ANNUAL TRAINING REPORT 2020-2021

1. INTRODUCTION

Rajiv Gandhi National Ground Water Training & Research Institute (RGNGWTRI) of Central

Ground Water Board (CGWB) with the vision “Centre of Excellence for Training and

Research for Sustainable Development of Ground Water Resources of the Country” conducts

training courses for Officers and Staff of Central Ground Water Board (CGWB), Officers from

other Central and Public State Government Organizations and Non-Governmental

Organizations (NGO) as well as University Faculty Members and Students involved in the

field of ground water survey and resources management. The subject matters in the training

courses cover various stages of their professional careers starting from the Induction, Mid-

career and Senior Management levels. The training courses encompass the major core areas

such as 1) ground water surveys and resources estimation, 2) ground water exploration and

planning, 3) ground water development and management, 4) ground water conservation and

protection and 5) mandatory training courses for CGWB Officers and Officials of all cadres for

promotion to their next higher grades.

This Annual Training Report encompasses the details of courses conducted by the

RGNGWTRI in various areas of scientific interest during the AAP 2020-2021.

1.1 About RGNGWTRI campus

The inauguration of the new building complex of Rajiv Gandhi National Ground Water

Training & Research Institute (RGNGWTRI), Naya Raipur was held on 25.02.2020 in the

hands-on Sh. Gajendra Singh Shekhawat, Honourable Minister of Jal Shakti, in presence of Sh.

Sunil Kumar Soni, Honourable Member of Parliament, Raipur, Sh. Upendra Kumar Singh,

IAS, Secretary, Department of Water Resources, River Development and Ganga Rejuvenation,

Govt. of India and Sh. Gouranga Charan Pati, Chairman, Central Ground Water Board.



In the first phase of the complex, an administrative-cum-training block has been constructed

with 45 rooms and a hostel-cum-guest house block has been constructed with a capacity to

house 108 people at a time. The building has four training halls, a conference room and a

seminar hall for 135 people.

The salient feature of new campus/building of RGNGWTRI is as under:

1. About 20 acres (8.45 Ha) of green campus in the smart city of Naya Raipur,

Chhattisgarh.

2. Construction started on 07/04/2017 and completed on 31/12/2019 & inaugurated on

25/02/2020.

3. One administrative-cum-training block (45 rooms) and one hostel-cum-guest house

block (88 rooms) with furnished amenities.

4. Four (04) hi-tech smart classrooms, 32 capacity each, with the smart podium and CCTV

recordings, fully air conditioned.

5. Two high-end computer labs, fully air conditioned, having 26 computer capacity each

(total 52 computer training facilities) with the smart podium and CCTV recordings.

6. Conference hall (48 person capacity) with Video Conferencing (VC) and touch screen

Interactive panel.

7. Seminar/Assembly hall with hi-tech audio-visual with about 135 person capacity.

8. One room for Member (RGI), three (03) rooms for Regional Directors and 16

faculty/scientist rooms.

9. Hostel-cum-guest house has 24 single bedroom, 28 double bedroom, 12 guest faculty

rooms and 4 dormitory rooms with solar water heating system and all amenities.

10. Onsite rooftop rainwater harvesting system for both blocks with monitoring system.

11. Updated Library having all sorts of Journals, books, reports, etc.

12. Dining Hall 100 person capacity with hygienic kitchen facility for trainees and visiting

faculties.

13. 24x7 Security to the entire campus, continuous CCTV surveillance with dome, bullet

and PTZ cameras.

14. 24x7 Generator backup (250 KVA & 400KVA) in case electrical power failure.

15. 24x7 Water supply with existing bore well and underground storage tanks.

16. Fire suppression system throughout the buildings with PA system.

17. Dedicated lease line internet services with UPS facility for 24x7 backup supply.

18. Lift - 2 in Admin block and 3 in Hostel block with 10-13 passenger capacity.



19. Both indoor and outdoor games facilities for the trainees like Table Tennis, Badminton

court, Lawn Tennis Court, Basket Ball, Volleyball, Gymnasium etc.

