environment Protection Authority requirements, Council will convert the

Quorn Waste Depot to a Waste Transfer Station. The Hawker Depot will remain as a

landfill site at this stage, but will be subject to much stricter controls.

The two bin system currently utilised by town residents will continue and all Council

YOUTH ADVISORY COMMITTEE

The Flinders Ranges Council’s Youth Advisory Committee

(YAC) is a great way for 12-25 year olds to get involved in

the community.

The YAC works in partnership with Council to provide advice

on decisions that affect their lives. They also plan activities and

projects that encourage young people to get involved in their

local communities.

The Flinders Ranges YAC has been operating for 4 years with

Michael Slattery being an active member since the beginning.

Michael has been involved in many events that the YAC has

provided, with the highlight being the YACfest held in Adelaide

in 2008—YACfest was a forum held to strengthen and support

Youth Advisory Committees with the Minister for Youth, local

Council staff & elected Council members from across the state

attending.

On a personal level, Michael attends Quorn Area School and

enjoys playing cricket for Quorn and football for the South

Augusta Football Club.

The Flinders Ranges Council YAC meets fortnightly during the

school term and aims to hold an event each term. This year

we have organised a Blue Light Disco that was supported by

the Youth Centre and were involved with the Youth Day/Week

activities run in conjunction with Quorn Area School. The YAC

will be participating in this year’s Christmas Pageant, so keep

an eye out for us!

QUORN SCHOOLS FIRST WIN

Quorn Area School has been awarded a $50,000 Schools

First Local Impact Award for their outstanding partnership

with Pichi Richi Railway Preservation Society.

The “Ride on Track” community partnership involves Year 10-

12 students undertaking collaborative building projects with

the Society including planning and constructing

accommodation quarters for volunteers and students.

Schools First is brought to life by NAB in partnership with The

Foundation for Young Australians and Australian Council for

Educational Research.

Local Impact Awards are specifically awarded to schools that

have an established community partnership that are

delivering meaningful, positive student outcomes.

Quorn Area School is now a contender for an additional

$50,000 at the Schools First State Impact Awards, to be held

on Friday 22 October 2010. Good luck!

OVERMASS VEHICLES

A permit is required for oversize and overmass vehicles,

including bulldozers, travelling on any Council road.

The conditions and restrictions specified in the permit are

intended to ensure the following does not occur:

Damage to roads, bridges or culverts and road-side fixtures;

Danger for other motorists; and

Danger for the safe passage of the vehicle, driver and load.

Council allocates a significant proportion of its annual budget to

the maintenance and upgrade of Council roads. Damage caused

to road surfaces by the treads of bulldozers and other heavy

vehicles is expensive and time consuming to fix.

Expiation notices will be issued if you do not hold a permit as

required and the cost of reinstatement of damages will be

sought.

To obtain a permit for your oversize and/or overmass vehicle,

Nominations for the Australia Day Citizen of the Year Awards 2011 are now

open and all South Australians are encouraged to nominate people that make

significant contributions to their community.

The Awards reward and recognise individuals and organisations that have made a

noteworthy contribution during the current year, and/or give an outstanding

service over a number of years above normal employment duties.

The Awards rely solely on public nominations so this is your opportunity to have a

say in who should be honoured on Australia Day 2011.

The Citizen of the Year program is conducted by the Australia Day Council of SA in

partnership with every council across South Australia. Each Council is able to select

a Citizen of the Year, Young Citizen of the Year and Community Event which is

presented at a civic function on Australia Day in the respective community.

Outstanding contribution and community service includes areas such as:

education, health, fundraising, charitable and voluntary services, business, sport,

arts, the environment, or any other area that contributes to the advancement and

well being of a community.

CATEGORIES

Citizen of the Year Award— the person

must be an Australian citizen.

Young Citizen of the Year Award—must be

an Australian citizen under 30 years of age

on January 26, 2011.

