Summary This month has seen a spike across Rushmoor for burglaries. Fortunately for Farnborough Central residents, there has not been an increase like some of the other neighbourhoods have experienced.

Local officers are working across all the teams to ensure this level is reduced and offenders are identified and dealt with.

Community priorities have not been amended since the last community forum as there were issues with the invitation span not being as much as planned. Another meeting will be scheduled in the near future to discuss updating the priorities.

There have been a spate of windows being smashed across Farnborough. Most of these are on business premises and are of a significant cost to repair.

Local officers have identified suspects and the investigation is currently ongoing.

Beat Priorities

Town Centre Homelessness/ASB. Another member of the public that has been homeless and spending most of their time in the town centre has been housed by the council. As a result there have been no further reports of ASB linked to homelessness.

Burglary. See above regarding update on burglaries

Road Safety. Anti-social vehicular activity has reduced over the past month. Speedwatch volunteers continue to target specific roads on the neighbourhood to reduce average speeds and make the area safer for road users and pedestrians. See below for the current Speedwatch areas.

FARNBOROUGH CENTRAL (Empress and Town Centre Wards). Your SNT team are:

Summary

We welcome two new recruits, PC Katherine Armstrong and PCSO Stirling Burrow to the Farnborough North Policing team.

There’s been an increase in reports of criminal damage this month, in the following areas: Hawley Court, Robin Hood Close, Perring Avenue Hurst Road and Totland Close. Police have increased patrols in and around these areas.

There were three reported burglaries (see burglary section below for further details)

Beat Priorities

Anti-Social Behaviour/ASB. Fairfax Playpark, Pinewood Play park, Totland Close play park - reports of anti-social behaviour have decreased this month in general, but we have received further reports of youths causing a general nuisance in Totland play park.

There have been extra patrols and monitoring of CCTV to identify offenders.

We have received several nuisance reports of youths knocking on doors and running away in the areas of Dunstall Park and Wren Way.

Burglary. This month we have had three burglaries. Two of these occurred on the same day (09/03/2017).

• One occurred down Harbour Close where the conservatory doors were smashed and jewellery was stolen. This happened between 18.30 and 21.25.

If you were in the area and recall seeing anything suspicious, which you think may be related, please call 101, quoting reference number 44170089580.

• The other was down Beech Road, where an unknown person(s) gained entry, but were disturbed and did not take anything.

• The other happened down Fintry Walk on 10/03/2017 at approx.13.40hrs, where a male got into a property via the letter box. He was again disturbed before taking anything.

Vehicle crime. Theft of a number plate happened in Bracklesham Close on 04/03/2017.

Anti-theft number plate screws can be purchased to prevent number plate thefts.

Speed Watch.

01/03/2017 – Sandy Lane. Total vehicles checked 203, 13 were found to be exceeding the enforced speed limit.

07/03/2017- Cherrywood Road. Total vehicles checked 106, 0 were found to be exceeding the enforced speed limit.

23/03/2017- Fernhill Road. Total vehicles checked 251, 10 were found exceeding the enforced speed limit.

Summary

It has been pleasing to see that Farnborough South remains a relatively low crime area and the past month has not seen any exceptional incidents of note.

Acquisitive crime is a priority for the Rushmoor District and whilst incidents of theft have occurred, these have been lower in number than experienced in previous months.

Thefts from vehicles continues to be an issue in the area, although often it is insecure cars and vans that are targeted. We ask that residents take greater care to ensure their vehicles are locked when not in use and to ensure all valuables are removed.

Anti-social behaviour can take many forms and may cause considerable upset to those affected most. Your local Police team, in conjunction with partner agencies such as Rushmoor Council, will listen to your concerns and where possible aim to resolve these issues.

If you do find yourself experiencing issues which impact on you day to day, then please contact us on the non-emergency number 101.

We often receive reports from members of the community when they see people acting suspiciously. Whilst many of these reports transpire to be ordinary people going about their business, the Police would much rather deal with a false alarm than for one of your neighbours to become a victim of a crime. As residents you are able to provide invaluable information about problems and events that may be occurring within the community and your call will always be valued.

We continually look to identify what issues should be treated as a priority within the beat area, the current ones being shown below. If you feel there are more pressing issues then we would be pleased to hear from you.

Beat Priorities

Burglaries Knellwood and St Marks There have been four burglary incidents reported over the past month. Of these, two were carried out in dwellings, one where a garage was opened and another at a building site.

Items were not stolen at two of these incidents and whilst the overall number of incidents was relatively low, this type of crime remains a priority for your local Policing team.

Road Safety. Road traffic offences come in many forms although the priority for most is speeding, particularly around residential areas. This is targeted by Community Speedwatch whose recent results are shown below.

As a constabulary there has been a recent emphasis on reducing the use of mobile phones by drivers, the penalties for which have increased significantly. This will continue county wide and locally we would be happy to discuss any road related issues that may be affecting residents.

SpeedWatch

11th March – Lynchford Road - 702 vehicles were checked with 17 found to be exceeding the speed limit.

Further checks were carried out on Alexandra Road and Lynchford Road towards the end of the month, although the results are not currently available.

Summary

Over the past month there has been a rise In the amount of criminal damage complaints with 15 incidents being reported to police in the Farnborough West area. The majority of this damage involves windows being smashed at local business, a school, vacant premises and a church. The Southwood area has also seen an increase in damage at the Crescent business park due to the buildings being unoccupied.

Towards the end of March, Farnborough West had dwelling burglaries in:

• Hazel Avenue: the offender had forced entry to the building via a rear door and

• Fleet Road: several persons were disturbed when they appeared to be attempting to force a rear kitchen window to a dwelling.

