Whereas, the Jammu and Kashmir Services Selection Board vide communication No.SSB/Secy/Sel/2017/11935-41 dated 20.11.2017 forwarded selection list of 07 candidates (OM=05, RBA=Ol & SC=Ol) for the posts of Jr. Assistant, Finance Department (Divisional Cadre Jammu) and 03 (OM=03) candidates for the post of Junior Assistant (Divisional Cadre Kashmir) advertised vide Advertisement Notice No.01 of 2014 dated 13.08.2014, item No. 005 along with the waiting list; and

Whereas, the Finance Department vide Government Order No. 358-FD of 2017 dated 07.12.2017 and Government Order No. 300-FD of 2017 dated 26.09.2017 issued appointment orders in respect of the selected candidate with the directions to report to Commercial Taxes Department; and

Whereas the appointees were required to report in the respective Department within a period of 21 days from the date of issuance of the order failing which their appointment shall deemed to have been cancelled without any further notice; and

Whereas, the Commissioner, Commercial Taxes, J&K, Jammu vide communication No.305/Adm/2152/CCT dated 16-01-2018 has intimated that the following 06 candidates have not joined in the r+ :

Whereas, the matter was examined and the issue being appointment in Government Service, reasonable opportunity was provided to all of the above 06 candidates vide notice dated 23.04.2018 to report in the office of Commissioner, Commercial Taxes along with the reasonable justification for cause of delay; and

Whereas, Commissioner, Commercial Taxes vide communication No. 305-Admj3653jCCT dated 02.07.2018 intimated that none of the Junior Assistants have joined in the department within the prescribed time.

N ow, therefore, sanction is hereby accorded to the cancellation of appointment ab-initio in respect of following Jr. Assistants (Divisional Cadre Jammu j Kashmir)ordered vide Government Order No. 358-FD of 2017 dated 07.12.2017 and Government Order No. 300-FD of 2017 dated 26.09.2017:-

Consequent upon the above, as recommended by the JKSSB, sanction is hereby accorded to the temporary appointment of the following four candidates, by way of operating the waiting list as Junior Assistants (Divisional Cadre Jammu) in the pay band of Rs. 5200-20200 with GP of Rs. 1900 in the J&K Excise and Commercial Taxes (Subordinate) Service with immediate effect:

The appointment of the above candidates shall be subject to the fulfillment of following conditions:

A) The appointee shall report to the Commercial Taxes Department within a period of 21 days from the date of issue of the order. In case of failure of said appointee to join within the stipulated period, his appointment shall be deemed to have been cancelled ab-initio without any further notice. The appointee shall be allowed to join only on production of the following certificates in original:-

1. Academic/Technical Qualification Certificates. 2. Matriculation/Date of Birth Certificate. 3. Health Certificate issued by Chief Medical Officer. 4. Permanent Resident Certificate issued by the Competent

Authority. S. Certificates from the District Industries Centre (DIC) and

District Employment & Counseling Centre to the effect that no loan under the self-employment scheme has been taken by the appointee.

6. Reserved Category Certificate (as the candidate belongs to reserved category).

The appointment of the candidate as Jr. Assistant shall further be subject to the following conditions:-

i. The appointees shall give an undertaking duly attested by the First Class Magistrate in the shape of an affidavit to the effect that in case adverse report about their character and

antecedents is received from Inspector General of Police, (CID), J&K to whom a reference shall be made by the concerned HoD, the candidates shall have no right to claim their appointment as Jr. Asstt. and their appointment as such shall be deemed to have been cancelled ab-initio.

ii. If on verification, the certificate(s) produced by the appointee are proved to be fake or forged, the appointment shall be cancelled ab-initio.

iii. The salary of the appointees shall not be drawn and disbursed to them unless the satisfactory reports in respect of (i) and (ii) above are received in his favour.

iv. The appointees shall be on probation for a period of 05 years and shall undergo and qualify the Secretariat Assistant Training Course (Foundation Course).

v. The inter-se-seniority of the appointee shall be strictly as per their merit in the select list.

vi. The appointment of the said candidates shall be governed by the "New Pension Scheme" as per SRO 400' of 2009 dated 24-05-2009.
