1.0 Introduction & Welcome Message

Welcome to the 2019 Qatar Cross Country Rally!

We are delighted to announce that the Manateq Qatar Cross-Country Rally will be

the opening round of the FIA World Cup for Cross-Country Rallies for the first time

in 2019. The event will take place on February 21-26.

We have again tweaked the format for the 2019 edition of the event. Our start

ceremony and prize giving will both take place at the fabulous location of the Pearl

and will feature live television coverage.

Cross-country rallies are designed to be staged over a variety of terrain and are

intended to prove the skills and endurance of competitors, and the reliability of

their machines. It is therefore with a great sense of excitement and pride that Qatar

Motor and Motorcycle Federation, has the honor of hosting the Qatar Cross-

Country Rally! We would like to extend a special thank you to Mr. Jean Todt the

FIA President, for the direction and the support he has given to the development

of the Cross-Country Rally discipline.

So welcome to each and every one of you; teams, organizers, FIA officials, media,

sponsors and spectators to participate in one of the most testing events in the

world.

5.0 Entry Details

Closing date for entries

With reduced fees: Tuesday, 22 January 2019 at 17h00 (local time)

With normal fees : Tuesday, 05 February 2019 at 17h00(local time)

*Please note that only entries with the full payment before the due date will be accepted

Entry procedure

Entries must be submitted as specified in Article 10 of the 2019 FIA Cross-Country

Rally General Prescriptions.

Those wishing to take part in the rally must register and fill in the electronic entry

form available at the FIA website duly completed before the closing date of entries.

The entry will only be accepted if accompanied by the total amount of the entry fee.

To be accepted, the competitor must send proof of payment of the entry fees by

email to the rally secretariat ([email protected]) by the closing date of

entries.

The following documents must be attached to the same email:

Photocopies of the competitor, driver and co-driver competition licenses

Photocopies of the driver and co-driver driving licences

Photocopy of the first page of the car homologation form for the entered car

(for T2 and T4 vehicles only)

FIA Technical Passport no. of the entered car

In compliance with the FIA International Sporting Code, foreign entrants/drivers

must be in possession of the approval of their own ASN which must accompany the

entry form or be produced at administrative checks at the latest. With the submission

of the entry form, each foreign entrant and/or driver/co-driver declares that he/she is

in possession of this authorisation.

In order to score points in the Drivers and Co-Drivers Cup classifications, and in the

associated Cups (T2 and T3), competitors may register with the FIA before the entry

closing date of the first rally entered under the driver’s/co-driver’s name by using the

registration form which can be found on the FIA website.

In order to score points in the Team Cup classifications, and in the associated Cups

(T2 and T3), competitors may register with the FIA before the entry closing date of

the first rally entered under a team name by using the registration form which can be

found on the FIA website

Any competitor wishing to take part in a World Cup event must fill in the online

entry form before the event closing date; this applies to ALL competitors.

The online entry form is available at the following address:

https://registrations.fia.com. Any competitor registered in a World Cup event as per

the above procedure is eligible to score points in the World Cup and in the

associated Cups.

Number of competitors accepted

The maximum number of entrants will be 80. If more than 80 entries are received

the organizer reserves the right to decide which entries among the non-priority

drivers will be accepted.

QMMF will provide each team a 20ft equivalent space free shipping from Genoa and

Rotterdam to QMMF and return to Genoa and Rotterdam , this shipping cost will be borne by

the organization

Conditions: Teams who have submitted the form and paid the entry fees will be entitled to these

services.

9.1 Shipping Procedures and General Terms and Conditions

All vehicles will be shipped as Non Hazardous Cargo. (Fuel tank must be empty and battery

disconnected)

Shipper of the goods must provide a full set of documentation for all items for customs

purposes

Your goods are not insured, Logistics Companies not responsible for damages and missing

items.

9.2 Transportation Rules

Cars: Fuel tanks, engines and all parts making contact with fuel must be emptied and drained as

much as possible in order to avoid any risk of fuel and gas leak.