20. STP-SMART (Sustainable Microbial Anaerobic Reactor Technology)- 55KLD

capacity

21. Proposed Chemical lab with NABL facilities.

22. Proposed well-equipped Museum/Hydrological lab/hydro-meteorological station/

Geophysical lab.

1.2 Faculty Strength of RGNGWTRI

Rajiv Gandhi National Ground Water Training & Research Institute was relaunched during

August 2010 and started conducting training courses at Raipur, Chhattisgarh. The faculties are

drawn from CGWB, and its strength during AAP 2020-2021 is shown in Table 1. Apart from

the above, a few experts from premier organizations/institutes across the country are invited on

regular basis for delivering lectures in different areas of specializations for selected training

courses.

1.3 Training Calendar of RGNGWTRI (AAP 2020-2021)

During the AAP 2020-2021, the training program was envisaged in three different tiers i.e.

Tier-I (National level), Tier-II (State level) and Tier-III (Block level). The training calendar of

RGNGWTRI for the year 2020-2021 is presented in the Table 2. The courses have been

designed to impart state-of-the-art technologies aimed at the capacity building of the trainees

to meet the emerging demand in ground water. The target of Tier-I training programme has

been reduced from 60 to 35 trainings due to restrictions on gathering to avoid spread of

COVID-19. Like wise the target of Tier-III training programme has been terminated.

2. NATIONAL LEVEL CAPACITY BUILDING (TIER- I)

2.1 Major Areas of Training under Tier-I

Agaginst the revised target of 35 trainings, 34 National Level Training courses under Tier I has

been designed to cover mainly the mandatory trainnigs excluding field oriented as outlined in

Table 3, by the Regional Director and the resource persons including senior officers/faculty

members. One Tier-I training course scheduled could not be completed due to COVID-19 and

subsequent lockdown declared by the Government of India. The field oriented/

labwork/softwere based trainings are not taken up due to constrain of online mode of training.

The list of the participants of all the Tier-I training courses conducted by RGNGWTRI during

2020-2021 is given in Annexure- I and selected photographs are given as Annexure-II.

The above trainings are broadly grouped under the following heads.

1) Groundwater Survey and Assessment: Hydrogeological investigations, development

and management of ground water resources in alluvial and hard rock terrains covering

ground water investigation and assessment techniques, equipment and practices adopted

and procedure of analysis of basic water quality parameters and data validation.

2) Ground Water Exploration and Planning: Geophysical techniques and their applications

in the field of ground water development and management, water well construction

techniques, equipment employed and other management aspects, conducting pumping

test on various aquifers, data analysis using various software and use of ground water

resources estimation and management system (GEMS).

3) Ground Water Development and Management: Ground water resources estimation,

mathematical modelling, various techniques of managed aquifer recharge in different

hydrogeological environments, integrated approaches in watershed development and

management aspects incorporating conjunctive use of surface water and ground water

and participatory groundwater management.

4) The Ground Water conservation and protection: This area of training courses are

imparted to make the trainees aware of the provisions made in various acts of Govt. of

India, underground water management, regulation and control, conservation practices

to be adopted, etc.

5) Administrative matters: These types of training courses impart various rules in which

Government employees are governed and other service matters. Such trainings are

generally mandatory types to fulfill the eligibility requirements for promotion as per the

recruitment rules.

Out of the scheduled 46 courses in AAP 2020-21, 26 tailor-made courses were

exclusively conducted for the Officers of Central Ground Water Board. These courses

encompassed the preparation of aquifer maps, integrated water resources management,

maintenance management-drilling equipment, water well construction techniques and

equipment, transient electromagnetic equipment, mentoring skills, administration and

finance, general administration, management principles and practices etc. Besides, various

aspects of the development of managerial soft skills are also taught.

2.2 Training Courses

Components of Training Courses: Due to online mode of trainings, the training courses

consisted of two basic components i.e. theoretical and practical aspects with hands-on

exercises. Each training schedule normally had daily 3 online lectures. The lectures were

intended to explain the theoretical parts, whereas the practical exercises were imparted to

understand the field level activities. It was ensured that a case-study in each course was

discussed elaborately with all related data sets. An interactive session was also kept at the

end of each course for sharing the knowledge gained by trainees, experiences and for

clarifying doubts.

