    Dear European debating community,

    It is our pleasure to present Durhams bid for the European Universities DebatingChampionships in 2014. Durham is a fantastic city, full of heritage and culture, famous for its

    cathedral and castle, which together form a UNESCO world heritage site. Withapproximately one third of the population being students, the city also has a friendly, warmand welcoming atmosphere. We can think of no better place to hold EUDC.

    The competition would make full use of Durhams long and illustrious history, with bothfinals of the Championships being held in the cathedral itself. But Durham has more to offerthan its heritage; with all accommodation, debating venues and social venues being withinwalking distance of each other, Durham is a very practical and convenient location forEUDC.

    Our co-Chief Adjudicators for the competition are Fred Cowell (top speaker at Amsterdam

    EUDC in 2010) and Danique van Koppenhagen (top ESL speaker at Belgrade EUDC in 2012).Following the resolution of EUDC council in Belgrade, we have also decided to hold, for thefirst time ever, an application process to appoint the Deputy Chief Adjudicators. We are surethat this system will ensure an Adjudication team that is both extremely experienced andvery representative of the entire European debating circuit.

    Summary of Main Strengths of Durham EUDC:

    Experience: The DUS hosts three large tournaments per year, including the worlds

    largest residential schools competition. On top of this the bid is being worked onextensively by professional events managers at Event Durham, as well as the

    professionally experienced trustees of the society and chief adjudication team.

    Unparalleled university support, including free debate rooms, and accommodation

    and catering at cost price

    Location: Durham is a fairy-tale city, full of history, beauty and resources, where

    everything is in walking distance. We are providing a rare opportunity to debate in a

    Norman castle and cathedral, on a world heritage site. Weather in summer is warm,

    but moderate.

    Organisation: An unprecedented organising committee size of other 40, and a full-time convener. Durham EUDC has been planned for over a year already, and as a

    result 80% of the venues for have already been provisionally booked, and the vast

    majority of logistical planning has already taken place.

    Adjudication: an extremely generous 20,000 judge funding budget, which will mean

    a fully funded judge for every room, with approximately 108.63 for each of these

    judges in travel funding. Fred Cowell and Danique van Koppenhagen form the

    beginning of an experienced and extremely strong adjudication team.

    Tabbing: three world-renowned tabmasters

    Sponsorship: A safe and realistic sponsorship requirement, from a society whichannually attracts 20,000 of corporate sponsorship

    If ever drinks are not provided for free, a beer in Durham costs around 1.50!

    Overall, we know that EUDC is not something that you want to take risks on. It is too

    important for that. Durham is offering a bid that is safe, organised and fun.

    THE DURHAM UNION SOCIETY

    The Durham Union Society was established in 1842, and is one of the oldest student societiesin the world, and the oldest society at Durham University. Since its foundation, it has beenrecognised as a place of engaging, vibrant and thought-provoking debate. The Union Society

    is also the largest society in Durham, with approximately 3000student members. It also hires 8 professional members of staff.

    Today we act as focus for social events, weekly debates andaddresses. Prominent speakers from a variety of differentbackgrounds (everybody from politicians to sporting personalitiesand reality TV stars) frequently visit the Union to take part indebates or to address our members. We also host several socialsthroughout the year, in our own famous bar, 24, as well as at largervenues in the area.

    The Union also seeks to promote debating within the Durhamstudent body, and we are proud to represent Durham University atboth national and international competitions. We also host three competitions each year: theDurham Intervarsity, the Durham Open, and the Durham Schools competition. Our schoolscompetition is the largest residential schools competition in the world: 128 teams took partin the 2012 competition.

    The Durham Union Society hosted the European Universities Debating Championships in2004. We would be proud to bring the Championships back to Durham in 2014.

    THE CITY OF DURHAM

    Durham is a spectacular cathedral city with an amazing heritage. Narrow cobbled streetswind their way around the rocky peninsula leading up to the majestic Norman cathedral andcastle. The cathedral and castle dominate the skyline; they are also a designated UNESCOWorld Heritage Site.

