On motion made, seconded and carried, the bids were referred to the Committeeof the Whole for tabulation and recommendation.

Resolutions adopted by boards of education were received as follows:

Bergenfield and Ridgefield - Pertaining to the cost of the defenseof any board member;

Ridgefield - Pertaining to the Prevailing Wage Act.

A letter, dated June 11, 1964, was received from the Liberty School Parent-Teacher Association requesting "to know what additional steps are beingplanned to alleviate the steadily increasing racial imbalance at LibertySchool while preserving the educational standards in the classroom."

A copy of a letter to Mr. Glenn C. Leach, Principal of the Engletuood SummerSchool, was received from the Dwight Morrow High School Parent-Teacher Asso-ciation pertaining to scholarships for elementary school youngsters.

On motion made, seconded and carried, the following faculty members in theEnglewood Public Schools were appointed to the Project Council, an executiveand advisory body for the Englewood School Development Program (Ford Foun-dation) :

A special meeting of the Board of Education was held in the Lincoln Schoolauditorium on Monday, July 20, 1964, and was called to order by the Presi-dent, Mr. Perry, at 8 p. m. Members in attendance were Mrs. Louise R.Grabow and Messrs. Warren L. Lewis and John H. Perry. Dr. Frank H. McClos-key and Dr. Theodore B. Van Itallie were absent. Dr. Mark R. On motion made, seconded and carried, kindergarten classes at Lincoln Schoolare to be closed, effective September 1, 1964, and all kindergarten pupilsresiding in the so-called Lincoln School attendance district are to beassigned to the Cleveland, Liberty, Donald A. Quarles, and Roosevelt Schools;such assignment to be determined fay the Superintendent on the basis of thefollowing criteria:

a. Define attendance districts so that pupils of the Lincoln Schooldistrict will be assigned as nearly as possible to the schoolnearest their homes.

b. Provide for an even distribution of class loads.

c. Define kindergarten attendance districts to coincide, as nearlyas possible, with attendance districts for grades one through five.

It is understood that attendance districts for children in grades onethrough five previously determined by the Board shall remain in fullforce and effect.

The following action was taken at the Committee of the Whole meeting onJuly 29, 1964:

On motion made, seconded and carried (unanimously), that unless the Boardreceives, by 5 p. m. on July 30, a "Yes" answer to the question whetherthe Council intends forthwith to condemn the Creche property for school use,a letter is to be written to the Mayor and Council advising them of ourdistress at the Mayor and Council's failure to obtain the said site, andalso that there will be public notification of our unanimous desire for thisproperty.

The following action was taken at the Committee of the Whole meeting onAugust 3, 1964:

On motion made, seconded and carried (unanimously), the following statementis to be released to the Press, expressing the Board's strong interest inacquiring the Creche property for future school purposes:

For several years the Board of Education has been studying variouspotential building sites in Englewood for their suitability forfuture school needs. In particular, the Board has determined thatthe Creche property, opposite the Roosevelt School, would be amost desirable site to meet the anticipated requirement for expan-sion of elementary school services in the Second Ward area, aswell as for other possible school needs.

The Board has communicated its strong interest in acquiring the Crecheproperty to the Mayor and has held a preliminary discussion on thisurgent matter with Councilmanic members of the Board of School Estimate.

Recently, in response to its inquiry, the Board of Education receiveda letter from the President of the Common Council expressing theCouncil's desire to meet with the Board of Education in the earlyfall to explore such a program in an effort to come to an understandingand agreement. The letter indicated that "when the Board of SchoolEstimate is satisfied that proper development of the public schoolsystem necessitates the purchase of additional land to enable it toimplement a plan acceptable to the people of Englewood, steps would betaken to purchase that or comparable property."

Notice was received from the Board of Adjustment that Mr. H. Steinberg of52 Hillside Avenue was requesting a variance of the Zoning Ordinance toconvert a one-family dwelling to a two-family dwelling. On motion made,seconded and carried, the Superintendent and Attorney were requested toconcur in a letter to be sent to the Board of Adjustment indicating theBoard's objection to the granting of the variance.

The Board discussed the acquisition of the Edgewater Crechs-Rethmore prop-erty and the necessary meeting with the Councilmanic members of the Boardof School Estimate. The Superintendent submitted a proposal for presenta-tion to the Board of School Estimate. The Board members are to review theproposal which is to be forwarded to the Board of School Estimate with aletter requesting acquisition of the Creche property.

