Principal’s Message
Welcome Back! It’s been awesome to have students
back in the real world rather than the virtual world. We
hope that the first week of school has been a positive
experience for all. We’re happy to see the smiles, the
laughter and the energy in our hallways. Saskatoon
French School is back! We’ve spent time learning our
new protocols as well as starting our academic
program. Students are being challenged to use their
French again since it has been a while since they’ve
been able to practice!
Thank you for the support you have provided the
school and your children as we transition to new ways
of learning. I have appreciated the many conversations
and expression of encouragement, concern and support
for students and staff. You have entrusted your
children in our care and we do not take this
responsibility lightly. We are constantly finetuning
our practices to keep the staff and students safe while
having a full educational experience for our students. I
would also like to thank the French School Society for
its support as we work to provide the necessary
supports for this environment such as textbooks,
technology, and staffing. Thank you, thank you, thank
you…
We wish you an exceptional year, and although parents
may not be currently allowed in our building due to
COVID restrictions please feel free to contact myself
or your child’s teacher if you have any questions or
concerns. The limited access is intended to be physical
only… The partnership with our families continues to
be important to ensure that our children grow in
knowledge and reach out to transform the world!

School Safety
Please remember the speed limit established is in
effect in all Saskatoon public and private school zones.
The school speed zones are designed to give motorists
more time to react and brake in an emergency such as
a child running out unexpectedly onto the street. This
speed limit allows more time for motorists and
pedestrians to react in hazardous situations and could
avoid a tragedy.
The 30 km/h speed limit is in effect from 8:00 a.m.
to 5:00 p.m., Monday to Friday, September to June
- including statutory holidays.
For everyone’s safety, please remember to cross the
street at the designated crosswalks to come to and from
our school. Also, please remind your children to
always utilize the crosswalks so as to assure their
safety and avoid accidents. This is especially crucial after
school as there is a lot of pedestrian and vehicle traffic in
front of the school at that time. Thanks for your cooperation.

Student Violence Threat/Risk Assessment
Notice to our students and parents/ guardians/ caregivers
Fair Notice and Process What behaviours warrant a Student Violence/Risk Assessment to be initiated?
• A Student Violence Threat/Risk Assessment will be initiated for behaviours including:
o Serious violence or violence with intent to harm or kill;
o Verbal/written threats to harm or kill others (“clear, direct and plausible”);
o Online threats to harm or kill others; o Possession of weapons (including replicas); o Bomb threats (making and/or detonating explosive
devices); o Fire setting; o Sexual intimidation or assault; and o Gang related intimidation and violence.
What is a Threat? • An expression of intent to do harm or act out violently
against someone or something.
• May be verbal, written, drawn, posted on the internet, or made by gesture.
Duty to Report To keep our school communities safe and positive, staff, parents/guardians, students and community members must report all threat-related behaviours to the school principal or vice-principal.
Duty to Respond Threats must be taken seriously, investigated, and include an appropriate response. Our goal is to respond to threats quickly and in a professional manner so that we can maintain a safe, positive learning environment for all. Each school has a multi-disciplinary Violence Threat/Risk Assessment Team. The team includes the school principal, vice-principal, school counsellor(s), school resource officer (police) and superintendent/division office support. It may also include community resources from the Ministries of Social Services, Justice, Mental Health, the RCMP and other agencies as needed. Greater Saskatoon Catholic Schools is pleased to offer this commitment and level of support to our school communities, and we appreciate the communtiy partners who are working with us. It is important for all parties to engage in the Student Violence Threat/Risk Assessment process. If, for some reason, there is reluctance to particpate in the process (by the threat maker or parent/guardians) the threat assessment process may continue in order to ensure a safe environment for all, and an intervention/support plan will be put in place for the threat maker.
What is the purpose of a Student Violence Threat/Risk Assessment? • To ensure the safety of students, staff,
parents/guardians and others;
• To ensure a full understanding of the context of the threat;
• To begin to understand the factors that contribute to the threat maker’s behaviour;
• To be proactive in developing an intervention and support plan that addresses the emotional and physical safety of the threat maker; and
• To promote the emotional and physical safety of all.
What happens in a Student Violence Threat/Risk Assessment? • All threat making behaviour(s) by a student(s) is
reported to the principal/vice-principal who activates the Violence Threat/Risk Assessment protocol;
• Interviews are held with the student(s), the threat maker, parents/guardian(s), and staff;
• An investigation determines the level of risk and directs an appropriate resoponse to the incident; and
• Intervention plans are developed and monitored.

