Project Overview In January 2010, MPCS (Michael McCormick, Management Consultant) was contracted by the Department of Energy – National Energy Technology Laboratory (NETL) in Pittsburgh, PA to reengineer NETL’s training tracker program managed by the Information Technology Department (ITD) and develop an enterprise software solution. Current Training Program: After conducting a one (1) day assessment interviewing key personnel involved in the ITD training program and the HR Department, the following summarizes those findings:

1. HR requires a hard copy of the Trainers survey form with Employee and Trainer signatures.

2. The trainers (two) are employees of Key Logic support contractor that report to the Institutional Assurance Department (IAD) and are not accountable to ITD.

3. Trainers post software training classes on NETL intranet. 4. NETL employees email trainer (Trainer #1 Pittsburgh, Trainer #2 Morgantown) regarding

which class they wish to attend. 5. Designated trainer confirms schedule attendance with employee. 6. Upon class completion, employees are required to complete a Training Survey form that

signed by the employee and trainer. 7. The Figure 2 - Survey Form provides necessary information regarding:

a. Training Class Name b. Class Date c. Class Number d. Instructor e. Federal Employee or Contractor (check box) f. NETL Employee

i. Office ii. Phone Number

g. Survey Categories i. Training Content (10 sub-categories) ii. Instructor Rating (4 sub-categories) iii. General Impression (1 sub-category) iv. What you liked about the training program? v. Does the training program need improvement? vi. Would you recommend this class?

8. Trainer submits original surveys to the HR Department and a copy to the ITD designed Project Manager that supports the software system.

9. The trainers enter all students that complete any class into an Excel spreadsheet (Figure 3 – Training Validation) that provides:

a. Employee name b. Division number c. Office name d. Mail stop e. Telephone number f. E-mail address g. Federal Employee (Yes or No)

10. Trainers provide Excel file to ITD upon request. 11. Aside from the original hard copy of the survey, there’s no tracking of classes conducted

by dates or instructors and there analysis of the survey questions.

Solution The current ITD Training Program failed to provide any automation and or useful data regarding the current Software Training Program. The next step was to conduct a complete “requirements” session with the Trainers and ITD Leadership to define the system design, budget and timeline. The key system requirements: Tracking

Budget & Schedule The project was funded ($500,000) and required to be completed and fielded within 6 months using an Agile approach with a resource team of three (3) programmers and one (1) Business Analyst to assist with Q&A and Testing. The first version was completed in 4 months; field tested with the two (2) Trainers and twenty-five (25) ITD Project Managers. Ten (10) additional enhancements and eight (8) additional reports were developed, tested and “go live” one month ahead of schedule and under budget by 15%. The Training module was updated with version 2.1 which provided an interim IT Project Portfolio Management tracking program while the enterprise Enovia Program Central is customized to accommodate IT projects under the new NETL PMO and project management methodology scheduled for a January 2013 delivery date.