It was agreed that the public meeting on Monday, September 14, 1964, wouldbe adjourned until Thursday, September 24, 1964, so that there would be anopportunity for the Board of Education members to meet with the Councilmanicmembers of the Board of School Estimate prior to the public meeting of theBoard of Education.

Letters urging the acquisition of the Edgewater Crache-Rethmore propertywere received from the Cleveland School P. T. A., the Urban League ofBergen County, and Mrs. Phyllis L. Ball.

A letter, dated August 1964, was received from the President of the NorthernValley Chapter of the A. A. U. N., requesting the Board to join in sponsoringa program to be presented at Fairleigh Dickinson University on Saturday,October 3, 1954. On motion made, seconded and carried, the request wasapproved.

Notice was received from the State Federation of District Boards of Educationof the 12th Annual Workshop to be held in Atlantic City, October 29-31,1964.

Copies of resolutions adopted by them were received from the boards of educa-tion of Palisades Park, Saddle River and Wyckoff pertaining to the cost ofthe defense of Board members in civil or criminal actions.

Notice was received that the case of Fuller, et al, vs. Uolk, et al, hasbeen appealed to the United States District Court of Appeals in Philadelphia.

The Superintendent reported that the kindergarten classes conducted by theBoard of Education have received full approval of the County Superintendentof Schools.

The Superintendent reported that he had attended a meeting called by theCounty Superintendent of Schools to consider a proposal that school districtsconduct exchange programs between pupils, classes, and teachers of differentschool districts which would offer opportunities within the school curricu-lum for inter-action among youngsters of diverse economic, social and ethnicbackgrounds. On motion made, seconded and carried, the Superintendent wasauthorized to proceed with arrangements to join this endeavor provided thatthe program planned is educationally sound, administratively practicable andeconomically feasible.

A regular meeting of the Board of Lducation was held in the Lincoln Schoolauditorium on Monday, October 12, 1964, and was called to order by the Pres-ident, Mr. Perry, at 8 p. m. Members in attendance were Mrs. Louise R.Grabow and Messrs. Warren L. Lewis, Frank H. McCloskey, John H. Perry andTheodore B. Van Itallie. Dr. Mark R. Shedd, Superintendent of Schools, Mr.Francis A. Garrity, Assistant Superintendent, Sidney Dincin, Attorney, andMrs. Winifred R. Schambera, Secretary, were present.

On motion made, seconded and carried, the minutes of the adjourned meetingof June 29, 1964, special meeting of July 20, 1964, regular meeting of Sep-tember 14, 1964, and adjourned meeting of September 24, 1964, were approvedas presented.

The following action was taken at the Committee of the Whole meeting onSeptember 24, 1964:

On motion made, seconded and carried, as recommended by the Superintendent,teacher assistants in the Pre-Kindergarten Program are to receive salary atthe rate of $2,600 per year (40 weeks at $65 per week) and be entitled tothe same benefits as ten-month non-professional personnel employed in theschools and offices in regard to sick leave, etc.; and that in case of theirabsence, substitutes are to be provided on the same basis as secretarialsubstitutes.

Harry Passowinquiring as to the disposition of his request for high school credit to beawarded for the study of Hebrew in the Temple Emanu-El program. On motionmade, seconded and carried, in accordance with the opinion of the BoardAttorney, a letter is to be sent to Dr. Passow advising him that this creditcannot be allowed and explain the Board's position in the matter.

On motion made, seconded and carried, the Superintendent was requested toset up a meeting with individuals who are currently concerned about trans-portation problems of their children; not more than two authorized membersof each group to be invited to discuss the matter informally with Board mem-bers at a mutually convenient time.

On motion made, seconded and carried, the Board Attorney was authorized tofile a Brief and Appendix in the case of Fuller, et al, vs. Volk, ei. al,which has been appealed to the United States District Court of Appeals inPhiladelphia.

A memorandum, dated September 25, 1964, was received from Mr. Rex B.Little, City Business Administrator, requesting space in Lincoln School toaccommodate the Executive Director and six staff members of the HousingAuthority. On motion made, seconded and carried, the Superintendent wasrequested to make every effort consistent with educational needs, to makespace available.

On motion made, seconded and carried, the above action was confirmed.

