My ranking with respect to other candidates based on the marks obtained in the computer based test of the candidates who were shortlisted and also attended the document verification for the post ER21017 (Library and Information Assistant). Reference is invited to the application dated 23/07/2018 filed by Shri Vijay Kumar Mastakar, FL-307, B-Block, Amritdham Apartment, Nityanad Nagar, Near Bakultala Check Post, Andul Road, Howrah-711109 seeking certain information in regard to selection made under Advt. No. ER-01/2004 & ER-02/2004 for the post of Preservation Asstt Grade-I under post category ER-03 & ER-12, respectively. The point-wise information, as proposed on pre-page, found to be partially deviating the provision of the RTI Act, 2005. Hence, the desired information is herein asunder:- Query No.1- As per the records available in the office, the RTI applicant was nominated for the post of Preservation Assistant Grade I for the O/o Botanical Survey of India advertised at Post category ER-03 under Advt. No. ER-01/2004, through operation of Reserve List while providing substitute in place of Shri Sabapathy C.M. [Roll No. 3010105] {Rank-SL-01} Category-SC. The rank of the RTI applicant is RL-02. Since as per records, no further reserve list was operated, as per the merit list, the nomination of the RTI applicant would be placed below the nomination of the candidates as recommended in the final Selected Panel for the said post category. In regard to publication of nomination of the RTI applicant operating Reserve List in the Employment News, no such record is available in the office. Query No. 2- As per records available in the office, 05 [04-OBC & 01-SC] candidates were recommended for the post of Preservation Assistant Grade I for the O/o Botanical Survey of India advertised at Post category ER-12 under Advt. No. ER-02/2004. Since, the extract/copy of the Employment News wherein the result for this post category/advertisement is not readily traceable, the copy of Acknowledgement letter No. 4-26/ESH/862 dated 07/07/2006 issued by the Indenting Department, thereto receipt of nominations/dossiers of selected 05 candidates, as placed at F/X, may be provided to the RTI applicant. Query No. 3- The fixation of seniority of the recommended candidates against the above recruitment conducted by the Staff Selection Commission are to be determined by the Indenting Department following the guidelines issued by the Nodal Ministry i.e DoP&T issued from time to time as may be enshrined at para 2.1. of “Instructions and Guidelines on Seniority” given at the following link : http://persmin.gov.in/DOPT/Seniority_Instructions_Guidelines/Seniority_Instructions_Guidelines.pdf. The above RTI application may therefore partly transferred to the Botanical Survey of India U/s 6(3) of the RTI Act, 2005 for providing the information relating to fixation of seniority directly to the applicant.

I am to refer to your Application under RTI Act, 2005 dated 23.07.2018 (received in this office on 30.07.2018), and furnish the following information:- a) Query no. 1, 2:- Your dossier was forwarded to CFSL for further verification on the basis of

prima facie doubt regarding your identity. This information has already been provided to you by the CPIO vide letter of even number dated 03/12/2015, in response to your application under RTI Act dated 17/11/2015. After your document verification on 22/08/2011, your matter was under examination of the Commission in view of prima facie doubt regarding your identity.

b) Query no. 3:- On 23/06/2015 you presented yourself to this office for submission of samples of your handwriting, LTI and signature. The same was subsequently, forwarded to CFSL for further verification

c) Query no. 4:- Copy of page of noting related to observation and decision taken for further verification is enclosed.

d) Query no. 5:- No information has been sought under provisions of RTI Act, 2005. e) Query no. 6:- The reply of CFSL has now been received. Subsequently, in light of CFSL report

and other documents, your case is under examination. f) Query no. 7:- As per the report received from CFSL authorities there does not exist any

material difference in the questioned writings and signatures which were found similar at one or the other places in the standard writings and signatures.

g) Query no. 8:- As has been mentioned in reply to point 6 above, the report of CFSL authorities have been received and your case is currently under examination in light of CFSL report and other documents.

h) Query no. 9:- No information has been sought under provisions of RTI Act, 2005. i) Query no. 10:- No comparative study has been made between you and other candidates w.r.t.

verification of identity. Verification of identity of each candidate is made on a case to case basis and no such comparison between the identities of two different candidates was done as per available records. Hence, information sought is not available as part of record of this Public Authority.

Mam/Sir I have appeared for CGL and I have queries regarding verification of disability Certificate during Document Verification. 1-I have the Disability Certificate issued by Department of Empowerment of Persons with Disabilities and Ministry of Social Justice and Empowerment-Swabalamban Card for Divyang.Do i need to issue another certificate based on the formats found in the site ssc.nic.in 2-The site has two formats,-2 and 4 -. Blindness in both.If I have to issue a certificate again,,Which is the format that i have to follow. And also the Disability Certificate is similar to the forms .. I have attached the disability certificate formats for your reference.i.e Form 2 and Form 4.The certificate issued by the central government which i have is similar to this. that in terms of Rule 4 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Amendment Rules, 2009, the medical authority shall issue the disability certificate in favour of the applicant in the Form as applicable. Under RTI Act, 2005- The Advertisement no. 02/2017 post category 20217 for the Assistant (Architecture Department) required candidates having Diploma in Architecture but the Nomination list provided on the website consist of some candidates who are having Bachelor of Architecture instead of Diploma. Even though during the form fill up session in the essestial qualifications sections drop-down menu only having Diploma in Architecture enlisted. Then how the B.Arch qualified candidates provided their percentage of Marks during the form fill up


As per the Notice of the Examination vide Advertisement No.ER-02/2017 of Post Category No.ER20217, the minimum Educational Qualification attached to the post is -Diploma in Architecture from a recognized University or Institute, and Bachelor Degree in Architecture is considered as higher educational qualification than the Diploma in Architecture.

that with reference to query number 1, as per the records available with this office, a total of 9 eligible OBC candidates appeared in the Interview held for the above said post category. As regards query number 2 and 4, it is informed that as per the criteria fixed by the Commission, the minimum qualifying/cut off marks in the Interview followed while conducting recruitment for Selection Posts, for the OBC category is 45 percent. While maintaining the same criteria for processing and recommending the final merit list for the OBC vacancies of above said Post category, the candidatures of all those OBC candidates who had secured minimum qualifying or cut off marks for OBC category, were considered. As regards query number 3 it is informed that marks or scores of all the candidates obtained in the Interview held for selection to the above said Post have been uploaded on the website of the SSC(ER) at the given link http://117.247.71.209/SSC_MARKS_SHEET/KYM_ER2017/kym.php. Reserve list is available when all the posts (of a particular category) are filled up and additional numbers of eligible candidates are available in the merit list. Reserve list contains candidates who are lower in the merit list than those selected and nominated to the User Department, but comes within the maximum size of Reserve List prescribed in the Guidelines of the Commission.
