HSDRRS Levee System Evaluation

� June 20, 2013, U.S. Army Corps of Engineers provided levee system evaluation reports (LSER) to FEMA to determine the flood risk in and around the Greater New Orleans Hurricane and Storm Damage Risk Reduction System.

� Levee system evaluations were performed for accreditation under the National Flood Insurance Program (NFIP) administered by FEMA.

� Goals of the LSER

► Determining if the system Operations and Maintenance is adequate to ensure the overall integrity and functionality of the levee system during the base flood event.

► A NFIP levee system evaluation focuses only on the 1% annual chance exceedanceflood also referred to as the 100-year or base flood. The FEMA 100-year flood is a flood insurance standard, not a public safety standard.

� LSER reports expire in 10 years, unless:► New deficiencies occur► Unacceptable rating► FEMA requirement for updated mapping

� The vegetation-free zone (VFZ) extends 15 feet from both the landside and riverside toes of the levee to the centerline of the tree. If the levee access easement doesn't extend to the described limits, then the vegetation-free zone must be maintained to the easement limits.

� Additionally ETL 1110-2-571 outlines minimum standards for vegetation to ensure vegetation management practices of the levee system being evaluated are adequate

� General Description of Work► The work consists of placing embankment material to raise the levee by approximately 1-2 feet back to its

authorized design elevation (~26.7’ NAVD 88).

► The levee enlargement work will remain within the existing project right of way.

► Trees and shrubs growing within the existing levee section will be removed during construction.

► The multi-purpose access road on the crown of the levee will be removed prior to raising the levee and replaced on top of the finished construction grade elevation.

authorized design elevation (~26.7’ NAVD 88).

Sponsor Responsibilities

� Following construction of the Jefferson Heights and Carrollton federal levee projects, the sponsor will be responsible for operation, maintenance, repair, replacement, and rehabilitation of the levee system.

� Annual and periodic inspections will be performed to ensure that non-federal sponsors perform essential maintenance in accordance with the design standards and the project O&M manual.

� Inspection information contributes to risk assessment and supports levee accreditation decisions for the National Flood Insurance Program administered by FEMA.
