Assumption

For its size and complexity, the rail system has been split into structural and functional subsystems (Directive 57/2008 /EC).

Among the structural subsystems, the control-command and signalling subsystem includes all the necessary equipments (trackside and on-board) to ensure safety and to command and control movements of trains authorized to travel on the network.

Assumption

The European Rail Traffic Management System (ERTMS) is the interoperable European control-command and signalling system.

ERTMS, unlike the national systems, can be applied over the entire European rail network, regardless of the of traffic control logics applied by the infrastructure managers.

The implementation of ERTMS on the existing rail networks based on (old) electromechanical technologies involves huge investments…

ERSAT Project Goals

WHAT

To ensure a development of ERTMS that:

• preserves system interoperability

• preserves the safety levels achieved in the consolidated applications

• offers to the market of local and regional networks ERTMS solutions at lower costs

HOW

To integrate ERTMS devices with technology belonging to other sectors:

• Satellite

• Commercial GSM

Challenges: details and questions

• Could the authorization process be based on the current procedures?

→ There is the need to define the criteria (based on processes already applied in the aeronautics framework and blessed by ERA) through which it’s possible to state that the process related to the implementation and management of the service complies with the system’s essential requirements

• Some features of the system are associated with processes and applications outside the railway system: are these processes and applications safety critical?

→ If yes, there will be safety requirements exported to processes and applications outside the railway system: such interface must be defined

→ SIL requirements must be specified

• The processes applied to ensure compliance with the SIL requirements must be comparable to those of the railway sector

→ To be agreed with ERA

→ To be included in the CCS TSI?

• It must be assessed whether the processes applied in the event of modifications to the system could be traced to the process of risk management applied in the railway framework

→ Definition of the system configuration management

• For requirements with an impact on the availability of the system, minimum reference values of availability should be defined

→ To be agreed with ERA

• What constraints may result from different operating rules applicable in different Member States?

• What documents does ERA expect to issue its approval?