Safe Positive Schools
Student Violence Threat/Risk Assessment
Notice to our students and parents/guardians
The approach to student discipline in Greater Saskatoon Catholic Schools is guided and reflected in our mission to provide a welcoming community where we nurture faith, encourage excellence in learning and inspire students to serve others, making the world a better place.
We love because He first loved us.
– 1 John 4:19
At Greater Saskatoon Catholic Schools, we draw inspiration and strength from the gospel of Jesus Christ. Parents, students, and staff work together to ensure that learning takes place in a safe, positive environment in which all behaviours reflects the religious dimension of Catholic education. We believe that all interventions on behalf of a student with problem behaviour must respect the dignity of the individual, reflect justice with love, and focus on forgiveness and reconciliation. As part of our Safe Positive Schools strategy it is important for you to know that we will respond to student behaviours that pose a potential risk to the health and well-being of other students, staff and members of community. As a member of the Community Threat Assessment and Support Protocol, Greater Saskatoon Catholic Schools works in collaboration with many community partners to provide necessary supports and interventions in order to prevent and reduce the potential for school violence. The goal is to promote the safety of all members of our community. Violence prevention in our schools, neighborhoods and broader community is all of our responsibility.
WORKING TOGETHER TO RESOLVE CONCERNS AT SCHOOL
From time to time, we recognize parents/guardians may have concerns that are specific to their
child’s school experience. GSCS believes that addressing concerns as soon as possible with the
person classroom teacher therefore, every reasonable effort should be made to resolve a concern
at the school level. For parents (including guardians), most issues would be addressed first with
the classroom teacher and if necessary the principal.
The following procedures can help guide you through the process.
PARENT
AND
Contact your child’s teacher and book an appointment to address your concerns in private. The purpose of this meeting should be to define the concern, clarify the issue, develop an understanding of each other’s point of view and develop strategies to remedy the concern. Address issues in person rather than through social media or email.
Contact your school principal to set up a meeting to discuss your concern. The Principal may meet with the teacher involved privately, or may request a meeting with both the parent and teacher. The Principal will ensure that the issue is heard and that the school has the opportunity to respond thoughtfully to the concern.
If the problem is still unresolved,
If the problem is still unresolved,
Contact the school’s superintendent. Upon receipt of the concern, the superintendent
will review the issue with the parent and school and work towards a resolution.
Contact the Director of Education. Upon receipt of the concern, the Director will review
the issue with the parent, school superintendent and determine course of action to
bring resolution issue.

SAFE POSITIVE SCHOOLS
Working together to create safe positive school communities for everyone Blessed are the peacemakers; for they shall be called the children of God.
Matthew 9
Students are more likely to attend and achieve at school if they feel accepted, respected and valued. Greater Saskatoon Catholic Schools (GSCS) promote positive relationships between and amongst students, staff and families through a wide variety of strategies including working directly with community partners and families. GSCS believe that all students and staff have the right to a safe, caring, and respectful school environment, free from bullying behaviour.
Definition of bullying:
In 2013, the Government of Saskatchewan conducted anti-bullying consultations throughout the province. A result of these consultations was the following definition of bullying which Greater Saskatoon Catholic Schools has adopted and have specific division processes and strategies to address student bullying and harassment.
What are schools doing to prevent and respond to reported bullying?
Bullying is a serious issue and is not acceptable at school, at a school-related activity, online (cyber-
bullying) or in other circumstances that will have an impact on the school climate.
Our responses include division and school based strategies. These include:
1. Division Anti-bullying Policy and Division Code of Conduct 2. School Code of Conduct 3. Social skills instruction
4. Collaborating with community partner expertise including the Restorative Action Program in our high schools (RAP), the Bully Prevention Network , Red Cross RespectEd program, School
Resource Officers – Saskatoon Police Services, RCMP, school counsellors
Bullying is a relationship issue where one person or group repeatedly uses power and aggression to control or intentionally hurt, harm, or
intimidate another person or group. It is often based on another person’s appearance, abilities, culture, race, religion, ethnicity, sexual
orientation or gender identity. Bullying can take many forms: physical, emotional, verbal, psychological or social. It can occur in person or
through electronic communication.
Saskatchewan’s Action Plan to Address Bullying and Cyberbullying November 2013
What can I do as a parent/guardian or community member to prevent and respond to reported bullying at a school?
We rely on all our community members to assist us in reporting incidents of bullying. If you have concerns about possible bullying behaviours at your child’s school we ask that you contact a school staff member immediately and set up an appointment to meet. The school will work with you in creating a plan to respond to the bullying or harassment. Other community partners may be invited to
assist the school staff in developing the plan.