Community Event of the Year Award—

presented to the person/group who has staged the most outstanding community

event during the past year.

Nomination forms are available from Council or by email from

Nominations are to be submitted on the entry form to the Council Office by 5pm

on Friday 19 November 2010.

HAWKER AIRSTRIP

Council has received funding support to

upgrade the runway perimeter fence at

Hawker Airstrip.

Council has been awarded $20,826 from the

Federal Government’s Remote Aerodrome

Safety Program.

The State Government through Department

of Transport, Energy & Infrastructure, and

The Flinders Ranges Council will match this

funding to implement the $62,000 project.

The funds will be used to increase the height

of the perimeter fence to prevent incursions

by wild animals.

NEW COUNCILLOR KEN ANDERSON

Ken joins Jannene Cannard and Bronwyn Filsell as incoming Councillors elected unopposed in the 2010 Council Elections.

Ken has lived in Quorn for over 3 years after living in Wilpena for more than a decade. Ken has a close affinity with the Flinders region

and has contributed much of his spare time over the years volunteering for sports clubs, schools and community groups .

Ken has been a member of many northern committees and believes that ‘new blood’ is a good thing and that change should come

from community need and input rather than Council or political direction.

Ken is Deputy Regional Manager for DENR and holds a Graduate of Business Management, a Diploma in Project Management,

Associate Diploma in Justice Administration and is a Justice of the Peace. Ken is also a long time musician throughout the region.

LOST & FOUND PETS

Have you lost or found a pet? Help us to

reunite the pet and its owner.

Our priority is to assist you find your pet. If

your dog does go missing, please ring Council.

Infringements are not issued

for lost animals. Fines may

commence when animals

have to be housed overnight

at the shelter.

UNWANTED CHEMICAL DISPOSAL │ ROADSIDE VEGETATION MANAGEMENT PLAN 4

CHEMICAL DISPOSAL

Chemical users have an opportunity to dispose of surplus,

unwanted, unlabelled, mixed or out of date agricultural and

vet chemicals under the ChemClear program.

ChemClear has undertaken two

collections in SA and is planning a third

in early 2011. The program has collected

and destroyed in excess of 231 tonne of

surplus agricultural and vet chemicals

nationally mostly from farmers.

The ChemClear program utilises Local Council sites to collect

from waste holders who have registered their chemicals for

retrieval from that Council area. The collection process is quick

and easy and waste holders are given an appointment time to

meet the retrieval team to drop off their registered chemicals

for disposal.

ChemClear has been established to collect currently registered

chemicals produced by manufacturers suppring the Industry

Waste Reduction Scheme. These chemicals are classified as

Group 1 and are collected free of charge.

As an additional service ChemClear collects Group 2 classified

chemicals. These agricultural chemicals are de-registered, out

of date by a period of two years, mixed, unlabelled, unknown,

or produced by a manufacturer not contributing to the

stewardship program. There is a cost for disposal of Group 2

chemicals which is payable by the waste holder.

ROADSIDE VEGETATION

Council has received the draft Roadside Vegetation

Management Plan (RVMP) and seeks comment from the

community.

Development of the RVMP has been undertaken by Erica

Rees, Council’s Natural Resource and Sustainability Officer.

The RVMP is partially funded through the Native Vegetation

Council, which assisted with the survey and the provision of

roadside markers.

The aim of the RVMP is to provide The Flinders Ranges

Council with a framework for addressing the variety of issues

associated with management of road reserves with a focus

on protecting native vegetation. To this end a series of

policies and guidelines for various activities conducted within

road reserves have been established.

Compliance with the guidelines in this RVMP will lead to

sustainable management of native roadside vegetation and

the protection of the biodiversity values within the area,

whilst enabling Council to comply with legal requirements.

The draft RVMP is available for viewing at the Council office

or may be downloaded from Council’s website. Comments

are to be directed to the Chief Executive Officer by Friday

26 November 2010.
