NATIONAL BROADBAND PLAN
Main assumpions:
•Boosting investments in modern network infrastructure (nga)
•The development of broadband wireless networks
•Eliminating investment barriers
•Efficient use of existing telecommunication and non-telecommunication infrastructure
•Promoting investments in broadband networks at the local level
Goals:
•Universal coverage by broadband above 30 Mbps by 2020
•50 % of households to subscribe to broadband above 100 Mbps by 2020
NATIONAL BROADBAND PLAN
Cost of achieving 30 Mb/s goal in Poland (in 2013):
•Providing FTTH networks for all white areas in Poland would be a cost of about 10,5 bln euro
•Building FTTH networks will never be a viable option for some areas of Poland
•Mix of technologies lowers the cost of providing universal coverege of 30 Mb/s to about 4,3 bln euro
Present situation:
•3,4 mln households are located in 45 980 localities are not covered by NGA networks
•10,16 mln households are covered by NGA networks in 3 830 localities
Financial perspective 2007-2013
• Over 1 bln euro for broadband
• Allocated in 16 regional OP, OP Innovative Economy, OP Development of Eastern Poland and Rural Development Programme
Backbone and backhaul regional networks (Regional OP, OP DEP)
Access networks (Regional OP, OP IE, OP DEP)
• Effect: over 56 000 km of network

(1) strengthening research, technological development and innovation;

Operational Programme Digital Poland 2014-2020
Operational Programme Digital Poland 2014-2020, has been prepared by the Ministry of Administration and Digitization and the Ministry of Infrastructure and Development and was approved by the European Commission on December 5th 2014.
The main objective:
Strengthening the digital foundations for country’s socio-economic development
According to the Partnership Agreement these foundations are:
broad access to high-speed internet,
effective and user friendly e- services in public sector and
constantly rising level of digital competencies of the society.

Goal:
•it is planned that every Pole should have access to modern e-services and open public sector information by the year 2020.

scope of support
- support for public entities in creation and development of electronic services as well as integration of services on the common electronic platform of public administration services,
- increasing interoperability of information systems and public registers, - increasing access to public sector information, cultural resources and
scientific data, - creation of services and applications using public e-services and public sector
information.
main types of beneficiaries
- government institutions and their branches,- law courts, public prosecutor’s offices,- partnerships of above mentioned bodies with private sector, - R&D institutions, NGOs and health care system bodies of supra-regional
character,- State or co-owned by state culture institutions, public archives, and others

Goal:
•it is planned that every Pole should have at least basic digital skills by the year 2020.

e-integration and e-activation of the society as well as utilization of the potential of talented programmers (coders)
scope of support
- development of the basic competencies of people threatened by digital exclusion throughout local centres of digital activity,
- support for initiatives for digital activation and integration: increasing digital competencies with the focus on their practical application; stimulation of innovative activities with the use of ICT; creation of innovative tools for rising digital competencies among people of an average level of competencies,
- education and information campaigns popularising digital technologies,
- specialist support for talented ICT students (programmers) in developing innovative ICT products/services and their commerial use.