All batteries must be disconnected and insulated

Fuel: Fuel is considered Dangerous Goods and cannot be shipped in container or airplane.

Sprays & Fluids: Please do not send any sprays/aerosols along with the cars & parts as these are

considered Dangerous/Hazardous Goods and will cause problems with local authorities.

Also please do not send any other fluids such as contact cleaner, acetone, brake cleaner etc.

We can provide a combined transport for shipping all these items and carpets/floor tiles, ahead

by sea freight to keep cost at a minimum and provide and offer and alternative solution.

Oil: Oil is not considered Hazardous Goods. As for the paperwork in Qatar we cannot use

ATA carnet, so it is required to issue a Commercial Invoice & Packing list.

11.1 Time control

Any delay on the presentation at the time control installed immediately before scrutineering will

result in the following penalties:

from 1 to 15 minutes 100,00 €

from 16 to 30 minutes 150,00 €

> 30 minutes 200,00 €

> 60 minutes Start may be denied

When checking in at the time control installed immediately before scrutineering,

competitors must comply with the following:

All rally plates, competition numbers and advertising plates must be already

fitted in the vehicle Sealing holes must have been drilled (according to

Appendix 2 of the 2019 FIA Cross Country Rally General Prescriptions)

Produce original FIA homologation form for T2 and T4 vehicles

Produce FIA Technical Passport

Produce safety helmets, head restraints (HANS) and safety clothing for

inspection for compliance to FIA safety regulations

Produce Safety Form (available at administrative checks) dully filled with the

FIA homologation for safety helmets, head restraints ( HANS ) and safety

clothing

Produce GPS in working order, fitted permanently to the vehicle

Produce the «vehicle to vehicle alarm system» in working order, fitted

permanently to the vehicle

Produce Survival kit (medical and survival equipment) as per Appendix III to the

2019 FIA Cross-Country Rally General Prescriptions

Please note that important technical changes have been implemented. Competitors need to pay

particular attention to the following changes;

• Group T3 – Minimum Weight: Article 286.5.1 of the 2019 Appendix J;

• Protective padding: Art. 283.4 of the 2019 Appendix J;

• Fuel Tank for T2: Arts 283.14 and 284.6.8 of the 2019 Appendix J;

• Fire Extinguisher for T1 and T2: Art. 283.7.1.1 of the 2019 Appendix J

• Distance between rollcage and helmet: Art. 283.8.3.2.5 of the 2019 Appendix J;

• Tinted Windows: Art. 283.11 of the 2019 Appendix J;

12.0 Briefing

The presence of at least one of the members of the crew in the pre-event briefing that will take

place on Lusail Sports Arena on Friday, 22 February at 09.00h is compulsory.

Any crew not present at the pre-event briefing will incur a penalty of €200.00

13.0 Ceremonial Start

13.1 Location

Doha (tba)

13.2 Holding area

Cars must be driven by one of the drivers or by a team representative to the ceremonial start

holding area, where any kind of service or refuelling is forbidden.

The holding area will be under vigilance. Access to the holding area is limited to the team

members and media representatives with appropriate identification.

The exact schedule to enter the holding area will be published by means of bulletin.

Any delay on the presentation at the time control installed at the entrance of the holding are

will result in the following penalties;

from 1 to 15 minutes 100,00 €

from 16 to 30 minutes 150,00 €

> 30 minutes 200,00 €

> 60 minutes Start may be denied

14.9 All trophies will be awarded during the prize-giving ceremony. Pecuniary awards will

be available at the rally secretariat on 26th February , from the publication of the final

classification until 21.00

15.0 Finish of the rally / Finish Procedures

The rally will conclude at TC5B. From this point, all cars are subject to Parc Fermé rules until

the Parc Fermé is opened at the instruction of the stewards.

Post- Event scrutineering will take place as soon as possible after the arrival of the cars at TC6B.

