Chapter 1. Executive Summary

1.1 PROJECT BACKGROUND

The Odisha Works Department (OWD) has a medium to long-term comprehensive programme to

rehabilitate, upgrade and expand the road network throughout the state to improve accessibility, con-

nectivity and enhance the overall development. It is the pre-eminent state level road authority in Od-

isha which deals with issues relating to Feasibility Study and preparation of Detailed Project Report

including the Route Selection, even for relatively low volume roads.

The Government of Odisha has secured a loan from International Bank for Reconstruction and

Development (The World Bank) towards the cost of Widening and Strengthening of existing car-

riageway to 2-lane for Chandbali–Bhadrak–Anandpur Road Project (88 Km).

Chandbali – Bhadrak – Anandpur Road Project is part of 825 km of roads under Phase-I which is

a Section for promoting trade and regional integration between districts by improving transport com-

munication. The project road Chandbali – Bhadrak – Anandpur is a part of the Phase-I road devel-

opment, which was built several years ago with two lane configuration and currently serves moderate

level of traffic. The project involves widening of the existing road which has an average carriageway

width of 5.5 m to 6.8 m and 1.5m. Earthen shoulder on both sides, to a 7.0 m carriageway and

2.5m shoulders on both sides in flat and rolling sections. The expected outcome of the project in-

clude reduced transportation time of goods and better connectivity between districts along with im-

proved safety standards; reduced transit time for import and export goods via port.

1.2 THE PROJECT

The Bhadrak–Anandpur (SH-53) section from Km. 0/00 to Km. 43/00 is a part of Jagatpur–

Kendrapada–Chandbali–Bhadrak 152 Km. project corridor. The road section Bhadrak–Anandpur

starts from Chainage 0/00 Km. of Bhadrak and ends at Km. 43/00 of Anandpur Road, in this Bhadrak

is district headquarter. About 35% of the road length passes through built up area.

The total length of the project road is 43.000 Km. the road passes completely through plain terrain.

This stretch of the road falls in the District of Bhadrak & Keonjhar. This stretch passes through major

human settlements as Bhadrak, Randia, Barpada, Bonth, Basantia, Chenapadi, Fakirpur and

Anandpur.

2.5 ROUTINE MAINTENANCE

As per Contract, the Contractor is required to maintain the portion of the road which has been handed over to him. The Contractor has taken up the maintenance work.

2.6 PROGRAMME OF WORK

The Contractor has given three months programme for June’18, July’18 and August’18 for an amount

of Rs.Rs.1.13 Cr.,2.59 Cr. and Rs.2.67 Cr. respectively.

Chapter 4. Status of Risk

4.1 HANDING OVER OF SECTION

As stipulated in the Contract, Section-1 of the road (SH53) has been handed over to the Contractor

on 12.03.2018 . The Contractor had to examine it and inform the Employer the details of encum-

brances at site if any.

Contractor has informed regarding the encumbrances, which after the scrutiny, Engineer has submit-

ted it to PMU.

4.3 ANY OTHER ISSUE;-

The ‘Contract Agreement was signed on 12th Mar.’2018 for the balance work of Bhadrak-

Anandpur section of SH53. The work programme for individual months has been pre-

pared and submitted by the Contractor for the month of May.’18.

The work planned for May’18 was for Rs.1.09 Cr. while, the achieved work done is Rs. 0.51 Cr. (with a short fall is Rs. 0.58).

4.4 RISK INVOLVED

Progress of the work has been very slow so far. The reason for slow progress has been the unsea-

sonal rainfall. Due to the unseasonal rainfall bituminous work could not be executed, because of this

planned progress could not be achieved. This may delay the completion of the work within the stipu-

lated contract period.

The Contractor has not obtained lease of stone quarry. Aggregate is being procured through private suppliers from stone quarries at

Chandikhole.

tion of Sand Quarry The Contractor has not obtained lease of sand quarry. Sand is being

procured from third party supplier.

Arrangement for Construc-tion Water

As per the Central Ground Water Authority (CGWA) guidelines, there are two categories of area. (i) Notified area and (ii) Non-notified area.

For notified areas, permission/approval is required while for non-notified areas only NOC is required for abstraction of ground water more than 100 m3/day. Now this location comes under non-notified area. Therefore permission/approval for extraction may not be re-

quired. Also as the extraction quantity is less than 100 m3/day. There-fore NOC is also not required as per previous notification. But as per

new notification published by CGWA, NOC is required also as the extraction quantity is less than 100 m3/day. The Contractor has yet to

obtained NOC.

At present, The Contractor has taken precautions for electrical cables, wires and equipment at base camp SH-53.

Readily available first aid kits:- The first aid kits are available at the proposed Camp Premises in SH-53.

Water sprinkling is being done at site regularly two to three times in a day. No dust emission has been reported in this month during con-

struction activities.

Pollution monitoring has yet to be scheduled half yearly by Contractor through a NABL accredited agency.

Waste will not be released into water bodies and drainage systems:-

No waste water is being discharged directly into the water bodies.

Dispose the fuel, lubricants and chemical wastes as per guidelines of SPCB/MoEF:-

Used and waste oil has to be disposed off through authorised recy-cler. The used and waste oil generates in very less quantity. Though the Contractor has identified the authorised recycler. The Contractor

so far has stocked the waste oil at base camp at SH53.

Contractor has yet to identify site for bio-degradable waste disposal at SH-53 camp area.

For non-bio-degradable waste disposal, Contractor has identified the authorised recycler. The Contractor so far has stocked the waste oil at

base camp at SH53.

Demobilisation and De-commissioning.

The Contractor shall clean up the area or temporary structures after completion of work as per the approved waste management plan:-

Demobilisation and Decommissioning has not started as project is in progress.

5.2 ROAD SAFETY

Though, barricading with bamboos and sand bags with reflective sticker and caution tape at site is

being done, but hard barricading and more sign boards are required in construction zones in con-

formance with codes & specifications.

Helmets, safety jackets, safety shoes, gumboot, nose mask and goggles etc. have been provided to

the workers but, these are required to be used regularly and adequately during construction activities.

Managing Partner and Project Manager of Contractor.

A routine review meeting was held on 23.05.2018 by Resident Engineer at base Camp of the

project with the Managing Partner and Project Manager of Contractor.

On 25.05.2018 Hon’ble EIC-CUM-Secretary along with the CE (DPI & Roads),SE (R&B) Works

Department and Resident Engineer (CSC) visited the site. Contractor’s Managing Partner and