    The city is small and compact; everything is within easy walking distance. Just minutes fromthe bustling centre, you can enjoy the tranquillity of leafy riverside footpaths along the banksof the River Wear, or the changing seasonal displays at the Botanic Garden.

    The university is central to the life of the city, with its students making up approximatelyone third of the citys population. While Durham is without doubt an ancient university,with a large proportion of academic departments and colleges still located around the oldheart of the city, it also boasts ultra-modern, state-of-the-art facilities for both learning andextra-curricular activities.

    We will plan excursions of the city, the surrounding towns and areas of special interest, withdetails to be announced later.

    TRAVELLING TO DURHAM

    By air

    Durham is 30 minutes' drive from Newcastle Airport, and about 40 minutes from DurhamTees Valley Airport. Both have regular domestic and international flights. Durham is linkedto Newcastle Airport by rail and metro services, and to Durham Tees Valley Airport by a freebus service to Darlington, which is less than 20 minutes train ride away from Durham. Seethe maps below for more details regarding the locations of these airports. Flights fromNewcastle to many locations in mainland Europe cost around 60 return with low costairlines.

    The railway station links Durham to many of the UKs major cities (see below), makingtransfers from other UK airports possible.

    By rail

    60 intercity trains from most major centres in the country call at Durham daily including 14trains from London. The high speed East Coast service takes under 3 hours from LondonKing's Cross on one of the UKs two major north-south lines. First TransPennine Expressoffers frequent links to Manchester, Sheffield and Leeds, while Cross Country links Durhamdirectly with Scotland, the Midlands, and the South West. Durham is just over 3 hours fromBirmingham, 2 hours from Manchester, 2 hours from Glasgow and 1 hours fromEdinburgh.

    The train station is less than 10 minutes walk from the city centre.

    By road

    Durham city centre is only two miles from the A1(M). On leaving the motorway at Junction62, the A690 Durham to Sunderland road leads directly to the city. Durham is 264 miles fromLondon, 187 miles from Birmingham, 125 miles from Edinburgh and 67 miles from York.

    There are several express coach services daily from most major UK cities. Durham is wellserved by both regional express services and the local bus network. The city bus station is ashort walk from the railway station, and is also within easy reach of the city centre.

    REGISTRATION

    The Organisation Committee will be at your service from the moment that you register. Wewill appoint specific members of the Adjudication Team and a senior member of theOrganisation Committee to assist you from the very start of the registration process all the

    way until you are fully registered. We will be happy to answer all questions that you have toensure that your registration process is smooth and hassle-free. We guarantee a swift andaccurate reply to all emails and other correspondence before, during and after theregistration process.

    At Durham EUDC we plan to follow EUDC councils decision on registration for policy to bemade in August 2013. We recognise that this is a complicated time for internationaltournaments and that there will be further difficult decisions to be made by EUDC councilon how to optimise this process. After receiving direction from Council we will adopt anappropriate registration policy. We are committed to being as open and transparent aspossible about this process and will be publishing regular updates on our blog about the

    process.

    Our team cap would be 220 teams and follow a minimum n-1 judge policy.

    ACCOMMODATION

    Accommodation for all participants (both speakers and adjudicators) for Durham EUDCwould be in colleges of the university. These would be Collingwood College, Grey College

    and St. Aidans College. On arrival in Durham you will be guided to the college that yourdelegation will be staying in.

    All three colleges offer a full range of modern amenities, and are also set in a peacefulwoodland environment, with Collingwood and Grey being in close proximity to theuniversitys beautiful botanic gardens. A range of single and twin bedrooms are available inall colleges.

    Food will be provided in each of the colleges throughout the competition, for breakfast,lunch and dinner unless specified otherwise. The university catering staff is used toproviding for a variety of different dietary requirements, meaning that there will food options

    to suit everybody. Durham has a number of Jewish and Muslim students and the cateringservices at halls are used to fully catering for individuals with Halal and Kosher dietaryrequirements. Vegetarian, vegan and celiac diets are also regularly catered for by theexperienced staff at halls.

