Island Manager’s Comments

Greetings everyone: I hope everyone had a safe and enjoyable Independence Day. Mother Nature finally cooperated with some well-deserved sun shine.

Fire Works: The fireworks will be held on Saturday July 6th. Again this year, as is usual, a number of boats will have to be moved from their slips at the marina before the technicians can set up. Boats in slips 84 to 104 on the beach side and slips 67 to 131 on the road side plus the Jet Ski slips and boats on all of the slips on the southern end must be removed by 5:00 PM. If you have a boat in one of these slips please move it out before 5:00 PM. If you don’t, we will have it moved for you at your expense. The fireworks display cannot be set up with boats in those slips. If Mother Nature rains on our display, we will do it on Sunday the 7

th.

Speaking of fireworks; the State of Maine has passed a law allowing personal fireworks. However, the State law also allowed municipalities to establish ordinances to prohibit the sale and use of personal fireworks and the Town of Frye Island did.

Not only can unauthorized fireworks be a noise nuisance to friends and neighbors, but they can be extremely dangerous. A fire on this Island could be devastating to say nothing of the personal injury that could result. So there will be no warnings or second chances. If anyone is caught exploding unauthorized fireworks on the Island they should expect to be fined. And, that fine could be up to $500.00.

And, speaking of fires, we have been very lucky that there has not been a serious fire on the Island for many years. In order to continue this way it is important that everyone be extremely careful as we celebrate our independence this week.

Bingo: John & Theresa Hodge have volunteered to run the BINGO again this year. The first night will be Sunday July 7

th.

State law requires a person to be at least 16 years old to play.

Meeting Reminders:

Executive Committee Meeting: The next meeting of the Board of Selectmen / Executive Committee has been scheduled for 8:00 AM Saturday July 27th at the Community Center. This is an open meeting and everyone is welcome to attend.

Frye Island Inc. Board Meeting: The meeting of the FII Board of Directors has been scheduled for 8:00AM on Saturday July 6

Raymond Planning Board: The Raymond Planning Board will meet at 7:00PM on July 10

th to reopen the review of the Frye

Island Ring Road project. The location of the meeting is on Webbs Mill Road, just past the Town Hall on the right.

Have a great weekend

Fire Department Fire Barn: 207-655-8618

Frye Island Volunteer Fire Dept. THANK YOU! Last Saturday evening we had a medical emergency at camp with a "stubborn old man" that didn't think he needed medical assistance.

At this time, I would like to give a "Special Thank You" to the Frye Island Police/EMS/Ferry Service and everyone else that responded to our call and assisted us with our emergency. All responders were especially comforting and reassuring in letting my husband know that it was okay to go get treatment!

We are very fortunate to have these responders on our Island. "Job Well Done"!

With Thanks and Appreciation,

Jackie and Dennie Guthrie

GENERATOR SAFETY Power outages are a strong possibility during bad weather. Gas powered generators are to be used outside, away from any open windows, do not fill gas tank while running, use a 12/3 power cord and it is not to be used in a basement or garage.

Gasoline and Lawn Mowers Gasoline vapors are highly flammable. They stay on your

clothing and can ignite if you light a match or cigarette.

Store gasoline only in an approved container, outside, or in a building or shed not attached to the house. NEVER keep gasoline inside the home.

Keep gasoline away from all heat sources such as smoking materials, pilot lights, and grills.

NEVER fuel a lawn mower while it is hot. Give it a few minutes to cool off before refueling.

Keep your hands and feet away from the mower while it is running.

Frye Island Public Works Work continues along Paddock Lane, Paddock Circle and Beach View Drive, please use caution in these areas as we have crew in the roads and soft shoulders along the roads.

This week’s DPW Aphorism: A short pointed sentence that expresses a wise or clever observation or a general truth.

“Money will buy a fine dog….

But only kindness will make him wag his tail.”

The 2013 Fireworks The 2013 fireworks are scheduled for Saturday evening, July 6

th at dusk.

Reminder: This year, like all others, we will have to move some of the boats out of the Marina for the fire works. The boats to be removed are slip numbers:

SLIP(S) #84 THROUGH #130 LAKE SIDE

AND SLIP(S) #67 THROUGH #131 ROAD SIDE

FIREWORKS PARKING AND ROAD SIGNS No parking signs will be posted going to the Marina working back from the Marina road along Leisure and Birch. So depending on

where you are coming from the postings will be on the left side. The small marina parking lot will only be used for Handicapped parking!

COME ONE, COME ALL SUNDAY, JULY 7th ANYTIME - FOR CLEAN-UP AT LONG BEACH AFTER THE FIREWORKS Grab a bag and rake and come join me for firework debris clean-up on Long Beach. Frye’s Leap General Store and Café

655-4256 The sun has finally come out! Just in time for the holiday weekend. It’s a great reason to come on down to the café to enjoy a cold drink or ice cream and check out our expanded café menu.

If you needed some other reasons to come on down to the store, below are a few more for your consideration…

- As I mentioned above, we have our full summer menu which features a number of new items, some of which are already establishing themselves as menu favorites like the fish tacos.

