The purpose of this PIC is to:

• Review comments received from the first PIC and confirm the preferred planning solution;

• Present the analysis and evaluation of the interchange concept and bridge expansion alternatives;

• Present a summary of the supporting technical work completed since the first PIC;

• Present the overall recommended Preliminary Design;

• Review potential benefits, impacts and mitigation measures associated with the overall recommended Preliminary Design;

• Receive your comments on the work completed to date; and

• Identify the next steps in the study.

Representatives from the City of London, Ministry of Transportation (MTO) and McCormick Rankin are available to 

discuss the project with you.

Study Purpose: 

Conduct a Class Environmental Assessment (EA) and Preliminary Design Study for the south extension of Veterans Memorial Parkway (VMP), 1 km south to Wilton Grove Road, and the associated reconfiguration and expansion of the Veterans Memorial Parkway Interchange at Highway 401.

Study Goal: 

To create a transportation network that fully supports the future economic growth opportunities along the Highway 401 corridor and provides improved north‐south transportation capacity to accommodate projected future travel demand.

STUDY OVERVIEW

Key Study Objectives: 

• Identify a preferred planning solution to address problems and opportunities;

• Consider a reasonable range of alternatives for reconfiguration of the interchange and the expansion of the bridge; 

• Consider the impacts on all aspects of the environment and carry out a systematic evaluation of alternatives;

• Develop a Preliminary Design Plan for the preferred alternative(s); and

• Invite public and agency  feedback and input.

This study will follow the Ontario Environmental Assessment Actthrough the application of the Municipal Class EnvironmentalAssessment (October 2000, as amended in 2007 & 2011).

This study will also address the requirements of the ClassEnvironmental Assessment for Provincial Transportation Facilities (asamended in July 2000).

The Class EA process enables the planning and implementation ofinfrastructure projects to be undertaken in accordance with anapproved procedure, giving due regard to the need to protect theenvironment and minimize negative effects.

THE CLASS EA PROCESS

Upon completion of the study, a Transportation EnvironmentalStudy Report (TESR) will be prepared and made available for a 30‐day public review period.

Socio‐Economic Environment

Existing land use within the study area includes:

• Agricultural operations in the northeast quadrant and along the south side of Highway 401;

• Large scale agri‐business operation (London Dairy Farms) along the south side of Highway 401; and

• Innovation Park employment lands (currently under development) in the northwest quadrant.

Official Plan land use designations within the study area are:

• Light Industrial ‐ east and west of VMP, north of Highway 401; 

• Agricultural ‐ south of Highway 401; 

• Open Space – Innovation Park stormwater management facility; and

• Environmental Review (Unevaluated Vegetation Patches) ‐ associated with the woodlands/wetlands in the southeast and southwest quadrants

SUMMARY OF PIC # 1

• Public Information Centre # 1 was held on May 23, 2012 and presented: project background; existing conditions; the problem being addressed; alternative solutions and preliminary Interchange Concept Alternatives.

• Approximately 17 people attended the PIC. A total of 5 comment sheets were received.

• Overall, based on conversations at the PIC and comments received after the PIC, there was an understanding of the opportunities being addressed and the range of interchange alternatives being considered.

• Most PIC attendees preferred Interchange Concept Alternative 3 or 4.

• Disadvantages of Alternatives 3 and 4 include left turns however, drivers are used to this design.

• Options that avoid the woodland/wetland in the SE quadrant are preferred.  Woodland/wetland feature in the SE quadrant should be considered as part of the broader natural heritage system. 

• Preferable to avoid impact to the woodland in the NE quadrant.

• Drainage design should protect the woodland/wetland features and ensure that groundwater is protected.

ACTIVITIES SINCE PIC # 1

The activities that have occurred since PIC # 1 include the following:

• Reviewed comments received;

• Confirmed study findings to date based on comments received;

• Continued field investigations and data collection;

• Assessed and evaluated the Interchange Concept Alternatives and selected a Preliminary Preferred Interchange Concept;

• Assessed and evaluated the Bridge Expansion Alternatives and selected a Preliminary Preferred Bridge Expansion Alternative;  

• Met with stakeholders and agencies; and

• Prepared for PIC #2.

The subsequent displays present the assessment and evaluation of the 4 Interchange Concept Alternatives 

and the 4 Bridge Alternatives.

The technically preferred alternative is presented on the Preliminary Design Plan.

