Minutes of 46th meeting of Sub Committee for Operation and Protection
(SOAP) held at SLDC, Raipur on 29.10.2018.
The 46th meeting of Chhattisgarh State Operation and Protection Sub
Committee of SGCC was held on 29th October 2018 at SLDC Conference Hall.
The list of participants is enclosed in Annexure-I.
Shri. A. K. Shrivastava, CE (SLDC) welcomed all the participants of 46th SOAP meeting.
Item no. 1 Review of system operation during the month of September-
2018:
Presentation and the performance of Thermal Stations and
Transmission System by SLDC, is enclosed in Annexure-II.
Sub Committee noted.
Item no. 2 State Energy Account (SEA) Data:
The data regarding State Energy Account for the month of
September-2018 was submitted to this office on 25.10.2018 by
O/o ED (Revenue) CSPDCL and representatives from O/o ED (S/s:
O&M) CSPTCL, Raipur submitted the data on 26.10.2018.
It was reminded to the representatives from O/o ED (S/s:
O&M) CSPTCL, Raipur to incorporate consumption of
transformers charged in August-2018 at new sub-stations i.e. 132
KV Rajpur, 132 KV Kansabel , 132 KV Wadrafnagar , 132 KV
Nagri, which was not included in the earlier data. This was
already intimated Vide T.O. letter no. 1323 dated 16.10.2018 as
the calculated transmission loss for the month of August-2018 is
on higher side.

Item no. 3 Outage planning for the month of December-2018 & January-
2019:
Outage planning of Transmission feeders, Power transformers for
the month December-2018 & January-2019, submitted by O/o ED
(S/s: O&M) CSPTCL Raipur is enclosed in Annexure III. Sub Committee agreed and noted.
Item no.4. Status of FGMO { Free Governor Mode Operation } in
thermal units as on 28.09.2018:
The decision of OCCM held on 23.09.2018 was apprised to the
head of generating stations that state generators has also
contribute to the relief through Primary frequency response.
Primary frequency response below 40% will be reported to CERC
for penal action. The status RGMO of of both Marwa TPS is
showing out. Representative of ED(O&M:Gen) CSPGCL has
been requested to get the same in service.
Item no.5. Details of new transmission lines, transformer or any other
transmission elements to be charged in December-2018 &
January-2019:
The representative from O/o CE (S/s: O&M) CSPTCL has
intimated the following list of new substation and transformers
likely to be charged in November-2018 & December-2018.

Representative from O/o ED (S/s: O&M) Raipur, CSPTCL was
requested to provide single line diagram of newly charged sub-
stations along with feeder names at 33 KV end also. Further it
was also requested to arrange telemetry of these new stations
already commissioned in past months, as early as possible. In
case of any delay in commissioning of RTU, the data from other
end sub-station may be provided so that the newly commissioned
S/s may be monitored effectively.

Item no. 6 Details for Installation of capacitors to be furnished to WRPC:
The status of Installation of capacitors of Raipur and Bilaspur
circle for September-2018 was furnished during the meeting by
the representatives from O/o ED (S/s:O&M) Raipur, CSPTCL.
Item no. 7 LGBR Preparation for the Year 2019-20 in Western Region:
It was requested to the representatives from O/o CE
(RA&PM),CSPDCL to submit the data regarding LGBR at the
earliest so that the LGBR report can be prepared and sent to
WRPC .
The data only from O/o CE (RA&PM), CSPDCL is still
awaited. The correspondence Vide T.O. letter no. 955 dated
14.08.2018, 1159 dated 25.08.2018 and 1330 dated 16.10.2018
has already been done with O/o CE (RA&PM), CSPDCL.
Representative of O/o CE (RA&PM), CSPDCL has committed to
send it within few days.

Item No. 8. Black Start mock drill Exercise.
It was decided in the meeting to conduct the Black Start mock
drill Exercise at Hasdeo Bango HPS on 25th November 2018
(Sunday).
It was also decided to carry out the mock drill through
220/132KV Churi S/s through any of the following route:
i) 132 KV Hasdeo Bango HPS -132 KV Churi S/s -132 KV
Jamnipali S/s -132 KV Korba east
ii) 132 KV Hasdeo Bango HPS -220/132 KV ICT at Churi,
220KV Korba east-220/132 KV ICT-132 KV Korba east
A meeting will be held on 13th November 2018 (Monday)
at 1200Hrs to discuss the Mock drill preparedness and route
plan among all the officials of CSPGCL O/o CE(S/s:O&M)CSPTCL
Bilaspur and CSPDCL Korba.
Representative of Korba West has intimated that during
mock drill communication with Bango HPS is very difficult and
requested for one more VOIP phone at Bango from EITC.
Item No. 9. High Voltage in Marwa, Raita and Korba West S/s:
The representatives from CSPGCL were apprised about high
voltage in Marwa, Korba West and Raita S/s and were requested
to take appropriate measures like absorbing MVAR at Generation
stations to control high voltage as the matter is being discussed
frequently in OCC meetings.
Item No. 10. Telemetry status:
The non availability of real time telemetry of the
substations to SLDC SCADA was displayed & requested for earlier
solution. Since the issues are pending since long time as such it
was decided to call a meeting in November first week after
seeking date from MD CSPTCL.

Item No. 11. Raigarh(PG)-Budipadar charging status:
As intimated by EE(Communication) Bilaspur, The
carrier panel at Budhipadar end has been commissioned and
contract for foundation and structure for Wave Trap and CVT is
being issued.
Representative of Korba West has intimated that in both 220 KV
Korba West-Churri lines has no carrier protection presently. It
was also reported that the exchange in Churri S/s is burnt twice
recently in July2018.
Date & Venue of next meeting:
The 47th SOAP meeting is proposed to be held on 28th November
2018 (Wednesday) at SLDC Raipur. The time of meeting will be
from 12:00 hrs sharp.

RTU is not available at 132 KV Substation Balrampur. The requirement for the same has been sent vide this office letter No.131 Dtd. 09.05.2018, No. 919 Dtd. 02.01.2017, No. 882 Dtd. 28.01.2016 No. 42 Dtd. 09.04.2015 & No. 604 Dtd. 26.10.2018.
3 132 KV S/s Prattappur
Work will be done shortly.
4 132 KV S/s Takhatpur
1 Set of Twin channel carrier cabinet (2 Nos.) are required for transmission of real time data of these two substations. The same has been sent vide this office U.O. Note No. 472 Dtd. 06.09.2018.
