Dear Friends:

We are thrilled to share with you our 2017 Annual Report so that you can learn first-hand about how the Orange County Land Trust continued making strides in keeping our communities sustainable and resilient in 2017.

This brings me to an issue that has seemingly become the center of focus, and for good reason– the importance of protecting drinking water sources. While this has been a top priority for the conservation community since day one, this vital issue has finally become mainstream enough that some municipalities are taking action. Taking proactive steps to protect water is by leaps and bounds less costly than dealing with the consequences of a compromised drinking water supply later. Such proactive measures center around one thing: protecting lands in and around watersheds.

In late 2017, Governor Cuomo announced the Regional Economic Development Council (REDC) grant awards, which included $1.7 million in funds from the Department of Environmental Conservation to protect the City of Newburgh's drinking water supply. Through a partnership between the Orange County Water Authority and the Orange County Land Trust, the City of Newburgh hopes to protect water resources that their residents depend on. The City of Newburgh was not alone in securing a grant for watershed protection, as the City of Middletown was also successful in securing a similar grant to protect water quality.

On the western side of the county, the Orange County Land Trust was brought on as a partner in the Delaware River Watershed Initiative, which aims to protect the water quality of the Delaware River and its tributaries through land protection and habitat restoration.

Inside this report, you will also read about some of the year’s most impressive accomplishments, including our work to protect critical buffer lands in the Greater Sterling Forest and western Hudson Highlands regions.

Farmland Corridor in Hamptonburgh

Dairy Farm Protection

Orange County Land Trust hopes to complete a conservation easement that will result in the protection of a 72-acre farm in the Town of Hamptonburgh. The farm had been under consideration for a proposed 130,000 square-foot warehouse and packing facility, a plan that met local opposition from neighbors and farmers. The effort to conserve the farm was spurred by local farmer Morse Pitts of Windfall Farms, whose farm is adjacent to the 72-acre property. The 142-acre Windfall Farms was previously conserved by the Orange County Land Trust, Scenic Hudson, and New York State in 2016.

The Land Trust is also seeking to apply for the next round of State Farmland Protection Implementation Program grants. The Land Trust has been in discussions with two farmers that have expressed interest in conserving their farms through conservation easements. In addition to this grant program, the Department of Agriculture and Markets announced the creation of a new grant specific to transitioning dairy farms. Given the woes facing the dairy industry in the Hudson Valley, the Land Trust jumped on the opportunity and began speaking with a number of dairy farmers about the possibility of submitting grants on their behalf.

Sterling Forest State Park Buffer Lands The Land Trust hopes to protect over 100 acres of forest adjacent to Sterling Forest State Park in the Town of Warwick. The property contains habitats identified by the NY Natural Heritage Program as a significant and is located within the viewshed of both the Appalachian Trail and the Highlands Trail.

To help enhance visitation at its 187-acre Birnberg Preserve, the Land Trust began plans to construct a universally accessible parking area adjoining the preserve. Since this project would also increase public access to the Heritage Trail, the Orange County Government signed on as a partner to assist in the project’s completion.

The Land Trust conserved 57.5 acres of habitat bordering the Doris Duke Wildlife Sanctuary section of Sterling Forest State Park in Greenwood Lake. The property is located within the watershed of Greenwood Lake and contains habitats identified by the NYSDEC Natural Heritage Program as important. The water quality of a stream that runs through the property is also protected as a result of the acquisition.

The Orange County Land Trust partnered with the Open Space Institute and Black Rock Forest Consortium to work with a landowner on conserving 46.9 acres of land in the Town of Cornwall. Comprised of mixed-deciduous hardwood forest with a tributary of Moodna Creek, the property is also adjacent to Black Rock Forest and located within the Highlands Significant Biodiversity Area as designated by the NYS Department of Environmental Conservation.

In 2017, donations from the community totaled $404,429.00, accounting for 74% of the land trust’s income. County funding of $43,046.00 accounted for 8% of our income and $76,891.00 in grants accounted for 14% of land trust income. Interest and dividend income from various funds accounted for $24,230.00 or 4% of income. In addition, the land trust received in-kind donations of land and services totaling $1,146.00. Total assets in 2017, including investments and land, were valued at $7,159,513.00.

This initiative will benefit the residents of Orange County who reside in the Delaware River watershed, as well as the millions of people that rely on the Delaware River for drinking water− approximately 5% of the entire U.S. population.

The Orange County Land Trust is one of 65 organizations from four states seeking to advance conservation in the watershed. According to Andrew Johnson, Watershed Protection Program Director at the William Penn Foundation, “The Initiative is rooted in the strength of these organizations individually and in their ability to collaborate using science to target the most important places for conservation. Together they are protecting and restoring those places, measuring the impact of their efforts on local streams, and learning collectively to improve their work.”