EVALUATION PROCESS

The selection process for the preliminary preferred alternatives included twosteps:

Step 1 – Assessment of Alternatives:  The potential benefits and impacts of each alternative were assessed against a comprehensive set of criteria for socio‐economic, cultural, natural and technical factor groups;

Step 2 – Evaluation of Alternatives: A comparative examination of the advantages and disadvantages of the alternatives was undertaken to identify a preliminary preferred alternative.

The evaluation of alternatives was carried out using the Reasoned Argumentmethod, comparing differences in impacts and providing a clear rationale forthe selection of the preferred alternatives.

Criteria used to the assess alternatives are based on the following categories:

Alternative 4 is the least preferred as its configuration is uncommon and has the lowest operational performance. The ramps in the NW quadrant have the lowest safety performance.  

OVERALL SUMMARY 

 

 

 

 

 

 

 

 

In Socio‐Economic Environment, Alternative 3 is preferred.  

In Cultural Environment, Alternatives 3 and 4 are slightly preferred since Alternatives 1 and 2 are deemed to have slightly higher risk of archaeological finds since they result in greater footprint impacts (i.e., a larger area impacted). 

In Natural Environment, Alternative 4 is slightly preferred over Alternative 3 because it has less impact to the undesignated NE forest patch. However, both Alternatives 3 and 4 avoid impacts to the designated significant NHS in the SE.  Alternatives 1 and 2 are least preferred because they impact the designated significant NHS in the SE.  

In Technical Considerations, Alternative 1 is preferred due to its performance in capacity, safety and operations. Alternative 4 is least preferred due to safety reasons associated with the west and north to west combined ramp. Alternatives 2 and 3 are equally slightly less preferred than Alternative 1 due to shorter weaving distance on Highway 401 (Alt 2) and a left turn at the north to east ramp terminal (Alt 3).  In both cases these aspects are considered acceptable given the low traffic volumes anticipated in the northbound direction.  

In comparing Alternatives 3 and 4, the benefits to the undesignated forest patch in the NE quadrant, associated with Alternative 4, are outweighed by safety considerations on the south to west ramp. 

Therefore, Alternative 3: Parclo A3 is preferred overall.

Alternative 3 is the Preferred Interchange Concept for the following reasons: 

Provides acceptable traffic level‐of‐service 

Avoids undesirable ramp configuration in the NW quadrant that has lowest safety performance.

EVALUATION PROCESS

Once the Preliminary Preferred Interchange Concept Alternative was selected, the Study Team assessed and evaluated the Bridge Alternatives for the Veterans Memorial Parkway Bridge over Highway 401. 

The bridge alternatives were evaluated independently since they have no bearing on the interchange design.

The evaluation of Bridge Alternatives was a 2‐stage process:

Stage 1 – Bridge Expansion AlternativesThis stage compared the advantages and disadvantages of widening the existing bridge and replacing the bridge with a new structure. 

Stage 2 – Bridge Replacement Alternatives  Since bridge replacement was the preferred expansion alternative, based on the analysis carried out in Stage 1, 4 Bridge Replacement Alternatives were developed and compared.

The Stage 1 and 2 evaluations were carried out at a high level, comparing only key criteria.

A retaining wall at the base of the embankment in the SE quadrant further reduces impacts to the 

significant Natural Heritage System (NHS). May be as little as 0.03ha (< 1%) impacted.

Potentially results in the edge removal of ~ 0.38ha (11%)of the designated significant Natural Heritage System (NHS) in the SE quadrant. The forest patch impacted is ~ 3.5 ha. In a patch this size an 11% removal is considered substantial.

A high retaining wall in  the SE quadrant further  reduces impacts to the significant Natural Heritage System (NHS). May be as little as 0.09 ha (2.5%) impacted.

Construction Staging & Associated Traffic Impacts

Moderate staging requirements.

Periodic ramp closures during interchange construction.

Closure of ramps in the SW quadrant required for 1 to 2 months.

Total construction duration of 12 to 15 months.

Reconstruction of most of VMP up to Bradley Avenue as the proposed VMP alignment crosses and overlaps with the existing.

Potential closure (2 to 4 weeks) of VMP north of Highway 401.

Total construction duration of 15 to 18 months.

TECHNICALLY  PREFERRED PLAN

The Technically Preferred Alternative encompasses the following key components:

• Extension of Veterans Memorial Parkway as a 2‐lane expressway within a 60 m right‐of‐way (consistent with Official Plan designation) and a rural cross‐section; 

• Replacement of the existing VMP Bridge on its current alignment;

• Interchange improvements that include:

• Reconfigured southbound to westbound ramp in the NW quadrant ;

• Slightly modified eastbound to northbound ramp, modified southbound to eastbound ramp incorporating a new northbound to eastbound move in the SW quadrant; 

• Reconfigured westbound to northbound ramp, new westbound to southbound ramp and new northbound to westbound ramp in the NE quadrant.

