Role of Personnel Manager.

A Personnel manager takes care of the human factor striving to get the best result from workers by developing their capabilities.

Proper manpower planning Generally personnel department’s role is to communicate

and implement policies. Personnel officers are also Welfare Officers who will co-

ordinate various Welfare activities. Personnel officer should take utmost care in maintaining

industrial peace, keeping good relations with trade unions and help in maintaining congenial atmosphere for smooth working.

Major Functions of the HR Manager.

The best way to achieve the aims would be to focus on five key HR areas namely:

• Recruitment and Selection.• Training and Development.• Welfare. Wages, Salaries and Promotion• Compensation and Benefits.

• Recruitment and selection is highly formalized.

• Indian railway classifies its employees in 4 groups : The Gazzeted staff:• Group ‘A’ • Group ‘B’ The Non-Gazzeted staff:• Group ‘C’ • Group ‘D’

Training and Development

• Training and development is available at all levels. • Gazetted officers train at seven ‘centralised training

institutes’

• The training needs of non-gazetted staff are being taken care of by 200 training centres located across IR.

• Periodic training 1. Refresher course or2. When new technology introduced

Staff welfare

The staff welfare includes:

i. Subsidized housingii. Medical careiii. Provision of schooling facilities at many places (although

normally education is a State subject) and grant of educational assistance for the children of railway servants,

iv. Provision of railway institutes and clubs for the recreation of railway staff,

v. Establishing holiday homes in suitable places where cheap accommodation is available for all railway staff for spending their holidays,

vi. Promotion of sports and scouting activities.

Benefits for Non-Gazetted Staff.

• To aid education of the staff and their children when no assistance is admissible under the rules

• Recreation and amusement for the staff and their children: about 1/8th of the amount is spent on promotion of sports

• Relief of distress, amongst the members of the staff and their families

Promotion & Demotion There are basically two types of promotions in Indian

Railways.1) Based on seniority.2) Based on Merits. Demotion is done when officers are found doing illegal

practices or following unethical practices..

• EMPLOYEES COMPENSATION ACT (ECA) 1923.

• Circumstances under which compensation is payable: Where a personal injury caused to workmen is lasting a

period of more than 3 days. The injury is caused as a result of accident. The accident has arisen out of and in the course of

employment (out of refers to the place of accident and in the course of refers to the time of accident).

1. Circumstances under which compensation is not payable: In respect of any injury, which does not result in the total or

partial disablement of workmen for a period, exceeding 3 days.

In respect of any injury (excluding death) caused by accident which is directly attributable to :

I. The influence of Drink or Drug at the time of the accidents.II. Removal or disregard of safety appliances.III. Disobedience of safety instructions.

DEVELOPMENTS IN RAILWAYS

1. Indian Railways will soon have the AC coaches powered by solar energy.

2. 67 new express trains to be introduced; 27 passenger trains, 8 DEMU’s.

3. Railways will use Aadhar data base for bookings and validation of passengers.

4. SMS alert service being rolled out shortly to intimate passengers about reservation status.

5. Free Wi-Fi facility to be provided in select trains.6. 47,000 vacancies for weaker sections and physically

challenged to be filled up soon.

Innovation in Personnel Management undoubtedly will help the Indian Railways achieve greater heights. However, without necessary Reforms & Changes in the Functioning of the Organization, the HR department will be

handicapped.
