    Around 1930 hours on 15 July 2010, a municipalpolice officer, a federal police officer, and a rescueofficer were killed after a Ford Focus (license plates853-SHF6) equipped with explosives was detonatednear two police patrol cars in Ciudad Juarez [30.3167 -108.0833], Chihuahua. The incident occurred at theintersection of 16 de Septiembre and Bolivia Streets.At this point, it is not clear if the Ford impacted thepolice cars or if the explosives were detonated via aremote cell phone that was found in the area. Select

    sources report that police initially arrived to the area after it was reported that a murder victim dressed asa municipal police officer was inside of the Ford.

    This attack was perpetrated by members of La Linea in retaliation for the arrest of Jesus ArmandoACOSTA Guerrero, aka El 35. This individual is a La Linea lieutenant that was arrested earlier in theday. This group confirmed their involvement via a narco banner.

    He took orders from Jose Antonio ACOSTA Hernandez, aka El Diego. This individual is thesecond in command of La Linea and after Juan Pablo LEDEZMA, aka El JL.

    His principal responsibilities included kidnappings, extortions, implementing fake check points,

    killing members of rival groups, controlling drug dealers, operating safe houses, and running drugtrafficking operation in Ciudad Juarez and Anapra. He was also responsible for drug traffickingin the following bars: Arriba Chihuahua, the V-Bar, Mirage, Club 16, Aristos, El Rodeo, and ElGhost bars.

    He participated in the murder of at least 25 people. The most recent murders were of two LosMexicles members behind the S-Mart supermarket on Ejercito Nacional Street.

    Acting under orders of Jose Antonio, aka El Diego, he ordered the posting of various narcobanners directed to federal police officers as well as the murders of federal police officers. Oneof these cases occurred on 25 June 2010 near the Arriba Chihuahua bar.

    He was in charge of bribing government officials (local, state, and federal) in exchange forprotection and information regarding police operations.

    He paid $(MXN) 16,500 in bribes per week to each group that provided information. The moneywas given to authorities via an individual identified as La Leyenda.

    He was responsible for providing weapons and communication equipment to members of LaLinea.

    ORGANIZED CRIME AND DRUG TRAFFICKINGTies between Los Zetas and Bolivian Drug Traffickers 15 July 2010Felipe Caceres, the Bolivian Vice Minister of Social Defense, reported that Los Zetas have establishedcontacts with local drug trafficking groups within the country. However, he denied that Los Zetasmembers actually operate within the country. These same Bolivian groups also have ties to Brazilianorganized crime organizations to include the First Capital Command (PCC) of Sao Paulo and theComando Vermelho of Rio de Janeiro.

    In late June 2010, leaders in Bolivia and Mexico agreed on new strategies and information sharing inorder to combat international drug trafficking networks that affect their countries.

    Comment: Bolivia is the third largest producer of coca leaf and cocaine after Colombia and Peru.

    14 July 2010Around 1400 hours on 14 July 2010, a group of gunmen posted two banners with messages directed toEdgar VALDEZ Villareal, aka La Barbie, on a pedestrian bridge in Acapulco [16.8500 -99.9167],Guerrero. The messages read as follows:

    Message one: Barbie, for the sake of our families and friends, we ask that you dont commit anact of injustice, they are your people, we believe that they deserve a second chance. God blessyou.

    Message two: Mr. Valdez, aka La Barbie: we dared to call out for help in desperation, give alittle help to your family. We ask this for our families and friends that were kidnapped in theearly hours of 13 July, we ask that you investigate before committing an injustice. Barbie, theywere always loyal to you. We are begging to you before God to listen to us, as we know you area fair perso n. God bless you and help you mediate a fair solution.

    According to authorities, the messages are linked to the arrest of Cartel Lieutenant Gamaliel AGUIRRETavira, aka El Guero Huetamo. Aguirre was arrested on 10 July 2010 in Acapulco.

    Body Found Along Cuernavaca-Acapulco Highway in Morelos 15 July 2010On 15 July 2010, authorities discovered a male murder victim at the 74.5 kilometer mark along theCuernavaca-Acapulco Highway in Morelos. The victim had been shot twice, his left hand had been cutoff, and part of his right hand was also missing. Two shell casings were found at the scene, but the typeof weapon they pertained to was not reported.

    Violence in Mexico and its Repercussions 16 July 2010The following items were listed as consequences of the organized crime related violence in Mexico:

    Over the course of the past two weeks (01 July-15 July 2010), 35 police officers from Navolatoresigned given the wave of violence in the area.

    On 12 July 2010, 23 of the 35 officers mentioned above resigned after the murder of their former

    Commander, Jos Luis Luna. These resignations have left areas like San Pedro, Altata and ElTigre understaffed.

    In what has passed of 2010, 53 officers from Sinaloa have been killed while on duty. Given the violence throughout Mexico, life insurance providers are denying coverage to police

    officers. In April, GNP Axa started the trend and in May, companies to include Vida, Met Life,and Seguros Monterrey followed suit.

    Federal police officers conducting routine patrolsin the Municipio Libre neighborhood of CiudadJuarez [30.3167 -108.0833], Chihuahua, arrestedfour individuals after discovering they hadweapons in their possession. The arrests werecarried out after officers noted a group of men in ared Chrysler Cirrus without plates which promptedthe officers to ask them to stop. The men ignoredthe indication, sped up in an attempt to escape, andopened fire on the officers. Officers quicklyrepelled the attack and managed to arrest the

    It was later determined that Javier is a member of the Sinaloa Cartel. His role within the organization wasto transport and store cash in Zapopan. He was also identified as the son of Jaime JIMENEZ Nuez, akaEl Chiquis (detained on 03 November 2009 in Costa Rica), a drug trafficker who was responsible for

    transporting money and cocaine from Mexico to countries in Central and South America. The SinaloaCartel cell that Javier was a member of operates in Sinaloa, Jalisco, Baja California, and the FederalDistrict. This cell is responsible for transporting money and drugs via maritime routes to Panama, CostaRica, and Colombia.

    Authorities Arrest Six Members of La Familia Michoacana in Tecamac, Mexico State 15 July2010

    Authorities arrested six La Familia Michoacana members on

    Argentina Street in the Los Heroes neighborhood of Tecamac[19.7333 -98.9667], Mexico State. The arrested men are all linkedto the murder of an ASE agent in Mexico State. Those items seizedfrom them included six rifles, four pistols, one revolver, one AR-15,87 rounds of ammunition, and more than 200 doses of cocaine. Thenames of the now arrested La Familia Michoacana members werenot reported.

    Municipal Police Find Weapons inside Abandoned Pickup in Zapopan, Jalisco 15 July 2010Municipal police officers found multiple weapons inside an armored gray Grand Cherokee with Jaliscoplates JDZ-9818. This vehicle was abandoned on Las Torres Avenue near its intersection with UnidosColonos Street in the El Briseo neighborhood of Zapopan [20.7167 -103.4000], Jalisco. Those itemsrecovered from the pickup were reported as follows:

    3 AR-15s (9) .40 caliber grenades 2 fragmentation grenades 3 magazines

    Weapons holsters Federal police uniformsThe abandoned pickup is linked to a gunfight that occurred on 12 July 2010 in the Paseos del Solneighborhood of Zapopan.
