My countymen, governance always presents us with a fork in theroad, leading to two different paths.

bilang lingkod-bayan. Ito po ang tuwid na daan.

On the one hand we can choose to do what is good for thecountry: by acknowledging the greater interest of the masses, being faithful to their welfare, and remaining true to our oath

as public servants. This is the Straight Path.

On the other hand, there are those who would put their self-interest ahead of everyone else. They become slaves to politicalexpediency and foresake the public interest. This is the CrookedPath.

Our government has long been lost on that Crooked Path. Everydayit is becoming clear to me how wide-spread and serious are theproblems the previous government has bequeathed us. I am deeplyhumbled by the great burden that has been laid upon me.

In the first three weeks of our administration, I havediscovered many things. I wish to present to you just a few ofthese problems we have inherited, and what we are presentlydoing to solve them.

Inilihim at sadyang

This is just a brief peek, and is not all the problems we face. The previous administration deliberately kept these things

secret and deceived the people as to the actual state of thenation.

    45.1 billion pesos.

In the first six months of this year, the expenses of governmentwas greater that the revenue it collected in the same period. Our budget deficit has grown to 196.7B pesos. We were short of

our target collections by 23.8B and exceeded our budgetedexpenses by 45.1B.

Ang budget po sa 2010 ay 1.54 trillion pesos.

Our budget for 2010 is 1.54 Trillion pesos.

The government has only 100 Billion pesos or 6 1/2% of the total

budget still available for use over the remaining months of thisyear.

Only one percent of the total budget remains for our use in eachcoming month.

Saan naman po dinala ang pera?

So where did the money go?

The Arroyo administration set aside a 2 Billion peso CalamityFund in preparation for future calamities. This isn't a lot of

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    4/24

money, but the rainy season has just begun and already, 1.4Billion or 70% of that fund has already been spent!

Of the total 108 Million peso allocation for the Province ofPampanga, 105 Million went solely to the first district of thatprovince. Meanwhile, the Province of Pangasinan that was heavilydamaged by Pepeng only received 5 Million pesos forrehabilitation due to Typhoon Cosme which passed through in2008!

at Pepeng.

Pampanga received its calamity fund allocation last May, anelection month and seven months after Typhoon Ondoy and Pepeng. What if a typhoon comes tomorrow? The Calamity funds havealready been used for past typhoons! The future will have to payfor the sins of the past.

It is the same at the MWSS (Manila Waterworks and SewerageService). Just recently, people have been qeueing up for water, due to water shortage. Despite the shortage, the trustees of ourwaterworks awarded themselves hefty bonuses, though the pensionsof retired MWSS employees remained unpaid!

In 2009, the payroll of MWSS was 51.4 Million pesos. But this isnot all that they received as compensation. They receivedadditional allownaces and benefits that totalled 160.1 Millionpesos. In other words, they received a total of 211.5 Million

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    5/24

peosos last year! Only 24% of that amount was the regularpayroll, and the 76% was bonus!

A common worker only receives a 13-month bonus plus cash gifts, but at MWSS, the employees received the equivalent of 30-monthspay in bonuses and allowances that year!

Even worse is what I found out about the compensation of membersof the Board of Trustees. Look at the allowances they received:

As a member of the Board or its committees, every meetingattended is worth 14,000 pesos. It's worth 98,000 pesos a monthfor each board member. Each member even receives a groceryincentive of 80 thousand pesos a month!

Hindi lang iyon: may mid-year bonus, productivity bonus, anniversary bonus, year-end bonus, at

Financial Assistance. May Christmas bonus na, may Additional Christmas Package pa. Kada isa

sa mga ito, nobentay otso mil.

That isn't all. There are mid-year bonuses, productivity bonus, anniversary bonus, year-end bonus, and Financial Assistance. They have a Christmas Bonus, and an Additional Christmas Packageas well! Each of these bonus' is worth 98 thousand pesos.

All in all, each member of the Board received 2.5 Million pesosa year in compensations, not including a car, technical staffand loan facilities. I say it again. All of these benefits theygranted themselves even while the pensions of MWSS retireesremained due and outstanding.