Both of these incidents are still under investigation.

Theft from motor vehicle reports have seen a decline this month, with one report in Fernhill Road, where the offender has gained entry to an unlocked vehicle and removed property. The only other report being in the Brookhouse Road area, where the offender has forced the lock on a vehicle door to gain entry.

Beat Priorities

1. To reduce the incidents of speeding vehicles on Fleet Road, Fernhill Road, Giffard Drive and Southwood Road in Farnborough West.

• On 2nd March, SpeedWatch checked the speeds of 113 vehicles on Giffard Drive between 1530 – 1630 hours and recorded the details of 0 vehicles travelling above the enforcement speed.

• On 10th March, SpeedWatch checked the speeds of 148 vehicles on Minley Road between 0900 – 1000 hours and recorded the details of 10 vehicles travelling above the enforcement speed.

• On 13th March, SpeedWatch checked the speeds of 144 vehicles on Giffard Drive between 1530 – 1630 hours and recorded the details of 2 vehicles travelling above the enforcement speed.

• On 20th March, SpeedWatch checked the speeds of 313 vehicles on Southwood Road between 1000 – 1100 hours and recorded the details of 5 vehicles travelling above the enforcement speed.

• On 22nd March, SpeedWatch checked the speeds of

203 vehicles on Fleet Road between 1400 – 1500 hours and recorded the details of 8 vehicles travelling above the enforcement speed.

• On 23rd March, SpeedWatch checked the speeds of 251 vehicles on Fernhill Drive between 1000 – 1100 hours and recorded the details of 10 vehicles travelling above the enforcement speed.

Warning letters have been sent out to all the registered owners of the vehicles recorded travelling above the enforcement speed.

2. To tackle and reduce incidents of juvenile nuisance behaviour in Cove Road in the vicinity of Tesco Express and the nearby alleyways leading into Montgomery Road.

The Farnborough Neighbourhood Policing Team have all been involved in a targeted patrol plan around the reported issues in the vicinity of Cove centre. As a result of the patrols and the thorough investigations into all reported incidents, numerous individuals have been successfully dealt with.

• A 15year old male has been arrested in connection with criminal damage and racially aggravated public order offences at the Tesco Express Store.

• A 16 year old male has been given a Community Resolution in relation to theft from the Tesco Express Store.

• Another 15 year old male has been interviewed under caution in relation to a non-dwelling burglary at the West Farnborough Social Club and has received a Community Resolution.

• An 11 year old male was interviewed under caution in relation to criminal damage to a vacant dwelling in St Christopher’s Road, but no further action was taken due to a lack of evidence.

• In addition, three other teenage males have been formally interviewed and reported for shoplifting from the Tesco Express Store.

As a result of this intervention and robust action on reported incidents, there has been a dramatic drop in reported crime in the area.

3. Increase the community membership on Hants Alert to build closer community relationships, increase the sharing of current information and increase crime prevention awareness; with the aim of reducing and detecting burglaries and vehicle crime.

The Farnborough West Neighbourhood Policing Team have commenced canvassing for Hants Alert in some of the areas in which there is little or no Neighbourhood Watch coverage.

Both Wood Lane and Stirling Close have been canvassed and many of the residents have taken the opportunity to register on the Hants Alert web based system.

Summary

Recent events have sadly identified that a 75 year old male was located unconscious in an address in Victoria Road. Unfortunately this male was later confirmed as deceased. Hampshire Police have since made an arrest and as a result of enquiries have charged a 50 year old female in connection with the death.

Police believe this to be an isolated incident and there is no further risk to the community. Police continue to appeal for witnesses and ask if you have any information to assist our enquiries that you contact 101 quoting incident number - 44170090846

Following on from reports of anti-social behaviour associated with street drinking in the town centre, the Neighbourhood team have been proactively patrolling this area. As a result, one regular street drinker has recently been arrested and charged. Following a court appearance he has now been sentenced to 20 weeks imprisonment for breaching an Anti-Social Behaviour Order and causing criminal damage.

Another street drinker has been subject to arrest and granted bail conditions in respect of breaching a Criminal Behaviour Order.

With the participation from the partner agencies, there has been a reduction in the reported homeless people in Rushmoor. However, there are still small numbers of street drinkers/homeless who have refused to engage or accept assistance from partnership agencies. Please report any anti-social behaviour to police.

Aldershot Police will continue to monitor and act within the law and as a reminder from the neighbourhood team, please feel free to donate directly to a local charity as opposed to passing money and goods hand-outs on the street. This action may assist in preventing alcohol and drug abuse and benefit worthy charities.

There have been a total of seven dwelling burglaries reported over this period, three of which have occurred within the army residential estates. It appears that the targeted premises were subject to theft of Asian gold jewellery.

Summary

This month your South beat team have been liaising with the community through local ward meetings, in both North town and the Manor Ward. In doing this it helps us to have a better understanding of present issues that are unique to these wards and has allowed us to communicate face to face with key members of our community.

We are currently working alongside The Society of St James in the smooth opening of the North Lane Lodge. The Lodge will be a key factor in tackling the issue of homelessness throughout the town.

It saddens us to say that there has been a rise in burglaries in Aldershot this month and therefore advise that you should keep your homes secure at all times.

• Doors and windows should be locked when your home is left unattended and

• Valuable items such as jewellery should not be left on display if it can be helped.

In light of recent events in the Capital, we remind you to remain vigilant and report any suspicious activity. Something may seem insignificant but be part of a bigger picture.

We also take this moment to reflect and extend our greatest sympathy to all those affected by the attack in Westminster.