    All Durham University colleges have their own bars, and the Collingwood, Grey and St.Aidans bars will be open on most evenings of the competition; perfect for those who mightprefer a quieter environment than the main socials.

    A great advantage of the colleges that will be used to host EUDC participants is that they areall within 10 minutes walking distance (in some cases, even less than that!) from the Science

    Site, which is where the in-rounds of the competition will be held (see below). This will beperfect for the moment that you leave something that you need in your room!

    We consider that the proximity of the locations that would be used at a Durham EUDC agreat strength of our bid. One of our main priorities is to make the competition as smoothrunning and hassle-free for competitors so that they can focus solely on the debating. Wehope that participants will appreciate the convenience of the accommodation being so closeto debating venues. You can see a map of Durham city centre, with all colleges used foraccommodation and debating venues marked, on the next page.

    DEBATING

    In-round Venues

    All in-rounds will take place in university buildings, and will all be on just one site. The

    Science Site contains various academic departments, all with classrooms suitable forhosting debates. The announce venues will be right in the heart of the site, in the CalmanLearning Centre, which contains several lecture theatres. The two largest are capable ofholding 500 and 260 people respectively, meaning that all participants will be able to fit withcomfort.

    The Science Site is within easy reach of participants accommodation, meaning thatcompetitors will be able to return to colleges for lunch during the preliminary rounds of theChampionships. Additionally, all venues are accessible friendly for all participants.

    Out-round Venues

    It is our intention to take full advantage of Durham as a superb cultural and historical centreduring the competition. As a consequence, the locations for the out-rounds will be fitting forthe occasion, and we hope that they will be very memorable experiences for both debatersand audience alike.

    We will be based on Palace Green, the historic centre of the city, for both days of out-rounds.This means that both Open and ESL Quarter-Finals will take place in four venues situated onfour different sides of a UNESCO World Heritage site!

    North Side:

    The Great Hall of Durham Castle, the centreof a castle whose origins date back to the 11thcentury.

    South Side:

    The Cathedral Chapter House, part of theoriginal cathedral monastery (and, more

    recently, used for filming Snapes dungeonclassroom in the Harry Potter movies!).

    The West Side:

    The Debating Chamber, the present dayhome of the Durham Union Society, whichhosts the finals of all three competitionsthat we currently run.

    Both Open and ESL Semi-Finals will also take place in two of these venues (most likely to be

    the Debating Chamber and Castle Great Hall).

    East Side:

    The Music School, a venue forrecitals and concerts, located in apicturesque building in front ofthe Cathedral

    On the finals day of the competition, an even more impressive venue will be used: both Openand ESL finals will be held in the Cathedral itself. The Cathedral was built in the 11 thand 12thcenturies, and its stone-vaulted ceiling is generally considered to be an incredible feat ofarchitecture. It is not only a centre of religion, but is also arguably the heart of culture in theNorth-East of England. We feel that this venue will provide a fantastic and fitting venue forthe EUDC finals.

    SOCIALS

    We believe that EUDC should be about more than just debating. We see the competition asan opportunity for the continents finest student minds to come together and establish

    friendships and connections that go deeper than your participation in the Championships.We hope that our social events will make the competition an enjoyable and memorableoverall experience.

    Sunday

    Sunday is arrivals day and thus to suit everyone arriving we will be hosting a barbecue in thegrounds of Collingwood College (where a proportion of the competition will be staying andis approximately 2 minutes walkaway from the other colleges). The social will be a chancefor debaters to arrive and relax with friends, and the competition will be introduced by themain hosts (Convenor team, CA team etc.).

    Monday

    Mondays social will be held at several college bars in the centre of the town on the Bailey(no more than a 10 minute walk from accommodation colleges). The Bailey Colleges are theoldest colleges in Durham and are located in a very scenic location with the River andCathedral either side. Drinks (as in all of Durham) are very cheap with some pints costing1.50. For those that seek further entertainment after the social at the college bars, we willdirect you to Durham city centre.