Even the La Mesa Dam Watershed, which is under their care, was

not spared. In order to conserve water we must protect ourwatersheds. We need more trees in our watersheds. In this case, instead of trees in our watershed, MWSS officials constructedresthouses for themselves!

Unfortunately, we can't fire them for they are among themidnight appointees of Pres. Arroyo. We shall continue to

investigate the matter. However, if they had even a little shameleft, I wish they would voluntarily resign from office.

Now lets talk of infrastructure funds. The Dept. of Public Worksand Highways identified 246 priority safety projects for fundingby the Motor Vehicle Users Charge. The program needs 425 Millionpesos.

However, what the government actually funded were only 28projects. They conveniently forgot he 246 projects andsubstituted 28 projects that were never part of the program. The425 Million budget was increased to 480 Million, therebyincreasing the final expenditure given to only 28 selectedbeneficiaries.

    kabuteng sumusulpot.

These projects were meaningless, inadequately studied and poorly

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    7/24

planned; resulting in projects that sprouted everywhere likewild mushrooms.

The time has come to end these practices. In our administrationthere will be no quota system for bribes, no overpricing. Fromnow on public funds will be spent for the public welfare.

    nasalanta nina Ondoy at Pepeng.

There is something else I discovered. Five days before the endof GMA's term, she ordered the release of 3.5 Billion pesos for

the rehabilitation of victims of Typhoon Ondoy and Pepeng.

    kontrata.

86 projects were programmed for funding, without the benefit ofpublic bidding. Nineteen of these projects, worth 981 millionpesos, almost succeeded in getting funded.

Fortunately, the timely discovery and intervention of Sec.Rogelio Singson of DPWH prevented any disbursements of thefunds. Now the whole 3.5 Billion peos fund will undergo biddingprocedures and these funds will now be properly used to bringaid to those whose houses and property were actually damaged byOndoy and Pepeng.

Let us now talk about what happened at NAPOCOR. In 2001 to 2004the government compelled NAPOCOR to sell electricity at a

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    8/24

subsidized rate in order to preclude any rate-hike, ostensiblyin preparation for the elections of 2004.

Because of this politically-motivated policy, NAPOCOR wentseriously in debt by 2004. Our national government ultimatelypaid for that deficit amounting to 200 Billion pesos.

    gobyerno.

What the people thought was a relief from high electrity rateswere ultimately taken from the public coffers. We ended up

paying for the lower rates, and paying the difference anyway, out of our own taxes!

If the NAPOCOR had been more prudent with their deficit, wewould have added more capacity to secure our future electricalneeds. But these decisions were made based on politicalexpediency, and not on the needs of the public. Our people,

after great suffering, ends up even more burdened.

Ganito rin po ang nangyari sa MRT. Sinubukan na namang bilhin ang ating pagmamahal. Pinilit

ang operator na panatilihing mababa ang pamasahe.

It is the same at Metro Rail Transit. The Arroyo governmentalso tried to buy popularity by forcing the operator to keeptheir rates below their expenses.

puhunan. Dahil dito, inutusan ang Landbank at Development Bank of the Philippines na bilhin

    ang MRT.

Until the operator failed to recover his capital, and because ofthat failure, the government had to order Landbank and DBP topurchase the MRT.

    9/24

The peoples money was used to rescue a bankrupt utility!

Now let's look at the NFA funds.

In 2004: NFA projected a 117,000 MT short-fall in our ricesupply. The government bought 900,000 MT. Even if we multiplythe projected short-fall by 7, they still imported too muchrice!

In 2007: NFA projected rice-supply short-fall at 589,000 MT.They bought 1.827 million metric tons. Even if we experiencedthree time more short-fall than projected they continued toimport too much rice!

What really hurts is this. Because we keep over-buying everyyear, much of our stockpile of rice is actually rotting in NFAwarehouses, revealed to us in 2008.

Is this not a crime, that they would allow such precious rice tosimply rot, despite the 4 million Filipinos that are not eatingthree square meals a day?

In the end, NFA stands with a 171.6 billion pesos loss thisyear.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    10/24

This wasted 171.6 billion could have funded the following:

The budget of the whole Judiciary, that stands at 12.7 B thisyear.

    pesos.