- Fresh produce and an increasing selection of “grab and go” items in the store. These items are featured in our produce cooler right as you walk in the door and are complemented by additional selections back by the dairy cooler.

- Fourth of July themed novelties including sparklers and glow in the dark necklaces

- An espresso and latte bar with hot and cold coffee drinks. Who needs Starbucks when you can get a fresh espresso right here at the café!

- An exciting selection of new Frye Island apparel for all ages.

- And of course, the best beer selection that you can find on the lake! Coming soon to the draft selection will be beer from Stone Brewing, one of my personal favorite microbreweries.

Rain did not dampen the competitive spirit this past week and we launched Trivia night. The competition for the season championship has begun and our defending champs, the Traveling Nomads, were nowhere to be found. Hmmm…

Karaoke unfortunately did not get off to a good start with equipment issues. We apologize to those who came down ready to strut their stuff and were unable to. But we plan to take advantage of the wonders of Amazon this week and have new equipment in plenty of time for this coming Wednesday night. We may even have an impromptu karaoke event if the equipment arrives prior to or over the weekend

The breakfast buffet is open for business on Saturdays and Sundays. On Saturday we will serve breakfast from 8:00am to 10:30am at which point we will switch over to lunch and on Sunday from 8:00am to 11:00am.

Our schedule for the coming week (and the summer season) will be as follows:

Store:

Monday thru Sunday 8:00am 9:00pm

Café:

Monday thru Thursday 11:00am 9:00pm

Friday 11:00am 10:00pm

Saturday 8:00am 10:00pm

Sunday 8:00am 9:00pm

Ice Cream:

Sunday thru Thursday 11:00am 9:00pm

Friday and Saturday 11:00am 10:00pm

To check out our menu, take a peek at our website, www.fryesleap.com, and see what the menu has to offer this season.

We are looking forward to having lots of fun and seeing you down at the store and café!

Fireworks are Illegal on Frye Island In 2011 the legislature voted to legalize fireworks in the State of Maine, the governor signed the bill making it law. I’m still trying to wrap my head around this one. Fact; the most heavily forested state in the country, which is largely protected by volunteer fire departments now has to worry about people blowing things up in the often dry Maine woods.

During the October, 2011 Town Meeting, the Town voted to adopt a Town Ordinance making the use of fireworks illegal within the Town. This was done for several reasons, personal injury, and annoyance as well as protecting the community of Frye Island from excessive fire danger. Just a heads up, if anyone is caught illegally blowing up fireworks they will be charged with a violation of the fireworks ordinance, there will be no warning.

Free Blood Pressure Check, First Aid As High season gets underway the Towns EMS service will be offering free blood pressure checks. This service will be offered Monday through Friday 10:00am to Noon at the Ferry Landing Rescue Barn next to the Post Office. Please stop by and say hi to the EMT’s that will be working on the island this summer.

Also offered at no charge will be routine first aid. So for anyone that has an injury that needs attention, stop by the Rescue Barn and have the EMT’s take a look at your situation, or call 893-2810 for non-emergency, 911 for emergency and we’ll come to you. As always, all patient care offered by Frye Island EMS will be at no charge, you will not get a bill.

This is a service we are happy to offer to all islanders and visitors.

Did you know that patios are structures? Code Enforcement Officer: John Thompson

Recently it has come to our attention that there is some confusion relating to whether patios have to meet structure setbacks or are counted as floor area.

While we attempted to eliminate any confusion regarding patios with the 2006 amendments to the Guidelines for Municipal Shoreland Zoning Ordinances, it is clear that those changes didn’t have the full effect we were anticipating.

Since 1973, the Guidelines definition of a structure has been worded in a manner to include patios, even back when patios were not explicitly included in that definition.

Some have suggested that the Department of Environmental Protection should define exactly what a patio is, since one person may call it a patio and the next person may call it a sitting area, for example.

In reality, what we call the item is irrelevant. The true litmus test is whether the object meets the definition of a structure.

The structure definition is fairly broad, but at the same time is rather clear: “anything built for the support, shelter or enclosure of persons, animals, goods or property of any kind,…constructed or erected with a fixed location on or in the ground…” This definition certainly includes patios and other similar structures.

When such a structure is non-conforming, it may be expanded under the non-conforming expansion provisions; this means that the structure has floor area.

To ensure proper municipal administration and enforcement of the shoreland zoning provisions, please be sure to apply the structure definition and other relevant structure standards to patios and similar structures.

Hopefully this article puts any confusion to rest.

Thank you again for your patience Perhaps you have noticed that the ferries are crossing the lake at a slower pace. We have been having issues with what we believe is propeller cavitations, or perhaps the boat just acts differently because all of the past years paint was removed and the ferry is lighter. We did believe we had a fuel issue, we have changed filters several times, injector pump injectors and have checked the propellers. We have also had two different mechanics look at it. So we are trying a number of things, please be patient as we troubleshoot this problem. Enjoy the ride!
