Our city is more of a milltary camp ttan a martof trade and commerce. Everything pertanivg tothe change is going on determinedly and caln~yThe most important intelligence this week Is thecontemplated interference with the West by the.B lack Republicans at Cairo, and from adviees re-ceived to-day, St. Louis is in possession of the samecohorts. There is no desire evinced to enter intotransactions of the least partial nature. The fail-ing off in the movements of produce are attributedto the almost total absence of exchange facilities.A few thousand pounds of sterling bills changinghands for the week go a very little way towardsfurnishing the needful. Every bale of cotton inmarket would have been taken but for the want ofa medium of paying for it being closed. Westernproduce has been only in moderate demand, withthe exception of pork and bacon. Corn has re-ceded to prices lower than for years past, andthough the threatened blockade at Cairo maycheck supplies, the stocks throughout the Southare large, ample for some months, by which timethe growing crops will meet all the wants of theSouth. The Northwestern States will be the great-est losers; in fact, all the traders and rierchants,with three-fourths of the banks of Illinois, Wiscon-sin and Michigan, will be in a state of bankruptcybefore the end of ninety days-will go to universalsmash, and if Missouri does not secede and drivethe Northern hirelings out of St. Louis, she will bein the same box with the other NorthwesternStates.
The general wholesale and jobbing retail tradeoffers nothing for comment this week. The warfever predominates; though there have been somesales of general merchandise, yet business is stag-nant. The season of the year has arrived, when,in the best of times, business begins to decline.The war has hastened the close this season. Thegrand boulevard, Canal, has been well crowded'every day this week, but the military movementshave formed the attraction; consequently, the re.tail and fancy trade may be deemed as over for theseason.
The time for the annual hegira of our cosmopo-lile citizens has arrived. Several cotton operatorshave closed and taken their departure. The timesare very trying for those hybrid citizens, who havetheir faces for the South and their pocket and feel-ings at the North. Some of these have becomealarmed, and have already departed for their fa-vored regions North of Mason and Dixon's line;others are preparing, and will go immediately, ifour bank directors would only help them out, thatis, discount some few thousands of their bills re-ceivable. It is not understood how these hybridr outherners will manage when they arrive amongtheir Black Republican friends. They might comeunder the rules and regulations of war.
The bank returns, as made to the Board of Cur-rency to-day, do not show any important variationthan a decrease in circulation and deposits, whichis nothing unusual at this season of the year. Asregards circulation, the decrease in this item is notso much for the week as for the correspondingweek last year. The decrease in exchange is large,but nothing more than expected.

Our community has reduced its indeontedness tothe banks this season nine millions of dollars, andthough the week now closing has been markedwith some pressure, it falls lightly. The disturbedstate of the country will be overcome. The circu-lotion of our banks is one-third less than at thistime last year, and with a large surplus of coinover last year, the line of deposits is about thesame.
We have nothing to fear regarding the crisis.Onr banks mill do all they ean to sustain the mer-cantile community and the country; but as forgranting favors to parties to remit North, that willnot be entertained. Parties owing money Northcan at once inform their friends and copartniersthat there will be no more discounts for the benefitof Northern firms. The war, as it were, is to becarried into Africa. We don't regard the lastefforts of the New York capitalists to raise moneyfor the old Federal Government, procure subscrip-tions for the balance of the stock of the UnitedStates, autnorized to be issued under the act of the8th of February last, say $8,000,00t. We fiedamong the names of the committee to procure sub-scriptions the names of Stewart Brown, of thehouse of Brown Brothers & Co., Winm. B. Astor,Moses Taylor, Pelatiah Peril and Augusto Belmont.We alluded to Mr. Belmont's subscription in ourla,t of $00 towards filling out the 7th New Yorkregiment-that he was forced into it. We revokethe expression and friendly disposition towardshim. We take it all back, and place him amongthe others of the Black IRepublican canille op-posing the Sctth. Stewart Brown is one of the firmof the house of Brown Brothers & Co. This firmhas a Lranoh in this city, and another in Mobile.Mr. Brown, though appointed one of the committee,might ave declined the honor.
