Executive Summary Customer Contact and Business Improvement
The total number of enquiries attended to this month was 102 while the number of application lodgements submitted over the counter was 104. The total number of duty planner responses provided this month was 152. The average number of days to respond to a duty planner enquiry was 4 days (refer figure 1.3.3). Development Assessment The number of applications received was steady and in accordance with expected levels. IDAS time frames were met for acknowledgment notices and information requests. Reconfiguration of Lots, Material Change of Use Code and Impact applications, and Concurrency Agency applications were processed in IDAS time frames.
Development Engineering We received 16 Operational Works applications in May – compared to the previous 3 monthly average of 15 and historic average of 13 (refer to Section 2.7.2). The Operational Works Decision Making Period target of 85% within 40 days, was met with 93% assessed within the target time frame (refer to Section 2.7.3). The percentage of plan sealing approvals within 15 days was 38% compared with the target of 85%. The percentage of minor works approvals, within 10 days of application, was 94% compared with the target of 85%.
Health and Regulatory Services
• Building statistics for the month show considerable growth in activity with 297 domestic building applications processed for a total value of works of $89,637,321.
• An auction of abandoned vehicles was held at Councils Ness Street depot with 29 vehicles being sold at a total value of $5125. The numbers of vehicles being left abandoned on roadsides continues to be a source of complaint.
• Councils Public Health Services Officers are dealing with increasing numbers of noise complaints (47 active requests), typically after hours, from building construction sites, pool pumps and air-conditioning units.
• Recent wet weather has also seen another spike in complaints regarding overgrown and untidy properties ( 154 active complaints )

Strategic Planning
The draft planning scheme was submitted for 1st state interest review on 19 April 2012 after completion of a comprehensive peer review process. Council received a response from the State review on 29 May 2012 for Council comment. Predatory work related to the future Ooralea and Richmond infrastructure strategies have commenced. It is expected that a draft Ooralea strategy will be developed over the next 12 months, with the Richmond Strategy over 24 months. The Erosion and Sediment Control compliance programme is progressing, with a comprehensive training programme undertaken during April and May. Further site audits will be conducted during June.

8 200K Planning Scheme
Summary: The plan preparation state of the draft Mackay Region Planning Scheme is nearing completion. Council received a whole of government response from the State Interest Review has been received and are currently being considered. According to the Statutory Guideline 01/112 Making or amending local planning instruments Council is now required to review, address and responds to whole of government response. Once this is completed and information provided to the Department of State Development, Infrastructure and Planning, the Minister will review and resolve outstanding issues with state agency and local government and consider if council can continue with public notification of the draft planning scheme. The project plan below covers phase 1: Plan Making Phase. Timing of further phases will be subject to the time of the completion of Phase 1. Legend
