1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 616 of 16 October 2003.

2. Government of Nepal (GoN) has received a credit from the International

Development Association towards the cost of Part C: Transmission & Distribution Component, Power Development Project, and it intends to apply part of the proceeds of this credit/grant to payments under the contract for Supply and Installation of 132 kV Substations, Tender No. ICB-HB 03/2009.

3. Nepal Electricity Authority (NEA) now invites sealed bids from eligible bidders

for the following package:

Supply and Installation of 132 kV Substations

The scope of work covered under this package (two new substations and bay extensions at two existing substations; construction period: 18months) shall include:

(a) Construction of 132 kV New Hetauda substation with two numbers of 132 kV line bays and one number of bus coupler bay with switchgears, steel structures, control and relay panels, communication including RTU, all necessary civil works including equipment foundations, cable trenches, and control building .

(b) Construction of 132/11 kV New Bharatpur substation with five numbers of 132 kV line bays and one number of bus coupler bay with switchgears, one number of 132/11 kV, 22.5 MVA power transformer, 12 kV Switchgears, steel structures, control and relay panels, communication including RTU, and all necessary civil works including equipment foundations, cable trenches, and control building.

( c) Expansion of Hetauda (old) substation with one number of 132 kV line bay

with switchgears, steel structures, control and relay panels, communication system, and all necessary civil works including equipment foundations.

(d) Expansion of Bardaghat substation with two numbers of 132 kV line bays

with switchgears, steel structures, control and relay panels, communication system, and all necessary civil works including equipment foundations. .

The above description of the scope of work is indicative. Detailed description is given in the bidding documents.

Section I.: Invitation for Bids

The bidder must be a contractor of electrical works or a manufacturer of high voltage substation equipment. Detailed qualification criteria of the bidder and manufacturers are more elaborately described in the bidding documents.

4. Bidding will be conducted through the international competitive bidding

procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the guidelines.

5. Interested eligible bidders may obtain further information from and inspect the

bidding documents at the address given below during business hours. Complete bidding documents are also posted on the NEA website www.nea.org.np.

6. A complete set of bidding documents in English may be purchased by interested

bidders from May 12, 2009 onwards, on the submission of a written application to the address below and upon payment of a nonrefundable fee of NRs.25,000.00 (In words, Nepalese Rupees Twenty Five Thousand only) deposited in the Project Account No. 00100105000793 at Everest Bank Ltd., Baneswor, Kathmandu or in the form of draft drawn in favor of the Project. The bidder may also purchase the bidding documents upon submission of a bank draft of USD 325.00 (US Dollar Three hundred twenty five) drawn in favor of the Project. The document will be handed over to the representative of the bidder upon production of the evidence of payment of the fee. If requested, and on payment of an additional fee of NRs 5,000.00 (In words, Nepalese Rupees Five Thousand only) towards postal charges, the documents can be sent by courier. However, NEA shall not be responsible for delayed or non delivery of the documents so sent.

7. Bids must be delivered to the address below at or before 12:00 hrs local time on

July 7, 2009. Late bids will be rejected. All bids must be accompanied by a bid security of minimum 200,000 thousand US$, or an equivalent amount in Nepalese Rupees or a freely convertible currency based on the selling market rate of exchange (MRE) as announced by Nepal Rashtra Bank (NRB), Nepal, prevalent as on one week prior to the date set for bid opening. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 14:00 hrs local time on July 7, 2009. If the given date happens to be an official holiday, the next working day shall be considered as the date for bid submission and opening.

8. A pre-bid conference will be held at the office of NEA, Kathmandu, Nepal on

June 7, 2009 to clarify the bidders the exact scope of the work, the basic data available and other issues in accordance with relevant clause of the bidding documents.

9. The bidder shall bear all costs associated with the preparation and submission

of its bid, and NEA will in no case be responsible or liable for these costs, regardless of the conduct or outcome of the bidding process.

10. NEA reserves the right to accept or reject any bid, and to annul the bidding

process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected bidder(s) or any obligation to inform the affected bidder(s) of the grounds for NEA’s action.
