2. APPROVE AGENDA (Action) Motion: TREMPER, Second: TAMAYO, Vote: UNANIMOUS

President Reyes took time to recognize Vice President Bejarano and Clerk Tremper, whose terms expire in December 2016. He read a brief profile of each of them and presented Clerk Tremper with a bouquet of red roses.

Dr. Escobedo presented Clerk Tremper with a vase engraved with her name, dates of service, and the following message:

Board Member Bunker thanked Clerk Tremper for her guidance when Board Member Bunker was new on the Board. Board Member Tamayo said she led many efforts such as the Healthy Students Initiative and the Arts Program. Thanked Clerk Tremper for her leadership and for and helping him "learn the ropes," and wished her well. President Reyes thanked Clerk Tremper for her support and especially for all the time and effort she has spent working for students, not only at the District but also outside.

Dr. Escobedo presented Clerk Tremper with a vase inscribed with her name, dates of service, and the following message:

Success is never an accident. It is always the result of high intention, sincere effort, intelligent direction, and skillful execution.

Clerk Tremper thanked everyone.

3. SPECIAL RECOGNITION, ORAL PRESENTATIONS, WRITTEN REPORTS, AWARDS, AND HONORS

A. Recognition of Arroyo Vista Charter School, a 2016 National Blue Ribbon Schools Award Recipient

Dr. Escobedo said it was amazing being at an event held in Washington, D.C. , the previous week where the Secretary of Education honored the schools selected for the 2016 National Blue Ribbon Award . He explained there is no higher recognition, that approximately 279 public and 50 private schools nationwide were selected, and that only four of those schools are in San Diego. He said that it was amazing to see one of the District's finest schools­Arroyo Vista Charter-receive the award .

CVESD/BOARD MEETING MINUTES 45 NOVEMBER 16, 2016

President Reyes presented Arroyo Vista Charter Principal Patricia Roth and Associate Principal Mary-Margaret Landers with a Certificate of Recognition . Arroyo Vista Charter teachers and support staff were introduced.

Dr. Reyes said that recognition of such caliber, and any recognition of a school is due not to a one-person job but rather a team effort. He commended the entire Arroyo Vista Charter team-teachers, classified staff members, parents, and especially students for doing an incredible job.

B. Report on District Cohort Schools: Ella B. Allen Elementary, Enrique S. Camarena Elementary, Chula Vista Learning Community Charter, Daly Academy, Anne and William Hedenkamp Elementary, and Lama Verde Elementary for the 2015-16 School Year

Mr. Tessier said that over the year, the Board has heard from school cohorts on how they work collaboratively to move student achievement forward, in particular regarding Local Control and Accountability Plan goals. He added that the Board would hear what collaboration in cohorts looks like from the perspective of students and that students would speak about relevance, essential skills and how they equal a legendary life. He introduced the first student speaker of the night, Keenan Mendoza (Hedenkamp). Other student presenters were Arnold Aguilar (Camarena); Pedro Aldana (CVLCC High); Johanna Contreras (Lama Verde); Nataliya Garcia (CVLCC Middle); Jazzamine Jenkins (Daley Academy); Louis Nguyen (Allen); Liam Thomas (Daly Academy); and Former Student Joanna Arteaga (Hedenkamp), who currently attends San Diego State University.

President Reyes thanked the student presenters and gave each a Certificate of Appreciation and a stylus pen for their participation in the report. Board Members were very impressed by the students and commended them on the presentation.

C. Report on Bilingual Resource Teachers

Mr. Tessier introduced Executive Director of Language Development and Instruction Emma Sanchez. Ms. Sanchez, Bilingual Resource Teacher Nydia Cerecer (Silver Wing), and Principal Lalaine Perez (Salt Creek) presented an overview of the District Bilingual Resource Teachers (RTs) program and provided information on the services provided by the Bilingual RTs. She also introduced Bilingual RTs who were in the audience.

Board Members thanked the presenters and asked questions that were answered by Ms. Sanchez.

President Reyes reconvened the meeting at 7:28P.M.

4. ORAL COMMUNICATIONS

Oral Communications provides the public with an opportunity to address the Board on non-agenda items. Speakers are requested to limit their remarks to five minutes. The Board shall limit the total time for public input on each agenda item to 20 minutes. With Board consent, the President may increase or decrease the time allowed for public presentation depending on the topic and the number of persons wishing to be heard. No Board action can be taken.

There were a total of nine people who submitted "Request to Be Heard" cards , so with Board consent, President Reyes allotted four minutes per person.

Teacher Yolanda Abrenica spoke on teacher working conditions.

Parent Lilia Carnahan thanked Clerk Tremper for her service and for being a role model and a mentor; said she has never seen a parent more invested in the children than Clerk Tremper. Parent Dr. Diane Gerken thanked Clerk Tremper for her many years of service, for being visible and accessible, and for inspiring others. Parent Lillian Toulet also thanked Clerk Tremper for being a role model , for always focusing on the kids and on collaboration. Community Member Teri Tremper thanked her sister, Clerk Tremper for the work that she has done for children while being a Board Member and even before, as an involved parent.

