Introduction Background
In response to the recommendation of the 2nd SEAMEO High Officials Meeting in Technical and Vocational Education and Training (TVET), held in Bali, May 2016 for promoting the collaboration of TVET institutions in Southeast Asian countries with other regions beyond Southeast Asia, SEAMEO Secretariat collaborated with the government of PR China through Asian-China Centre to organise the China-Southeast Asia TVET Mobility and Networking Programme during the 9th China-ASEAN Education Cooperation Week in Guiyang, Guizhou Province, PR China on 1-3 August 2016. The collaboration between China and Southeast Asian have been continued through the collaboration between the Chinese Government, CAECW Secretariat, ASEAN China Center and the Southeast Asian ministers of Education Organization (SEAMEO) since 2016 until the present time by annually organising, the SEAMEO- China Partnership Workshops back to back with the China-ASEAN Education Cooperation Week. Since 2016, the annual SEAMEO-China workshops have been conducted successfully with participation of over 150 TVET institutions from Southeast Asian countries and over 120 advanced TVET institutions from China. The outputs from the workshops shown that there were over 20 MOUs, and 50 Frameworks of Cooperation were signed among the Southeast Asian and Chinese institutions. The strong collaboration between Southeast Asian and Chinese institutions has shown in 2017 as there were approximately 180 student exchanges, 80 teacher exchanges/short course trainings, over 100 scholarships, and at least 3 management and study visits successfully conducted between Southeast Asia and China (as recorded by SEAMEO in April2018). To strengthen the collaboration between the Southeast Asian TVET institutions and Chinese TVET institutions, the SEAMEO Secretariat in collaboration with CAECW Secretariat, ASEAN-China Center, and the Chinese Government will organise the 2nd Partnership Workshop of SEAMEO-China TVET Cultural Twinning Programme on 28-29 July 2018. The workshop will be conducted back to back with the 11th China-ASEAN Education Cooperation Week from 26 to 29 July 2018 in Guiyang, Guizhou, PR China.

Objectives:
1. Provide opportunity of capacity development for TVET administrators, teachers, and
students through cross-country partnership programmes;
2. Strengthen and sustain long-term collaboration between TVET institutions in China and Southeast Asian countries;
3. Promote student and teacher mobility through the various forms of collaborations between China and Southeast Asian countries such as student and teacher exchanges, scholarships, short course trainings, internships, and dual programmes;
4. Set up the partnership agreements which can start the implementation in September 2018 onwards; and
5. Develop a group of model TVET institutions of best practices for cross-country partnership development.
Participants:
The participants of the Preparation Workshop will be from approximately 60 selected
advanced TVET colleges or polytechnics in Southeast Asia and China.
Expected Outcomes:
1. Sharing of implementation experiences from selected Southeast Asian institutions
and Chinese institutions on the current collaborations such as teacher and student exchange programmes
2. Identification of collaborative or scaling-up collaborative activities under the SEAMEO-China TVET Cultural Twinning Programme
3. Establishment of commitments/agreements (in pair or small group) and collaborative action plans between TVET institutions in China and Southeast Asia that can be implemented in September 2018 onwards.
4. Commitment for submitting the collaborative report to SEAMEO Secretariat at the end of 2018.

Proposed Activities of SEAMEO-China TVET Cultural Twinning Programme
Objectives:
The SEAMEO-China TVET Cultural Twinning Programme aims to:
1. Strengthen long-term collaboration between TVET institutions in China and
Southeast Asian countries;
2. Promote student and teacher mobility through the exchange programme and
internship;
3. Provide capacity development for TVET school administrators, teachers, and
students through language teacher exchange, cross-country cultural classroom
activities, and benchmarking parogrammes; and
4. Develop a group of model TVET institutions of best practices for cross-country
partnership development.
Participants:
The participating institutions of this programme will be selected/ nominated by the ASEAN-
China Centre and the related Ministries from the Southeast Asian countries. Besides, the
self-application through on-line registration is acceptable.

