Minutes of 50th meeting of Sub Committee for Operation and Protection
(SOAP) held at SLDC, Raipur on 29.03.2019.
The 50th meeting of Chhattisgarh State Operation and Protection Sub
Committee of SGCC was held on 29th March 2019 at SLDC Conference Hall.
The list of participants is enclosed in Annexure-I.
Shri. A. K. Shrivastava, CE (SLDC) welcomed all the participants of 50th SOAP meeting.
Item no. 1 Confirmation of minutes:
No comments have been received from any office. Therefore
minutes of 49th SOAP meeting is hereby confirmed.
Sub Committee agreed and noted.
Item no. 2 Review of system operation during the month of February -
2019:
Presentation and the performance of Thermal Stations and
Transmission System by SLDC, is enclosed in Annexure-II.
Sub Committee noted.
Item no. 3 State Energy Account (SEA) Data:
It was requested to the O/o ED (Revenue) CSPDCL to submit
consumer wise EHV sales/consumptions (in MU) for the month of
February -2019 which was submitted to this office a day later.
However the high Transmission loss for August, September and
October 2018 is yet to be investigated.S E o/o ED (S/s:O&M)
Raipur has been requested for rechecking the energy meter
readings once again.

Item no. 4 Outage planning for the month of May 2019 & June 2019:
Outage planning of Transmission feeders, Power transformers for
the month May 2019 & June 2019, submitted by O/o ED (S/s:
O&M) CSPTCL Raipur is enclosed in Annexure III. Sub Committee agreed and noted.
Item no.5. Status of FGMO { Free Governor Mode Operation } in
thermal units as on 28.03.2019:
It was requested to the representatives from CSPGCL to provide
primary response of the generators for the below given events.

Item no.6. Details of new transmission lines, transformer or any other

2019:
The representative from O/o CE (S/s: O&M) CSPTCL has
intimated the following list of new Transmission elments likely to
be charged in April 2019, May 2019 & June 2019.

(S/s: O&M) Bilaspur, CSPTCL were requested to provide single
line diagram of newly charged sub-stations along with feeder
names at 33 KV end also. Further it was also requested to
arrange telemetry of these new stations already
commissioned in past months, as early as possible. In case of
any delay in commissioning of RTU the data from other sub-
station may at least be provided so that the newly commissioned
S/s may be monitored effectively.

Item No.7. Review of AUFLS settings.
It was apprised to all the representatives during the meeting that
National Power committee (NPC) in its 8th meeting dated 30th
November 2018 has revised AUFLS settings by 0.2 Hz each (MoM
of 8th NPC at Annexure 8.10).
Vide T.O. letter no. 2038 dated 20.03.2019, it is requested to O/o
ED (S/s: O&M), CSPTCL, Raipur and O/o C.E. (S/s: O&M),
CSPTCL, Bilaspur to execute and intimate the changes of AUFLS
scheme on priority by the end of March 2019.
The settings of under frequency relays in respect of all 33 KV
feeders under AUFLS scheme under the jurisdiction of MRT Dn.
CSPTCL Bhilai have been revised during 26.03.2019 to
01.04.2019, as per their intimation to O/o CE(SLDC) vide letter
no. 10-71/MRT/7 Bhilai, dated 02.04.2019.
It is again requested to O/o ED (S/s: O&M), CSPTCL, Raipur and
O/o C.E. (S/s: O&M), CSPTCL, Bilaspur to execute and intimate
the changes in settings of under frequency relays in respect of all
33 KV feeders under AUFLS scheme under the jurisdiction of
other MRT offices other than Bhilai on priority basis.

Item No.8. Furnishing of relay settings in the prescribed formats for
maintaining relay setting database.
It was apprised to all the representatives during the meeting that
as per the Hon"ble CERC's order dated 22.02.2014, RPCs are
required to maintain the relay settings of the respective regions.
In this regard, WRPC has desired the data of relay settings in the
prescribed formats for maintaining relay setting database.
The non receipt of data was discussed during the 135th PCM
meeting held on 26.02.2019.
Vide T.O. letter no. 2367 dated 26.03.2019, it is requested to O/o
ED (S/s: O&M), CSPTCL, Raipur , ED (Gen) DSPMTPS, CSPGCL,
Korba East , O/o C.E. (S/s: O&M), CSPTCL, Bilaspur, CE (Gen)
HTPS, CSPGCL, Korba West, CE (Gen) KTPS, CSPGCL, Korba East,
CE (Gen) ABVTPS, CSPGCL, Marwa to submit the desired the data
of relay settings in the prescribed formats for
maintaining relay setting database at the earliest, so that the
same can be sent to WRPC.
The relay settings of 400 kV, 220 kV & 132 kV S/s under jurisdiction
of MRT Dn-I CSPTCL Raipur has been submitted to O/o CE(SLDC)
vide letter no. 10-61/MRT-I/RPR/36
Raipur, Dated: 11/04/2019.
Data from all S/s of CSPTCL have been received through mail
It is again requested to all Generating stations to submit the relay
settings of their end on priority basis. GCC Raipur may collect
from all stations and submit to SLDC at the earliest as WRPC is
pressing hard for this data.
Item No.9. High Voltage Issue.
The representatives from the concerned offices were apprised
about the issue of high voltage persisting at 400 KV S/s Korba
West, 400 KV S/s Marwa & 400 KV S/s Raita. In the last OCCM

WRLDC has shown concern about the same and requested to
maintain the voltage within limit.
Item No.10. Consequences of Implementation of 4th amendment of DSM
regulation w.e.f. 01.01.19.
The representatives of all the companies were apprised about the
Consequences and problems faced by the system operator in
Implementing 4th amendment of DSM regulation w.e.f. 01.01.19.
