MAY 2010 PROGRESS REPORT FORMER AIR FORCE PLANT 83/GE OPERABLE UNIT

SOUTH VALLEY SUPERFUND SITE ALBUQUERQUE, NEW MEXICO

Work performed by Axis Group, Inc. for the Former Air Force Plant 83/GE Operable Unit during May 2010 consisted ofthe following activities:

Shallow Zone Ground Water Remedial Action

1. Treated 942 gallons of water during the period from May 1, 2010 through May 31, 2010 for a total of 1,083,355 gallons of Shallow Zone ground water since the start of operations in May 1994. Groundwater was extracted from extraction well SEW-10 (South Plant 83 area) only. As discussed previously, the remaining extraction wells in the former North Plant 83 area (SEW-01, -02, -03, -04, -06, and -11) have been turned off as the groundwater in this area has been below ARARs. SEW-05 is currently shutoff and SEW-10 is the only extraction well that -is currently operating in the Shallow Zone system.

2. Continued to perform thorough plant maintenance on equipment in the Shallow Zone Treatment Plant building.

3. Shallow Zone System operations will continue to be administered from the Deep Zone Groundwater Treatment Plant.

4. Performance and Compliance Monitoring Plan (PCMP) Items:

a) Obtained monthly compliance sample (GE List 8260)

5. Non-PCMP Items:

b) Obtained water quality sample (GE List 8260 & EDB 504.1) from monitoring well SJ6-09M in preparation of plugging and abandoning the well. Only acetone was detected in the sample above its reporting limit at a concentration of 19 micrograms per liter (ppb). There is no ARAR for acetone on this site. Data was transmitted to the EPA in a letter dated May 25, 2010.

Deep Zone Ground Water Remedial Action

1. Continued activities related to the Operations and Maintenance phase ofthe Deep Zone Groundwater Remediation System.

2. As shown in the May 2010 Monthly Report Log, the Groundwater Treatment Plant (GWTP) extracted a total of approximately 22,957,787 gallons of groundwater for treatment and subsequent injection to the

aquifer during the month of May. The GWTP has now treated approximately 5,502,445,675 gallons of groundwater.

3. Continue to perform routine plant maintenance operations as outlined in the manufacturer's maintenance schedules. Routine maintenance is performed in accordance with established maintenance schedules. Maintenance activities which are performed are recorded in the operator's maintenance log stored at the Deep Zone GWTP.

4. The Deep Zone GWTP and associated extraction wells had 26 hours of downtime during the month of May due to high water levels in injection wells IW-638R and IW-642. These issues have been resolved and the plant is performing properly.

5. PCMP Items:

a) Performed monthly compliance sample at SP-425 port (GE List 8260)

b) Completed annual sampling event (GE List 8260 & EDB 504.1)

6. Non-PCMP Items:

b) There were no Non-PCMP items performed during the month of May.

June 2010 Tasks

Axis Group, Inc. will conduct the following during June 2010

• Continue to perform routine plant maintenance operations

• Continue to work to correct and resolve new issues that arise during the operation and maintenance phase ofthis project

• Close the off-site North Plant 83 Shallow Zone as approved by the EPA's letter dated March 4, 2010.

• Prepare for chemical oxidation injection in the Shallow Zone Aquifer around extraction well SEW-05 in the North Plant 83 area, and wells SEW-10 and SW-08 in the South Plant 83 area upon approval from EPA and NMED.

Dear Mr. Ward:

As requested, this letter transmits the volume of water diverted from extraction wells in General Electric Aviation (GEA) Deep Zone Ground Water Treatment Plant (GWTP). During the period from May 1, 2010 through May 31, 2010, GEA extracted a total of approximately 22,957,787 gallons of ground water from four permitted ground water extraction wells (State of New Mexico Permit Nos. RG-62379 POD 1, RG-62379 POD 2, RG-62379 POD 4 and RG-62379 POD 19) for treatment and subsequent injection through eleven permitted injection wells (State of New Mexico Discharge Plan No. 1065). The May 2010 Monthly Report Log summarizes the volume of water extracted from the four deep zone extraction wells and injected into the aquifer via the eleven permitted injection wells.
