Welcome to the Texas Prospect P16 Summit!

On behalf of The University of Texas System, I am pleased to welcome you to the Texas Prospect P16 Summit. With our 8 academic institutions, 6 health sciences institutions, and over 221,000 students, we take seriously our mission to improve the human condition in Texas, our nation and our world. Education is the bedrock of this mission, and across the UT System, we know

that our responsibility to Texas students goes well beyond those whom we enroll on our campuses.

That is why I established the Texas Prospect Initiative as one of my strategic goals. The purpose of the Texas Prospect Initiative is to make every student in Texas a prospect for college by 1) addressing the continued gaps in educational opportunity, achievement, and attainment among the state’s diverse learners; and 2) ensuring students entering the college pipeline are equipped with the skills, content knowledge, and self-efficacy necessary for them to succeed in college and career. Central to this work is the knowledge that none of this can happen without unprecedented levels of engagement and collaboration among higher education, pre-K-through-12 partners, other state agencies, and the non-profit and industry sectors statewide.

This is what the Texas Prospect P16 Summit is all about, and this is why all of you are here. As a state, we have some daunting challenges ahead of us, and we also have the talent and commitment to tackle those challenges. It will take all of us working together—breaking down silos, fostering innovation and sharing best practices with each other—to make the progress we need. With strands focused on Cradle-to-Career Readiness, Pathways Alignment, Educator Preparation, and Career Development, the Summit brings together a community practice, comprised of stakeholders from all points in the education pipeline. Collectively, you are the change-makers, joining forces to solve problems and together lift up Texas students to a better future. While I cannot join you in person, know that you have my deep appreciation and support for the work you are doing.

Over the next two days, we are excited to bring together practitioners and leaders from across Texas dedicated to improving student achievement, teacher preparation and career readiness. We look forward to exploring educational innovations spanning pre-K through 12th grade, the successful

transition to and through college, and entry into the workforce. We invite you to engage in learning from peer communities across the state, and discuss how communities and the state as a whole can continue to improve outcomes for our students.

With your knowledge, dedication and experience, you all are paving the way for a brighter future for students in Texas, and our state would not be where we are today without your dedication and leadership.

KEYNOTE SPEAKERSDIANA NATALICIO, PH.DPRESIDENT, THE UNIVERSITY OF TEXAS AT EL PASODiana Natalicio became UTEP’s president in 1988. During her tenure, UTEP’s enrollment has grown from 15,000 to over 25,000 students, its annual budget from $65 to nearly $450 million, annual research expenditures from $6 to over $90 million, and doctoral programs from one to twenty-two. Dr. Natalicio has served on numerous boards including The Holdsworth Center, Hispanic Scholarship Fund (HSF), ACT, the Rockefeller Foundation, Trinity Industries, Sandia

Corporation, U.S.-Mexico Foundation for Science (FUMEC), American Council on Education (chair), National Action Council for Minorities in Engineering (NACME), Association of Public and Land-grant Universities (APLU), and Internet 2. She has received numerous honors and awards, including honorary doctoral degrees from St. Louis University, Northeastern University, Victoria University (Melbourne, Australia), Georgetown University, Smith College and the Universidad Autónoma de Nuevo Leon (Mexico). In 2017, Dr. Natalicio was named one of Fortune magazine’s Top 50 World Leaders. She was honored with the Hispanic Heritage Award in Science, Technology, Engineering, and Math, and she was included on the 2016 TIME 100 list of most influential people in the world. In 2015, the Carnegie Corporation of New York honored Dr. Natalicio with its prestigious Academic Leadership Award, and in 2011, she was presented with the Orden Mexicana del Aguila Azteca, the highest honor bestowed on foreign nationals by the President of Mexico. She has also received the TIAA Theodore M. Hesburgh Award for Leadership Excellence in Higher Education and the Harold W. McGraw, Jr. Prize in Education.

BENNIE E. LAMBERT, PH.D VICE PRESIDENT OF STUDENT SUCCESS, LONE STAR COLLEGE-CY FAIR Bennie Lambert earned his bachelor’s and master’s degrees in Business and Educational Psychology from Baylor University, as well as his doctorate from Texas A&M University.

For the past 2 decades, Dr. Lambert has served as an administrator for Lone Star College in Houston, Texas. He currently serves as the Vice President for Student Success at Lone Star College –Cy Fair. Lone Star College-Cy Fair is a part of the Lone Star College System which has more than 90,000 students. Before Lone Star College, Dr. Lambert served in numerous roles for McLennan Community College and Baylor University.

Dr. Lambert serves on numerous community organizations to which he has contributed his time and his talents. The Houston Livestock Show and Rodeo has been his pride and joy for the past 20 years. Dr. Lambert has emerged as not only a local voice and guru on leadership and growth, but is also recognized nationally. He has served as a consultant for countless organizations, including over 100 colleges and universities, several law enforcement agencies, corporations such as Chevron, Kellogg Brown & Root, the San Francisco 49ers & the Houston Astros…to name a few.

Recently, the Houston Police Department presented the Humanitarian Service Award to Dr. Lambert for his dedication and service to enhance the lives of citizens and create goodwill on behalf of the Houston Police Department.

He is someone who continues to inspire people, not just students, to continue pursuing their personal and professional goals. He has helped people prepare, purse, and reach their potential.
