2) Two Video Skits giving a message of Corruption free environment

prepared by students of KV/RWF and also a mime video skit giving

Brief write up of activities conducted during observance of Vigilance Awareness Week –

2020 from 27/10/2020 to 02/11/2020

Rail Wheel Factory, Bangalore observed Vigilance Awareness Week – 2020 from

27/10/2020 to 02/11/2020 with this year CVC’s theme “Vigilant India, Prosperous India -

सतर्क भारत, समृद्ध भारत”.

In order to commit ourselves to eradicate the corruption by way of Preventive and Punitive

measures including technology based initiatives in all aspects of working. All the officers,

supervisors and staff were intimated through WhatsApp messages/E-mails/SMSs about the

way in which the week was about to be observed. Various activities were organized in RWF

to promote probity in public life, adherence to ethics and to give utmost devotion to maintain

value based working system and expect all the staff to ensure the same in all areas under their

association.

While administering Integrity Pledge to all the officials and conducting competitions for

employees of RWF, strict safety measures such as maintaining of social distance and wearing

of Face mask as prescribed by MHA were observed to contain the spread of COVID-19.

Keeping in mind the severity of pandemic COVID-19, online competitions were conducted

amongst students of schools and colleges. The move was a great success and the response

was better than expectations.

As an austerity measure, prescribed by Ministry of Finance vide Office memorandum No.

F.No. 7(2) E.Coord/2020, dtd. 04.09.2020 some of the expenses has been cut down during

this year.

I. Organisational Activities:-

1. Administration of Integrity Pledge (27/10/2020)

Shri. Rajiv Kumar Vyas, General Manager, Rail Wheel Factory, Bangalore, administered

the Integrity Pledge in Hindi followed by Shri Arvind Srivastava, CVO in English and by

Dr. Madhwesh, PCMO in Kannada to all the Officers, Supervisors and staff of Railway

Wheel Factory assembled near Admin Portico, Rail Wheel Factory, Yelahanka, Bangalore.

2. Short video film (02/11/2020)

As a part of Vigilance Awareness Week, a short video film “SURRENDER” ” was prepared by RWF/Artists keeping in mind the theme “Vigilant India-Prosperous India” assigned by CVC, this short film of about twenty minutes duration was screened at RWF

Meeting Room in the presence of GM, PHODs & HODs. This film was uploaded in

YouTube and well applauded by one and all. Two Video Skits giving a message of

Corruption free environment prepared by students of KV/RWF and also a mime video skit

giving similar type of message prepared by RWF District, Bharat Scouts & Guides team

were displayed.

3. Competitions for Employees

i) Essay Competition

The Essay competition was held for RWF employees on 20/10/2020 duly following the

safety measures on Covid-19 as envisaged by MHA. The topic for this year essay was

“Ways to ensure and implement transparency and accountability in corruption prone areas in your view”. Seven employees took part in the competition. Best writers were

rewarded during valedictory function, VAW-20202.

ii) Quiz Competition

Preliminary round of quiz was conducted on 19/10/2020. 23 employees took part in the

competition. Out of this, eight were selected for the final quiz round.

The final round of quiz covering Departmental Rules, Schedule of Power Matters,

Disciplinary and Appeal Rules, General Knowledge and other matters related to RWF

production was conducted on 29/10/2020 duly following the COVID-19 pandemic

guidelines as prescribed by MHA.

4. Guest Lectures

i) “Awareness & Vigil on Cyber Crime” on (28/10/2020)

Shri Venkatesh, Director/DSCI, Bangalore was requested to deliver an online lecture

through MS Teams on “Awareness & Vigil on Cyber Crime”. The speaker covered

various aspects of cyber crimes, serious issue of cyber crimes, hacking of servers. Case

studies related to Frauds in IRCTC-Tatkal booking, Malpractices in the areas of Open

Tenders, Computer security etc. He had also thrown light on Digital evidence, Forensic

investigations and Law Enforcement inquiry. During, the speaker urged all participants to

be vigilant against cyber crimes. The subject was found very relevant by the participants.

ii) “Common mistakes while dealing Stores Tenders” on 29/10/2020

Shri Arvind Srivastava, CVO/RWF delivered an online lecture through MS Teams on

“Common mistakes while dealing Stores Tenders”. The Officer covered various

aspects of Involvement of agents in stores contracts, Salient provision of Indian Contract

Act & Salient provisions of Indian Penal Code. The subject was well educating and made

participants to be aware while dealing with Stores contracts.

iii) “Vig Aspects in Govt. working” on 02/11/2020

A converse on “Vig Aspects in Govt. working” on 02/11/2020 by Shri Thomson Jose,

HOB/Superintendent of Police/Central Bureau of Investigation, Anti Corruption Cell,

Bangalore was arranged through MS Teams. His speech covered various materials like

Agreed list of Suspect Officers, Officers of Doubtful Integrity, Agreed list of points and

places of Corruption, Undesirable contact men, Joint surprise checks & Public help and

Co-Operation. The lecturer shared his experience with the participants and narrated few

cases from his service career in this regard. The program evoked lot of enthusiasm and

was widely appreciated by all.

5. Valedictory Function (02/11/2020)

The Valedictory function of Vigilance Awareness Week – 2020 was held at Conference

Hall, Rail Wheel Factory, Yelahanka, on 02/11/2020.

During the Valedictory function, Shri Rajiv Kumar Vyas, General Manager, Rail Wheel

Factory, Yelahanka, Bangalore, Chief Guest, honored the participants’ with the Memento

and Certificates in appreciation of their active participation and Co-operation.

Winners of various competitions & short film RWF artists held at Rail Wheel Factory

were suitably awarded with Cash prize and Certificates by GM, PCME and CVO.

i) Releasing of Digital Vigilance E- Bulletin - 2020

During the Valedictory day function, RWF Digital Vigilance E-Bulletin – 2020

containing Dos’ & Don’ts’, important CVC & Railway Board circulars, recent

system improvements suggested by Vigilance/RWF and Articles, Poems and

Cartoons contributed by employees of RWF was released by the General

Manager/RWF.

ii) Concluding address

Shri Arvind Srivastava, Chief Vigilance Officer welcomed the gathering and

informed the audience about the initiatives including several outreach activities

taken up by the Vigilance Department/RWF to spread the awareness about this

year’s theme of “Vigilant India - Prosperous India” under the auspices of Chief Vigilance Commission. He also highlighted the system improvements carried out

in RWF for ensuring transparency in all departments. Finally, he stated that

Vigilance Awareness Week helps to reaffirm people’s faith in integrity and ethics.

Shri Rajiv Kumar Vyas, General Manager, Rail Wheel Factory and Chief Guest

of the function while addressing the gathering, congratulated the Vigilance

Department for successfully executing the programme and reaching out to various

stake-holders and spreading awareness on the Central theme “Vigilant India -

Prosperous India”. He urged those present to be aware and vigilant against

corrupt practices. He also emphasized the need of all employees voluntarily

obeying the rules and regulations in all walks of life. General Manager also

shared some important messages in this event.

6. Posters and Banners

Posters and Banners in trilingual were displayed at prominent places including main

entrance and inside the Factory premises to attract the attention of all officials of RWF.

Along with that highlight of date-wise programme banners were also positioned at the

entrance of Admin Portico and on and around factory for information of all.

Public, Social Media & Electronic Media

The Vigilance Awareness Week – 2020, Valedictory function in RWF was covered in E-

Bulletin and launched in RWF Website for all viewers. A soft copy of E-Bulletin in PDF

format attached herewith for kind information and further circulation.

To celebrate Vigilance Awareness week-2020, the available Electronic Medias like

WhatsApp, Twitter, Facebook, Intranet, E-mail, YouTube, SMS & Microsoft Teams

were widely used throughout the week to conduct/convey day-to-day programmes.

Outreach activities

Essay/Drawing Competitions

Considering the menace of Pandemic COVID-19, some of the schools and colleges

situated in and around Yelahanka were contacted and requested to conduct online

competitions amongst students.

In an effort to spread the message outside office, RWF requested 3 schools and 3 colleges

to conduct online competitions viz, Drawing and Essay writing competitions amongst

students. Main topics for the competitions were “Vigilant India, prosperous India” (for Essay Writing) and “Moral Values, Ethics and Good Governance Practices” (for Cartoon/Drawing) and “Eradication of corruption and Ill effect of corruption” (for short

video/Skit max.20 minutes).