• Retaining wall in the SE quadrant to minimize encroachment into the designated significant Natural Heritage System;

• Realigned Crinklaw Drain to avoid a long enclosure under the VMP extension and ramp terminals south of Highway 401;

• Enhancement of fish habitat in the Crinklaw Drain through natural channel design; and

• Provision of wildlife passage opportunities at the CrinklawDrain crossing.

• The proposed replacement of the VMP Bridge will require closure of the existing bridge for 1 construction season. 

• Northbound/southbound detour may be provided by the adjacent Highway 401 interchanges at Westchester Bourne (1.8 km east) and Highbury Avenue (4.5 km west).  

• East/westbound detour may be provided by Commissioners Road/Hamilton Road.  Existing intersections may require adjustments to signal timing and some intersections may require temporary signals to facilitate traffic diversion during construction. 

• Traffic detour routes will be confirmed during subsequent design phases and will be subject to public review at that time.

• In addition to the closure of the VMP Bridge, short‐term lane closures of Highway 401 (for bridge demolition) and short‐term closures of various ramps are anticipated.

Stormwater Management (SWM)• A SWM Plan has been developed to provide water quality and quantity 

control for the VMP extension and the reconfigured Highway 401 Interchange. SWM measures will ensure that all flow and erosion control criteria and targets set out by the Dingman Creek Subwatershed Study Update are met. Low Impact Development (LID) measures are employed to manage stormwater within the right‐of‐way and ensure that adjacent natural areas are protected from direct stormwater runoff. 

Aquatic and Terrestrial Ecosystem Assessment• Three‐season field investigations were completed to assess the 

sensitivity and significance of fish and fish habitat, vegetation communities, wildlife and wildlife habitat to inform the evaluation of alternatives, assess the impacts of the overall recommended Preliminary Design and  form the basis of preliminary mitigation measures.

Hydrogeological• The hydrogeological study concluded that there are no wells that will be 

impacted by the overall recommended Preliminary Design 

Archaeology• A Stage 1 Archaeological Assessment determined that there are 18 

archaeological sites registered within 1 km of the Study Area. All of these sites are located north of Highway 401 and were documented during the Airport Road South Area Study. 

• A Stage 2 Archaeological Assessment was undertaken for the Technically Preferred Alternative. Three separate findspots were located during the archaeological assessment of the Highway 401/Veterans Memorial Parkway interchange.  All three consisted of an isolated pre‐contact projectile point and one flake.  Given the isolated nature of these finds, no further archaeological assessment will be required.

Built Heritage and Cultural Landscape• Wilton Grove Road is considered a cultural heritage landscape / 

roadscape.• There are no properties or features listed on the City of London 

Municipal Register of Cultural Heritage Resources or designated under the Ontario Heritage Act located in the immediate vicinity of the proposed VMP extension or interchange improvements. 

Noise• Noise assessment was carried out in accordance with MOE/MTO Noise 

Protocol. Existing residential dwellings were identified as Noise Sensitive Areas for the assessment.

• Existing noise levels were compared against future (2031) traffic noise predictions based on computer modelling. The results predict a very minor decrease (‐1.0 dBA) decrease in noise levels due to traffic diversion from Wilton Grove Road onto VMP. Future noise levels are below 62 dBA at the receivers.

• MOE/MTO Noise Protocol states that noise mitigation is warranted if the increase above the future do‐nothing ambient noise level is greater than 5 dBA and the future noise level is in excess of 65 dBA at the nearest receiver.

• Noise mitigation is not required.

Waste/Contamination• A contamination overview study was carried out to identify areas of 

actual and potential contamination.  • Broad Areas of Potential Environmental Concern were identified, and 

sites with High Potential, Moderate Potential, and Low Potential for Contamination were identified. 

• A Preliminary Site Screening will be carried out for each of the properties proposed for purchase.

• Review comments and suggestions received from the public and agencies at PIC # 2 and incorporate into the study, as appropriate;

• Confirm the preferred interchange concept and bridge alternatives based on comments received from the public, agencies and other stakeholders; 

• Refine/finalize the preliminary design;

• Prepare the Transportation Environmental Study Report (TESR); and

• File the TESR and make it available for public review and comments for a 30‐day public review period.