What if bullying is occurring outside the school?
Bullying and harassment occurs during the summer months and after school hours. The prevalent use of social media by our young people has increased cyber bullying which generally occurs outside school
hours. Make sure you know how your child is using the internet, social media platforms, or his /her phone to interact with others. Your reserve the right as a parent to look at the content of your child’s
devises is you have safety concerns.
Other Reporting Options for youth and adults to report bullying include:
http://iamstronger.ca – Saskatchewan online report that is anonymous and is forwarded to either your school division representatives or another appropriate agency such as your local police service.
www.reportabully.ca – The Association of Crime Stoppers Programs of Saskatchewan has developed a format to report by phone or by texting.
Type: ww.reportabully.ca
Text: “BULLYTIP” followed by your message to CRIMES (274637)
Talk: 1.800.222.TIPS (8477)
Each bullying tip will be reviewed by a police officer to determine if there is a criminal element
To the information provided and will conduct an investigation accordingly. If there is no criminal element to the tip and a school is named the information will be shared with the designated contact for
the school to be addressed.
Procedures for Conflict Resolution
1. A concern should be addressed firstly to the person who is most closely associated with it. Consequently, if a parent or guardian has a concern with a teacher, the initial contact should be made with the teacher so that the problem can be aired and discussed.
2. If the parent or guardian is not satisfied with the results of
the initial discussion, an in-school administrator should be contacted to resolve the difficulty.
3. If the parent or guardian is not satisfied with the results of
these discussions, the Unit Superintendent should be contacted to resolve the concern.
4. If the parent or guardian remains dissatisfied with the
resolution of the concern, that person should contact the Director of Education. The Director of Education or designate shall review the situation as soon as is practical. A person not involved in the dispute must conduct the review. He or she shall:
a) Consult with the school division staff who have been
involved in the dispute. b) Consult with the parent or guardian. c) Investigate the circumstances surrounding the
dispute. 5. The above procedures will be conducted in a timely
fashion.
Following the review the Director of Education or designate will bring closure to the dispute by summarizing his or her findings and by communicating a final decision regarding the issue(s) to the involved parties.
Document developed May, 2003
PARENTS, GUARDIANS AND SCHOOLS WORKING TOGETHER:
CONFLICT RESOLUTION PROTOCOL
MESSAGE FROM OUR BOARD OF EDUCATION Catholic education is a partnership between the home, school and church. We recognize that positive respectful relations between parents or guardians and staff foster student growth and development. Occasionally, conflict occurs between parents or guardians and staff. This can be stressful for all concerned. This protocol has been developed to help create the conditions for effective conflict resolution. It is our hope that this protocol, coupled with a genuine willingness to resolve conflict constructively, will result in enhanced relationships that exemplify gospel values. GUIDING PRINCIPLES
Our response to conflict resolution is founded within our fundamental beliefs as a Catholic School Division, which is outlined in our Mission Statement: “Greater Saskatoon Catholic Schools Board of Education draws its inspiration and strength from the gospel of Jesus Christ. Parents, students, and staff work together to ensure that learning takes place in a safe, positive environment in which all behaviour reflects the religious dimension of Catholic Education”. Our Board policy on educational commitment emphasizes that: Catholic schools are communities of love, freedom and service which seek:
• To foster good human relationships; and
• To assist parents in their Christian responsibility as primary educators of their children.
Our administrative policy on personal harassment states: It is expected that all personal interactions and relationships are characterized by mutual respect which acknowledges the dignity and affirms the worth of each person. It is the responsibility of each individual in the school division to conduct themselves such that personal interactions and relationships are free of personal harassment. Our Code of Conduct states that: A Code of Conduct defines the values and vision of the school division in which all relationships are conducted in a respectful and dignified manner. Catholic Schools share with parents or guardians the responsibility to develop students’ personal and social skills to achieve this vision; consequently,
• each person within a school has the right to feel emotionally and physically safe; and
• each person has the responsibility to contribute to a safe, positive learning environment.
PROTOCOL FOR RESOLVING CONFLICT
We in Greater Saskatoon Catholic School Division recognize there is nothing in life more important to parents or guardians than the well-being of their children. We strive to provide a safe respectful environment for our staff and students. We believe that the best outcomes for all students occur when parents, guardians and the school staff work together. Conflict is part of all human relationships. We do not view conflict as something negative. When handled appropriately, conflict can lead to growth, personal development and positive change.