    Tuesday

    Tuesdays social will be held at the bars of the colleges being used for accommodation. WithWednesday being an incredibly important day for most people at the competition we will toprovide a very relaxed environment in which people can talk easily to their friends and somechilled entertainment such as a pub quiz will be provided. The proximity of the social toparticipantsaccommodation ensures people can spend as little or as much time as they wantat the social.

    Wednesday

    A number of venues are still under consideration for the Break Night party in Durham.However, in recognising the importance of Wednesdays social we promise to provide a few

    key things. Firstly, there will be access to alcohol for the entire competition sothat participants can commiserate or celebrate the results of the in-rounds of thecompetition. Secondly, the venue will provide a room large enough that the break can beannounced audibly and visibly to the entire competition. Thirdly, transport to and from thevenue will be provided throughout the night so that those who wish to return early after the

    break is announced have the ability to do so and those who wish to stay out late into thenight also can do so.

    Thursday

    Thursday night offers a chance for the participantsto experience Durhams unique nightlife. Afterannouncing those teams breaking to the final atPalace Green (location of out-round venues) wewill make the short walk to the riverside. There are4 venues within a 10 metre radius all of which will

    be available to participants of Durham EUDC. Thevenues differ sufficiently that those who simplyseek quiet drinks with friends will have an optionto opt-out of the loud clubs. However, for thosewho are partial to clubbing there will be theopportunity to visit Durhams infamous Klutenightclub

    Friday

    The Championship Ball will be held

    at Rainton Meadows Arena, aregional conference centre justoutside Durham (participants willget on coaches after the final held inthe Cathedral). In line withtradition, the event will be a formalaffair, with a black-tie dress code.This venue is accustomed toholding large events for DurhamUniversity (such as the Freshersand Graduation Balls) and will

    provide a perfect setting for the lastnight of the competition.

    ORGANISATION

    Convenor Team

    Tom Moran (Convenor)

    Tom was the Durham Union Society Debate CompetitionsSecretary during 2012. He has convened Durham Schools twice (in2011 & 2012), as well as the Durham Open in 2012, and the DurhamIV in 2012, all of which were resounding successes; havingconvened 10 competitions in total, he is an extremely experiencedconvenor. He also has sat on the Debates Selection Committee andthe General Committees of the Durham Union Society. He is aWUDC breaking judge (Berlin 2013).

    Ben Dory (Deputy Convenor)

    Ben was the Durham Union Society Debate Training Secretary. Heco-convened the Durham IV in 2011. In the past, he has held therole of Sponsorship Secretary within the Union, and sat on variousdifferent committees throughout his time here. He is also an EUDCfinalist (in Galway 2011), and is a twice WUDC octo-finalist (inManila 2012 and Berlin 2013).

    Ellie Naismith (Deputy Convenor)

    Ellie is a former Durham Schools co-convenor, having taken on therole as a first year in 2011. She is actively involved in all areas of theUnion Society, and has sat on the General Committee of the Unionsince she first arrived in Durham. She is a member of the Durhamadvanced debating squad.

    Simon Tunnicliffe (Deputy Convenor)

    Simon is a former Director of Debating at the Durham Union Society, arole that oversees all competitive debating within Durham, and thatrequired him to sit on the executive committee of the Society. Heconvened Bogwall (the Scottish Novices competition) in 2012, and co-convened the Durham Open in 2011. He is a twice WUDC octo-finalist(Manila 2012 and Berlin 2013).

    Tom Moran is staying in Durham to spend his year convening the bid full-time. The rest ofthe convening team are either studying in Durham or will be there regularly. Whilst all theconvenors will be responsible for all aspects of the competition nominal responsibility ofdifferent aspects will be divided. Tom Moran will be in charge of liaising with Durham

    University and Event Durham in addition to taking responsibility over publicity,accommodation and logistics planning. Ellie Naismith will be in charge of socials planning inaddition to having joint responsibility over accommodation and logistics planning. BenjaminDory will be responsible for registration and sponsorship of the competition. SimonTunnicliffe will be jointly responsible for sponsorship whilst also taking responsibility forthe finances of the competition.

