Prof. Dr. Gerhard Hammerschmid is Professor of Public and Financial Management at the Hertie School of Governance. His research focuses on public management reform, comparative public administration, public sector performance management and personnel management. Hammerschmid also serves as academic head at
the Institut für den öffentlichen Sektor e.V. and is coordinator and partner of various EU-funded research projects (COCOPS, LIPSE, EUPACK) on public management reform. He has been guest professor at the Australia and New Zealand School of Government (ANZSOG) and the Copenhagen Business School.

Seminar description
This seminar gives an introduction into the scope, key concepts and current challenges of human resource (HR) management in a public sector context. It provides an understanding of human resource management both from a legal and a social skills perspective. Specific human resource techniques with regard to HR planning and performance management are discussed in a critical way and from different viewpoints, in order to avoid non-critical and/or mechanical interpretations of their meaning and utility.Participants learn to understand human resource management policies and techniques and how they are related to organisational performance. The course gives an overview of various HR functions and issues such as job analysis, job profiles, recruitment and selection, motivation, performance appraisals and training and development.Upon completing the course, participants are able to understand the strengths and weaknesses of an organisation’s HR management policies and practices, and to develop specific recommendations for moving the organisation towards a more effective human resource management.