A letter, dated September 23, 1964, was received from Dr. F. M. Raubinger,Secretary of the State Board of Education, advising that changes in theDwight Morrow High School program have been approved as follows:

a. Art of Writing to be offered in grade 12, meeting 5 singleperiods per week for one year, allowing 5 diploma credits.

b. Calculus and Analytic Geometry to be offered in grade 12,meeting 5 single periods per week for one year, allowing5 diploma credits.

c. Part-time Cooperative Work Program for Trade and IndustrialTraining to be offered to boys 16 years plus seniors preference,meeting 5 single periods per week for one year, allowing 10diploma credits.

The minutes of the meeting of the Executive Committee of the Bergen CountyFederation of Boards of Education, held on September 17, 1964, were receivedand placed on file.

Notice was received from the Bergen County Federation of Boards of Educationthat the Fall Dinner-Meeting will be held on November 5, 1964, at the Subur-ban Restaurant.

A letter, dated September 28, 1964, mas received from NTS. John T. Spruillformally requesting free transportation for her two children and "for allchildren of tender age", and more specifically those children who previouslattended the Lincoln School.

A letter, dated October Q, 1964, was received from the President of theDwight Morrow High School P. T. A. containing a resolution which they haveadopted requesting "that the Board of Education make known immediatelywhat proposals it has submitted to the Board of School Estimate and theCity Council, and that such proposals be made a matter of public record onMonday, October 12th, in time for the October 20, 1964, meeting of the CityCouncil."

A communication was received from the Executive Council of the Engle StreetSchool P. T. A. urging that the Common Council of Englewood initiate pro-ceedings to obtain the Edgewater Creche-Rethmore property for school expansion.

A telegram was received from the Executive Committee of the Liberty SchoolP. T. A. urging the acquisition of the Creche property.

On motion made, seconded and carried, Mrs. Ruth Wallace, having satisfac-torily completed the probationary period, was appointed Secretary to theSuperintendent for the balance of the 1964-65 school year.

On motion made, seconded and carried, the following resolution was unani-mously adopted:

WHEREAS, the Board of Education of the City of Englewood, BergenCounty, New Jersey, has decided that it is necessary to raisemoney for the purchase of a tract of land located on Broad Avenue,Englewood, New Jersey, which property was formerly owned by Edge-water Creche and Rethmore Home, and which property is oppositeRoosevelt School, for school purposes, for the following reasons:

1. There is a serious condition of over-crowding atRoosevelt School. The enrollment as of October 1, 1964 is fourhundred and four (404) children in Kindergarten and grades 1through 5. Studies of the school plant show that the RooseveltSchool has a functional operating capacity of 336 children.

2. Other school facilities of the Board of Education,including the former Junior High School at 11 Engle Street, theLincoln School, and all other school buildings are in full usefor school purposes with the exception of Franklin School, whichwas previously condemned and not currently in use.

3. A survey of the area in the vicinity of the RooseveltSchool in the second ward reveals that there are no availableproperties as suitable for development for school purposes as isthe above-mentioned Edgewater Creche-Rethmore Home property.

4. The above-mentioned Edgewater Creche-Rethmore Homeproperty is the most desirable and economical solution to devel-oping additional school facilities in the Roosevelt School areafor the following reasons:

a. The present Roosevelt School site, which includes3.28 acres, is already below today's state standards for the sizeof an elementary school site.

b. The Creche property is adaptable to development asa school site.

c. The estimated cost to acquire this property bycondemnation, $150,000.00, is within the reasonable ability of theCity to pay.

d. The size of the Creche property, six acres, plus thepresent Roosevelt School site, brings the total size of the siteclose to the minimum standards recommended by the state for a schoolof the size contemplated by the Board of Education.

e. The location of the Creche property, adjacent to theRoosevelt School site, makes it administratively feasible to operateas a single unit and to share common facilities that would be costlyto duplicate at a more distant location.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THECITY OF ENGLEWOOD, IN THE COUNTY OF BERGEN, NEW JERSEY, that inorder to obtain said land for school purposes mentioned above, ametes and bounds description of which said land is annexed hereto,made a part hereof, and marked Schedule A, the amount of moneyestimated to be necessary under revised statutes of New Jersey R. S.18:6-59 to obtain title to said land is $150,000.00, and said esti-mated sum of 3150,000.00 takes in the estimated cost of acquiringthe land by condemnation, and

BE IT FURTHER RESOLVED, that the Secretary of this Board be andshe is hereby authorized and directed to prepare and deliver toeach member of the Board of School Estimate of the City of Engle-wood, in the County of Bergen, New Jersey, a copy of this resolutionduly certified by the President and Secretary of this Board as andfor a statement of the amount of money estimated by this Board to benecessary for the school purposes hereinabove set forth.