Proposed Collaborative Activities:
The proposed activities for cross-country collaboration between China and Southeast Asia
may include as follows:
1. Signing of Framework or Collaboration/Agreement
2. Benchmarking or student visit
3. Singing of specific MOU
4. Language or technical teacher exchange
5. Short course training for teachers
6. Student scholarships
7. Joint student activities such as academic/skill competition
8. Online twinning classroom
9. Student exchange and internship for 1 month, or up to 1 year
10. Joint researches

Administrative Arrangement Accommodation
The host arranges rooms at the New Century Hotel Gui'an Guizhou
(贵阳贵安北斗湾开元酒店) for participants. Situated in the New District, the hotel is
approximately 60 minutes away from the Guiyang city centre by car. As a resort hotel, it
provides a wide range of recreational facilities, including tennis court, swimming pool, gym
room, spa & sauna, and pool room. The Sendaxing Eco Theme Park is also only 9 minutes

Transportation
The organiser will provide airport transfer for all participants from and to Guiyang
Longdongbao International Airport and the designated hotel. The team of Ms. Li Hui will
pick up all participants at the airport. Furthermore, during the programme in Guiyang, the
host will provide transportation for the visits accordingly. The details of the airport pick-up
are as follows,

Expenses
1. Accommodation from 27-30 (3 nights), local transportation, and all meals on 27-30
July will be supported by the 11th China‐ASEAN Education Cooperation Week
(CAECW) Secretariat.
2. Returned airfare ticket of participants from Southeast Asia should be supported by
the participating TVET institutions.
Meals
Meals will be provided from 27 July to 30 July at the hotel. The details are as follows,
Breakfast: 07:00-10:00; Lunch: 12:00-14:00; Dinner: 17:30-20:30

Currency
The official currency of China is the Yuan (RMB). Foreign currencies can be exchanged at
banks. USD $1 is equivalent to approximately 6.78 (as of 14 July 2017).
Climate
Situated in the southwest of China, on the eastern side of the Yunnan-Guizhou Plateau,
Guiyang has a pleasant moist subtropical climate with plenty of sunlight and ample rainfall.
The temperature in July ranges from 23°C to 33 °C.
Daily Attire
Formal business dress code with suit is recommended for all sessions of the
Consortium/Preparation Workshop/Study Visits.

Information about the Study Visit About the Guizhou Polytechnic of Construction
Founded in 1979 as Guizhou Architecture Materials Industry School and later adopted the
name of Guizhou Construction School, Guizhou Polytechnic of Construction (GZPC) got its
current name in 2014. The GZPC provide skill-based talents in construction industry by
offering full-time general higher education which supplemented by secondary vocational and
non-academic education. GZPC covers an area of 610 acres, having campuses in Qingzhen
and Guanshanhu district. GZPC is composed of 6 academic units (Engineering &
Construction, Architectural Art & Design, Information Management, Construction
Machinery, Guizhou Construction School and Further Education School), providing 36
majors of 6 relevant specialty groups.
As a "National Training Center for Skilled Construction" and "National Advanced Vocational
Unit", GZPC took the lead in establishing Guizhou "Vocational Education Group of
Construction". GZPC has a comprehensive credit system, and establishes the training course
system which gives equal importance to professional and specialized fields. It also pays great
attention to cultivate innovation and enterprise capability. Other than that, the GZPC is also
deeply influenced by the spirits of Luban, who was revered as the Chinese god of builders
and contractors. "Promoting Luban’s spirit, being great artisans" becomes its schooling
theory and an indispensable part of the school culture, affecting its academic, recreational
and skill-based activities.
In the context of the initiative of "the Silk Road Economic Belt and the 21st-Century
Maritime Silk Road", the GZPC have made it a strategic priority in its development planning
to go global and actively work on expanding international educational cooperation, in
particular focusing on developing global educational philosophy and innovating teaching
practices.

About the Guiyang Preschool Education College
Established in 1984 as Guiyang Kindergarten’s Teacher-training School, which was the first
school for training and developing pre-school teachers in Guizhou, Guiyang Preschool
Education College (GYPEC) got its current name in 1989.
Facing the opportunity of upgrading, and insisting on the conception of vitalizing school
through scientific research, GYPEC take parts in 36 state key research topics and subtopics,
municipal research missions involving 9 cities of Guizhou and 364 kindergartens. In
addition, it provides ethics-oriented education curriculum, stabilizes the basic education,
researches major curriculum intensively, and develops students’ forte, to train the inter-
disciplinary pre-school teachers who can be qualified in basic subjects and master fortes.
Considering international cooperation and exchanges as the one of the most important
aspects for development, GYPEC has connection with schools, education institutions, pre-
school education experts from different countries, including America, Canada, Northern
Europe, Japan, South Korea and Cambodia through conducting teachers study and
management visit.
With a management concept of humanity, elaboration and ecologicalization to achieve the
integration of pre-service training and post training for pre-school teachers, GYPEC are
becoming the best pre-school education school in Guizhou, the one of most excellent pre-
school education schools in China, and an modern pre-school education college acting on
international convention, to make new contributions to Guizhou pre-school education