Teacher Chris Fite (Loma Verde) spoke about how well the Fair Share bargaining process worked and urged the Board to encourage the District to reconsider Article 8 Hours so contract negotiations can be finalized . Mr. Yvellez spoke on Article 8 Contract Hours.

Community Member Michelle Krug spoke about the presentation [by cohort students], requested that Board meeting videos be posted on the website, and encouraged the District to be proactive and help students with their fears (after the presidential election).

Teacher Susan Skala invited Board Members to a CVE Holiday Happy Hour and Toy Drive scheduled for Thursday, November 17 at The Galley. The event will benefit the Police Activities League.

B. Adopt Resolution Establishing a Partnership with the Mexican 2016-17.52 Consulate of San Diego

President Reyes remarked the Mexican Consulate approached the District to create a partnership to support students by providing information and services. He said he has never seen this before and he believes it is a great opportunity, since more partnerships help to better serve the community. Dr. Escobedo stated that the Consulate would be recognized at the December 2016 Board meeting and that Executive Director Emma Sanchez has included the Consulate in the District's Parent Academy to help inform the community about Consulate services. President Reyes said that the Consul General is very interested in supporting the District.

C. Adopt Resolution Commending and Congratulating Douglas Tracy, 2016-17.53 JohnS. Lyons Memorial Foundation's 2016 Labor Leader of the Year

President Reyes commented that to win the John S. Lyons Memorial Foundation's award requires many years of working with labor making sure to provide equity and fairness. He said Mr. Tracy has been a role model in this area and he well deserves the honor.

Dr. Thiel introduced new employee, Supervisor Nathan Saragosa (Warehouse) . He also introduced Eduardo Oropeza, who was promoted from Technology Equipment Technician to Network Technician (Information and Technology Services). Dr. Thiel welcomed Mr. Saragosa and congratulated Mr. Oropeza.

E. Approve Memorandum of Understanding with Chula Vista Classified Employees Organization Regarding Compensation for Classified Employees for the 2016-17 and 2017-18 School Years

7. ADMINISTRATIVE ACTION ITEMS

A. (1) Adopt Revised Meeting Calendar of the Board of Education of the Chula Vista Elementary School District; and

(2) Adopt December 14, 2016, at 6 P.M. as the Date and Time for the Annual Organizational Meeting of the Board of Education of the Chula Vista Elementary School District

Dr. Escobedo said the District received notification that election results would not be certified by the San Diego County Registrar of Voters until December 8. He added that the Board of Education meeting in December would need to be rescheduled to a date after the election results are certified .

B. Nominate Candidates for the 2017 Election of the California School Boards Association's Delegate Assembly, Region 17

Dr. Escobedo said the California School Boards Association (CSBA) has seven open Delegate Assembly positions for San Diego, Region 17. He added that this is a very important position and that Vice President Bejarano and President Reyes serve as Delegates.

President Reyes nominated Board Member Bunker, who accepted the nomination.

C. Approve Safe School Plans for the 2016-17 School Year

Mr. Tessier explained that every year, one of the most important goals of the District is the safety of its students. Every year, the Safe School Plans are brought to the Board not as a consent item, but to be discussed. He said the plans are revised through the School Site Council process to address the safety of the students and that the plans are presented for approval. In answering a question from President Reyes, Mr. Tessier said that District Emergency Preparedness Manager Dr. Sherry Stone reviews all the plans.

D. Adopt Resolution of the Board of Education of the Chula Vista 2016-17.64 Elementary School District Authorizing the Issuance of the School Facilities Improvement District No. 1 of the Chula Vista Elementary

School District General Obligation Bonds, 2012 Election, Series C, in a Principal Amount Not to Exceed $45,000,000 and Approving Various Actions Related Thereto

Mr. Esquivel said that in November 2012, voters approved the $90 million Proposition E and that to date, the District has issued about $45 million and modernized approximately six schools. He added that the District is requesting authorization to issue the remaining $45 million in bonds in order to take advantage of the lower interest rates for the primary purpose of modernizing an additional five schools.

8. FIRST AND SECOND READINGS, BOARD POLICIES, ADMINISTRATIVE REGULATIONS, AND BOARD BYLAWS

A. First Reading: Proposed Revisions to Board Policy 3100, Business and Noninstructional Operations, Budget

Mr. Esquivel said that recently, the Governor approved Senate Bill 1029 (SB 1 029), which establishes a requirement for certain debt to be included in Board Policy. The Board Policy is being updated to include that language as well as to add other language related to issuing conservative, competitive bid bonds and not issuing capital appreciation bonds, so it aligns with current practice. He added the Board Policy was reviewed by the District's legal counsel and financial advisor and was deemed not to be consistent with SB 1 029 requirements.

B. First Reading: Proposed Revisions to Administrative Regulation 5142, Students, Safety

Dr. Thiel explained that the Board Policy, last reviewed in 1990, is being updated to ensure it aligns to state and federal guidelines and to enhance it to incorporate more comprehensive safety procedures regarding supervision of students.

