I. Call to Order/Approval of Minutes: The meeting was held in Sinton, Texas at the San Patricio County Civic Center. President Brandon Luttrell called the meeting to order at 1:33 p.m. He gave a welcome and thanked everyone for being in attendance. He said he sees a lot of new faces here today and then asked everyone to introduce themselves. He gave everyone a few minutes to read over the May General meeting minutes. He asked if there was a motion to approve the minutes and JoAnn Ehmann made the motion to approve the May General minutes and it was 2nd by Stan Upton and the motion passed. Mattie said she needs everyone to look over the contact list for Code Red LEPC notifications and make any corrections to your name, email, and phone number because we are going green. In the past all the meeting notices were mailed out through San Patricio County and the LEPC was not paying any postage. You will no longer be getting hard copies of meeting notices. There will be a limited number of minutes at the meetings. If you want to know when the meetings are you must sign up for Code Red. Meeting agendas and minutes will be sent through Code Red and you can print them out or you may obtain off the LEPC website.

II. Financial Report: Mattie Atkinson said there is $20,283.06 in the bank. Most of the Tier II Contributions have come in. They paid all the Onsolve bills. She is still working on the reimbursement from FEMA and the State. They put in for reimbursement for the minute’s overage on Code Red used during Hurricane Harvey. Brandon asked what the amount was again and Mattie said around $14,000.00. She has been having trouble with the state because they are having problems with our name being misspelled. There are also three portals you have to log onto to fill in all the paperwork and it has been time consuming. A FEMA rep is meeting with her after the meeting and she is confident he will get things corrected. Brandon asked what are we looking at to get reimbursed, a couple of months? Mattie said she is hoping by next week. JoAnn Ehmann made a motion to approve the financial report and it was 2nd by Ben Witt.

III. Subcommittee Reports:1. Communications – Leroy Moody – said there is nothing new to report but everything is working. Rick McLester said they are at 75% running in Aransas County. Rickey McLester said First Net has rolled out so it is coming down the pike. This is for first responders and you should research it. It will be a good tool because cell phones will not work during a disaster. 2. Exercise & Design – Rickey McLester Jr. – said they will be having the same drill as a couple of years ago. It was a mass communications drill with all

three counties. They will test their interoperability channels and capabilities. It will be a two or three-day affair. Rick McLester said you think all your people know how to use the radios but no they don’t. They are normally on just one channel. Make sure they know how to use all the channels. 3. Fire Chiefs – Steve Loving – was not present. Brandon said Steve let him know earlier that he had nothing to report. Rickey McLester said since Chief Lombard left they are trying to regroup this subcommittee. 4. Hazard Analysis & Vulnerability – Rick McLester – said Mitigation is happening now with post Hurricane Harvey. 5. Health & Medical – Tracy Nytrai – told everyone happy July and said she has many handouts on various information and educational topics such as TEEX conducting courses on Personal Protective measures for Biological Events on September 25 at Spohn Hospital. John Phillips from CBRAC will be offering Stop the Bleed classes and these are for Law Enforcement, first responders, schools, day cares and civilians. His contact information is on the handouts. CBRAC is giving out ATV helmets for children for free. Watch out for snakes and be water safe. Claire Rieder said food borne illnesses are going around. Since the recent rains we have had a lot of mosquitos. There is a heat advisory today from 1:00 pm to 9:00 pm so stay indoors and San Patricio County is still currently without a hospital. Brandon then read a thank you note from Hillary Watt the Executive Director of CBRAC. She kindly thanked the LEPC for the purchase of the Stop the Bleed training supplies. 6. Public Information & Awareness – Ricardo Ortiz – was not present. Brandon said he has handouts on how to sign up for Code Red Non Alert and Emergency notifications. Feel free to make copies and hand out. We need to push for citizens to sign up. JoAnn Ehmann said several citizens in Ingleside on the Bay could not sign up because it would not recognize their physical address. Ann Bryan said all the addresses over there have been corrected. Brandon said he will contact Onsolve to see if they can assist with the problem. Brandon said he would like to thank Ricardo and everyone involved in getting the Non Alert Notification off the ground. 7. Resource & Funding – Rick Ott – said the Tier II Contributions are all in the bank and the only thing we have coming is a bank charge. Mattie said ExxonMobile just made a $2,000.00 donation today. Brandon said Bob Blaschke informed him the state LEPC grant program is open until August 3 for applications. If anyone knows of any projects let him know and they might apply. JoAnn Ehmann asked if something like the donation we did for CBRAC for the Stop the Bleed equipment qualify. Brandon said yes it would and that is a good idea.

8. Training – RJ Thomas – was not present. Brandon said he attended the Region 6 LEPC Workshop and it was wonderful. He also thanked Joanne Salge for her help with that. Joanne said ninety-seven registered and around eighty showed up but it was during the heavy rains. Next year they are looking at doing one in Nueces and one in San Patricio County.

VII. Public Comments: Brandon said to make sure and get the word out to folks again about signing up for the Alert System. This is an opt in system, so they must sign up themselves. He then asked if there was anyone from Chenier that would like to give an update on the flares. Steve Davidson from Cheniere said he is the Public Affairs Manager and they started flares on July 7th. They have been giving out information on Cheniere’s flares directly and indirectly. They have had in house meetings with the news, two thousand emails have been sent out on what to expect. The flaring is not an emergency but for testing their operations. The flaring is currently minimal but will begin to grow in August to mid-size. So they are getting the word out about that as well. Brandon said there are a few new industry sites and said he thinks it would be a good idea at the next executive meeting to have a roundtable discussion with industry partners to give a briefing on what their facility is currently doing on production site safety. Mattie said she would like to introduce the new Safety Specialist for San Patricio County Sylvia Marquez. Claire Rieder said the County Health Fair will be in October and she thinks it would be a good idea for the LEPC to have a booth there to promote the LEPC and get out their information. David Krebs said he would like to thank the LEPC for what they are doing in the City of Portland.

VIII. Adjourn: Brandon thanked everyone for coming. With no further business Leroy Moody made a motion to adjourn the meeting and it was 2nd by Stan Upton. Brandon adjourned the meeting at 2:14 p.m.