Our Conditional Cash Transfers program for the next year needs29.6 billion pesos.

All the classrooms we need nation-wide would need 130 billionpesos.

Kasuklam-suklam ang kalakarang ito. Pera na, naging bato pa.

This is a despicable way to run government. Our gold has turnedto stone!

    at pagwawaldas.

You have seen how the public coffers have been pillaged. This isclear: Any change we wish to achieve must begin by insuring thatwe end this kind of waste and profligacy in the use of publicfunds.

Tatanggalin natin

    ang mga proyektong mali.

And that is why I say: From now on, we stop the profligate wasteof public funds. We shall end all these wrong and misdirectedprograms.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    11/24

This is the time to institute a zero-based approach to budgetplanning. In the past, needless and wasteful appropriationssimply recur from year after year. The amount is increased by alittle every year and approved even when totally unjustified.

Next month, we shall be submitting a budget that accuratelyidentifies these problems and prescribes the proper solutions.

These are just a few of the problems we have found. Now here aresome examples of the steps that we are doing now.

There is a case of a pawnshop owner who bought a car estimatedto cost 26 million pesos.

If he can afford to buy a Lamborghini, why can't he afford topay his taxes?

Nasampahan na po ito ng kaso. Sa pangunguna nina Finance Secretary Cesar Purisima, Justice

Secretary Leila de Lima, BIR Commissioner Kim Henares at Customs Commissioner Lito

A case has been filed against this man, led by our FinanceSecretary Cesar Purisima, Justice Secretary Leila de Lima, BIRCommissioner Kim Henares and Custom Commissioner Lito Alvarez.Every week they will be filing cases against smugglers and taxevaders.

We have already identified the suspects involved in the cases ofFrancisco Baldomero, Jose Daguio, and Miguel Belen, three of the

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    12/24

6 incidents of extra-legal killings that have occurred since weassumed office.

    resolusyon.

50% of the incidents of extralegal killings are on their waytoward resolution.

    katarungan.

The remaining cases shall be pursued without let-up untiljustice is done.

Murderers will be called to answer for their crimes. The corruptin government shall also be brought to justice.

We have started forming the Truth Commission headed by ChiefJustice Hilario Davide. We shall seek the truth behind all thewrongdoings committed over the last nine years.

    pagbuo nitong Truth Commission.

Within the week I shall be signing the first Executive Orderthat will create the Truth Commission.

    problema.

Thus we have responded to injustice with truth, and ourresponse to poverty shall be new and creative ways to respond tothese age-old problems.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    13/24

Our needs are so great: for education, infrastructure, healthcare, peace and order, and many more. We do not haveenough funds to meet all of these needs.

However, no matter how large the deficit that we need to fill, Iam confident of our success, because so many have shown arenewed interest and confidence in the capability of theFilipinos.

Now, here is the solution: Public-Private Partnerships. Even ifwe have not yet signed any agreements, I am certain it willhappen and that these will bring about many good things.

Many have expressed interest, there is someone who wants tobuild an expressway from Manila to Bulacan, Nueva Ecija, NuevaViscaya, up to the ends of the Cagayan Valley, without our

    government spending a single peso.

Sa larangan ng ating Sandatahang Lakas:

    In our Armed Forces:

Mayroon po tayong 36,000 nautical miles ng baybayin. Ang mayroon lamang tayo: tatlumpu't

dalawang barko.

We have 36,000 nautical miles of coastlines. We have only 32boats to patrol that coastline. These boats came to us from theMacArthur era.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    14/24

A proposal has been made to us, here it is: they wish to leasethe Navy Headquarters on Roxas Blvd and the Naval Station inFort Bonifacio.

They will pay the cost of moving Navy HQ to Camp Aguinaldo. Atthe outset, they will pay 100 Million Dollars. They have alsopledged to share their profits from the businesses establishedon the leased property.

In other words, we get the money we need, at no cost to the

country, and we profit with them as well.

Many more have offered and have made proposals, both local andforeign investors, to meet our needs.

makikinabang. Napakaraming sektor na matutulungan nito.

Through these PPP's our economy will flourish, and everyFilipino will benefit. Many sectors will be assisted.