• Congratulated Dr. Escobedo on the Hispanic Leader Award he received . • Thanked Clerk Tremper again for all the work she has done in the District.

Dr. Reyes: • Thanked Clerk Tremper again and Vice President Bejarano for all their

hard work and time spent on behalf of and for caring for students and teachers in the District.

• Congratulated the new employees and employees who were promoted; and all the staff who is doing the right thing to ensure that students are successful every day.

Mr. Tamayo: • Congratulated Gloria Ciriza, Mr. Tessier, and Lydia Burgos on graduating

from the National Institute for School Leadership. Said it is a great accomplishment and that he is grateful for them taking those steps in leadership to enhance their knowledge and bring back that knowledge to train other administrators in the District.

• Congratulated Executive Director of Special Education and Instruction Deann Ragsdale on her new position at San Diego Unified, saying it is a loss for the District. Thanked Mrs. Ragsdale for her service to District students and wished her well in her new endeavors.

• Congratulated the Risk Management/Benefits Team for an awesome Open Enrollment and Benefits registration. Said that it was the first time it was done online and that overall it went well. Added that when he enrolled , the process was very smooth and there were no hiccups.

• Thanked the schools that prepared the wonderful display in the Board Room and everyone who helped prepare the Board meeting.

Dr. Tremper: • Said that being third in line [to speak]. she has to say, "Ditto, ditto, ditto,"

but that it is certainly heartfelt and to keep it short, she will not repeat all the names, but wanted to add her thanks to everyone.

• Mentioned that school reports are her favorite part because the Board Members get to see the children, who are the purpose for their serving on the Board.

• Thanked the parents and her sister for attending the meeting and speaking. Added that she feels one of the things she brought to the Board was not only a different viewpoint, but also being the parent voice-since being a parent has been her main role for 11 years in the District.

• Shared that she thinks what lost her the election is her belief that she needs to listen to all stakeholders, keep her focus on the students, and then make the very best decision as one of five [Board Members] to ensure we have a healthy system that allows us to achieve the goal to creating an environment that is safe, nurturing, and engaging for students.

• Said that the students spoke really well about many programs and reminded everyone that she was part of them- some in the inception,

some in the fruition-but these things only happen if the Board keeps its focus ahead and on the students.

• Asked her fellow Board Members to continue focusing on students and to understand there need to be a long-range plan, and not to deviate.

• Remarked that she is very passionate about holding high expectations for all students-including socioeconomically disadvantaged and special education students. Added that we have worked very hard in education to provide a free and appropriate education to each and every child and it is not positive to only want to hold, take care of, and love these students but not hold them to high standards. Said one of the ways we can accomplish this is to roll out a program across the District about cultural awareness and cultural sensitivity to identify any biases we may have that impact the way we provide services to the students. Remarked that it is important, especially in today's society, to prepare children so that they can grow up better equipped to confront and change all the hatred and awful things that are happening because of people's color, race, ethnicity, and second language. Said in an elementary school district, we are in a great position to make sure that first as adults we do not have those biases or insensitivities and then that we can work it through the academic portions that we need to provide the kids so they can be whatever they want to be.

• Thanked everyone for the opportunity to help lead the wonderful Chula Vista Elementary School District, which is renowned across the state. Thanked the teachers, administrators, other staff, and the Board for their hard work. Said she is excited about everything she will be able to do with her free time. Ended by saying it was a pleasure working with everyone.

11. SUPERINTENDENT'S COMMUNICATION

Dr. Escobedo: • Reminded the Board that Saburo Muraoka's "Topping Out" ceremony

wou ld take place the next day. • Announced that he received an invitation from the City of Chula Vista and

the Muraoka Family to a reception with delegates from a sister city in Japan. Said the reception was scheduled Friday of that week, at 5 P.M.

at City Hall and that on Saturday, the delegation would tour the Muraoka construction site.

• Remarked that he believes the power of a team, in this case the Board, is their Member's divergent thinking . Said that Vice President Bejarano brought amazing grace and legal mind to the team and that with her background, especially with the equity aspect, she demonstrated that no matter your gender or your race you can be an amazing pillar of the community, which was her legacy. Added that each Board Member leaves a legacy-a mark in the District, no matter how long he or she serves.

• Told Clerk Tremper that getting her doctorate was an amazing adventure. Said she really enriched the District in looking at special education and

him specifically in exam1n1ng his own biases, which he appreciates. Commented that the special education student achievement grew significantly this year, but that there is still much to improve. Thanked Clerk Tremper for her insatiable plight in ensuring that all students achieve, especially those that do not have all the opportunities. Said her legacy will remain. Commented that Clerk Tremper is an amazing writer and that he is sure she will write some books that will influence education not only in Chula Vista, but also nationwide. Wished her the best in her future and thanked her not only for her service on behalf of all the students but also for her legacy and the friendship they will always share.

12. ADJOURN TO CLOSED SESSION