The finish ceremony and prize giving will take place in Doha (exact location to be announced

by means of Bulletin) according to the programme.

The displacements from Lusail Sports Arena to the location of the finish ceremony and from

there back to Lusail Sports Arena will be done in a convoy under Parc Ferme regulations.

During these displacements, article 13.1 of 2019 FIA Cross- Country Rally General Prescriptions

will apply.

The attendance at the finish ceremony and prize giving is compulsory for all classified crews

and crew members must wear their approved overalls.

In the event a car is not driveable for the above procedure, this must be reported to the clerk

of the course and the crew members concerned must still attend the podium finish ceremony.

16.0 Final Parc Fermé

Provided that the results have become final and the stewards have authorised the Parc Fermé

to be opened, all cars must be removed from Parc Fermé at the latest by 21H00 on Tuesday,

26 February.

19.0 FAQ

Please note that this text has not regulatory power. It is a summary of the frequently asked

questions by crews, which do not regularly take part in FIA Cross-Country events and/or are

not familiar with the FIA World Cup for Cross-Country Rallies regulations.

We recommend competitors to read carefully:

19.1 Flame-resistant clothing (see Appendix L, Chapter III)

It is reminded that on the selective sections all drivers and co-drivers must wear

homologated flame-resistant clothing:

Overalls

Gloves (optional for co-drivers)

Long underwear

Balaclava

Socks

Shoes

Backing material of badges and thread used for affixing them to the overalls must be

flameproof.

19.2 FHR

Wearing FHR on the selective sections is mandatory for all drivers.

19.3 Restart

Any competitor failing to complete a leg of the rally as required by the regulations

(i.e. failure to report at the TCs at the start or finish of a day within their opening

times, or failure to complete a selective section within the maximum time allowed)

will be given a fixed penalty of “one leg” and will be allowed to start the following

leg.

A competitor who retires from a leg but intends to restart must hand in his time card

immediately on arrival at the bivouac

For the purposes of establishing a classification all competitors with zero “leg

penalties” will be classified ahead of those with one “leg penalties” who will in turn

be classified ahead of those with two “leg penalties” and so on.

In no case may a fixed penalty be used by a competitor who has been excluded by

the Stewards.

To be included in the final classification a competitor must have checked in at the

final time control during its opening period.

20.1 Do’s and Dont’s

Please Do

16.1.1 Dress modestly. Qatar is a Muslim country and it has conservative dress

codes. Trousers are acceptable for women but avoid shorts, strappy low cut

tops, see through and transparent clothes.

16.1.2 Use Mowasalat turquoise taxis as they are safe and clean, and the majority

of the drivers speak English.

16.1.3 Drink plenty of water, especially during the hot summer. Two liters of

water per person, per day is the absolute minimum that should be drank.

16.1.4 Use a high factor sun block on all exposed skin, even in the winter,

including the tops of your feet if wearing sandals. It is highly recommended

to wear hats or caps.

16.1.5 Remember the air conditioning, which can chill you at restaurants, cinemas

and shopping malls. Take always along a light jacket as a precaution.

20.2 Please Dont’s

Take a photograph without permission of other people, including police

and armed forces, or sensitive sites. Arabic women and many older people

strongly object to being photographed.

Drink too much that your behavior is affected in public. Alcohol in Qatar is

strictly regulated concession and there is zero tolerance for drunk driving,

rowdy behavior and drugs.

Display affection in public between men and women as if deemed to

infringe moral values, individuals may be prosecuted.

IMPORTANT WHEN DRIVING IN QATAR

1. Once you get into an accident please wait for the traffic police to come so that

you can get an Incident report.

2. Be careful in speeding & parking as radars are available everywhere in Doha

(Qatar).

3. Speeding fine goes up to 6,000/- QR. (Euro 1,100 - US$ 1,650) & further actions

will be taken by authorities depending on the violation/s.

4. If you pass through RED light the fine is 1 month in jail!