Practical Exercises: As per the requirement of training courses, the practical sessions were

conducted within the online sessions using paper graph sheets, computer software with a set

of field data. Besides, hands-on exercises were done for the calculation and interpretation

of field data and laboratory analysis of water samples.

Field Trips: As per the guidelines laid by the Govt. of India for COVID-19 pandemic to

avoide gathering and because of the limitations of online trainings the field trips could not

be arranged.

2.3 Training Modules

As per the requirement of training courses, the Training Module (study material) for each

course were provided in soft form and were given to all the trainees. Some materials used



for distribution included published manuals of CGWB such as Artificial Recharge to

Ground Water, Surface Geophysical Surveys, Report of the Ground Water Resource

Estimation Committee for Ground Water Resource Estimation Methodology-2015, Report

on Detailed Guidelines for implementing the Ground Water Estimation Methodology,

Report of the Working Group on Methodology for Assessment of Development Potential of

Deeper Aquifers. Some other materials distributed to the trainees of participatory ground

water management included manuals such as Planning Watershed Management Works of

Central Water Commission, a book published by Food and Agriculture Organisation of the

United Nations on Smallholders and Sustainable Wells, etc. The soft copy of lecture notes,

PowerPoint presentations were given to the trainees in MS TEAM file folder or through

WhatsAPP group.

2.4 Evaluation of Training Courses

The evaluation of each training course was carried out online by using MS FORM. The link

of each Feedback form was provided to trainees either through MS TEAM platform or

through Whatsapp group. All the training courses were evaluated by the trainees and the

majority rated the courses as very useful. The classroom presentations made on various

topics by the trainees were very encouraging and good presenters were awarded prizes. The

suggestions/points raised by trainees were used for refining the training courses in the future.

2.5 Details of Trainee Participants

During the year AAP 2020-2021, trainees participated from CGWB, various State/ Central

Government Departments/Public Sectors Undertakings, NGOs, Academic Institutions,

Industries, Urban local bodies etc. involved/working in the field of water resources and its

management and were from various parts of the country. The details of the trainees are given

in Table 4.

3. STATE LEVEL CAPACITY BUILDING (TIER-II)

3.1 State Level Capacity Building (Tier II)

As the National nodal agency in implementing the National Project on Aquifer Management

(NAQUIM), RGNGWTRI has devised a State Level (Tier II) training to build up the required

manpower, mainly at users and stakeholders level, to make aware of the ground water

resources, ensure better maintenance of aquifers on which they depend and in turn receive the

assistance in assessing the status of ground water resources for developing suitable national

policy and programmes.

They were organised online using MS TEAM / Google Meet platform through CGWB

Regional Offices and envisaged the involvement and participation of Central and State

Government Organisations, NGOs, VOs, PRIs, Industries and end-users to infuse a sense of

ownership amongst the stakeholders.

3.2 Training Theme and Technical Sessions

The topics of the training courses encompassed an entire spectrum of hydrogeological aspects

involving in the hydrological cycle, local hydrogeological conditions, rainfall, ground water

quality of the area, issues and remedial methods, concepts of NAQUIM, watershed

management and ground water conservation techniques to manage the local ground water

issues.

As such, during the AAP 2020-2021, the Tier II State Level trainings were held on the theme

“Local Ground Water Management Issues”. A total of 19 training courses against the target

of 20 were organised in the entire country from April 2019 to March 2020, in which 1497

trainees have participated including 468 women participants. One Tier-II training course,

scheduled during the month March 2021 by CGWB, SR, Hyderabad, could not be completed

due to COVID-19 and subsequent lockdown declared by the local administrative authorities.


A general module for the Tier-II training titled “Local Ground Water Management Issues” was

prepared to cover the entire gamut of ground water management under the technical guidance

of the Member (RGI) and Regional Directors of RGNGWTRI and sent to all Regional

Directors for inclusion of local ground water issues and distribution to the trainees.