WHEREAS, his distinguished career of public educational servicecommenced with his appointment to the Board of Education on Febru-ary 1, 1940; continued as he served faithfully, and with distinctionon all committees at various times; the Board of School Estimate forseven years; and as President of the Board of Education from 1951 tohis retirement in 1953; and

WHEREAS, as a wise and earnest citizen, a businessman of abilityand integrity, devoted to public service, exhibiting the highestideals of conduct and ethics, he displayed, nevertheless, thoserare qualities of sincerity and understanding which endeared himpersonally to officials, staff and students alike;

THEREFORE, BE IT RESOLVED that the members of the Board of Educationof the City of Englewood, New Jersey, do hereby give formal expressionof their profound sorrow in the death of Wr. Fitzpatrick and do herebyspread upon the record, notice of the passing from life of a man whowas esteemed by his associates, loved by his friends and respected byall; and

BE IT FURTHER RESOLVED, that this resolution be spread upon theminutes and a copy be tendered his daughter, Mrs. Richard E.Fredricks, as a humble expression of the Board's heartfelt sympathyin her bereavement.

BOARD OF SCHOOL ESTIMATEEnglewood, New Jersey

A meeting of the Board of School Estimate was held in the Municipal Building,Englewood, New Jersey, on Monday, October 19, 1964. Members in attendancewere Mayor Francis J. Donovan and Messrs. Warren L. Lewis, 0. CarlysleMcCandless, Frank H. McCloskey, and William D. Ticknor, Jr. Mrs. WinifredR. Schambera, Secretary, was present.

Mayor Donovan called the meeting to order at 8:00 p. m., and, on roll call,all present acknowledged having received a copy of a Resolution from theBoard of Education together with a call for the meeting.

Mayor Donovan read the following statement:

This is a public meeting of the Board of School Estimate. It isnot a public hearing at which residents are permitted to expresstheir views for or against the subject before the Board of SchoolEstimate.

There is no legal requirement that the Board of School Estimatehold a public hearing on matters of this kind. We are here to acton a request of the Board of Education.

I received a copy of the Board of Education's resolution of October12th, as required by law, on October 15th, along with a statementthat under the regulations of the State Board of Education a meetingof the Board of School Estimate must be called by the Mayor withinfive days. Accordingly it was impossible to place a notice of themeeting in the Press-Journal, but a notice was published at my re-quest in "The Record" on Saturday, October 17th.

The Board of School Estimate is fully aware of the Board of Educa-tion's request that the Creche property be purchased, and thereasons therefore.

We have also received petitions, telegrams and letters for andagainst the purchase, all of which will be noted at this meeting.I am, therefore, ruling that no statements from the audience willbe accepted at this meeting.

The following resolution received from the Board of Education was read bythe Secretary:

WHEREAS, the Board of Education of the City of Englewood, BergenCounty, New Jersey, has decided that it is necessary to raisemoney for the purchase of a tract of land located on Broad Avenue,Englewood, New Jersey, which property was formerly owned by Edge-water Creche and Rethmore Home, and which property is oppositeRoosevelt School, for school purposes, for the following reasons:

1 . There is a serious condition of over-crowding atRoosevelt School. The enrollment as of October 1, 1964- is fourhundred and four (404) children in Kindergarten and grades 1through 5. Studies of the school plant show that the RooseveltSchool has a functional operating capacity of 336 children.

2. Other school facilities of the Board of Education,including the former Junior High School at 11 Engle Street, theLincoln School, and all other school buildings are in full usefor school purposes with the exception of Franklin School, whichwas previously condemned and not currently in use.

3. A survey of the area in the vicinity of the RooseveltSchool in the second ward reveals that there are no availableproperties as suitable for development for school purposes as isthe above-mentioned Edgewater Creche-Rethmore Home property.