    Durham EUDC has a very strong organisation committee including 40 other members inaddition to the convenor team (their names are included in Appendix I). They have beensorted into teams with areas for specialisation depending on their talent and experiencealthough their responsibilities will also adapt throughout the year. Further volunteers will

    be recruited for the week of the competition itself from March 2014. 83% of the organisationcommittee will be based in Durham for the academic year of 2013/2014.

    ADJUDICATION

    Co-Chief Adjudicators

    Frederick Cowell

    Fred was top speaker at Amsterdam EUDC in 2010. He has alsobroken at WUDC and EUDC multiple times as a speaker. Fred hastwice been a judge of the EUDC Grand Final. He is the winner of 12IVs, and top speaker of numerous others.

    Danique van Koppenhagen

    Danique was top ESL speaker at Belgrade EUDC in 2012. She was also

    third ESL speaker at Manila WUDC in 2012. Danique is 2012 DutchNational Champion, winner of three IVs and has also been the topESL speaker of 6 IVs.

    As Co-Chief Adjudicators of Durham EUDC 2014 we are delighted to have the opportunity to lead

    an expanded adjudication team to deliver what we hope will be some of the best judging EUDCparticipants have experienced. As EUDC has become bigger and more complex we hope to rise tothese challenges and we are working hard on a number of initiatives to streamline the adjudication

    process.

    We are honoured to be Co- CAs of such a well-run bid and look forward to the next year.

    Fred & Danique

    The CA team will also be running training workshops at both IONA and Continentalcompetitions before EUDC, including the Imperial Summer IV and Durham Open. Attendingcompetitions across Europe and being open to helping on a good number of the CA teamswhich they are invited to be on will be a mandatory requirement of CAs and DCAs.

    Appointment of Deputy Chief Adjudicators

    In response to Councils decision at Belgrade in 2012, to only allow EUDC bid teams toannounce two members of the adjudication team for the European Universitys DebatingChampionship (EUDC) in advance of winning the right to host EUDC, we decided that we

    would run the first ever application process for the Deputy Chief Adjudicator posts atEUDC. We held an extensive consultation process during which we spoke to debaters in anumber of different countries and with members of past EUDC and WUDC adjudicationteams. We announced our policy a few weeks ago and have opened the application processso we can get the best possible DCA candidates. We will have a team consisting of fourDCAs appointed through the application process and one DCA appointed will be a memberof the Durham Union Society. Two DCAs will be from an ESL background.

    More details about the application process are available online. We would encourageeveryone to look at the details and apply. The full team will be announced on the 28 th ofSeptember.

    Independent adjudicators

    The CA team want to encourage as diverse and experienced as judging pool as possible tocome to Durham EUDC. To this end we want to recruit 50 funded independent adjudicatorsfrom across Europe. They will have a full reg waiver and our travel budget is 11,407. Wewould aim to be as inclusive as possible and recruit a large number of qualified adjudicatorsfrom ESL backgrounds. We are interested in attracting judges from across the experiencespectrum for our pool of independent adjudicators and want individuals who have only beendebating a short period of time but show excellent judging ability as well as old hands atjudging.

    To achieve these aims we will be asking our DCAs to conduct a detailed inventory of theactive judges on the different national circuits by visiting competitions across Europe duringthe autumn term of 2013 and the spring term of 2014. On March 1st 2014 we will openapplications for independent adjudicators. The application will ask for information about theapplicant, including their judging CV, and will also contain a short judging aptitude test.The test will be designed to take no longer than 30 minutes to complete and will contain ashort video extract of a debate. The process will remain open for around month and a DCAwill be assigned to specifically manage the process. We will be collectively blind marking thereceived tests over the course April 2014. The test component will be used to assess judgingaptitude and the information component will be used to assess experience. We will use the

    results of the test and factor in the different considerations described above to shape ourfinal offers which will be released in early May 2014.

    Language and Equity

    We intend to take language and equity requirements extremely seriously. We want thetournament to be as fair and open as possible. Sam Block and an individual to be announcedindividual will form our language and equity team. A comprehensive language & equitypolicy will be published in advance of the tournament.

    TABULATION

    Debating & Tabulation Director

    Michael Plygawko

    Michael is currently studying for an MPhil in English Studies atthe University of Cambridge, but spent his undergraduate yearsin Durham, where he became an innovative, efficient andexperienced tabmaster. He has tabbed numerous competitions,including the Durham IV, Durham Open and Durham Schools(which had 128 teams in 2012), the SOAS IV, and the Warwickand Leeds IVs. As an undergraduate, Michael was instrumentalin driving tabulation forward, making changes to the Tabbieprogramme in order to maximise efficiency. He also has an

    extensive judging record, with judging breaks at multiplecompetitions over the past three years.

    Deputy Tabulation Directors

    Bob Nimmo

    Bob is one of the most experienced tabmasters in theworld of debating. He has tabbed both WUDC andEUDC, including at Belgrade in 2012, as well as multipleIV and open competitions. Bob was also DCA of

    Newcastle EUDC in 2009, and was the winner(speaking for Durham) of Cork EUDC in 2005.

    Richard Coates

    Richard is also an extremely experienced and efficient tabmaster,and a superb addition to the team. He too has tabbed numerouscompetitions, including the Cambridge IV and the English Mace.Richard is also a distinguished speaker and judge, with multiplebreaks at IVs and Opens.

    The Tabulation Team will be using electronic ballots as part of the tabulation process as asystem of checking the accuracy of the paper ballots that will still be used for every room.Bob, Richard and Michael have all been part of successful experiences of this already (at theCambridge IV 2012, for example). Specifically, e-ballots were used very successfully atDurham Schools 2013 (where Bob and Richard made up the tabulation team) where the teamcap was 104. E-ballots will be usable from any internet-enabled device, including thenetworked computer in every debate room.

    FINANCE

    Durham EUDC is in a position of financial strength due to our close working relationship

    with the universityand in particular the events management organisation Event Durham.The support the university has afforded to the bid has meant that the price of corecomponents of the competition have been driven down accordingly. The rooms for the in-rounds have been awarded to us free of charge by the university whilst all accommodationand catering costs are being charged at cost price. Our well placed locations means that weonly need to pay for transport on two occasions. Whilst we are very confident in our abilityto acquire sponsorship for the competition, we have a workable contingency budget basedon zero sponsorship.

    Sponsorship

    The Durham Union Society is a very well established society and maintains good links withsponsors both in competitive debating and in other debating events. Firms such as RBS,Clifford Chance and KPMG have sponsored competitive debating events at Durham and theDurham squad. Moreover, The Durham Union Society receives around 20,000 ofsponsorship annually and currently has a sponsorship contract with 17 firms. Our estimationof 15,525.30 for Durham EUDC is deliberately low. We are working at full speed to get asmuch sponsorship as we can, but in this financial climate we would rather be pleasantlysurprised than caught out by over-estimation.

    Teach First and IDEA will be sponsoring the tournament. We have also received an intentionto sponsor from the Durham University International Office and a significant offer from

    international law firm Jones Day, although price negotiations are still ongoing.

    Expected Budget Scenario

    All budget scenarios are based upon having 700 paying participants (based upon our teamcap and likely institutional judge registration). However, the majority of the costs incurredare scalable insofar as they are charged per person (for example accommodation and cateringcosts). Therefore, the budget is flexible to both an increase and a decrease in the number ofparticipants should it need to be. The registration fee we will seek to charge will be 255 perparticipant, which will decrease with more sponsorship.