As a part of training programme, the online presenations were delivered on the

following areas such as studying of topo-sheets and identification of various features, data

collection, draft calculation and determination of the specific capacity of well, measurement of



the piezometric head, interpretation of data and hydrograph, measurement of the field EC, pH

and fluoride using field kits, pollution due to municipal liquid and solid waste, artificial

recharge structures and their impact, rainwater harvesting (RWH) theme parks and

explanations on water resource sustainability, water use efficiency, mitigation of drought

situations and quality deterioration etc. Also, taught problems related to water levels in various

regions and groundwater exploratory drilling operations, conducting of pumping tests in

CGWB sites, managed aquifer recharge structures and aquifer management plan, filtration

process of surface water and water supply etc.

3.4 Stake-holder Participations

In 19 tier-II training programme, 1497 trainees including 468 women have participated. They

represented various organisations including the State Ground Water Departments, Public

Health and Engineering Departments, Agriculture Engineering Departments, Tamil Nadu

Water Supply and Drainage Board (TWAD Board), State Ground & Surface Water Resources

Data Centres, SG & SWRDC, State’s Zilla Panchayaths, Groundwater Surveys and

Development Agency (GSDA), academicians and research scholars from Universities, NGO’s

etc.

4. BLOCK LEVEL CAPACITY BUILDING (TIER-III)

Target of Tier-III training programme i.e. 50 trainings, was terminated due to restrictions on

gathering to avoid spread of COVID-19 by the Govt. of India. However, six (06) Block level

(Tier-III) of trainings on “Local Ground Water-Related Issues and Participatory Ground Water

Management” were organized to build capacity at village/ block level in local vernaculars and

thereby prepare the rural youths and the general public to function as Jalrakshaks. These

trainings would enable them in acquiring and providing information on the status of ground

water at the aquifer levels and in turn assist the Panchayat Administrations in ground water

planning and sustainability of the aquifers.

4.1 Training Theme & Technical Sessions

The course modules were designed to cover the local hydrogeological set-ups, local water-

related issues and benefits of the participatory ground water management approach for

mitigation of the water scarcity. Brochures depicting the basic information on geography, soils,

irrigation, agriculture, geology, aquifer potentials and water quality were compiled with a

special emphasis on local water scenarios. The modules of courses (study materials) prepared

and published by RGNGWTRI in Hindi were translated into local vernaculars to help

participants understand the concepts.

Tier-III trainings were conducted online using MS TEAM / Google Meet platform for

one day on various sub-themes covering various aspects of aquifer potential, development and



management of aquifers, water quality and its suitability. Many of the lectures were delivered

onlinein the local languages so that the local people and ground water stakeholders understood

them easily.

Apart from these focused items, issues related to soil and water conservation, irrigation

practices, modern agriculture techniques were also discussed. The participatory approach

spearheaded by villagers as a community for ground water management at local levels was

emphasized. The village groups are often involved in ground water audit by monitoring of

rainfall, water levels etc. and displaying the results as the graph on panchayat display boards.

The courses were, therefore, delivered accordingly. They were also educated in the calculations

of the availability of water resources so that based on the water availability, villagers can take

the unanimous decision about the crops to be grown during the forthcoming cropping seasons.

The importance of water conservation and managed aquifer recharge structures viz. recharge

pits, trenches, cement bandhara and underground bandharas which can be constructed by the

villagers at suitable locations in watershed areas was also taught. The role of local public

representatives including Sarpanches of the villages on various governmental schemes,

measures to be undertaken by villagers towards water management, and their positive outcomes

were specially emphasized.


A general module for the Tier-III training titled ‘Local Ground Water Related Issues and

Participatory Ground Water Management’ was prepared and sent to all the Regions for its

translation into local vernacular and distribution in soft copy / digital form to the trainees.

4.3 Stakeholder Participations

In the six (06) tier-III training programme, about 514 participants including 270 females from

various sectors of water resource domain attended the training. They included farmers, public

representatives, Talhati (Patwari), Gram Sevaks, Sarpanchs, Officers and Officials of local

Government Offices such as those of BDO, Taluka, Forest Range, Agriculture, Irrigation, etc.