4. The above-mentioned Edgewater Creche-Rethmore Homeproperty is the most desirable and economical solution to devel-oping additional school facilities in the Roosevelt School areafor the following reasons:

a. The present Roosevelt School site, which includes3.23 acres, is already below today's state standards for the sizeof an elementary school site.

b. The Creche property is adaptable to development asa school site.

c. The estimated cost to acquire this property bycondemnation, $150,000.00, is within the reasonable ability of theCity to pay.

d. The size of the Creche property, six acres, plus thepresent Roosevelt School site, brings the total size of the siteclose to the minimum standards recommended by the state for a schoolof the size contemplated by the Board of Education.

e. The location of the Creche property, adjacent to theRoosevelt School site, makes it administratively feasible to operateas a single unit and to share common facilities that would be costlyto duplicate at a more distant location.

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF EDUCATION OF THECITY OF ENGLEWOOD, IN THE COUNTY OF BERGEN, NEW JERSEY, that inorder to obtain said land for school purposes mentioned above, ametes and bounds description of which said land is annexed hereto,made a part hereof, and marked Schedule A, the amount of moneyestimated to be necessary under revised statutes of New Jersey R. S.18:6-59 to obtain title to said land is 3150,000.00, and said esti-mated sum of $150,000.00 takes in the estimated cost of acquiringthe land by condemnation, and

Bortz; telegram with ninesignatures; telegram with 336 signatures; petition with 2B7 signatures.

All members of the Board of School Estimate stated their views on thematter of the acquisition of the Creche property.

Mr. Lewis moved that the Board of School Estimate approve the recommenda-tion of the Board of Education that the former Edgewater Creche-Rethmoreproperty on Broad Avenue, Englewood, be purchased for school purposes atan estimated cost of 3150,000. The motion was seconded by Dr. McCloskey.On roll call, the vote was as follows:

A regular meeting of the Board of Education was held in the Lincoln Schoolauditorium on Monday, November 9, 1964, and was called to order by the Pres-ident, Mr. Perry, at 3 p. m. Members in attendance were Mrs. Louise R.Graboui and Messrs. Warren L. Lewis, Frank H. McCloskey, John H. Perry, andTheodore B. Van Itallie. Dr. Mark R. Shedd, Superintendent of Schools, Mr.Francis A. Garrity, Assistant Superintendent, Sidney Dincin, Attorney, andMrs. Winifred R. Schambera, Secretary, were present.

On motion made, seconded and carried, the minutes of the regular meeting ofOctober 12, 1964, were approved as presented.

The following action was taken at the Committee of the Whole meeting onOctober 12, 1964:

On motion made, seconded and carried, the Superintendent was authorized tohire an additional teacher, or two teacher assistants, plus whatever addi-tional equipment is needed to accommodate the kindergarten at RooseveltSchool for the current year.

Notice was received of the Semi-Annual Delegates meeting of the State Fed-eration of District Boards of Education to be held on Saturday, December 5,1964, at 10 a. m. in the State House, Trenton. The annual financial report of the Englewood Public School Food Service,submitted by the Director, and the May and June monthly reports, were re-ceived and placed on file.

Statements of receipts and expenditures, submitted by the Business Managerof the Interscholastic Athletic Program, were received and placed on fileas follows: Football games - Bergenfield; Rutherford.

The President, after announcing that Dr. Frank H. McCloskey had submittedhis resignation as a member of the Board of Education, read a letter to besent to Dr. McCloskey in recognition of his services.

The following statement was read by the President:

The Board of Education is entrusted with a dual responsibility:first, to operate the public schools in such a way that each childobtains the best possible education, and second: to plan intelli-gently for future educational needs so that school facilities willbe fully adequate to meet the exacting requirements of moderneducation.

In August 1963, after careful and prolonged study of the criticalproblems facing the public school system at that time, the Boardannounced both its plan for a central sixth grade school to be

established during the same year at 11 Engle Street, and its longterm concepts for meeting future educational needs in the bestpossible way.

The central sixth grade plan, now in effect, does not require adetailed description. In its long term thinking, the Board wasconcerned with a group of problems facing the schools. Some ofthese problems were recognized to be acute; others, while notimminent, nevertheless, could not be ignored in any plan for theimmediate future. These problems were as follows:

1 . The urgent and immediate need to renew facilities at the DwightMorrow High School that over the years had become increasinglyobsolete and unsatisfactory; among them, the science labora-tories and industrial arts shops.