We shall then be able to build the infrastructure we need todevelop our tourism industry.

In agriculture, we shall construct grain terminals, refrigeration facilities, proper road networks and post-harvestfacilities.

If we can fix our food-supply chain problems with the help ofthe private sector, instead of importing rice, we could soon beexporting rice to the world market.

If we can build the proposed railway system, the cost of goodswill go down. Transport will be cheaper, faster, moreconvenient, and we will be able to cut-out the kotong-cops andkotong-rebels who extort our traders.

Just a reminder: first priority of our program is the creationof jobs, and jobs come from the growth of industry. Our industrywill prosper if we can make the process of establishingenterprises clean, fast, and convenient for the investors.

We will speed-up the processing and approval of Build-Operate-Transfer projects. With the cooperation of all branches ofgovernment and the people, we shall cut the processing time fromthe years and decades it used to take, to just six months.

    Domingo:

Our Dept of Trade and Industry Sec. Gregory Domingo has alreadytaken some steps:

The endless visits required to process company-nameregistrations, each visit sometimes taking 4 to 8 hours, will beshortened to 12 minutes!

    16/24

The checklist of 36 items of documentation previously requiredshall be reduced to just 6 items. The 8-page application form

will be reduced to one page.

    reporma.

I call upon the local government units, while we look for waysto speed up the process of establishing new businesses, toclosely study your own official processes. You need to make itfaster, and consistent with the reforms that we have already

    started.

The entrepreneur, soldier, rebel, and the common man, everyonewill benefit from these initiatives. We need to start workingtogether if we are to achieve these goals. Let's stop makingthings difficult for each other.

The time is coming when we shall no longer need to choosebetween peace and order, and the future welfare of our children.

Once we have operationalized these PPP's, we sahll be able tofund the services that our people need, consistent with ourplatform of government.

There will now be money to fund our programs for education.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    17/24

We shall be able to lengthen our basic education cycle from aninadequate 10 years, toward the global standard of 12 years.

Madadagdagan natin ang mga classroom. Mapopondohan natin ang service contracting sa ilalim

    ng GASTPE.

We shall build more classrooms. We shall also be able to fundthe service contracting scheme under the GASTPE.

We shall be able to maintain the conditional cash transfers,

that can relieve the burdens of every family, and we may even beable to increase these funds.

Maipapatupad ang plano natin sa PhilHealth.

We shall be able to implement our plans for PhilHealth.

First, we shall determine the actual number of people who needthe healthcare program. At the moment, the data for this hasbeen inconsistent and unreliable. On the one hand, PhilHealthsays there is already 87% coverage. And then again, they sayonly 53% are actually covered. According to the NationalStatistics Office 38% are covered.

Even now, Secretary Dinky Soliman at DSWD is implementing theNational Household Targetting System that will define thepoorest of our poor. It is estimated that 9 Billion pesos willbe needed to give coverage to 5 million of our poorest citizens.

Commission on Appointments.

You have seen how competent our appointed cabinet members are. Ibelieve it only reasonable for me to hope that they will not

have to go through the eye of a needle to get confirmed by theCommision on Appointments. If that happens, then many more goodFilipinos will consider serving in government.

Very soon, we shall sit together in the LEDAC to discussimportant legislation that we need to be passed. You can beassured that I will keep an open mind, and that our relations

    will be true.

May 104.1 billion

We are proposing a Fiscal Responsibility Bill, that will preventappropriations that cannot identify a definite source of funds.Today, we already have 104.1 billion pesos worth of legislativeappropriations that have yet to be funded and implemented.

We also have to resolve the matter of certain fiscal incentivesthat have been appropriated by the previous congress. Now thatwe are cost-cutting, we need to review and reconsider theseincentives to determine what stays and what we need to abandon.

Sa lokal man o dayuhan

Let us not allow another NBN-ZTE scandal. Whether investors arelocal or foreign, let them undergo the same process. I askCongress to help-out by appropriately amending our ProcurementLaw.

Our Constitution provides that the state shall assure a fairmarket place. It prohibits monopolies, and forbids cartels thatstrangle competition. We need an Anti-Trust Law that willenliven these principles. It will afford opportunity for Smalland Medium-scale enterprises to participate and help prosper ournational economy.

Ipasa na po natin ang National Land Use Bill.

I ask you to pass the National Land Use Bill.

One of the first laws passed during the Commonwealth period wasthe National Defense Act of 1935. We need to replace this with anew law that will meet the national security needs of today.

    takot at pananahimik.

I ask you to pass the Whistleblower's Bill in order to reversethe growing culture of fear and silence.

Let us further strengthen the Witness Protection Program. Let usnot forget that from 2009-2010, the government secured a 95%conviction rate where witnesses have been under this program.

We need to review our existing laws. I call upon you now tobegin the effort of re-codifying our various laws, to the end ofassuring their harmony and consistency.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

These laws shall set the standards of social order, but the

basis for all that we do is the principle that there can be noreal progress without peace and order.

We face two serious threats to our peace: the Mindanaosituation, and the continuing insurgency of the CPP-NPA-NDF.

In regard to Mindanao: Our situation has not changed. We shallonly attain peace and order if everyone involved comes togetherin dialogue: Moro, Lumad, and Christian. We have designated DeanMarvic Leonen to oversee our on-going dialogue with the MILF.

    tanging interes.

We shall avoid repeating the mistakes of the previousadministration, when they simply surprised the people ofMindanao. We cannot deny that partisan politics may have alreadytainted the peace process, jeopardising our people's interests.

    Ramadan.

But, we acknowledge the efforts of the MILF to discipline theirown ranks. We continue to hope that peace talks can be resumedright after Ramadan.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

    22/24

In regard to the CPP-NPA-NDF: I ask them: are you now ready topresent concrete proposals, instead of simply condemninggovernment with empty rhetoric?

Mag-usap

    tayo.

If peace is what you wish, we are ready to accept a generalcease-fire. Come, let us talk and make peace.

It will be difficult to dialogue as long as the smell ofgunpowder pervades the air. I ask you not to waste this

wonderful opportunity to come together with a mutual desire forpeace and harmony.

Peace and order is the foundation of progress. As long as thewar between us remains, we are chained to our poverty.

We must realize that these times call for great sacrifices. Butremember that this time of sacrifice is our investment in thefuture. Hand in hand with our rights and freedom is our duty toour fellow man and our country.

    hanay.

I trust that our friends in media, especially those in broadcastand print, block-timers and community newspapers, will policeand regulate their own ranks.

    diskurso.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

I trust that you will be able to enliven the guiding principlesof your vocation: to enlighten the public on vital publicissues, to be truthful and fair, and elevate the level of publicdiscourse.

puwesto. Humakbang mula sa pakikialam tungo sa pakikilahok. Dahil ang nakikialam, walang-

hanggan ang reklamo. Ang nakikilahok, nakikibahagi sa solusyon.

I believe it the duty of each Filipino to pay close attention tothe officials that they elected. And if possible, to move fromsimply criticising government to actively participating in it.From the critics, only endless criticism. But the participantbecomes a part of the solution.

Too long have we believed that the key to our prosperity is totake care of ourselves first, before others. It is clear to methat none of us can prosper as long as we insist on takingunfair advantage of our fellow men.

trabaho, paanong magiging konsumer? Paanong mag-iimpok sa bangko?

For those of us who have been denied an education, how will wesecure employment? How shall they manage to save money in thebank?

    pagkakataon.

But if we change our point of view, if we said I will add tothe skills of my neighbor -then it will grow fruit, andeveryone will have a chance to prosper.

    taumbayan.

  • 8/9/2019 Everyman's English Translation of the 2010 SONA

We have made a good start. And things will certainly get better. But let us not forget that there will be those who do not wishfor us to succeed. Because if we fail, they can get back inpower, and once more take advantage our people.

I believe God and our people have placed me where I find myselftoday. As long as we dedicate ourselves to the welfare of ourpeople, then God's blessings and guidance will surely be withus. And if God is with us, is there anything we cannot achieve?

The mandate we received this recent election is proof that ourpeople continue to hope for change. Our situation has changed. There is now cause to hope. Let us all move together decisivelytoward the fulfillment of their hopes.

    Maraming salamat po.

    Thank you.