Even many students and faculty members were covered in this training. The participants took

full interest and were involved in interacting with expert faculty members deputed for the

purpose. Registrations of trainees were undertaken and course materials were distributed in

soft copy / digital form to all the trainees. The State-wise break-up of the Tier-III trainings is

6. EVALUATION OF TIER-I TRAININGS BY PARTICIPANTS

Feedback is the information collected from the trainees about their reactions to various

parameters. The evaluation of each training course was carried out online by using MS

FORM. The link of each Feedback form was provided to trainees either through MS

TEAM platform or through WhatsApp group. A feedback form has been designed by the

Institute through which information on the performance of the faculty members, training

materials, and organisation of training courses, frequencies of exercises etc. are collected

and used as a basis for improvement of the future training courses. The feedbacks thus

obtained are analyzed at the end of the trainings. The analyses of the feedback from some

1. Stable Isotope Investigations to Study Surface Water - Ground Water Interaction in a

Hardrock Terrain arts of Durg District, Chhattisgarh - By Sh. Bikram Kumar Sahoo,

Study of interaction between ground water and surface water was carried out through

investigation of stable isotopes of Deuterium (δD) and Oxygen (δ18O) in water samples in a

small watershed in Durg district, Chhattisgarh State. The area is underlain by Proterozoic

limestone of Chhattisgarh Supergroup. The ground water in the area occurs under water table

and semi-confined conditions. Ground water level varies between 2.03 m bgl and 28 m bgl

during pre-monsoon and between 1.4 m bgl and 15.2 m bgl during post-monsoon season in the

area. By and large, ground water in the area is potable in nature. Mapping of hydrochemical

facies of the area shows that the ground water is calcium-bicarbonate type. A total of 53 ground

water samples, 27 surface water samples (from nala, ponds and reservoirs) were collected both

during pre- and post-monsoon seasons and were analysed for δD and δ18O. Twelve rainwater

samples were also collected and analysed for δD and δ18O. The Local Meteoric Water Line

(LMWL) has been constructed with the δD and δ18O of rainfall (r2=0.995). Plotting of δD and

δ18O values of the surface water bodies and ground water collected during pre-monsoon season

shows distinctive enrichment pattern which indicates that both waters are not in interaction.

This shows that the surface water bodies, mainly the village ponds are not contributing to the

ground water storage during this season. However, the identical isotopic compositions of

surface water and ground water collected during post-monsoon season are indicative of active

interaction of water of these two domains. The similarity of isotopic composition of ground

water samples of both pre- and post-monsoon seasons with that of precipitation shows that the

source of recharge of ground water is the same i.e. precipitation for both these seasons.

2. Title of the project : Occurrence and Movement of Arsenic in Ground Water in

Rajnandgaon District, Chhattisgarh State, By - Dr. Anadi Gayen, Senior

Hydrogeologist (Scientist-D)

Rajnandgaon is a part of the Indian shield falling in the Central India Craton.

Regionally, the area forms a part of Dongargarh – Kotri rift zone and is surrounded by

Dongargarh Batholithic Granites in west, Deeper potential fractures have been recorded

between 60 and 121 m bgl. Groundwater occurs in this formation within weathered zone, joints

and fractures (deep aquifers) under phreatic to semi-confined conditions. During the year of

1999-2000, 45 drinking water sources (11 Dug Wells and 34 Bore wells) from 11 villages were

identified by National Environmental Engineering Research Institute (NEERI), wherein



arsenic in groundwater ranges from 0.05 to 1.86 mg/l. In 2015-16, 18 sources have identified

by Central Ground Water Board (CGWB) with arsenic of > 0.005 mg/l in groundwater. In the

year 2017, a detailed R&D study was taken to understand the spatio-temporal distribution of

arsenic in the Rajnandgaon district.

Quarterly monitoring of groundwater levels for different abstraction structures was

carried out and water samples were collected for arsenic analysis from 72 no. of sources

including river water samples four times in a year. Health survey also was conducted in detailed

in the arsenic affected villages. It is observed that the sources of arsenic in the area have been

established geogenic in origin and are related to Dongargarh- Kotri rift zone. Kaudikasa,

Bhagwantola and Sansaitola are the severely affected villages in study area. Arsenic is confined

to the early Proterozoic meta-rhyolite and granite along the N-S trending Kotri-Dongargarh rift

zone. The high arsenic groundwater is restricted to wells in Kaudikasa Panchayet of Ambagarh

Chowki block area of the district. Only 10 to 70% of the groundwater abstraction structures are

found with high arsenic value (>0.05 mg/l). The major population of arsenic affected

Ambagarh Chowki block in Rajnandgaon district is tribal (51.49% of the total population, 2011

census). The geographical distribution of high arsenic ground water is sporadic in the area. A

total of five villages are found severely affected Kaudikasa > Joratarai > Sonsaytola >

Muletitola > Jadutola respectively in order of abundance. Even in the worst affected village in

Kaudikasa, not all groundwater abstraction structures are found contaminated with high values

of arsenic (i.e.> 0.05 mg/l).

3. Title of the project : Sea Water Intrusion in Coastal Area of The Sundarbans: A

Study in and around Gangasagar Islands, West Bengal, By - Dr. Anadi Gayen,

Senior Hydrogeologist (Scientist-D)

Sundarbans, the only mangrove forest of the globe is presently under threat of severe

coastal erosion due to relative sea level rise. Environmental degradation caused by severe

cyclones, sea level rise, coastal salinity increase and storm surge followed by coastal erosion,

flood and earthquake are common in the Sundarban area. Islands in the Sundarban are losing

their areas over the years due to coastal erosion and accretion problem. Wide scale reclamation,

deforestation and unsustainable resource exploitation practices have together produced

changes in the physical and biological dynamics of the coastal system.

On account of over-exploitation of groundwater, water table is depleting, confined

aquifers are being desaturated and phreatic aquifers are becoming more saline. Coastal aquifers



are highly susceptible to tidal influence as the rivers are influent in nature. Surface water can

be stored up to around 3.00 meter depth from ground level in the reservoir ponds, beyond that

brackish/saline layer is encountered, which is not suitable for domestic as well as irrigation

uses. Fresh groundwater occurs within the depth range of 156.00 to 319.00 m bgl. The multiple

sandy aquifers are separated from each other by thick impermeable clay layers. The region is

blessed with substantial monsoon precipitation, which would supply rain water for storing in

the existing ponds and drainage channels. Fresh reservoirs become saline during floods.

Existing water supply arrangements through pipeline supply and hand pump tube wells are not

enough to meet the requirement of increased population. During recent times the Bengal delta

has acquired a typical tide dominated lobate form with a tidal range varying in between 3.70 to

5.00 m.

In this context, the water quality monitoring along the coastal stretch of the Ganga Sagar

Islands as well as in the adjacent main land in Kakdwip area in different seasons along with

different tidal situations would depict current saline water impact in coastal aquifers. The data

acquisition through this study will be correlated with previous hydrogeological studies and

hydrogeophysical studies. The dynamics of saline shallow aquifer regime in relation to deeper

fresh aquifer system and hydraulic connection will be understood through the study. Sea water

intrusion towards mainland will be deciphered through this study.

4. Title of the project : Impact of Climate Change on Ground Water Regime in

Punjab and Haryana - By Dr. Pradeep K. Naik, Superintending Hydrogeologist

India was a water rich country in 1950s with an annual availability of >5000 m3 per

person, but as the population grew and the country witnessed green revolution in 1970s, water

demand started increasing at an alarming rate leading to the per capital availability of less than

1700 m3 at present. This is, in fact, the threshold limit that classifies a country as water-stressed.

With ground water development at 32% in 1991, its abstraction almost doubled (>63%) in 2017

in a span of just two and half decades. Ground water levels are abysmally low in many Indian

States at present, and the declining trend still continues. Many states are already over-exploited.

But the fast depletion of the ground water resources may not be due to human use alone;

climate change since the middle of the 20th century must also have played some role. Its role

on ground water depletion, however, is still a hypothesis, which needs to be verified through

analyses. The present study aims at filling this gap in knowledge, i.e., it aims at exploring if

climate change has a role in ground water depletion, and if yes, how important is its role.



The States of Punjab and Haryana have been taken as case studies. Punjab has witnessed

the maximum depletion of ground water resources with annual abstraction rate reaching at

166% (2017) recently, the highest in any State in India. Similarly, annual ground water

abstraction in Haryana State has reached 137% (2017).

In recent years, vagaries of the Indian Monsoon, possibly due to climate change, are

felt severely in the northwestern States. Much of the rainfall variation in India is due to ENSO

(El Niño Southern Oscillation) phenomenon. ENSO has two climate features: El Niño and La

Nina. There are evidences that El Nino brings droughts to India while La Nina the floods. But

their impacts in the northwestern States of India, especially in Punjab and Haryana have not

yet been well-documented. Ground water in India gets recharged primarily by monsoon

rainfall. Therefore, another objective of this research is to explore if ENSO events have any

impact on the ground water regimes of these two States.

The outcome of this study will help India for framing policy framework for these two

States. It will also help farmers in planning their crops in advance according to the predicted

climate events i.e. El Nino or La Nina. Based on the results of this pilot studies, similar work

could be taken up elsewhere in the country for better planning of the ground water usage. .

Preliminary results show that human impacts overwhelms those of the climate in Punjab

and Haryana with water levels declining 5-10 m or even more in some cases due to over-

extraction mainly due to agricultural purposes. Also, ENSO impacts have been very erratic in

these two States. Historical data vis-à-vis rainfall patterns are being systematically analysed,

and detailed project report is under preparation.

7.2 Bhujal News

Bhujal News is a quarterly Journal of CGWB. From the year 2020, the publication of Bhujal

News has now been started from Rajiv Gandhi National Ground Water Training and Research

Institute (RGNGWTRI), Naya Raipur.

The work assignments in CGWB are mostly field-based and the output is measured by the

submission of reports based on field studies. But, because the reports have limited circulation,

the results of these field studies and ideas developed thereof do not reach the scientific



community. Even CGWB’s Officers are deprived of this information. Bhujal News fulfills this

gap and serves as a conduit between CGWB and the outside world by highlighting CGWB’s

contributions in the field of ground water to the general public.

RGNGWTRI, Naya Raipur has published volume 30.No.1-4,(Jan-Dec), 2020 Bhujal News in

the month of March 2021. The same is uploaded and available for reference under the link

7.4 Accreditation of Ground Water Professionals

As per new Notified Guidelines of Central Ground Water Authority, all projects

extracting/proposing to extract ground water in excess of 100 m3/day in Over-exploited,

Critical and Semi-critical areas and mining projects shall have to submit mandatorily the impact

assessment report of existing/ proposed ground water withdrawal on the ground water regime

and also the report on the socio-economic impacts prepared by accredited consultants.

Accreditation is a process of instilling an assurance and confidence amongst all the stake

holders in acceptable standards of the reports/conclusions submitted by them for various

purposes. Accreditation is a tool to assess and evaluate the standards and quality of the work

done or to be done by an individual or an organization. The Applicants who seek permission

for Water Extraction are confidant in hiring the services of the accredited individuals or

institutions for conducting a hydrogeological survey and prepare a report on the ground water

scenario and the impact of the proposed extraction on the ground water reservoir, which is

mandatory for issuance of No Objection Certificate (NOC) from Central Ground Water

Authority.

RGNGWTRI is entrusted for screening and scrutiny of apllications received from individuals

and Institutes for accreditation. During the year 2020-21, 38 Individuals and 13 Institutes are

finalised and awarded certificate to work as ‘Acceditated individuals / Institutes’ as below.

1. Awards and Recognition

i. Dr. AVSS Anand, Scientist-D received Aqua Foundation Excellence Award 2020 under the category of Professional Excellence – Individual on 29.10.2020.

A proud moment for RGNGWTRI, CGWB as Dr. AVSS Anand, Scientist, RGNGWTRI,

Central Ground Water Board has received the "Professional Excellence Award, 2020" from

Aqua Foundation, New Delhi for his outstanding contribution in Ground Water related

software development and Ground Water Resources Assesment for the Central Ground Water

Board, Ministry of Jal Shalki, Govt. on India.

The “Aqua Excellence Awards” are the highest awards given by Aqua Foundation to its

members, stakeholders and contributors in recognition of their outstanding achievements in the

field of water, environment, energy, earth sciences, atmospheric sciences, planetary sciences,

pollution control and sustainability solutions. Aqua Foundation honours, in each WAC,

individual / nominees of corporate members who have made a mark in their respective fields

of expertise or have made a significant contribution towards Humanity. The award includes a

plaque with an image of the Aqua Foundation logo and as certificate of recognistion. The award

was given online on 9th Oct. 2020 by Aqua Foundation, New Delhi using Zoom platform.

ii. Dr. AVSS Anand, Scientist-D received the Top Performance Rank in Google Script Writing

Dr. A. V. S. S. Anand, Scientist D & faculty has received top performance rank during

the ‘Google Earth Engine Script Writing’ during online training course on ‘Water Budgeting

in Google Earth Engine’ from 24.06.2020 to 01.07.2020 organized under NHP.

Google Earth Engine is a platform for scientific analysis and visualization of geospatial

datasets, for academic, non-profit, business and government users. Earth Engine hosts satellite



imagery and stores it in a public data archive that includes historical earth images going back

more than forty years.The Google Earth Engine uses JavaScript as the programming language.

2. Lectures delivered by the faculties outside RGI

i. Dr. Anadi Gayen, Scientist-D delivered three online lectures in the training course on

“Course on Geology for Geophysicists and Chemists” GSI, Training Institue, Raipur

on 22.08.2020 and 24.08.2020 on the following topics:

a. Fundamentals of water Chemistry, Analytical Methods of major Ions & Heavy

metals and Water Quality Standards and Water Quality Hotspots in Various

aquifer Systems of India.

b. Geochemistry of water, Geochemical Evaluation and Water Management.

c. Rock water interactions; Dissolution of Hydro-chemical constituents in

different hydro-geological set ups along with case studies.

ii. Dr. P. K. Naik, Supdtg Hg./Scientist D has delivered an invited online lecture on

‘Occurrence and Sustainability of Springs in parts of Western Ghat region of

Maharashtra’ in two days (28-29 Dec 2020) Webinar on “ Spring Water Supply and its

Sustainability in parts of Western Ghat Regions” on 29/12/2020, hosted online by NIH

Web room 2 on Webex online platform.

iii. Dr. P. K. Naik, Supdtg Hg./Scientist D has delivered an invited online lecture on

‘Introduction of CGWB’ in one day Webinar on “Celebration of India@75” on

25/03/2021, hosted online by CGWB, NCCR, Raipur on Google Meet online platform.

3. Highlights / Meetings Attended/conducted



1. Shifting of Rajiv Gandhi National Ground Water Training & Research Institute to

a newly constructed building at Naya Raipur completed.

2. Initiated online training courses (Tier-I) because of the Covid-19 pandemic as

desired by Secretary WR, RD & GR.

3. Shri. Satish Kumar, Regional Director, RGNGWTRI and Dr. Pradeep K Naik,

Suptdg. Hydrogeologist attended the meeting on National Water Policy is

on 28.09.2020.

4. Shri. Satish Kumar, Regional Director & Member Secretary, RGNGWTRI and Dr.

Pradeep K Naik, Suptdg. Hydrogeologist attended weekly meetings conducted by

Atal Jal, Ministry of Jal Shakti, Govt. of India.

5. A preliminary meeting of the Accreditation Board was held on 18/12/2020 for the

finalization of modalities for Accreditation of GW professionals and Institutes.

Processed and scrutinized the applications received for Accreditation of ground

water Professionals and Professional Institutions and revised list submitted to CHQ.

6. Prof (Dr.) Nitin M Nagarkar, Director & CEO, AIIMS, Raipur along with Sh

Anshuman Gupta, Dy Director (Admin), AIIMS, Raipur and Sh. Manoj Rastogi,

Ex. Eng (Civil), AIIMS, Raipur visited on 23/12/2020. A cordial meeting was held

with Shri. Satish Kumar, Regional Director, regarding the infrastructure and other

facilities available in RGI as the AIIMS also planning to set up like wise building

in their premises. The AIIMS team shown their willingness for MoU regarding

training for medical professionals at RGNGWTRI, Raipur.

7. RGNGWTRI has successfully organized and conducted Limited Departmental

Examination for the promotion to LDC/UDC C on 8th and 9th December 2020.

8. Sh. S. K. Katariya, Under Secretary, DoWR, RD&GR, MoJ, Govt of India visited

the RGI for inspection.