2. The obvious desirability of transferring the sixth grade programto the Englewood Junior High School site with the creation ofa middle school. Such an arrangement would require a four-yearprogram at Dwight Morrow High School with sufficient expansionof facilities to house the 9th grade.

The Board is presently negotiating with an outstanding architec-tural firm to prepare the plans for this project. The selectionof an architect follows several months of careful screening ofa number of well-qualified firms. His name will be announcedin the near future. The Dwight Morrow faculty and administra-tion have been preparing the educational requirements of a com-prehensive secondary school program for 1100 pupils in grades9 to 12 in conjunction with their preparations for the forth-coming evaluation by the Middle States Association of Collegesand Secondary Schools in 1966.

3. The increasing obsolescence of Liberty School and the desirabilityof replacing these facilities at a more advantageous location.

A study of the facilities at Liberty School clearly indicatesthat this school should not be considered in any long-rangebuilding use program. Much of the building is of non-fireproofconstruction, the second-floor auditorium presents a serioussafety hazard, the gymnasium does not meet fire safety regula-tions and health building code requirements. Furthermore, theinstructional spaces do not meet the demands of a modern forward-looking educational program. The site of 2.26 acres does notwarrant the substantial investment that would be required tobring this building up to present-day standards of safety, health,and comfort. Already the annual repairs to plumbing, electricallines, and floor covering are substantial; repairs to building,roofing, and chimney projected for the next five to ten yearsrepresent costly investments considering the age of the building(60 plus years).

4. The need to be in a position to deal more flexibly with problemspresented by a community that may continue to have expandingneighborhoods that are virtually all-Negro. The Board believesthat it is unrealistic to continue to maintain four or fiverelatively small neighborhood schools. In the long run it makesmore sense both educationally and financially to plan for theconsolidation of elementary school facilities at no more thanthree locations, which we have termed "elementary education cen-ters." Such consolidation will reduce significantly, problemsconstantly confronting the Board regarding the need to shiftelementary school boundary lines to achieve equalized class loads.

It should be emphasized that these problems called for a programof renewal, not expansion. They result not from a rapidly ex-panding school population but from three-fold obsolescence ofcertain school structures;

(1) lack of adaptability to modern educational needs and concepts,

(2) lack of conformity to current standards of health, safetyand comfort, and

(3) lack of efficient operation leading to excessive expense inoperation and maintenance.

Moreover, any plan to deal with these problems would not be a newplan, but simply an extension of efforts the Board and the communityhave made over the years to update and upgrade the school plant.These problems have not changed in the last 15 months; if anything,they have been intensified! The Board became aware some monthsago that the Creche-Rethmore property might become unavailable forschool purposes. Since the acquisition of this property was criticalto the Board's plans for consolidating elementary schools into threeeducational centers, it became necessary to prepare a detailedanalysis of the Board's long-range plans in order to support therequest of the Board for the condemnation of the Creche property forschool use. This analysis was requested by the City Council membersof the Board of School Estimate; it was therefore necessarily designedto meet that special requirement.

While the report was prepared under conditions of urgency, the thoughtthat went into it was the product of long study and deliberation bythe staff and Board members. The data contained in the report aresuitable for the type of planning involved.

Accordingly, while the analysis was not prepared in its present formfor public consideration, we believe the report is an adequate ex-pression of the ways in which the Board proposed to meet the problemsconfronting the school system, problems already described.

Since there have been many requests that the report be released tothe public, the Board has authorized the Superintendent to do so.It will be noted that in its broad aspects, the recommendationscontained in the report do not differ importantly from those out-lined in the Board's statement of August 1963.

While the Board still holds to the overall concept of how the imme-diate and long term problems facing the school system can best bedealt with, it is evident that that portion of the plan envisioninguse of the Creche property no longer is applicable. Hence, the Boardover the coming weeks and months must re-study that aspect of theplan. It also should be emphasized that we are fortunate to be ableto bring to bear on these problems the resources of a great Universitythrough its Graduate School of Education. The Center for FieldStudies of the Harvard Graduate School of Education is presentlyengaged in a study of future school enrollments and an examination ofthe Board's long range plans for meeting future educational needs.

Mr. John M. Trout, Director of Instruction, gave a presentation on theactivities of his department.

Mr. Philip Allocca explained the Speech Program that is being conducted inthe Englewood Schools.

The President called for comments from the audience and the followingresponded:
